OPENING ADDRESS BY CHAIRMAN

The Chairman welcomed everyone especially Rev David Graham, District Chaplin. The Chairman also mentioned that Harry Wilson, President, could not attend this years AGM as he was at Windsor Castle receiving his MBE. In his absence the UMT congradulated Harry for this well deserved honor in recognition of his life long services to the marine industry. David Graham agreed to officiate in his place during UMT election.

MATTERS ARISING FROM LAST MINUTES

It was decided that the AGM should not be held during school holidays so that staff from Monkwearmouth could attend. Unfortunately this has not happened and Monkwermouth send their applogies. The minutes also state that Monkwearmouths accounts will appear in this years report. The Chairman would like to refer to a statement in the financial report section.

CHAIRMANS REPORT

As in previous years, although the AGM financial report attests for the year ending March 2024, I would like this report to cover the period from the last AGM to this date. We have found that when speaking to interested parties, whether parents of cadets, local associations or sources of funding, an up-to-date overview of the activities of TS Collingwood is most helpful. To this end our public domain AGM report is the most appropriate.

In November a meeting was held at TS Collingwood with all staff, P&SA members and other interested parties to discuss and formulate a plan for the following year. The outcome of the meeting was included in the 2024 objectives-

  1. Retain our Burgee

  2. Retain/improve our cadet membership in line with the aspiration of HO

  3. Continue working towards the successful establishment of Monkwearmouth Academy Sea Cadets

  4. Action 2024 infrastructure and cadet training and activity plan

I will leave to the CO to describe the cadet training and activities plan, but suffice here to say that the New Year got off to a very good start with the retention of a Burgee presented at a very special awards evening in December attended by the Deputy Lt of Tyne & Wear, Major Nigel Wyrley- Birch

2024 has been a year of consolidation due to planned and unplanned staff shortages in the middle of our most active boating season. This including CO Jim Simpson having a much-needed knee replacement, the very happy birth of a daughter to Lieutenant Stephen Dupear and training Officer, Sophie Dawson, and the hospitalisation of myself with lung damage and pneumonia. It is with great pride that the UMT, all remaining staff, volunteer helpers, parents and senior cadets stepped up to provide a continuous program of cadet activities including all training requirements and participation in the many summer community activities. From the management side funds were made available for a number of very successful boating weekends and other activities such as the participation of 30 cadets at Beamish Open Air Museum Flag Day parade. Funds were also made available for a number of capital expenditure projects as detailed below-

Building

Since the refurbishment of the Staff and disabled access heads/wet room and female heads, the male heads began to look decidedly tired and difficult to keep clean with paint flaking off the breeze block walls. A refurbishment had been planned for some time and an unexpected builders slot became available at short notice in January to carry out the work. The refurbishment was completed successfully installing wipe clean walls, ceiling, boxed in pipework and enhanced lighting, bringing all facilities up to a required standard.

Equipment

To increase training areas and for ease of use, a set of new lightweight but strong folding tables with mobile storage rack was purchased for the parade deck. The existing wooden draftsman’s tables donated by BMT have performed sterling service over the years and are now relocated to the ground floor training areas.

A request was also made to provided folding tables and benches to suite desk top training activities in the Junior Classroom. This was done and has been a great success.

Boats

The new Junior Sailboat ‘Lilian’ mentioned at last year’s AGM has now completed it’s latest refit which included installation of new fixed standing rigging, suitable for a boat to be berthed on a mooring as opposed to its existing rigging designed for constant mast lowering and raising. The boat, a Yeoman Kinsman has a long and successful history of safe design and operation racing on the Norfolk Broads. Unfortunately, EU certification as publicised on the owners association website is not actually available, and so cadet acceptance in accordance with TARS was proving tricky. Unfortunately, the Junior Cadet boat dedicated moorings, although renewed in 2022 by the previous owner sank one stormy night. Foul play was suspected so solid type and expensive moorings buoys were ordered from Norway and were successfully installed by our fisherman friends on the quayside. Foul play turned out to be not the case as the cause was identified as incorrect sealant on the old buoys. Lilian spent a number of summer months safely on the new moorings and will be used in the future for Junior Cadet sailing boat familiarisation.

Our Trinity 500 rowing boats, that actually belong to ST Marine College, are now old, but still very usable as long as winter refits are carried out. Purchasing new Trinities is not possible as they are out of production and will remain so for the foreseeable future. It had become apparent that rowing is a TS Collingwood speciality with good results in Area and National Competition and so there was a desire to increase our training capabilities.

TS Collingwood, therefore, in partnership with the North East Maritime Trust, located near to our unit premises on the quayside, embarked upon an exciting project to build, using traditional wooden boat building methods, two new rowing boats for our unit.

These new boats, of a very similar design to our existing Trinities, will be used for cadet training purposes and will be an excellent addition to our fleet. The boats will be built to the highest standards and fully certified in accordance with Sea Cadet regulations. (TARS)

The North East Maritime Trust is a registered charity with focus on regionally important historic working boat restoration, repair and conservation including maintenance and sailing. An important part of this work also includes training and as such the partnership with TS Collingwood is to include cadets in the construction process. This will provide cadets with an in-depth understanding of boat design, structure, components and construction as well as the passing-on of wood working skills by the NEMT.

It happened that training of youth in certain shipbuilding skills, one being shipwright, is also something close to the heart of our President Harry Wilson as Chairman of UK Docks. With this in mind project has been sponsored by UK Docks.

Unfortunately, the first boat build has had many challenges in the construction method as provided by the naval architect and material supplier. It’s been a learning process for NEMT but cadets will be fully involved in the second boat.

We received our annual audit from the RYA to verify our status as a RYA training establishment. The audit went well however our 30 year old and trusty MOD supplied Dory was not accepted for RYA activities, the freeboard considered too small. The Dory was already downgraded by HO, suitable for three crew only, so for some time it was a boat ready for disposal. At the same time, as if it was meant to happen, our good friend and benefactor John Lightfoot MBE requested a meeting to discuss cadet activities. Following this he very kindly provided an unrestricted donation of £20,000 and it was immediately put to good use.

In summary a new 4.2m Zodiac RIB was purchased and with five permanent seats and a certified capacity up seven persons, the boat will be ideal for training and safety boat cover.

Other Items.

We were honored to receive a wonderful artifact gifted to TS Collingwood by Judy Carr. Her Grandfather was presented, by the Admiralty, with his copy of shipboard War Instructions, for completing services during WW1. At the time this confidential document bound and weighted with lead would have been thrown overboard if his ship was attacked by the enemy. Captain Carr survived the war but was lost at sea in the 1930’s. Judy was looking for a suitable home for this important and museum quality document in memory of her Grandfather and it now resides high on the parade deck in a splendid display case, also provided by Judy.

To summarise, UMT 2024 objectives have been mostly met and 2025 objectives will be established, as in previous years, at an all staff meeting after this AGM.

P&SA REPORT

Unfortunately as per last year there has been little interest from parents in expanding the P&SA and so much of the work has been fulfilled by the existing committee members. I continue to provide Nutty on a parade night and do the housekeeping with the help of a few parents on an ad hoc basis.

Since the last UMT AGM the P&SA have participated in the following activities.

We have organised and are funding a Halloween party for the cadets on 01/11/24.

We would like to thank the Chairman, UMT, staff, cadets and parents/carers for their continued support.

CO’s REPORT

2024 has been another good year for us. We began by receiving our 15th consecutive Burgee, which was later upgraded to a Gold Burgee, for being one of a handful of Units that have shown significant growth in the previous 12 months. We have just heard that we have been awarded our 16th consecutive Burgee, for 2024. On top of that, we have also received a Captains Commendation to go with it.

Another notable event was Leading Cadet Jacob was appointed Lord Lts Cadet for Tyne and Wear for 2024. He is one of a long line of Collingwood cadets to hold the post over the years. BZ to him.

Cadets participated in the District 5 a side football competition in January and swept the board winning the overall trophy. They went on to Edinburgh to compete in the Area competition, where the Junior girls team, 12 – 14 yo, won their age group, along with medals and the Area cup. They should have went on to represent Northern Area in the National competition, but, unfortunately owing to no accommodation being available for anyone, this years competition did not go ahead.

Cadets also participated in the District rowing regatta at Derwenthaugh in early summer. They once again came away with the overall District trophy and went on to the Area regatta at Loch Winnoch, in Scotland. LC Simeon took the gold medal in the sliding seat Yole competition, and the Junior Girls crew, 12 – 14 yo, won gold for the 3rd consecutive year. They should have went on to the Excel Centre in London Docklands to represent Northern Area for the 3rd time. Unfortunately, once again, there was no accommodation to be had, so this years competition was also cancelled. The cadets have been in the public eye many times this year. We participated in the D-Day ceremony, bringing a torch ashore, for South Tyneside council. We took part in the Armed Forces Day Parade along the sea front and into Bents Park. We were well represented at the South Tyneside Summer Festival, with

many cadets marching, and two of our boats being towed. We attended the Flag Day at Beamish Open Air Museum with 30 plus cadets and instructors, where we led the

parade through the village. A day enjoyed by all. We also attended five Armistice Day events in November.

We have had four cadets attend Offshore voyages this year. One spent a week on TS Royalist, sailing from Falmouth around the Channel before arriving in Weymouth. Another cadet spent a week on the Sea Cadet yacht, TS Liveryman, sailing from Weymouth, port hopping to Portsmouth, visiting many location. Finally, two cadets joined the offshore power vessel, TS John Jerwood in North Shields two weeks ago with a view of sailing to Hull. Unfortunately, the weather conditions were horrendous, not permitting them to sail, so they spent the week on the River Tyne working between the harbour and Newcastle Quayside. Qualifications were gained by all cadets.

We held many boating sessions throughout the season, with plenty of qualification gained by cadets. We were delighted to receive a Rigid Hull Inflatable Boat to enhance our fleet. It will replace our Dory which we took on charge in 1992. It is a sound boat, but not of the specification we require to run powerboat and safety boat courses. The Dory is in the process of being transferred to Methil unit, in Fife, where it will continue to be put to worthwhile use.

We also took the unit keelboat, Lillian, afloat for the first time. She handles the water well and looks very good afloat. We look forward to using her more regularly in the future.

Monkwearmouth Academy Division have returned from the schools summer break, with steady numbers, and awaiting the enrolment of new Junior cadets from the Year 7s who have just joined the school from feeder Primary Schools. Numbers between us both stand at 90, slightly down owing to students leaving Monkwearmouth Academy. We have new recruits arriving constantly. The cadets are now wearing the smart new Royal Navy PCS uniform. All our cadets have been issued with it, and they look very smart, and grown up wearing it. This years Stocktake has been completed with nil deficiencies.

Cadet advancement and qualifications are far exceeding the MSSC requirements. The cadets remain energy efficient, and “green.”

TREASURERS REPORT AND ADOPTION OF ACCOUNTS

The Treasurer provided an overview of the unit accounts and fielded questions as appropriate. The accounts were adopted.

Auditors Fees including VAT are expected to be in the order of £500 and were acepted.

Chairmans comment of Monkwearmouth accounts.

Monkwearmouth Sea Cadets are a Sea Cadet Unit that operate within the confines of Monkwearmouth Academy and is a part of the Tyne Coast Academy Trust. Cadet subscription/donations are paid by parents on a regular basis using the academy’s own electronic system, Parent Pay. The Sea Cadet Unit funds are held within a ringfenced account which is a part of the academy’s main accounting system. As such, oversight

of the Sea Cadet account falls within the structure, governance and management of the academy and no moneys relating to Monkwearmouth appear in TS Collingwood’s accounts. Within present Charity Commission Rules, funds below £25,000 do not require an independent examination, so even though constitutionally Monkwearmouth operate under the governance of TS Collingwood there is enough confidence and transparency to provide Charity Commission compliance. When Monkwearmouth Sea Cadets near a gross income of £25,000 advice will be sought from the Charities Commission on how to proceed, but hopefully by then they will be nearing their own standalone Charitable Status as Sunderland Sea Cadet Unit.
