CHAIRMANS REPORT TS COLLINGWOOD CHAIRMANS ANNUAL REPORT 2022/23

As in previous years, although the AGM financial report attests for the year ending April 2022, I would like this report to cover the period from the last AGM to this date. We have found that when speaking to interested parties, whether parents of cadets, local associations or sources of funding, an up-to-date overview of the activities of TS Collingwood is most helpful. To this end our public domain AGM report is the most appropriate.

In November a meeting was held at TS Collingwood with all staff, P&SA members and other interested parties to discuss and formulate a plan for the following year. This also took into account the views of cadets after an innovative Dragons Den style interaction on improvements to facilities that they would like to see. The outcome of the meeting was included in the 2023 objectives-

  1. Retain our Burgee

  2. Retain/improve our cadet membership in line with the aspiration of HO

  3. Continue working towards the successful establishment of Monkwearmouth Academy Sea Cadets

  4. Complete outstanding items of 2022 Regeneration Plan

  5. Action 2023 infrastructure and cadet training and activity plan

I will leave to the CO to describe the cadet training and activities plan, but suffice here to say that the New Year got off to a very good start with the retention of a Burgee presented at a very special awards evening in December attended by the Lord Lt of Tyne & Wear. It was a very pleasant though cold evening, and a chance to acknowledge the efforts of the cadets, dedication and hard work of the staff and support from the UMT. Ms Lucy Winskell OBE DL, in full uniform, inspected the guard and spoke eloquently to all cadets. The evening was also attended by our good friend and benefactor John Lightfoot MBE and a large donation to the unit was promised, and received a couple of weeks later!

Some other notable events at the unit were-

April 14[th] . Unveiling of a Blue Plaque at TS Collingwood to acknowledge the part HMS Satellite played during the war, training DEMS gunners. The ceremony was attended by The Deputy Lieutenant, Mayor, Deputy Mayor, forty invited guests with an association with TS Collingwood, cadets, parents and staff. The plaque was unveiled by the Mayor Cllr Pat Hay and Colonel Ann Clouston (Ret’d) OBE, ARRC, TD DL VR Deputy Lieutenant South Tyneside took the salute from the cadets during a march past. Following the unveiling a boat naming and blessing took place on the quayside for our new Humber RIB named Satellite and the new junior cadet keel boat named Lilian after the wife of John Lightfoot MBE who sadly passed away in 2022. Also named and blessed was our new tractor James, in memory of the son of our two members of staff Sophie and Stephen. Following the official ceremony, a buffet lunch and buffet was laid on for all guests and the cadets and parents held a quayside BBQ. Quite remarkably as the weather the day before and after was horrible, the sun shone brightly for the whole event. The blessing was performed by Father Mark Mawhinney, Vicar of ST Michaels and all Angels, Westoe. Father Mark has been approached to be our new Unit Padre, for which he has agreed.

20[th] June. TS Collingwood hosted a talk/presentation on HMS Satellite to the Collingwood Society. The presentation was given by our Vice Chairman Keith Trotter and followed by refreshments and a buffet. Interestingly Nigel Collingwood a direct descendant of Admiral Lord Collingwood attended the evening.

6[th] July.- TS Collingwood once again hosted the summer North East Coast Marine Professionals (NEMP) social evening. The event was sponsored by UK Docks and attended by all of UK Docks directors (Nationwide) and a talk given on their new RN contract to be managed globally out of their HO in South Shields.

Monkwearmouth Academy Sea Cadets

Again I will leave to the CO’s report. From a UMT perspective it has been working well and the Monkwearmouth acting OIC Assistant Head Teacher Iain Buddle has attended TS Collingwood UMT meetings. It has also been a pleasure to see cadets from Monkwearmouth and other catchment schools attend TS Collingwood on occasions, all in school uniform and with exceptional behaviour.

Boats

The new junior sailing keel boat (Yeoman Kinsman) purchased in 2022 was refitted during the winter. For this a donation of £500 was received from John Parkinson a sailing friend of the Chairman.

Main items from 2023 action plan.

It was identified that the existing gas fired galley range, although still serviceable did not meet current safety standards. A commercial specialist cleaning company was contracted to clean the range as well as the extractor filters, but at the suggestion of our President Harry Wilson a decision was made to completely replace the range with a new electric appliance. Safety being paramount. This has been completed including removal of the old gas main and installation of a new 440v 3 phase supply. All work was carried out and generously paid for by UK Docks and their supplier Caterform Ltd.

The cadets were supplied with five new tablets and a charging docking station for training purposes.

Because of the increase in Junior Cadet numbers, more bean bags were purchased.

Outstanding items on the action plan including replacement tables and marine equipment are delayed until completion of building works payment. It is hoped equipment can be sourced within 2023.

No new Marine Craft purchases were made however the Wheelyboat (Sir James Knott) Starboard engine repair costing £1300 was performed during the winter months. Unfortunately, the trailer had also suffered significant sea water corrosion damage during the winter and was deemed unserviceable. Although FW flushed and kept indoors when not in use it’s limited quayside movement does not allow drying and so all the brakes had to be renewed. The tow hitch and mechanism also had to be renewed. Total cost £1000

The Trinity rowing boats are beginning to show their age and cracked thwarts have had to be repaired.

On Saturday 24[th ] June, TS Collingwood acted as crew change over and safety cover for South Shields Marine School Annual Charity Tyne Rowing Race. This was the first race since before Covid, and a great day had by all. Prior to the race, the Chairman and Vice Chairman trained marine school crews up to three nights a week for a month prior to the race. For this a donation of £500 was made to TS Collingwood from the ST College Winterbottom Charitable trust.

Other events.

In September The Vice Chairman hosted eight Newcastle Visitor Guides at TS Collingwood and gave a presentation on the history of the ‘Unit’ in preparation for TS Collingwood becoming a part of the river Guided Walk.

In October the same presentation was given by the Vice Chairman to 26 invited guests to TS Collingwood as part of a joint visit to the unit and the North East Maritime Trust.

Projects apart, one of the greatest effort is towards the general account and keeping the lights on. With this in mind our very great thanks go to those that understand what we do here at TS Collingwood and whom offer continual financial support. They are-

In conclusion 2022/23 has been a very busy year where our profile in the local community has greatly increased and we look forward to the benefit of that in 2023

PSA REPORT

We are yet to hold our AGM meeting, we only have 4 committee members, due to cadets leaving and 3 of the remaining committee members working shifts, making it almost impossible to find a suitable date and time to meet. We have had little interest in recruiting more committee members, although some parents are willing to help out with certain cadet activities. We will put a post on the Unit Facebook page to drum up some interest. At our last meeting in March we, made it our mission to do as much fundraising as possible to subsidise cadet activities and we have done very well.

We continue to help keep the building clean and tidy and ensure the galley and toilet areas are kept stocked up with hand towels, soap, toilet rolls etc .We empty the rubbish bins and recycle as much as possible

One of our members helps out in the Uniform store and is kept busy issuing uniforms and badges to our many cadets, who regularly have growth spurts!

The P&SA members run the nutty on parade nights, purchasing stock, selling drinks and sweets to the cadets and staff for a small profit and all the takings is banked by our treasurer. Since the last UMT AGM the P&SA have participated in the following activities-

We have organised a Halloween party for the cadets’ on 3.11.23, which the P&SA will be funding and we will help out at the Cadet Christmas fun night on 22/12/23.

We would like to thank the Chairman, UMT, staff, cadets, parents/carers for their continued support.

COMMANDING OFFICERS REPORT

2023 began with the fantastic news we had retained our annual efficiency award of a burgee for 2022, for the 14th consecutive year. After our recent RNP on 29[th] September, we have learnt that we have yet again been awarded a Burgee for 2023, our 15[th] consecutive one. An amazing achievement. Another new record for TS Collingwood, and Tyne South District.

The Remembrance Sunday Service in November was an extremely successful day. We paraded 50 cadets and 10 Adult Volunteers. By far the largest contingent on parade. The Unit received vast amounts of praise afterwards at the Town Hall from the Mayor and other Civic dignitaries at the reception. We also had representatives at another 10 events around the Borough and Sunderland.

The annual awards evening on December 16th was a great success. The Lord Lt of Tyne and Wear was guest of honour, and she was greatly impressed by the cadets and the Unit facilities.

We held the Cadet Christmas dinner on 19th December. It was a great success, and well received by all in attendance. Many thanks to the UMT for funding this event.

Cadets took part in the District Swimming Gala at Jarrow, in December returning with 8 gold and 1 bronze medals. They went on to Scotland to compete in the Area competition and returned with silver and bronze medals. In January, the District held the 5 a side football competition. The Junior boys, (12 – 14-year-olds), triumphed in their competition winning gold medals. They competed at the Area competition in Edinburgh on 4th February, and returned with silver medals after a creditable performance, after an arduous journey North. Coach breakdown and a two-hour delay.

Five Royal Marines Cadets participated in the L/Cpls board at Otterburn. All five were successful, and were promoted to L/Cpl

This same weekend, our Detachment Commander, Ollie Graham commenced his Officer Development Programme. He passed all the phases successfully and has since been promoted to 2[nd] Lt(SCC) RMR. He turned 21 yesterday and is now eligible to be promoted to Lt(SCC) RMR, I have submitted his paperwork today.

One Sea Cadet attended the Leading Cadets Board at Rosyth 2[nd] March, after lots of hard work and preparation. He was successful and is proving to be a very useful Leading Cadet. He has since competed in the Northern Area Piping Competition, and also qualified as a Cadet Piping Instructor. The first one in the history of TS Collingwood, and Tyne South District. He embarks on his RYA Sailing Instructor course next. We wish him the best of luck.

On 18th May TS Collingwood were awarded the Community Champion/Group Award in the Best of South Tyneside 2023 by South Tyneside Council for all the work we put into the community, which was rather a nice surprise to be recognised for it.

Cadets also participated in various fundraising events for the Unit training fund. On 18th March we held a bucket collection at the Stadium of Light in Sunderland and collected approx. £1,522.32 in 2 hours. On 6th April, cadets held a bag at Marks & Spenser in Sunderland and collected £600.85, finally on 8th April, cadets held another bag pack, at ASDA in South Shields, and collected a magnificent £922.70. £3,075.87 in three events. Quite remarkable. Cadets also competed in the District Swimming Competition on the same afternoon. 15 cadets competed, and the came away with nine gold medals and one bronze medal. An amazing effort. They medal winners will now go to represent the District at the Area competition in Scotland in November,

We also received the news, that, after an Armoury Security Check, the Unit armoury is substandard, and not fit for purpose. Along with almost every armoury housed at cadet units in the UK. On Friday 9th June, I completed a survey regarding the matter of armoury upgrades. MSSCHQ are wishing to have a central hub to hold the Parade Purpose Weapons, deactivated rifles, used only for parade training. This central hub will be the focal point for other units within a District to visit to carry out parade training with rifles, and the unit will need to be made available for units to visit for this purpose. Only one unit per district will be allowed this position. The cost to upgrade the armoury to house the weapons would have been £16,000, MSSCHQ would furnish a grant for £8,000, the Unit would have to supply the remaining £8,000. Another option is Unit could become an Air Rifle hub. Same stipulations as before regarding building availability. Cost of this would be £4, 5000. MSSCHQ would provide a £3,000 grant, the remainder coming from the Unit. This would include three air rifles and the portable air rifle shooting range. Plus secure storage for the said air rifles. As it stands, South Shields did not have qualified staff to carry out air rifle shooting, nor the space to house a range. I personally think the time has come to surrender our PP weapons and use the armoury space for other purposes. Attitudes have changed in the public eye as to under 18s carrying firearms in public, which we are not permitted to do, quite rightly in my opinion. We have since taken the decision to return our holding of PP Rifles, which has taken place. We will now use the former armoury as Adult changing facilities for going afloat.

We also learned from MSSCHQ, the funding from the Royal Navy and MOD to MSSCHQ has been cut substantially. With immediate effect all the proposed Overseas Exchange Visits were cancelled. Also, a large chunk of offshore cruises on TS John Jerwood were cancelled. Unfortunately this affected us. We had 8 cadets booked on and accepted onto some of these voyages. It could have resulted in our inspection marks dropping for not reaching the total cadets going offshore. I argued for dispensation as this was beyond our control. It has been taken into consideration.

Monkwearmouth Academy have become well established under the leadership of PPO(SCC) Iain Buddle. They have a very proactive training programme, and all are extremely enthusiastic and keen to learn. They attend South Shields Unit regularly, and I visit them to offer training, support, and guidance. Monkwearmouth cadets attended South Shields on Thursday 15th June to complete their Water Safety Tests. Much excitement from them.

On Sunday 18th June, the Unit took part in the Annual Armed Forces Day Parade in South Shields. The cadets marched from Gypsy Green Stadium to Bents Park, where we will spent the day with a recruiting stand. A lot of interest was followed up by visits to the Unit, and new enrolments.

Saturday, 24th June, the Unit supported Tyne Coast College during their annual charity rowing race on the River Tyne from Newcastle to South Shields.

Saturday, 1st July, we took part in the South Tyneside Summer Festival. We had cadets and adults marched and towed two boats from Westoe Road, through South Shields to Bents Parks. Our cadet numbers were down owing to cadets attending courses, and other activities, and events. It was also the third consecutive weekend that cadets were engaged in Unit activities, the District Rowing competition was held between the event and Armed Forces Day Parade. We received a lot of recruiting interest following this event, also.

On 18th July, TS Collingwood finished in the top 3 in the I Love South Tyneside Awards for “Outstanding Effort and Community Spirit” by South Tyneside Council at the Customs House, which was another nice surprise to be recognise, following our Pride of South Tyneside Award in May.

Cadets attended the Northern Area Rowing competition at Loch Winnoch in Scotland on 22nd July and returned with Gold and Silver medals.

On the 1st & 2nd September, The Junior Girls crew headed to the National Rowing Championships at the Excel Centre in London Docklands to represent Northern Area for the second consecutive year. They finished a very creditable fourth place out of over 400 Units. An amazing effort as some had not rowed before the District Competition.

On Sunday 3rd September, the Unit took part in the Merchant Navy Day Ceremony at the Missions to Seafarers in South Shields. We were well represented by cadets, and adults. We laid a wreath on behalf of TS Collingwood.

Friday September 29th we held our Royal Naval Parade where we hosted the Senior Staff Officer for Northern Area, Cdr Graham Tait. He was greatly impressed with the Unit facilities and all the cadets. We had representatives from Monkwearmouth Academy on parade with us. A great night was had.

Cadets numbers between South Shields and Monkwearmouth Academy Division stands a an extremely healthy 103 cadets and Juniors.

We have lost one of our senior cadets as he joined the Royal Navy in mid-September. AC Lucas. He is currently HMS Raleigh mid-way through ten-week initial training. We wish him every success and best of luck in his chosen career.

Our next major event will be the Remembrance Sunday Parade. This year we will have members of Monkwearmouth Academy Sea Cadets parading with us for the first time. Hopefully boosting our numbers of 60 on parade in 2022.

Last week, I was personally awarded my 3[rd] Clasp to my Cadet Forces Medal, for 30 years as a uniformed instructor. This year is the fiftieth year I have been involved with TS Collingwood, after joining as a 12-year-old cadet in 1973.
