Parish Council
Looking back over this incredibly difficult year our thoughts are with those who suffered loss from the Covid Pandemic. The challenges we faced were immense but Woodhouse Parish certainly rose to the challenge. I wish to thank all our volunteers, councillors and staff for the wonderful commitment you have shown. Even through long periods of lockdown we have managed to continue our monthly meetings and keep up our hard work around the Parish. We’ve even enjoyed a larger public attendance than usual which has been great.
First of all, I would like to give my thanks to Robert Simpson who stood down in December and to Jill Taylor in January, for their service to the Council. I extend a warm welcome to Denis Shiels and Peter Ince who have been co-opted onto the Council who we can all look forward to working with in the future. Also, we welcome Cathy Schou in a new role for the Parish as our Environmental Warden.
Our most significant project to be completed over the last 12 months has been the submission of our Neighbourhood Plan. Our dedicated group of volunteers have worked tirelessly over the past 24 months and the Parish Council are extremely grateful for their time and efforts in producing the Woodhouse Parish Neighbourhood Plan. Charnwood Borough Council’s consultation ended on 30[th] April so it will now be subjected to an independent examiner. If approved, the plan will be put to a local Referendum. If the plan passes the referendum the Plan will be formally adopted by Charnwood Borough Council. This will be a fantastic achievement for the village and will hopefully play a role in the pending planning application appeal for 36 houses at the top of Maplewell Road.
Another longstanding project to be completed this year is the long awaited replacement of the bronze bulls head sculpture which was stolen over 3 years ago. After much deliberation as to how we could authentically and sympathetically replace the sculpture, local craftsman and Woodhouse resident, Boris Morgan came to our rescue! He has created a fabulous replica of the original Bulls Head drinking fountain which was erected by William Perry Herrick of Beaumanor in 1853. The head fashioned on that of a young Longhorn bull, is the crest of the Herrick coat of arms. I encourage you all to go and see it on Forest Road, Old Woodhouse (next to our red telephone box).
Of course there are many other projects supported by the Parish Council, these include three new commemorative benches, 2 near the bus stop on Main Street plus the impressive Airman bench in Woodhouse installed along with a stone plaque which the Parish Council helped fund with a grant. The Parish Clock in Saint Paul’s Church has also had a major overhaul with repairs to the night silencing mechanism. Further more the Parish Council have formed a new working group to liaise with residents and other local groups to review the traffic, parking and speeding problems in the villages and surrounding area.
Finally, in order to improve communication with parishioners we have launched a Woodhouse Parish Council Facebook Page for all residents to join. https://www.facebook.com/woodhouseparishcouncil/ . As of July, we are planning on getting back to face-to-face meetings and really look forward to seeing new and old parishioners attending.
King George’s Field Charity
Despite lockdown our charity has also had an extremely busy year. The Charity, with the support of the Parish Council, has invested significantly to breathe new life into the old Caretaker’s property which adjoins the Village Hall. Our very own Premises Manager personally managed the refurbishment and reconfiguration creating a desirable family rental home and a vital on going income for the Charity.
After much anticipation, the Parish Council reached an agreement in principle between the Woodhouse Eaves Scout Group. The agreement paves the way for planning permission to be sought to replace the Annexe building with a New Scout & Community Building targeted at the Youth of the Parish.
Whilst the halls have been closed during Lockdown we have also had the opportunity to make improvements to the buildings. We have painted the village hall and its amenities, the outside of the public toilets and the inside and outside of the Sports Pavilion. Everywhere is looking bright and fresh in readiness for the halls to open fully to the public.

Finally, an Elm Tree which was donated by Goscote Nurseries and has been planted close to the children’s play area in commemoration of those who suffered and lost their lives during the Covid pandemic.

Financial Report 2020-21
At year end 31st March 2021, the overall bank balance had reduced by £17,000 from last year, meaning the unallocated reserves are a little low.
90% of the combined expenditure budget had been spent during the year, following the completion of renovations to the VH House and the replacement of the VH boiler.
The Neighbourhood Plan has been finalised this year by a dedicated group of volunteers and has been totally grant funded to date.
The 3 halls saw a significant drop in income due to lockdown closures, with less than £5000 in lettings which is only 12% of the £42000 collected in the previous year.
However, £18335 was received in covid grants from the Government, which helped to mitigate the shortfall between spending and income, with the Parish Council funding the remainder.

9. TENANCIES
A new tenancy agreement was initiated for the rental of the Village Hall House from 25[th] September 2020 at £1000 per month.
10. AGENCY WORK
The Council has undertaken no agency work on behalf of other authorities.

Re: Internal Audit for Woodhouse Eaves Parish Council & King George’s Field Charity
I have now completed the internal audit as of the 31[st] March 2021. All accounting documentation and supporting records were complete and in order.
As discussed the only anomaly was the fact that the wages figure had been duplicated due to the proportion split of wages to King Georges Field Charity whereby the physical money had been donated to that account to pay the wages and then the expenditure of this was recorded as salary expense rather than a transfer. I have amended the annual return to reflect this change. Please make sure that the accounting records are amended your end to allow for this.
