Structure, governance and management
The charity is a company limited by guarantee and was formed on 4 April 2001. It is governed by a memorandum and articles of association as amended 17 April 2002, 15 January 2006, 12 December 2020 and 5 May 2021. The liability of the members in the event of the company being wound up is limited to a sum not exceeding £10.
Method of recruitment and appointment of trustees
The trustees of the charity are also the directors for the purposes of company law and are appointed by the members at the AGM.

Objectives and activities
The charity's objects
To promote the Buddhist Faith under the spiritual guidance of the elected General Spiritual Director of the New Kadampa Tradition - International Kadampa Buddhist Union principally through the activities of teaching, study, practice and the observance of moral discipline all within the Mahayana Buddhist Tradition of Atisha and Je Tsongkhapa as taught be the Venerable Geshe Kelsang Gyatso, the Founder of the New Kadampa Tradition - International Kadampa Buddhist Union, through the continuous implementation of the three New Kadampa Tradition Study Programmes: the General Programme, the Foundation Programme and the Teacher Training Programme.
The charity's main activities
The charity runs a programme of classes and courses at the centres in Keighley and Burnley and in local towns. These are open to everyone and introduce the benefits of meditation and the Buddhist approach to a happier life to the general public. The charity also has a World Peace Cafe in the Keighley Centre which opened in September 2010 which promotes these activities to a wide range of people.
Public benefit statement
In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of religion.
Achievements and performance
Teaching and Education Programme at Buddha Land Centre and Burnley Centre
Clearly 2020 has been a very unusual year with a complete change in how we run our activities. We were fortunate that we were able to develop the technology and resources to get on line very quickly and we were running online classes by the end of the first week of lockdown.
We have run livestream classes and courses via Zoom and offered the option of catch up available with Courses, this offers flexibility for those who cannot attend at the time of the Course. We have also offered a weekly You Tube video of a meditation class recorded by Gen Paljin. Chanted prayers were also made available online.
We put in place Covid protocols from the start of the lockdown which we have adapted as guidance changed After the first lockdown, places of religious workshop were allowed to open again with certain restrictions which meant we could offer in person classes, courses and pujas. These have been run in tandem with our continued online presence.
Centre Membership
With lockdown, we actively promoted our Centre Membership Scheme as a means to support the Centre financially during this difficult period and also as a means of encouraging people to attend several classes/courses each week. This proved very popular, and we had over 70 plus people signing up, many of whom have continued into 2021.
Courses
Our plan for the Spring term had to be quickly adapted with lock down. We rescheduled our planned March Empowerment of Buddha Avalokiteshvara in Burnley until Sept where we had about 10 In Person attendees and many more on line. In Nov as restrictions had changed again, we held a Dorje Shugden Empowerment at Buddha Land with online attendees only. During lockdown, we held online Courses every weekend as we found that people were very keen to attend teachings and up to June, these were very well attended.
From June, they were offered as In Person in both Buddha Land and Burnley as restrictions allowed with online options continuing.

GP drop in classes
Branches continued in Settle, Shipley, Bradford City Centre and Otley until the lockdown in March and several classes were held at Buddha Land & Burnley each week until lockdown. When restrictions allowed, we offered the option of in-person attendance.
Day Retreats
We started the year with 6 Day Retreats over 3 weekends in January.
Day Retreats are then usually held at the end of a half term to consolidate the teachings in the General Programme classes. These continued to be offered online.
We held 3 Day Retreats to Bolton Abbey in Sept, Oct and Dec in between restrictions with reduced numbers allowed to attend. These retreats are very popular as they offer the opportunity to spend time in a quiet location and retreat from usual activities.
Weekend Away Retreats
We held one Centre Retreat to Madhyamaka Centre in March just before lock down.
Foundation Programme and Teacher Training Programme
Like the Classes and Courses, these Study Programmes quickly adapted to moving on line. Teacher Training Programme on a Monday morning continued to study of New Guide to Dakini Land and then Clear Light of Bliss from the Spring. Friday morning FP continued with the study of Joyful Path of Good Fortune and Thursday evening FP continued with the study of Eight Steps to Happiness. Burnley Centre FP on a Monday evening studying Joyful Path of Good Fortune.
The choice of such a varied programme run by the Centres has given more flexibility to those wishing to study more in depth.
Stop the Week and other events
We ran 2 STW in Jan and Feb before we had to suspend these events for the rest of the year. We ran a wellreceived Food for Thought Burns Night event in Burnley in Feb.
We said goodbye to 2020 with a teaching and meditation for a few attendees in person and more on line but we were not able to hold the usual meal due to restrictions . We saw in 2021 in with an Avolokiteshvara Puja chanted prayers dedicated to World Peace.
Publicity
We put out posters and leaflets in the local area in Jan and Feb but then suspended this for the rest of the year. Increasingly people come to our classes and course via our Web Pages and social media sites. We use some paid advertising on Facebook as a targeted way to reach new people and continue to monitor its effectiveness (reports consistently show that it is more effective in Burnley than Keighley)
Schools Programme, Chaplaincy and Other Visits
Some school visits did take place on line via Zoom/Teams but nothing like our usual full programme
Administrative Programme
World Peace Café
Throughout 2020, the Cafe was closed during lockdown periods and re-opened in between, 5 days a week from Tuesday to Saturday.
The sponsored Cafe Manager left his role in July 2020 leading to an increased reliance on working visitors, mainly sourced through an online volunteer site, HelpX.. Due to these intermittent closures, numbers of regular customers have declined, though some trading and a presence in the town centre was maintained. We took part in the Govt initiate Eat Out to Help Out in August in a bid to increase trade, with some success.

Fundraising
We held our usual raffle over the Christmas period and a Sponsored Walk in the summer ( in between lock downs) walking along the canal in Lancashire. We received some generous donations from individuals understanding that our class and course income was reduced due to the lockdown. The walk raised an amazing £1,800.
Residential Building
During the initial lockdown March to June, access to Buddha Land Centre was solely restricted to residents of the house. One of the residents isolated for several months.
The residential property at Skipton Road was home to Gen Päljin (Resident Teacher), one Sponsored Resident and 2 further residents at the beginning of 2020. In May, we sponsored another person who had moved into the house at the start on lockdown in March. During the year, one sponsored resident and two residents moved out and one new resident moved in. One room remains available for working visitors.
Alternative residential accommodation was actively looked at during the year and a potential building that would offer larger, more flexible accommodation and a location closer to the centre was identified but it was not purchased as it was withdrawn from auction.
Burnley Centre
Burnley Centre remained closed for much of lock down as our online focus was run from Buddha Land Centre.
Governance
The AGM has held in September, via Zoom, and was well attended. 4 new local members were voted in. The longest serving director resigned, and a new director was appointed. A further director resigned in November, creating a vacancy.
In November, a consultation took place with members regarding changes to the constitution. These were passed and both Companies House and the Charity Commission were updated.
Financial review
The net income for the year was £63,014, all relating to unrestricted funds.
Reserves policy
The charity's free reserves, excluding fixed assets, at the year end were £52,112.
The charity has a policy to keep a cash reserve fund of £20,000 minimum, which the Trustees consider to be adequate to cover any unforeseen shortfall in short-term cash flow and the requirement to pay short-term loans. There is an option to set a maximum and minimum level.
The trustees endeavour to review this policy at least once per year.

Statement of trustees' responsibilities
The trustees (who are also the directors for the purposes of company law) are responsible for preparing the Trustees report and the financial statements in accordance with the applicable law and UK Accounting Standards.
Company law requires the trustees to prepare financial accounts for each financial year which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for the year. In preparing these financial statements, the trustees are required to:
select suitable accounting policies and apply them consistently;
observe the methods and principles in the Charities SORP;
make judgements and estimates that are reasonable and prudent;
state whether applicable UK accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements;
prepare the accounts on a going concern basis unless it is inappropriate to presume that the charitable company will continue in operation.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charitable company and to enable them to ensure that the financial accounts comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
This report has been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities (Charities SORP (FRS102)), and in accordance with the special provisions of the Companies Act 2006 relating to small companies.

Independent examiner's report to the trustees of Buddha Land Kadampa Meditation Centre Ltd
I report to the charity trustees on my examination of the accounts of the charitable company for the year ended 31 December 2020, which are set out on pages 8 to 12.
Responsibilities and basis of report
As the charity's trustees of the charitable company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the charitable company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1 accounting records were not kept in respect of the company as required by section 386 of the 2006 Act; or 2 the accounts do not accord with those records; or
-
3 the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination; or
-
4 the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities [applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)].
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

For the year ending 31 December 2020 the charitable company was entitled to exemption from audit under section 477 of the Companies Act 2006 relating to small companies.
The members have not required the charitable company to obtain an audit of its accounts for the year in question in accordance with section 476. The trustees (who also the directors for the purposes of company law) acknowledge their responsibilities for complying with the requirements of the Act with respect to accounting records and the preparation of accounts.
These accounts have been prepared in accordance with the provisions applicable to companies subject to the small companies’ regime and with FRS 102 (effective January 2019).

1 Accounting policies
Basis of accounting
These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts. The financial statements have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) and with the Charities Act 2011.
The charity constitutes a public benefit entity as defined by FRS 102. There has been no change to the accounting policies since last year. No changes have been made to the accounts for previous years.
Going concern
The trustees are satisfied that there are no material uncertainties about the charity's ability to continue.
Incoming resources
All incoming resources are included in the Statement of Financial Activities (SOFA) when the charity becomes entitled to the resources, it is more likely than not that the trustees will receive the resources and the monetary value can be measured with sufficient reliability.
Grants and donations
Grants and donations are only included in the SOFA when the charity has unconditional entitlement to the resources.
Where grants are related to performance and specific deliverables, they are accounted for as the charity earns the right to consideration by its performance.
Expenditure and liabilities
Expenditure is recognised on an accrual basis as a liability is incurred. Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out the resources and the amount of the obligation can be measured with reasonable certainty.
Taxation
As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.
Tangible fixed assets
Tangible fixed assets costing more than £500 are capitalised and included at cost including any incidental expenses of acquisition. Gifted assets are shown at the value to the charity on receipt. Depreciation is provided on all tangible fixed assets at rates calculated to write off the cost on a straight line basis over their expected useful economic lives as follows: Freehold property: 1%
Fund accounting
All funds are unrestricted (general) funds and are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.
