About us
Oxygen's vision was conceived in 1999 by young people from Kingston’s churches with the aim of reaching out to other young people in the community who are marginalised or disadvantaged. Their aim was to help young people who needed support and in doing so, demonstrate their faith, provide opportunities for them to explore their potential and discover their core values and beliefs.
These young people helped to establish this,The Oxygen Charitable Trust (1086608) which was set up on 1st May 2001. In 2016 the Trustees of the Oxygen Trust established Oxygen as a Charitable Incorporated Organisation (1165522), which is a separate legal entity and bound by its own constitution document and has its own bank account, insurance and policies.
All the activity and operations of Oxygen sit under the governance of the Trust with the Trust continuing to provide funds to support Oxygen's work. The following reports are a brief summary of the work undertaken using the funds of the Oxygen Trust. Our young people currently face significant challenges. Young men remain disproportionately affected by underachievement, violence and knife crime, worsening mental health and few constructive outlets in the real world. Young women report significant mental health concerns, with self-harm rates rising. Gareth Southgate has helpfully highlighted young peoples’ need for guidance, belonging, and purpose more than ever. Oxygen’s varied programmes and mentoring offer vital lifelines, for the most vulnerable.
The Trustees are proud of the impact Oxygen has had in these circumstances, and on behalf of the Trustees, I want to thank John, Charlie and the rest of the staff team for their hard work and dedication, sometimes in emotionally challenging circumstances. I also want to thank our volunteers and funders, who provide the time and financial resources to help Oxygen impact young lives for the better and find solutions to some of societies challenges such as knife crime, isolation and poor mental health. Dear reader, I ask for your continued support and prayers, that Oxygen could continue serving young people in Kingston, Richmond and beyond to the glory of God.

Oxygen has been a constant in the lives of young people in the local area for over 25 years and, driven by our faith, has been positively impacting their lives to benefit them and the community.
I am continually inspired by the young people I meet who, despite facing considerable challenges, manage find their inner strength, and with the right support and encouragement, can overcome the obstacles life presents.
In a world grappling with the threats of war, global economic crisis, the
impact of AI on employment prospects, the influence of social media, a more polarised and fragmented society, today's youth face unprecedented challenges. There has never been a greater need for critical work of Oxygen!
The last year has presented some significant challenges for the team at Oxygen and we have had to reduce our staffing to reflect the financial constraints upon us. Despite these challenges, we have been blessed with having some committed staff and volunteers who have worked hard to ensure that we can deliver the most essential support for vulnerable and disadvantaged young people.
We have also been blessed and encouraged by the support and feedback from you, our champions from local churches, the community and our valued partners, which keeps us going! We need youur prayers, practical and financial help and your continued belief in the work we are doing to reach more young people at their most significant time of need!

Statement of benefit to the community
As a registered charity, and in line with the requirements of Section 4 of the Charities Act 2006, the Staff and Trustees of Oxygen have determined that Oxygen's work does have clear and identifiable benefits to those we work with, which are related to our aims.
T hese benefits are not the cause of any detriment or harm, nor are Young People excluded from benefiting from our work on the basis of their faith, ethnicity, gender, sexuality, spirituality or nationality.
Whilst we are a Christian charity, we work with young people of all faiths, beliefs, values and identities and place great emphasis upon involving them in the design and implementation of our services.
We innovate to create new programmes and resources to tackle some of the most challenging issues affecting our culture such as knife and violent crime, mental illness, underachievement and isolation, amongst others.
Young people benefit through reducing their involvement in crime, achieving better in education and fulfilling their potential to contribute to the community in which they live.
Oxygen's work improves the mental, physical, spiritual health and wellbeing of both young people and adults. We provide opportunities for people to grow, develop, discover their purpose and contribute to the world around them.

FeedBack from local Neighbourhood Board
In response to Oxygen applying for funding from the Surbiton Local Neighbourhood board, the Chair explicitly stated that the Committee..
".. applauded the vital work by Oxygen to the community, and was very proud to support them through the Community Grants Programme and Councillor Ward Funding."
In a rare move highlighting their support, the Committee noted that in March 2025 they had actually approved a grant to Oxygen that was in excess of the amount the charity had originally asked for, specifically in recognition of how highly their local work is valued. Other
committee members also formally spoke up during this session to recognize and praise Oxygen's local contributions.

Oxygen receives between 75 and 100 referrals annually from young people DATA facing crises due to mental health challenges, disengagement from education, or engaging in risky behaviours. Issues such as youth violence, unhealthy relationships, online misogyny, and toxic ideologies are leaving a lasting impact, as showcased in popular media like Adolescence (Netflix), Gareth Southgate’s Dimbleby Lecture, and Idris Elba’s documentary on knife crime. The demand for our support has reached unprecedented levels and continues to rise. Young people with probable mental disorders are more likely to live in households unable to afford extracurricular activities, putting them at greater risk of exploitation. Notably, 69% of young individuals convicted of carrying a knife are white.
Girls’ attendance at secondary school is deteriorating more rapidly than boys’. The pandemic impacted girls’ mental health disproportionately*

T he Oxygen shop is an innovative, dynamic, and powerful project which has developed beyond just providing a sustainable source of income. It is now a hub in the heart of the community and a vital tool for engaging and supporting young people and adults. It provides a vehicle through which they can connect, develop skills, find a sense of purpose and contribute to the community through social action.

“The shop continues to surprise us, demonstrating that it is more than just a shop, but a safe space for all ages to come and just be, find new friends, chat and share life's challenges and precious stories. I am amazed at how important those regular relationships have become, for so many, providing a relief to their loneliness, a purpose to their lives and the treasured company of compassionate, like minded people who are willing to listen, support and care. Our comments book provides valuable feedback from customers, volunteers and donors, with many lovely remarks such as: This shop is special place, the shop has a lovely warm atmosphere and a sense of calm. Street Pastors
Kingston
Kingston Street Pastors is part of Oxygen but we have our own management board called the SPITT team comprised of Oxygen staff and key partners from local churches, police and local authority. Members are: Rev. Lesley Charlton (chair), Teresa James, John Trend, Rev. Dr. Karl Rutlidge, Cllr. Alison Holt, Sue Shaw, Scott Fraser
Afternoon patrols have grown significantly over the last year with increasing support being provided to daytime businesses particularly where they have been victims of crime or antisocial behaviour. We continue to engage with and support local rough sleepers working in partnership with organisations like Kingston Churches Action on Homelessness and SPEAR to signpost vulnerable individuals to the help that they need.
Street Pastors continues to be highly regarded by Kingston Council, Kingston Police and our partners in the night time economy for the contribution we make to safety and wellbeing. We would particularly like to thank Echo Trust (part of Neos group who operate Circuit and Bonnie Rogues) for their financial support during this period.

Led by Coordinator, Charlie Bamford, and Deputy Coordinator, Rose Hickman, Kingston Street Pastors are a pool of 45 volunteers from 30 different local churches. We deploy teams to the streets on Friday afternoons, Friday nights and Saturday nights going out until 2am to care, listen and help in Kingston Town Centre. All our teams are supported by Prayer Pastors based at Kingston United Reformed Church.

MENTORING
Awarded KBA Removing Barriers Champion 2024-25
Oxygen has been delivering mentoring for 20+ years and engage over 25 young people per week / month. We are now receiving nearly 100 referrals per year of young people, many of whom are in crisis, in alternative provision or NEET.
Oxygen’s mentors start from the young person’s perspective and help them feel that they have a voice, some control and are working in a way that puts their needs first and in line with the Mentoring Quality Framework (G.L.A.)

With funding from the Richmond Foundation, Benefact Trust, Surbiton Neighbourhood and AFC, Oxygen has been able to support young people across Kingston, Richmond and Twickenham. Utilising the skills of the team we are able to offer ongoing support to those most in need with referrals coming from schools, A.F.C, social workers, the youth offending team and in some cases directly from parents or other family members.
Youth work allows us to build consistent and meaningful relationships, putting young people at the heart of what we do and allowing their voices to be heard. W e take their opinions, ideas and concerns and work alongside the young people to identify areas that they want to improve or change, and supporting them to succeed.
The need for mentoring seems greater than ever and we are always on the lookout for new mentors to help support and encourage young people. Are you interested in becoming a mentor? We would love to hear from you!
I recently attended an AFC Youth football match and noticed a young person I had previously mentored during his time at school. I went over to say hello and was encouraged to hear that he is doing well. The young person then introduced me to his coaches, explaining that I had been his mentor at school and sharing how much the support had meant to him. It was a simple but encouraging reminder that the time invested in young people can have a lasting impact, even long after the mentoring relationship has finished . Danica Hall, Youth Support Worker
(Dave) has made positive progress during the period I have been working with him, engage well in sessions, developing greater confidence and stability in his routine. Attending climbing sessions at White Spider and the club at Ham Youth Centre together was a significant step forward, as it provided opportunities for social interaction with peers in a safe and structured environment. RM1
Coombe boys
Rm1 is an after school club running at Coombe Boys School in New Malden. The project was initially conceived in 2009 to assist young people in the transition from junior school to secondary, a process which can be challenging and disruptive for many, particularly for those with complex needs or vulnerable to bullying.
There has been a big change in the way we work at Coombe Boys, due to the renovations. We no longer have our own dedicated space but have been allocated a classroom and can still use the outdoor areas. Working closely with the head of year 8, we are supporting a group of students who need extra support with the challenges they face focusing on team work, building confidence and resilience as well as working on a 121 basis.
We meet the young people where they are and look to build lasting and meaningful relations with the staff and within the group, whilst providing access to opportunities to engage in other Oxygen projects such as mentoring, volunteering in the shop, FUEL activities and more.
W e have been able to collaborate with Full Cycle placing a mentor there to support one of the students interested in mechanics. We have also supported students in key meetings and help facilitate changes to timetables to meet their educational needs.

It is a real privilege to be able to work with a charity that is able to complement the work that we do as a school and fill in the gaps that education has when it comes to addressing the needs of boys. The boys that have been attending the club have shown improvements in many different ways. Whilst some are very tangible, such as the student with poor attendance who has not missed a single day this half term, other improvements are not measured by data, but are more noticeable in how the student presents himself when speaking to his peers, or to a member of staff.

Youth Participation
Youth Board + Jack Petchey Awards
Youth participation is central to Oxygen’s approach and we take every opportunity to celebrate young people’s achievements and engage them in designing and collaborating at all levels of the organisation. Our developing leaders programme trains and equips young people to enhance their skills and take on leadership roles.
Our Youth Board meet regularly to discuss with staff and Trustees the work we do and are involved in key decision making processes such as interviewing staff, helping set up a Minecraft server for our digital youth work platform and deciding how the shop should be adapted and improved.
The Jack Petchey Awards give young people an opportunity to make a difference in deciding what trips and activities we do and what resources we buy to facilitate the programmes we run at Oxygen.
Oxygen have continued to receive the support of young people in 8 Faith Tutor Group at Holy Cross School who selected Oxygen as their charity for their First Give project. The students held an awareness raising walk, made business cards and visited the shop as well as having a pyjama day!

The Oxygen Board has within it an excellent range of skills in running successful businesses, care homes for young people, community activism and International Law. The are members of the local community who understand the issues we are tackling through their own experience, and so are committed to helping Oxygen fulfil its purpose and mission in the best possible way.
risk Management
Oxygen's Trustee Board and staff team assess the risks and threats encountered in delivering our work and take steps to minimise and manage risk, to ensure that beneficiaries, staff, volunteers and the general public are protected from avoidable harm. We have in place a register to manage controls over finances, the delivery of our services, the management of the shop as well as theoretical risk where that can be foreseen.
The Oxygen Team is suitably qualified to undertake the work of the charity with training on fire safety, mental health first aid, youth work practice, trauma informed practice, food hygiene amongst other subjects. Assessment and mitigation of risk is built into our daily routines. However, accidents do happen and, when they occur, they are evaluated to identify if steps can be taken to prevent harm in the future. All staff and volunteers working with young people undergo an enhanced DBS check.
R isk is a constant factor in our lives and we educate young people to be aware of the choices they make and the impact those decisions have on their future. This is particularly evident in our work through the "What's the point?" programme tackling knife and violent crime.
Volunteering in the shop has given me a space where I can switch off from the pressures and anxieties of school and home life and put my energy into helping others but in a very practical way. I have felt accepted and valued and uplifted as well as gaining skills I will need in the future.
Ive been meeting with Adam for mentoring sessions and he managed to help me when I was on S25 ( punishment) and he helped me change my language lessons, which I am grateful for

We are an award winning Team! We were delighted to be recognised at the 2024 Kingston Borough Business Awards winning the “Removing Barriers Champion” and coming Runner Up in the “Best Charity” category. We are also proud when our staff achieve their goals and celebrated Adam qualifying as a Youth Support Worker.
All our team work hard to respond to the increasing need and go the extra mile to demonstrate that everyone is valued and believed in.
We were pleased to host Sameer, our Time For God Volunteer from Pakistan! Sameer was placed with St. Matthews Church, Surbiton and enjoyed his time leading the shop shifts. He returned to Pakistan in March 2026.

Finance Overview
The Oxygen Trust has managed to maintain strong support from several local churches, businesses and individual donors, many of whom are faith motivated. Of course we also have our charity shop in New Malden High Street which provides a vehicle for supporters to give by donating goods as well.
The significant increase in demand in tackling young people’s mental health needs has been reflected in the competition for grant funding. It is likely to become harder to secure money through bids to grant givers in the future.

Faith based giving accounts for at least 94.3% of Oxygen's income, as many of the donors are either churches or individuals who have been motivated to give as a result of their christian faith.

In recent history, Oxygen has successfully transferred all of its operations to sit under the Oxygen Charitable Incorporated Organisation CN: 1165522. The Oxygen Trust continues to gather donations from churches and individuals who have historically given to the Trust. Any new donors are asked to set up their regular giving to the Oxygen C.I.O.
We are immensely gratefull to those amazing supporters in the local community who run events and fundraise for Oxygen! The quiz night at the Wych Elm Pub, wine tasting at ST. Marks church, Flower sale and numerous other event in support of Oxygen. Thank you! Every bit helps!

Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year (under section 144) of the Charities Act 2011 (the Charities Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts (under section 145 of the Charities Act);

to follow the procedures laid down in the General Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act);

to state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. In connection with my examination, no matter has come to my attention:

1. ACCOUNTING POLICIES
a) Accounting convention
The financial statements have been prepared under the historical cost convention, and in accordance with The Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014 and the Charities Act 2011.
b) Fund Accounting
Funds held by the charity are either:

Unrestricted General Funds – These are funds which can be used in accordance with the charitable objects at the discretion of the trustees

Designated Funds – These are funds set aside by the Trustees out of unrestricted funds for the specific purposes or projects

Restricted Funds – These are funds that can only be used for particular restricted purposes or projects. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
c) Incoming resources
Receipts are accounted for on an accruals basis.
d) Cost of charitable activities
This comprises all expenditure directly related to the objects of the charity including all donations to Oxygen CIO.
e) Taxation
The company is a registered charity under the Charities Act 2011 and therefore no liability to taxation arises.
f) Grants payable in furtherance of the charity’s objects
Grants payable are charged in the year when the grant is paid.
g) Reserves Policy
The trustees consider that the charity needs to retain sufficient unrestricted reserves at all times in order to maintain its work. It is therefore the aim of the trustees to retain between 1 and 3 months operating costs as free reserves that are not invested in tangible fixed assets.
The reserves are regularly monitored by the trustees.

8. INDEPENDENT EXAMINATION FEE
The net movement of unrestricted funds is stated after charging the independent examination fee of £700.
9. STAFF COSTS
There are no employees in the trust.
No remuneration was paid to Trustees.
