Langdon Communlty wa5 incorporated and established Memorandum and Articles of Association on 18th August 2000.
They were amended in May 2007 and again in March 2011.
The Board of Trustees is re5pon5ible for the overall governance of Langdon Comrnunity a5 a charlty. There are no
indlvidual subscriptions or other sums payable by Members.
On l August 2023, Langdon Foundatlon (the 501e member of Langdon Community) merged with Kisharon to form the
KlsharonLangdon Group.
The management of the charity and regulatory compliance Is delegated to the Chief Executive and an effectlve partnership
exists with the Chairperson of the Bgard.
Current Developments
As at 31 August 2024 the operations (staff. as5et5 and liabllitie5) of Langdon Community were transferred through TUPE
to Ki5haronLangdon, the core operating chariry of the KlsharonLangdon Group. It is the intention to close Langdon
Community in the near future.

Corporate governance
Processes are in place to ensure that performance is monitored and that appropriate management information is prepared
and reviewed regularly by both the Chalrperson and the Management Board. Specific areas of responsibility are delegated
to Trustee5 covering the main areas of operation of the Charity and in maintaining the Charitable Objects of the
organisation.
Systems of internal control are designed to provide reasonable assurance against material misstatement or loss.

This year's prlncipal activitie5. objectives and achlevements are provided In the Group's consolidated accounts, The
Langdon Foundation. The key area5 for Langdon Communlry are summarised below.
Our Supported Living service now supports 108 people (105 in 2022) and we also 5UPPOrt 12 people through our
Outreach service (12 in 2022).
New Chapters 15 established in Harrow as a social enterprise Selling second handbooks through Amazon. Thi5 provides
an environment for our people with a learning disabiliry to develop work-based ski115 enabling them to then move to
work with an employer.

Langdon's Brady Clubs give Jewlsh youth in three dlfferent age groups (9-11, 12-18 and 19 plus) with learning disabiliues,
the opportuniry to meet new people, make friends and have fun. The club5 give young people the opportunity to be
involved in the planning of thelr progrnmmes and give input into the running of their youth groups.
Langdon Community continues to arrange and support people on self-funded vacations.
Flnancial review, management pollcies and results for the year
The Statement of Financial Accivities (SOFA), set out on page 8, shovts that Langdon Communiry had income of £4.797,T15
(2022.. £4,405,417) of which £5,028,123 (2022: £4.555.941) was paid out on expenses, leaving a deficit of £230.348 (2021.
£150,524).
Prlncipal sources of fundlng
Olrecc care and support of resldents 15 funded by the respectlve home Local Authorlrle5 for each Indlvldual. This
constitutes the great majority of the Charity's income.
Reserve$
As noted above, on 31 August 2024 the operations of Langdon Communlty (Including staff. assets and liabilities) were
transferred co KisharonLangdon. Langdon Community Is now dorniant.
At 31 December 2023. Langdon Communiry had unrestricted balance sheet fixed assets and net liquid assets of
£2.063.665 (2022: £1,911.0091, with liabilitie5 due of £951595 (2022.. £569,591), leaving the total financial reserves at
£ 1.111,070 (2022.. £1.341,417). The charity had a free reserve of £984,463 (2022.. £1,283.664) after allowing for £112,699
of restricted reserves {2022: 142,213) and £13.908 (2022: £1 5,541) of tangible fixed assets. The Langdon Foundation has
issued a letter of sUPPOrt to the charity.

The Trusiees have complied wlth their duty in Section 17 of the Charities Act 201 I to have due regard to the guidance
published by the Charity Commission. The benefit to the public is manifestly demonstrnted by the achievements contained
in this report, all of which seeks to extend and improve the care of young people wh05e life chances. aspirarions and
concributlons to 50Ciety wlll be enhanced as a result,
Rl$k management
Rl$k$ are identifled and assessed at an operational, project and corporate level. against the agreed aims and objecrives of
the Charity. We have identified 2 significant risks tha¢ face the charity. The maintenance of financial stability is at risk as
the Chariry's income 15 primarily in the form of care packages whidi are being squeezed by current government policy.
We regularly review our cash p051tion and forecast and the Group ha5 a borrowing facility in place. We have a robu5C
budgeting process and a re-forecasting cycle. There is a risk that our quality of servlce may fall and affect the Safety and
wellbeing of the people we Support. We have a rigorou5 ongoing training program and regular review with care staff to
ensure that our people and processes are working effectively. Wage inflation 15 a noted risk and support seen In 2023
from several Local Authorities has given some early protection in thls regard.

We obtained an understanding of the legal and regulatory frameworks within which the charitable company operates,
focusing on those laws and regularions that have a direct effect on the determination of material amounts and di5c105ures
in the financial 5ratements. The laws and regulations we considered in this context were the Companies Acr 2006, the
Charities Act 201 I together with the Charities SORP (FRS 102)- We assessed the required compliance wirh these lav
and regulation5 a5 part of our audit procedures on the related financial statement items.
In addition. we considered provi5i0n5 Qf other laws and regulation5 that do not have a direct effect on the financial
Statements but compliance with which might be fundamental to the charitable company's ability to operate or to avoid a
material penalty. We also considered the opporturbityes and incentive5 that may exist within the charitable company for
fraud. The law5 and regulations we considered ID this context for the UK operacions were General Data Protection
Regulation IGDPR). health and safety legislation, employment legislation. t&x legislation, and CQC Regulations for service
providers and managers.
We communicated these identified frameworks amongst our audit team and remalned alert to any indications of non-
compliance throughout the audit. We ensured that the engagement team had sufficient competence and capability to
identify or recognise non-compliance with the laws and regulations.

We discussed with the tru$tees the policles and procedures regarding compliance with these legal and regulatory
frameworks.
We assessed the susceptibility of the charity's financiai statements to material misstatement due to non-compliance
with legal and regulatory frameworks. including how fraud might occur, by enquiry with the trustees during the plannlng
and finalisation phases stages of our audit. The susceptlblll¢y to such material mlsstatement was determined to be low.
Based on thls understandln& we designed our audlt procedure5 to identlfy non-compllance wich the identSfied legal and
regulatory frameworks, whlch were part of our procedures on the related financial statement items.
Owing to the inherent limltations of an audi4 there is an unavoidable rlsk tha¢ we may not have detected some material
miss¢atements In the financial statements, even though we have properly planned and performed our audit in accordance
with auditing standards. For example, the further removed non-compllance wlth laws and regulations Ilrregularitles) is

Accounting Policies
The principal accounting policies adopted. judgements and key sources of estimatlon uncertainty in the preparntion
of the financial statements are as follows:
l. l Basls of prÈparation
The flnancial statements have been prepared in accordance with Accounting and Reporting by Charities.. Statement
of Fiecommended Prattice applicable to charities preparing their accounts in accordance with the Financial
Reporcing Standard applicable in the UK and Republic of Ireland (FRS 102) {effective l January 2015) - (Charities
SORP IFRS 102)), the Financial Reporting Standard applltable in the UK and Republlc of Ireland IFRS 102) and che
Companie5 Act 2006.
The Chariry meets the definition of a public benefit en￿ty under FRS 102. Assets and liabllities are Inltlally
recognised at h15torlcal cost or transactlon value unles$ otherwise stated In the relevant accountlng pollcy.
1.2 Preparatlon of the account$ on a 8oln8 concern basls
The accounts have been prepared on a going concern basis and th¢ tru$tees believe there to be no material
uncertalntle5 about the Chariry's ablllty to contlnue as a golng concern when taking account of the support given
and che funds raised by the parent charlty, the Langdon Foundatlon. A letter of 5UPPQrt has been provided by
KlsharonLangdon covering the perlod to 31- December 2024.
1.3 Income
Income is recognised when the charity has entitlement to the fijnds. any performance conditions attached to the
item{s) of income have been met, it is probable that the income will be received and the amount can be measured
reliknly.
Income from government or other grants, whether "capital" grants or'revenue" grants is recognised when the
Charity ha5 entitlement co the fund5, any performance conditions attachod to rhe grants have been mer, it is
probable that the Income will be received and the amount can be measured reliably and is not deferred.
Income recelved for the provlslon of care Is recognlsed in the perlod In which care Is provlded.
Investment income Is accounted for when receivable.
1.4 Expendlture
Expendlture Is reco8nlsed on an accruals basls as a Ilabiliry is Incurred. Expenditure Includes any VAT whlch cannot
be fvlly recovered, and Is reported as part of the expenditure to which it relates.
Charitable expendlture ¢omprlses those co$rs incurred by the Charity in the dellvery of its actlvltles and services
for its beneficiarle5. It includes both c05t5 that can be allocated dlrectly to such actlvltles and those costs of an
Indirec¢ nature nece$sary co support them.
Governance costs include th95e costs associated with meeting the constitutional and 5tstutory requirements of the
charity and include the audit fees and costs linked to the stfdtegic management of the Charity.
AII c05t5 are allocated to the one charitable activity.

The policy with respect to impairment revlews ol fixed assets is that these assets are Inspected regularly for any
impairment and any defect remedied so as to maintain the current value.
1.6 Debtors
Trdde and other debtors are recognl$ed at che settlemenr amount due after any trade dlscount offered and
provision for bad and doubtful debts. Prepayments are valued ac the amount prepald net of any trade dlscounts
due.
1.7 Cash at bank and In hand
Cash at bink and cash in hand includes c￿h and short-term highly liquid inve5tment5 with a short maturity of three
months or les5 from the date of acquisition or openlng of the deposit or similar account.
1.8 Credltors and provisions
Creditors and provlsions are recogn15ed where the Charity has a present obligatlon resultlng from a past event
that will probably resulr In the transfer of funds to a third party and the amount due to settle the obligation can be
measured or estlmated rellably. Creditor5 and provlslons are normally recognised ac thelr settlement amount after
allowing for any trade discounts due.
1.9 Flnan¢ial Instruments
The Charity only ha5 financial assets and liabilities of a kind that qualify as basic financial instruments. Basic financial
instruments are inirially recognised at transactlon value and subsequently measured ac thelr settlement value.
.10 Penslons
Langdon Community operates defined-contribution schemes. The amount charged to the SOFA in respect of
penslon costs and other post-retirement benefits 15 the contrlbutlons payable in the period.
. I l Operatlng leases
Rentals payable under operating leases are charged against income on a straight-line basis over the period of the
lease.
1.12 Fund accountlng
Unrestricted fund5 are available for use at the discretion of the Trustees in furtherance of the general objectives of
the charity. Rescricced fund5 represent income recelved which is allocaced by the donor to a Specific project The
restrictions are binding on the Trustees of the Charity.

1.13 Crltical accounting estimates and areas of Judgement
In the application of the Chariry's accounting policies, Trustees are required to make judgements, escimates, and
assumptions about the carrying values of assets and liabilities that are not readily apparent from other sources. The
estimates and underlying assumptions are based on historical experience and other factor5 that are consldered to
be relevant. Actual results may differ from these estimates.
The estimates and underlying assumptions are reviewed on an on-going basis. Revisions to accounting estimates
are recognised in the period in which the estima￿ is revised if the revision affects only that period or in the perlod
of the revision and future periods If the revision affects the currenc and fvture perlods.
In the vlew of the Trustees, no assumptlons concernlng the future or e$¢lmation uncertalnty affectlng assets and
Ilablllcies at the balance sheet date are Ilkety to result in a materlal adlustment to their ¢arrylng amoun(s In the next
financial year.

event of the company being wound up. the maximum amount which each member is liable to pay 15 £10.

Langdon Community operates two defined-contribution schemes.
The Charity contribute5 towards the Langdon Group Schemes run by Nest and Aegon whlch are deflned
contrlbution schemes. The assets of the schemes are held separately from those of the Charity in independently
administered fund5. The pension cost charge represents contributions payable by the Char5ty to the funds.
Contribution5 payable during the year were £84.326 {2022.- £75,149).
The expense ha5 been allocated to unresrriaed expenditure on the same basi5 as wages and salarles.

12 Related party transactlons
The charity 15 connected to The Langdon Foundation (registered charity number.. 1142742, regisrered company
number.. 076217141, Langdon College (registered charity number.. 1088936, registered company number:
41044661 and Langdon Housing (registered charity number.. 114743, registered company number.. 07623246). all
of which are incorpornted charitable companies registered in England and Wale5 that do not have share capital
and are limited by guarantee.
Ac the year end, the charitable company hid a debtor of £1.360.127 (2022: a debtor of £1,257,123) due from The
Langdon Foundation. Durfns the year, Langdon Communiry was charged {￿,700[Pc6l (2022.. £5,700) as rent by
The Langdon Foundation. Donations of £230.457 (2022: £273,225) were received by the Langdon Foundation
and paid over to Langdon Community. These donations are included in Note 17. The remaining debtor related to
the costs setded by Langdon Community on behalf of The Langdon Foundation and the bank transfer5 to meet
the cash shortfa115 in The Langdon Foundation.
Ac che year end, the Charltable company had a debtor of £46,869 due from (2022.. cr¢dltor of £31,167 due to)
Langdon Housing.

As a charity, Langdon Community is exempt from UK (ax on income and gain5 to the extent thai ihe5e are
