The tntstees who are also directOTS of the charity for the purposes of the Cornpanies Act 2006, present their
report with the financial ststements of the charity for the year ended 31 March 2024. The tnistees have
adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice
Applicable to charities preparing their accouDts in accordance with the FiDancial Reporting. Standard
applicable in the UK and Republic of Ireland (FRS 102) (effective l January 2019).
OBJECTtVES AND ACTIVTTIES
Objectives and aims
Home-start Camden & Islington IH-SC&t) is a grass-roots charity that supports and empowers families with
young childrcn who are struggliog to cope with everyday life.
Our vision is a Camden & Islington community in wbi¢b all families have the support they need to give their
children the best possible start in Jife, and where our volunteers arc valued and encouraged.
Our mission is to help families cope with diverse challenges by recruitinE and training volunteers with
experience or knowledge of parenting to provide both practical and emotional support. Thcy empower
parents and carers to build better lives for children by helping them to Searn to cope with ehallenges, and
boost their confidence.
We also aim to help improve our families, health, wellbeing and relationships. provide our volunteers with
new skills and confidence to enhance their opportunities and experiences, and to fulfil our mission through
the values of openness, flexibility and being rooted in our community.

due regard to public benefjt guidanc¢ published by the Commission in delerniining the activities undertaken
by the Charity,
The ¢ompany is a charity and exists to safeguard and Protect the mental and physical health of children and
their parents in the London Borough of Camden and Islington.
H-SC&I's service meets a need for families unable to access other services for a range of reasoDS. Unlike
mo8t other services, each H-SC&I volunteer provides one family with their undivided attention. The family
can build a solid relationship with th¢ voluntecT and place tnist in that person as well as having the back-up
support of the H-SC&I's paid staff team. If the family has specific needs or Child Protection issues, the
volunteer shares that infornlation with the coordinator so that appropriate support can be found from other
services. As a non-statutory OTg8nisation, many families feel more comfortAble turning to Hom¢-Start for
support as the volunteers are parents or have parenting experience themselves. Research has shown thai this
increases parental confidence in bringing up their children, enables families to access local services
appropriately, Teduce5 isolation for parents and children and 8enerally increases resilience in families to
make a lasting impacL
H-SC&l supports a large number of volwiteers by providing opportunities which can assist them in
developing work-related skills and increasing their cbances of employability when they are ready to enter or
return to the workplace.

AcHtEVEMENT AND PERFORMANCE
Activities, Perfomanee and Plans for Future Perlods
It's been another very demanding year for the cotTununity that we support, and 80 also for our charity. The
continuing cosl of living crisis and the plethora of problems and issues that our families face have tested both
our resources and resilience. but sLqff and volunteers once again rose to the challenge with admirable
positivity and commitment. Their efforts have supported families who are among sorne of the most
disadvantsged in the country, and we provide a service that is multiryculturally scnsitive for all people across
Camden and Islington.
The majority of H-SC&I voluntcers are parents or carers themselves, which helps them to understand and
empathise with what supported families are going through, and find solutions and coping strategies to
overcome the difficulties they are facing. During the year, H-SC&I supported 169 families equatiog to 331
cbildren. The charity also supported, trained and supervised 75 volunteers.
Feedback continues to show that families find the support we provide enonnously helpful and empowering.
Our CEO continues to demonstrate dynamic and effective leadership, and is the driving force in our mission
lo be an integral and valued part of tbe local community. Our head of delivery, provides a wealth of relevant
local knowledge and experience, as do our excellent FLMS. They are complemented by our very capable and
enterprising operations manager, and our diligent bookkeeper.
We have also benefitted frorn the Much appreciated input of several specialist and general office volunteers,
as well as volunteers helping to enhance our Community outreach. And then there are our family support
volunteers, who are the backbone of the charity. The trustees and staff always recognise and appreciate the
importance of their invaluable front-line support.
Our trustees have continued to give their time, counsel and expertise voluntarily, and have been a committed
and knowledgeable Board of directors that is responsible foi the effective governance of the charity, We
welcomed three new tn￿tee8 durin8 the last year includiog a new treasurer and a new secretary.
We have progressed on several fronts durkng the last year in our commitment to enswe the continuing
effectiveness of the charity, and our ability to be true to our objectives, vision. mission and values.
Our goals for the year commenelng 31 March 2025 are:
- Quantifying and articulating the scope and scale of our offering and services.
Developing a plan of action to confirni, identify. engage with, and collaborate on partsJer5bips and projects
- Families being more involved in the forn)ulation and implementation of our work.
- HSC&I becoming a more active champion and advocate across the community in order to raise awareness
of the plight and needs of our families.
- Increasing our profile and share of voice with our stakeholdeTS, tsrgeted audiences and in relevant forurns
- Ensuring that our EDI Action Plan feeds into all relevant touchpoinls in our strategic plan.
- Board and staff leadership effectiveness and succession planning
An important element in terms of achieving our goals has been the work over the last year on updatin8 and
evolving our strategic planning, as our 3 year strategy reaches its conclusion and we prepare to launch a new
strategy in 2025.
Our approach includes an increased emphasis of ensuring H-SC&I is an integral part of the local community,
to which end we have focused more on developing associations and partnerships with an eclectic range of
relevant organisations based in Camden and Islington. We also spent some time ensuring that all our policies
and procedures are up-to4ate and fit for purpose, and were able to renew our a￿eernent with Home Start

FINAIYCIAL REVIEW
Reserves policy
The tnistees have established a policy of both unrestricted or free reserves and restricted reserves.
Restricted reserves are rnade up of any fimding received in the current financial year that is for a specific
project or work that will be delivered in a future flnancial year. As at 31 March 2024 the restricted reseryes
amounted to £22,783 (2023: £58,077) for use in financial year 2024-2025
Unrestricted or free reserves come from unutilized donations and surplus funds and the tIlL8tees estsb)ished
that the free r¢serves of the charity should be sutTicient to cover the costs of an orderly wind down of the
charity. The trnstees feel that due to the ongoing ¢hallenges in the econornic environment. together with the
increased difficulty in fundraising seeD across the sector and heightened dI￿tal security risks. it is necessary
to continue to hold free reserves of between £215,000 - £270,000 (8-10 months running costs). At this level
the truslees feel that the charity should be able to meel all its obligations in an Orderly winding down of its
activities.
As at 31 March 2024. free reserves amounted to £224.175 (2023: £226,031) of which £1 0,000 is deSI￿ated
as an emergency fund to be used in times of critical need for beneficiaries. The trustees are working to
mAintain this level of free reserves.
TrAngAetions and FinaDeial Position
The total funding received in the period amounted to £274,816 a decreas¢ of £53,258 on the previous year
(2023: £328,174).
The primary sources of funding for the year were generous grdnts received from.. Can)den Strategic Partners,
Cripplegate Foundation, Fitzdale Trust, Garfield Weston, HS2 Camden Giving, JOI￿ Lyons Cbarity. City of
London, Peter StebbiDgs Meniorial Trust, HS London BHNEL, Nationwide Building Society, The Mitchell
Charitable Trust, and Bright Start Dad Matters.
The total resources expended were £311,966 a decrease of £8,326 on the previous yeaes expenditure of
£330,292.
Reserves al the end of the financial year ended 31 March 2024 were £246,958 of which £224,175 were
unrestricted reserves (2023: £226,031). Restricted reserves of £22.783 (2023: £58,077) were carried forward
at the end of th¢ financial year.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Nature of the Governing Document and Constitution of the Chirlty
Home-start Camden & Islington is a company limited by guarantee governed by its Memordndum and
Articles of Association {M&A) dated 12 March 2001. A revised M&A has been submitted to the Charity
Commission and Companies House updatin8 governance elements to reflect updates in modern governance
practice and Charity Conllnission guidance notes. Including the activities of its predecessor organisation,
Home-start Camden has been delivering family support se￿ice$ for 26 years since its launch in June 1995
and was renamed Horne-start Camden & Islington in June 2018 due to expansion into the neighbouring
borough. The current cbarity was registered with the Charity Commission on 23 April 2001.

Risk management
The Tn￿teeS conduct regular reviews of any major risks to which the charity may be exposed. Wbere
appropriate, systcms or procedures havc bccn estsblished to mitigate and minimise identified risks the
charity faces by implementation of procedures such as the authorisation of all transactions and projects,
levels of authorisation etc. Procedures are in place to ensure complianc¢ with all statutory requirements
including employrnent law and the health and safety of staff at work and volunteer activities undettsken to
support families. A Safeguarding Policy is in place and Disclosure and Barring Service checks are carried
out on all volunteers and employ¢¢s who are likely to con]e into Contact with vulnerable children or athilts.
Other appropriate controls are in place to mitigate financial risk8 overseen by trustees. The Risk Register is
reviewed monthly by the executive team and individual risks are overseen by the relevant committees of the
Board.

Basis of preparlng the flnancial statements
The financial Statements of the charithble company. which is a public beneflt entlty under FRS 102,
have been prq)ared in accordance with the Charities SORP (FRS 102) 'Accowiting and Reporting by
Charities.. Statement of Recommended PractiLY applicable to charities preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic of Ircland (FRS
102) (effective l January 2019),. Financial Reporting Standard 102 The Financial Reporting Standard
applicable in the UK and Republic of Ireland, and the Companies Act 2006. The financial statements
have been prepared under the historical Cost convention.
Income
AII iDcom¢ is recognised in tbe Statement of FinaDcial Activities Once the charity has ¢Dtitlement to
the funds. it is probablc that the income will be received and the amount can be measured reliably.
Donations are recognised when the charity has been notified in writing of both the amount and

perforn]ance before the charity is entitled to thc funds, the income is defe￿ed and not recognised Until
either those conditions are fully met, or the fuifilment of those condition is wholly wltbin the control

recognised when the charity has entitlement to the funds, any perforniance conditions attached to th¢

Liabilitics are reco￿lSed as expenditure as soon as there is a legal or constructive obligation
committing the charity to that expenditure, it is probable that a transfer of economic ben¢fits will be
required in settlement and the amount of the obligation can be measured reliably. Expenditure is
accounted for on an accruals basis and has been classified under headings that aggregate all cost
related to the cate80ry. Where costs cAnnot be directly attributed to particular headings they have

Charitable expenditure includes all expenditure directly related to the objects of the charity and

Support costs of activities for charitsble purposes comprises the salary cosls of staff not engaged
diTeCtly on charitable activities as they are iDvolved with project dcveloprnent and other project costs.
There are a number of costs, including staffin8 Costs, where it is impraeticable to allocate these costs
beiween administration and charitable expenditure and the trustees have allocated such costs to
charitable expenditure.
Management and administration of the charity:
Management and administration ¢08ts represent expenditure incurred in the management of the
charitls assets, organisational administration and compliance with charitable and statutory
requirements.

Athninistration expenditure includes all expenditure not directly related to charitsble activity. In
respect of certain items of expenditure. it IS 2 matter of judgement as to whether such items are direct
charitable expenditure or are administrative. and the directors have applied what they consider to be
reasonabl¢ judgements in apportioniDg such costs.
Resources expended include attributable VAT which cannot be Tecovered.

Depreciation is provided at the following annual rates in order to write off e￿￿ asset over its
estimated useful lif¢.

Tangible fixed assets are 5tsted at historical cost less accumulated depreciation and any accumulated
impairnient losses. Historical cost jDcludes expenditure that is directly attributable to bringing the

The charity is exempt from corporation tax on its charitable activities.
Fund accountlng
Unrcstrictcd funds can be used in accordance with the cbaritsble objectives at the discreiion of the
trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity.
Restrictions aris¢ when specified by the donor or when funds are raised for particular restricted
purposes.

Penslon costs and otber po8t-retirement benefit$
The charitable company operates a defined contribution pension scheme. Contributions payable to
the charitable compan￿$ pension scheme are charged to the Staternent of Financial Activities in the
period to which they ￿late.
Golng Coneern
Thc trustees are confideftt that HSC&I is ID a position to operate for the next twelve months. As a
result of this, the accounts have been prepared on a 8oin8 concern basis.
OperAling Leases
Leases that do not transfer all the risks and rewards of ownership are classified as operating leases.
Payments under operating leases are Charged to profit or loss on a straight-line basis over the period
of the lease.
