The Trustees are pleased to present their annual report for the year ended 31 March 2024 which is also prepa￿d to meet the
requirements for a directorfs report and accA)unts for Companies Act purposes.

Experfence
Islinglon Play Association has been fighting for children's rights for ovér SO years. The organisation has always stayed close to
its community activist roots, vthing dosely with parents, carers and communty members who want to ensure thal the best
P0551ble environment is cra8ted for children and young p￿pIe speafically here in this highly overcrowded, over built urban area.
From its start as a pressure group supportlng local people to create adventure playgrounds and other play provision in the
borough, to its modem incamatson as a provider of services for children and young pe(Jple and carnpaigner ftjr the rights of th8
child, the tharity has always had the playing child at the heart of all its vnrt.

their own developmental aims and Ihelr pornonal experience of lrfe can be explored. tested out and assimilaied into their live$.

During the year had 1.118 children attend our Adventu￿ Playgrounds making a total of 26,324 VI￿tS. There were 51% female
and 49% male, over half ofall the child￿n {719} were ag8d 8-12. Th8 ethnic breakdown wa5 48% white, 19% mixed backgrDund.
18% black or black British. 1 % Asian or Asian British, 4% other ethnicity an(110% not known.
Our nursery has worked wth 65 number of children throughout the year.
The biggest challenge for our families in 2023 ha$ been the cost<*f-living crisis, with families sometimes having to choose
betsveen heating and eating. 151irvJton is the 53rd most deprived local authority in England and the 6th most deprived borough in
London. It has th8 1 Oth highest level of income deprivation affecting children {indices of Multiple Deprivation 2019).

We understand that children's unmet needs affect their ability to play and in tum to reap the benefits of pl8y, and that b8ing well
fed is key to ihis. In response io this iswe. we have worked hard lo provide thousands of lunches to children throughout all school
holidays, vmrking in partnership with The Mayors Fund Holiday Activities and Fc•)d and Kiichen Social. Children help prepara
and cook lunches for everyone. We also provlded free Take and Make boxes so Ihat families had the Ing￿dIents to cook healthy
meals together. We provide 2 infomial foodbanks at our Adventu￿ Playgrounds throughout the year through our work with the
Felix Project.
Lumpy Hlll Adventure Playground has worked with local Voluntee￿ to establish a wonderful vegetable garden, giving children
and families the opportunity io leam how to grow food. The garden was such a success it won iwo Islington in Bloom awards
this year!
Wa delivered Islington'8 National Playday free event celebrating and promoting Children's Right to Play (Article 31 UN Convention
on the Rights of the thild) working our partner Awesome's Adventure Playground Staff. Playday 2023 was a great succass and
despita the rainy weather children cYJntinu8d to play and have fvn.
Our nursery al Paradise Park opens all year r(wnd and they have Wofked hard lo provide a stimulating environment tK)th indoors
and out and provide healthy meals viith a varied menu so that children leam about and laste a variety of healthy foods at a young
age. Such a stimulating environment ￿ntributeS to children's learniry and development and in giving children the best start.
Wa are pleased that Martln Luther Klng Advantura Playground reopened In th8 Summar of 2023. wlth 8 new bulldlng raady for
generations of children into the future. This has been a great opportunlty to $lart an Adventure Playground from scratch wilh
children's involvernent all the way. Children have been able to experience the traditional adventure playground activity of building
dens and play slnjctures wlth the support of staff. 18aming how to U88 tools. being creative and brtnglng their own designs into
realty. This experience has provlded a grgal sense of achi8vem8nl for those Involved and helps to contribute to the design of
the playground. We are partiuJlady proud of the owner8hip children have and the contribution8 they make lo their Adventure
Playground8.
18llngton is the London borough wlth the second least Fjublic green space of all London boroughs (GLA'S London Borough wofiles
20111 so our playground5 are Important safe spaces for children to play outskle.
We know Ihat play provides 8 language for children to lel off steam and express Ihemselves and that the multiple benefits of play
help children build fe3ilience both physically and emotionally. Play is 8130 great fun and provides important P081tive moments
where the world b8comes a better place. The impact of play goes some way in mitlgating ihe dlfflcultles children exp8ri8nce in
their live8.
8eyond the numbers of children who attend our playgrounds and nursery 8ile8 are the unique expertences that each child has.
the friendships created, the sens6 of belonglng, the space to expeflment and en￿Y challenging or messy play. and the supportive

Challeng8s this year. have been in reducing the Senlor M8n8gement Tearn due to budget cuts. This ha8 required managing
changa to enBuf8 a smooth tr8nsition.
The budget forthe Adveniura Playgrounds contract h88 reduced con8ider8bly and w0￿1ng on Juslainabilty 18 key to our ongoing
Recruibng Eady Years practitioners is an ongoing challenge as there Is a nalional shortage In the Earfy Years workforce. We
have h8d lo employ agency slaff which has had 8 synif￿an1 impact on the budget.

Isllngton Play Associal￿n (IPA) ig managed by a board of directors. Directors also serve as trustees for the purpose of charity
law. Recruitrnent of tru5tee5 is managed as and vrt￿n needed and is planned to fill gaps in knowledge a5 fidentfified by the
ManagirwJ Director and trustees. A recruitmenl process is followed which indudes an applicatlon and interview. Directors are
elected by members of the charitable company at an annual general meeting and officer positions confimed annually.
AdditK)nally. the l)oard may co-opt individuals to seNe as directors, bljt any person so appointed may retain office only until the
next annual general meeting when they are enti￿ad to staThl for full election.
Induction processes and docurnents are in place and are carried outioinly by staff and exlsling trustees.

We hava a finance team and People and Business Manager. and managers are in place at each site of $ervic8 delivery be It
Adventure Playground or Nursery. and they are re8pon$ible for line m8n8gemenl, Health 8nd Safety, Safeguarding and frontline
engagament. We h8ve a receptionistlfacilities manager and teams ofPlayworkers and Earlyyears Practitioner5 who work direcuy
with childrén throughout the year.
IPA Is commltted to thè London Living Wage and eno)urages appllcations frorn the local communlty. IPA racognlses that 8XC8llent
staff are fundamental to the delivery of the mission and 18 committed to using HR practices to support and manage staff i55ue&
In a timely and effI￿ent way. All staff have regular supeNlslon and annual apprai8a18. IPA encourages application5 from all
communltles and actively aims io recrult people reflective of the diverse population served. IPA is proud lo be a local employer

Trustee of the charity and org8ni5ation providing servic88 to the charity must be disclosed to the full board of Trustees in the
same way as any contractual relation8hipviith a related paty. In the cJJrrent year no such related party transaction8 were reported.

The trustee5 have complied with the duty in Section 4 of Ihe 3006 Charities Act to have due regard to guldance published by the
Charity Commission. including public benefrt guidance. and consider that IPA'S mission. aims and activilles are for the public
benefit. The effecliveness of the of the charivs work is discussed al trustee meetings and decisions made as necessary. Al
planning is based on achievlng the core aims of the charity to support. increase and improve play opportunities for children and
youTrJ people in order that they may have the best start possible to thelr lives.

feedbad< provide real evidenc* of th8 effect of the charity as do the continued granting of funding by govemment streams and
recognition through awards.

The Staternenl of Financial Activities shovts a total ino)rna for the year arnounted to £1.513,251 wth total expendliure amounllng
to E1.697.302 leaving a deficit in the year of £184,051.
In 2023r24. the cost-of4iving increase for staff salaries across the organisation. vhiich follows the council pay scale. was
signif￿ant to a(xount for the unprecedented infiation r8te at the time. Additionally. the national shortage of Earfy Years
Practitioners has meant an increase in the use of agency workers instead of contracted staff.
AwJmulated reserves at the balance sheet date amounted to £139.770.

Principle fijnding for sOU￿e$ 2023124 were Islington Council through iwo commissioned o)ntracls fuffilled through five Adventure
Playgrounds and a Children's Centre, fees from services and grants from the Mayors Fund for London. the Local Initiative Fund,
Tesco Community Grants and from corporate volunteers through the Big Alliance.
The capital estate now includes Paradise Park Children's Centre. Lumpy Hill, Crumble8. Timbuktu. Toffee Park and Martin Lulher
lfjng Adventure Playgrounds.
Investment powers and pollcy
The Memorandum & Artides ofAssoci81ion authorisas the Trustees to make and hold investments using the general funds of the
charity.
Res•rv•s policy and going concern
The Trustees have established a reserves pdicy. reviewed at least annually. Within unrestrided funds, £42,500 (2023.. £95,000)
is designated to cover do8ure costs for up to three months if the charity ceases operations. This designated fund excludes
contracted 8eNces. i.e.. Paradise Park Children'8 Centre and the five playground3. The remaining funds would be utilised by the
charity for various purposes, including reinvesting in the children's centrg using surpluse5 it gongrated In previou5 year5,
operating capital, and supporting the furtherance of the tharity's objeclives.

8er4ices arg the core activitses of the Charity. The Trustees aim to fvrther develop the children'8 centre, enhancing nursery
education and outreach sarvice8 in Islington and the surrounding areas.

Durtng the audit we focussed on laws and regulation8 which could reasonably b8 expected to give ribe to a material misstatement
in the financial slalements, induding, but not limited to. the Companies Act 2006, UK tax legislation, Charity Act 2011 and SORP
2019. Our tests induded agreeing the financial 81atemenl disclosures to undedying supporting documentation and enquiries wilh

Our procedures in relation to fraud included but were not limited to: inquires of rnanagement whether they have any knowledge
of any actual, suspected or alleged fraud, and discussions amongst the audit team regarfling risk of fraud such as opportunities
for fraudulent maniwlation offinancial statements. We delemined that the principal risks related to posting manual joumal entries
to manipulate financial perfomiance and management bias thn)ugh judgements in ac￿}untIng estimates. We also addressed the
risk of rnanagernent override of intem81 controls. induding testing joumals and appropriateness of other entries in Ihe nominal
ledger. reviewing transactions around the end of the reporting period. and evaluating whether there wa8 evidence of bia8 by the
