The Artlcles of A55oclatlon of CAR state that the cha￿ty,5 objects are to promote any charltable purpose for the publlc benefit by
the advancement of educatlon, the protettion arKI pre5ervatlon of health and the relief of poverty, sickne55 and distress in
particular, but without Ilmitation, for the benefit of the communlty In and around the London Borough of Rlchmond upon Thames
and surroundlng areas.
The key strategic objectlves for the next three year5 are Set out in the bu5ine55 and development plan 2024-27, along with
detslled work plan for 2024-27. The plan was developed frorn a planning meeting held in January 2024, attended by staff,
volunteers and trustees. The draft plan was consulted on with each of these groups and was approved by the trustees in February
2024. Progress towards the tsrgets In the work plan are monitored quarterty by the trustee board. A new plan for 2025-28 will be
developed In early 2025.

How our activitle5 dellver publlc benefrt-
Duriry the year, CAR provided advice to cllents across the London Borough of Rlchrnond upon Thames by phone, emall and in
pers1￿. We have offi￿5 at Hampton, Hampton Hill, Barnes and Sheen and delivered outreach advice servi￿5 at the Whitehouse
Community Centre, the Vineyard, Whitton Llbrary, Ham tibrary and with All-in-one Hub in Richmond.
Staff and volunteers
A5 of the end of March 2024, CAR had a total of 16 pald Staff. 9 of whom were part-ume. The charty continues to benefrt from
the contribution of a large body of around 75 local volunteers who prowde the advlce service to the public or support the charlty's
adMlnlstratl￿. Volunteer advisers work an ave￿ge of one day per week and it tske5 about ￿efve months for them to be fully
trained to the exacting standard which is required. thr the course of the reporting period, a total of 33 new volunteers were
recrulted and trained (35 the prevlous year). It is estlmated that our volunteers contributed over 25,750 person hours overall,
throughout the year. The tru*ees who are all volunteers themselves, wish to express their gratitude to all our volunteers for their
support and dediG*ion.

ACHIEVEMENT AND PERFORMANCE
Over the year 2023-2024, 6,010 individual clients were provlded with advi￿ Infom)ation (2022-2023: 6,450). We continue to
see many clients who have complex, multiple and interlinked problems. Advisers dealt wiu) a totsl of 17,495 separate issues on
their behalf (2022-2023: 25,132"). The impact of the cost-of-living crtsls on household expenditure and abilty to pay for
essentials such as fuel and food, has driven demand for our seNices.

through negotiating with thlrd parties. Where appropriate, clients were refer￿d to other agencies, to siatutory bodles, or to local
leg61 firms. The SeN1￿ offers speclallst advi￿ in famlty law, immigration, and housing provided by legal professionals, where
advi￿ Is given on a pr￿bon0 basis.
Our Manage Your Morw (MYM) tearn delivered appointments to 52 dients and carrled out workthop5 for 40 people.
We were involved in distributlng the Household Support Fund on behalf of Rlchmond CourKil and supwrted 460 hcAJsehc4ds and
distributed £lll,000.
Research and campaigns are an important of our work. Advisers submitted a total of 346 eviden￿ fo￿5 (EFS) for the
whole of 2023-2024. The team's main focus during the year wa5 on the following campaigns:

FINANCIAL REVIEW
Funding sources
For 2023-24, the main source of funding was a contract with Richmnd Council to deliver a generalist advi￿ services in the
bwugh. This contract originally began in August 2013 and was extended twlce, with a IOO/o then a 5¥0 reduction in fundlng. The
latest exiension wns to March 2024. In 2023124, this contrdtt comprised at(Jut 41Wo (2022123.. 43OJo) of total income; orooing
support from three local trusts comprised 21% (2022123.. 25010) of ITKome.
As ever, diver￿fyIng our funding base will remain challenging and we will conttnue to operate in a fina￿lalty fInety-balan￿ and
constrained environment. Contlnued support from k￿al trusts cannot be guaranteed, and securirvJ new funding sour￿5 wlll
continue to be difficuli as we operdte in what is perceived to be a prosperous borough.
Outcome for the year
For the year ended 31 March 2024, CAR had a net excess of Income over expenditure of £34,567 (2023.. £10,008) of which ÉO
{2023: £6,155) represented a decrease in restricted funds and £34,567 represented an inuea5e In unrestricted funds (2023.,
£19,250). The cash resources at the end of the year stothl at £417,623 an in(￿ase of £40,839 on the prevlous year end.
Reserves
Reserves at 31 March 2024 stood at £391,148 (2023: £356,581) of whlch £384,753 (2023.. £350,186) were unrestrlcted funds
and the ￿Ma1nder restricted. Within unrestrirted funds the trustees have allocated £4,287 being an amount equ31 to the net L¥Jok
value of the fixed a55ets, to a designated fund as such funds are Invested in fixed a&Eets and, therefore, not avallaNe to meet the
day to day runnlng costs of the tharity.

During 2024-2025, CAR will work on imk4ementiThJ our work-klan for the year to dellver on our fNe key strateglc objethves, set
out in the busine￿ and development plan 3nd to plan how our ServI￿S can support residerts with the cost-of-livlng crfsis. The
work plan is updated quarte￿, and progress Is reported to trust￿5 at board meetings.
CAR will continue to work towards meeting the contractual targets in the generalisi advi￿ ServI￿S contracL wlth RIchn￿nd
Council. It is hoped thal meetlng and exceeding these targets wlll help to influence the council's deasion to commlsslon the
servlce from 2026. The charity will continue to promote the value of its work to members of the councll, other funders and the
public.

Recruitment and appointment of new trustees
The dirertors of the charitsble company ('the charlty,) are its tnjstees for the purpose of charity law and throughout this report
are collectively referred to as the trustees. Trustees are elecied to the board by members of the charity at the annual general
meeting. One third of the elected trustees are required to retire by rotati￿ at each annual general meeting. The chair of tNstees
is eierted by the board, The trustees who acted during the year under review are listed on page 7, none of wh)m has any
beneficial interest in the company. Farah Rachlln Is the chair of the board of trustees.
Oryanisatlonal structure and declslon making
CAR is govemed by its trustee board whlch is responsible for Se￿ng the stratsgic dlrertlon of the organlsatSon and the pollry of
the charfty. The trustee5 carry the ultimate re5ponsibi1Sty for the COnd￿t of the charity and for ensuring that It satiSf￿S Its legal
and contractual obligations. The trustee board meets at least quarterly and there a￿ additional meeungs of appropriate members
or grwps os required. The day-to-day operation of the organisation has been delegated to the Chlef Executwe, who is also the
Company Secretary. In addition, there Is an experlerKed tsam of pald staff and a substantial team of volunteers who are key to
the serv1￿ offered by the charity.
Deosions are made by the trustee board, In Ilne with the strateglc bugne5s and development plan whlch Is translated into annual
operational plans and reported against to the board. There are regular stsff meetings and senior management team meetlngs
which ensure that proJre5s is L*ing made agoln5t tsrgets and also enable early troubleshooting when problem5 arise.
Indurtion and tralning of new trustees
New tru*ees are elected at the annual general meeting or are co-opted durlng the course of the year. They are given an
inductlon pack of Ilterature whlch confirms their role and responslbil￿eS, and they also undergo an Induction programme in the
bureau and may attend brlefing sesslons run by Qtizens Advlce.
Key management remuneratlon
The pay of the Senior Management Team and staff is reviewed annualty by the HR and Flnance sub<ommittees, in Ilne with both
market coThJitions and affordabillty for the charfty, and a proposal Is submitted to the Board for thelr approval.
Wider network
CAR Is a member of the natlonal Citlzens Advice serv1￿, and the national charity sets and monitors stsndards for advlce, policles,
procedures and supports local Citizens Advlce with an Infomiatlon *m, trainlng and other servlces. Operating pollcies are
Independendy determined by the trustee board of fJR to fulfil its chadtsble objectives and comply with the national membership
requirements.

The Citizens Advice Richmond trustee board oversees the infomiation security of all personal infomation of our clients, staff,
funders and strategic partners that Is proce55ed. The vasi maijrity of our client data 15 stored in Qsebook, a case management
System. 0￿zenS Advice Richrnond holds joint responslblllty for dient data held in Ca5ebwk with the national Citizens Advi

Basls of preparing the financial statements
The financial statements of the charitable company, whld) Is 3 public benefit entity under FRS 102, have been prepared
In accordance with the Charltles SORP (FRS 102) 'Accounting and Reporting by Charitles., Statement of ReCom￿nded
prattl￿ applicable to charities preparlng their accounts in accordan￿ wlth ttTe Financial Reportlng Stsndard applicable In
the UK and Republlc of Ireland (FRS 102) (effective l January 2019),, Flnandal Reporting Standard 102 The Flnancial
Reporung Stsndard applicable In the UK and Republic of Ireland, and the Companies Act 2006. The financlal sktements
have been wepared under the histortil cost conventlon.
a) Going concern basls
The "Reserves Pollcy and Going cOn￿m, section of the tru&ees' report set5 Out varlous con51deration5 relative to the
going con￿rn position of the charity and explains why the trustees continue to adopt the going concern basls In the
preparation of these financlal statements.

The trustees consider that there are no areas of judgement or estimation which rnaterially affect the flnancial statements.

Uabilitles are recognised as expendlture as soon as there 15 a legal or constructive obligation committing the charlty to
that expenditure, ￿ Ss probable that a transfer of economic benefits wlll be requlred in settlement and the amount of the
obllgation can be measured reliably. Expenditure Is accounted for on on accruals basis and ha5 been classifEd under
headings that aggregate all cost related to the category. Where costs cannot be dirertly attributed to particular PEadln95

Governance costs
Govemance costs include those costs associated wlth meeting the constitut￿1 and statutory requirements of the charity
and indude the Independent examine¢s fees.
Allocation and apportionment of costs
Support costs include all those overhead costs of Offi￿ and bureau accommodation, utylity servi￿5 and other ￿rVI￿5
and costs, whlch are in support of the actlvlty. They have been allocated to activity cost categories on a basis co[￿Stent
with the use of resources, e.g. 5tsff costs by time Spent and (ther costs by eS￿rnated usage.

The charlty acted as agent far Several charities in the London Borough of Rlchmond upon Thames in di&trlbutlng fu￿￿5 to

Leasing commitments
Leases that do not transfer all the risks and rewards of ownership are classlfied as operatlng leases. Payments under
operatlng leases are charged to the ststement of finandal activities on a 5traight-line basls over the lifetlme of the lease.
Penslon costs and other post-retirement benerts
The charltable company operates a defined contributlon pension scheme. Contributions are included In the statement of
financial activlties In the year they are Incurred.
Financial iThstruments
The charlty only has financial instruments of a kind that quallfy as basic flnanclal Instruments. Basic finandal Instruments
are Initially recognised at transacbon value aTrJ subsequently meaSU￿d at their settlement value
Cash at bank
Cash at bank includes bank depos￿ accounts and short temi highly Ilquld Investments wlth a short maturtty of three
months or less from the date of acquisition or openlng of the deposlt or similar account.
Debtors
Trade and other debtors are recognlsed at the settlement amount due. Prepayments are recognised at the InVol￿d co
prepald.
Credito
Creditors are recognlsed when the charity has a present obllgation re5￿ting from a past event that will probably result In
the transfer of funds to a third party ar￿ the an￿unt due to settle the obllgation can be measured or estlm*ed reliabty.

EMPLOYEE BENEFIT OBUGATIONS
The charitable company contrlbutes towards a workrlace penslon scheme. The penslon cost charge represents
contributior6 payable by the charltable company to the scheme and aTh?unted to £16,616 (2023: £12,386). These
contrlbutlons are invested separately withln each employee's W0￿p1a￿ penslon scheme arKI are therefore separate from
the company's assets.
