## **REPORT OF THE TRUSTEES** 

The Trustees submit their report and Financial statements for the year ended 23rd May 2023 

## **1.  PURPOSE AND OBJECTIVES OF THE CHARITY** 

The Charity is governed by the Trust Deed dated 15th September 2008 which established a Trust for the furtherance of the charity's purpose and objectives. 

The Trust Deed governs the appointment of Trustees. 

The purpose of the charity is to further exclusive charitable objectives selected by the Mayor of Burnley, and determined by the Trustees. 

The Mayor of Burnley, appointed annually, sets out the causes to benefit from the income raised from various fund raising activities during their year in office. 

For the mayoral year to the 23rd May 2023 the Mayor of Burnley chose to support Pendleside Hospice, Pendle & Rossendale Mountain Rescue, Dyneley Riding for the Disabled, Burnley Scouts & Burnley Guides. 

An Accumulated fund is used to distribute the grants and donations received by each Mayor of Burnley and Trustees in the year to which they relate. 

## **2.  MANAGEMENT ARRANGEMENTS , ACTIVITIES & ACHIEVEMENTS** 

Fundraising during the year ended 23rd May 2023 generated income of £20,811 by way of voluntary donations and fundraising events and a bequest of £54,124 as set out in Section 4.1 and Section 4.2 of the Notes to the Financial Statements. 

Grants and donations paid during the year ended 23rd May 2023 amounted to £74,937 as set out in Section 5.1 of the Notes to the Financial Statements, and in accordance with the stated objectives of the following elected Mayor's of Burnley. 

Mayoral positions were held by Councillors Mark Townsend for 2021/22 and Cosima Towneley for 2022/23 municipal years. 

## **3. FINANCIAL REVIEW** 

The Charity's financial activities for year ended 23rd May 2023 are set out in the Statement of  Financial Activities  on pages 5 and 6 

## **4. PUBLIC BENEFIT** 

Under the Charities Act 2011, for an organisation to be a charity, each of it's purposes must be for the public benefit and for a purpose to be charitable it must satisfy both the public benefit and the public aspect requirements. 

To satisfy the public benefit requirement : 

Make decisions to ensure the charity's purpose provides benefit. 

Make decisions to manage risks of detriment or harm to the charity's beneficiaries or to the public in general that might from carrying out the charity's purpose. 

To satisfy the public aspect requirement : 

Make decisions that benefit the public in general. 

Make decisions to make sure any personal benefits are no more than incidental. 

The Trustees are fully aware of the public benefit guidance, and have taken it into account when making a decision and only depart from it if they have evidenced reasons to do so.

## **1.  Basis of preparation** 

## 1.1 Basis of accounting 

The Financial Statements are prepared under the Charity Commission SORP (FRS 102) applicable to Charities preparing their accounts on or after 1 January 2016. 

## **2. Accounting  policies** 

## 2.1  Investment income 

Investment income is accounted for in the period in which the charity is entitled to receipt. 

## 2.2 Resources expended 

Expenditure is included on an accruals basis. 

Grants payable are charged in the year when the offer is conveyed to the recipient except in those cases where the offer is conditional, such grants being recognised as expenditure when the conditions attaching are fulfilled. Grants offered subject to conditions which have not been met at the year end are noted as a commitment, but not accrued as expenditure. 

## 2.3  Administration and Financial Work 

All the administrative and financial work relating to the Charity is carried out by officers of Burnley Borough Council.  No charge is made for these services. 

## **3. Funds** 

Unrestricted funds comprise those funds which the trustees are free to use in accordance with the charitable objects.
