Another challenging year but one
helped by having a conscientious, focussed and
hardworking team consistently produung qualty material that was not short of notable
aclivilies.
Care Reform continues to drive our agenda and il was good lo see the start of Iran51tioning
a Children's Home in Chiang Mai Provin¢e as w811 as th6 initiation of an important Child
Protection and Safeguarding Teaching Programme in Mae Sol. Training was also provided
for residenlial accommodation stsff on th8 United Nalions Guidelines for the Alternative
Care of Children.
In tandem - and as part of the conclusion of the many UBS Optimus Foundation funded
pioje¢ls- a mosl successful conferen￿ on Care Refomi was staged in Bangkok as well as
a htgh-profile House of Commons presentation. The fomier attracted a number of senior
officials who are becoming increasingly aware of the scale of the problem Isomething
highlighted in the Safe Child Thailand funded ground breaking Sludy'No Child Left Behind..
No less than 120,000 Children in Inslilulional Care in Thailand'l and which will hopefully
pave the wayfor Care Refomi to receive enhanced support from the new Thal Govemment.
Against these posFtive devekJpm8nts, howev8r, il is importanl to highlight the continued
difficulties in raising funds. Never an easy 5itualTon but one. u[￿QUbledIy. made worse by
the current Cost of Living crisis and the increasing demands placed upon all our Corporalg
and Inslitulional don0￿.
Finally, my sincere thanks go to both the Safe Child Thailand team and my fellow Trustee

Act 20118nd conslilutes a directors, report for the purpose of the Companies Act 2006.
The financial statements have been prepared in accordance with the accounting policies sel
out on pages 28 10 32 of the attached financial statements and comply with the charitablg
company's Mefflorandum of Association. the Companies Act 2006 and Accounting and
Reporting by Charities= Stalemenl of Recomm&nd8d Practice applicable lo charities
preparing their accounts in accordancE with the Financial Reporting Standard applicabl8 10

The Charity Is consliluled as a company limited by guarantee and is governed by ils
Memorandum and Articles of Association. As a charitable company. the company is not

For over 40 years SCT has been constanuy worknng toward improving Ihe siluation for
disadvantaged children in Thailand. We work with Ihe most vulnerable of children and their
families aiming to end the cycle of poverty. discrimination and health inequalities. We are now
raising awareness of the importance of keeping a lamily together arid lo become less reliant
on residential care for chiklfen. By raising funds for our partners working in Thailand, we can
help develop cxucial seNices. In addition to financial support we promde programmatic
guidance and ensure a comprehensive appraisal of the partner's policies and procedures.

Supportlng Care R•fomi In Thailand
This past year has seen a 5rgnificanl increase in our Care Refomi Projects. We have
continued lo work with the Altemalive C8re Th8iland Group with Ihe purpose of financially
and programmali¢8lly supporting their action plan lo support vulnerable children and Ihelr
families. Care Reform within Thailand is crucial in helping keep families together and also
improving the quality of care children are enlilled lo in ￿sIdential seltings.
The Altemalwe Care Thailand Group is one of six thematic workings groups under the
Convention on the Rights of the Child Coalition of Thailand Steering Committee. The goal of
¢ar& refoim is lo strengthen families by providing Fnore robust social welfare services and
childcare Chol￿s. and lo stop needless placement ofchildren in orphanages and inslilutions.
Hdping the wlneraEAe and th(se at risk
In large parts of Thai18nd poverty and dewNalion are rife. rneaning that life al the bottom of
the social ladder can be very hard. Being al thè c8ntr8 of South East Asia also m6ans that
Thailand is often a destination for economic migrants and refugees Ileeing conflicts or bruial
regimes. All loo often dbildren from these groups find themselves Itving in desperate poverty
and in need of help.
Our currenl Organis8tion81 Str8tegy is paving the way 8he8d for SCT to be more engaged in
Care Reform. We are now engaging with partners to develop existing and new opportunities
which will ensure fewer children are housed in iesidenlial homes. Wo recognise that for a
smaller number of children an orphanage or restdenlial setting is required and in these cases,
we will work with our residential partners lo strive for the best care and facilities possible. We
are working with restdenlial care providers to increase their awareness of Care Reform and
the importance of following the United Nations Guidelines for the Alternative Care of Children.

1. Health & Nutrition
This programme aims lo enhance ihe overall hearth and well-being. both physically and
mentally, of children by offering nutllts"on31 support and healthcare services to those who 8ro
vulnerable or at risk. Additionally, the program supplies fresh water and nulrillous food to
students at Migrant Learning Centr8$ and residential settings. Safe Child Thailand's health
programme inclu¢Jes medical check-ups. as well as Ihe promotion of physical health
development aclivilies.
Furthemiore, Safe Child Thailand collaborates wlh local partners in Mae Sol on a mental
health project. which invofves conducttng awareness sessions on mental health and social
well-being al Migrant Leaming Cenlres and wilhin communities. In addrtion. SCT has
org8nised Psychological First Aid {PFA) training sessions for focal petsons from Migrant
Learning Cenlres.

2. Chlld Protectlon and Safeguardlng
The objeclive of Ihe programme is to enharbce the understanding and implementation of Child
Protection and Safeguarding among practitioners and children. The programme
encompasses various activities such as providing Child Safeguarding training lo teachers and
skillino up Trainers lo facilitate Sale Touch awareness ￿SsIOnS tor migrant students.

3. Keeping Families Together
Families with children who have disabilities often opt for residential care. However. Safe Child
Thailand's primary focus is on keeping families together by providing comprehensSve support
lo familios with children who have disabilities. This approach alms lo dlssuade parents from
choosing to send Iheir children lo iesidenlial care centres.
scrs approach includes tailored physiolherapy activities and physical rehabililalion that are
cuslomised lo each child's specific disability. The programme addresses the overall health,
development. and well-being of chIld￿n with disabilities.
For children wilh inlellectual disabilities. occupational therapy is provided lo help them learn
ossential life skills and daily routines. SCT also provKles dry food packages to familles with
disabled children.
SCT extends community-based rehabilitation services to families with children who have
(Sisabililies within their communities. Collaborative partners offer in-house rehabililalion
training to pafenls. enabling them to provide care al h￿ne reducing the neefl lo brsng their
disabled children to external centres.

Safe Child Thailand's main strategy is to focus on Care Reform. Whilst this aims lo keep
children ￿thin their families. Ihere are times when it is necessary for children lo be housed in
iesidenlial settings. This is lo ensure the child's safety and musl be reviewed regularly. In
these urgent cases we continue to support residential centres bul only where il is deemed
necessary. The objective of Safe Child Thailand's residential programm8 remains cenlred on
providing comprehensive support- induding food. educalK)n. care. and protection- to at-risk
childien ill residential settings.
In addition to its residential support efforts, SCT has introduced a 'Care and Love"
programme. This initiative involves regular weekly meetings belween our staff and sponsored
children. aimed at expressing care whilst also providing an important update on the welfare
of the child.

5. Educatlon
The SCT educatKJn program ts designed to extend educational assistance lo Students facing
challenges. This support encompasses education scholarships and the provision of new
school uniforms. Moreover, Ihe program seeks lo enhanc8 the overall quality of education for
underprivileged children, offering opportunities such as extra lulorial classes during summer
breaks, engaging summer camps, dynamic sports activities, and s￿ut camps.
Addilionally, the education program IS LX)mmitted lo aiding young adults attending vocational
schools by impartin9 skills that enable Ihem to achieve indgpendent livelihoods.

6. Alternative Care Reform
Safe Child Thailand has taken a pioneering role in advancing allernative Care Reform In
Thailand through launching a range of comprehensive programmes, including a residential
home transilion project and research initiatives. One significant endeavour is the Home
Transition Project, which seeks to establish a pilot project for the numerous homes across
Thailand. In collaboration wtth partners. SCT is developing Iransilion loolkils and facililaling
the exchange of eXperien￿S to benefrt other residential homes. Additionally. Safe Child
Thailand has fom)ed a partnership with Mahidol University. Bangkok, to conduct research that
involves mapping Out residential homes in Thailand. This research serves as a foundatK)n for
subsequonl a(Jvocacy efforts wthin the field of alternativ8 Care Refomi.
Our in-counlry partner has pr(KEuced Iwo research papers that have been presented al the
National Alleinative Care Conference in Bangkok and other media events. effectively
disseminating valuable insKJhts. Safe Child Thailand has al80 hosted two conferences
largeling dislincl slakehoklers. Both conferences shared a common goal of advocating for the
significance of Care Reform in Thailand while also showcasing best practices related lo
various aspec15 of ca￿ Refomi.
With the aim of introducing and reiler81ing the Uniled NalK)ns Guidelines on Allefnalive Care.
Safe Child Thailand has organised training sessions for1￿81 NGOS. This initiative is geaf8d
towards empowering practrtioneTs to implement operational changes within their own services
and residential cenlres.

children in residential care al the core of care refom. This projed has been warmly embraced

Fundralsing and development
We are incredibly grateful thal despite the global challenges we all continue to face. our
donors continued lo support ourwork in 2022123. We would like lo thank each and every one
of our incredible supporters who continued working with us throughout the year lo supptsrt
families and children in Thailand. Despite the conlinued decline in child sponsorship globally
and ongoing challenges lo corporate fundraising caused by th8 global r8c8ssion, Safe Child
Thailand has done remarkably well in its lundraising efforts with donation. grant and
sponsorship income remair)ing constant for the financ&al year 2022123.
W8 received exceplkjnal support from individual donors who generously donated a total of
£341.343 towards ourwork with marginalised children and families. Durtng 2022r23, our child
sponsorship programmes continued lo operate in five provinces enhancing the well-being of
sponsored children through essential resources and opportunities. We are incredibly grateful
lo our regular and individual donors whose generous contribution played a crilical role in
supporting our misston lo provide a safe and nurluring enwronmenl for children, and enabled
us to respond to urgent needs through largeled inf(iatives in cownmunilies.
During the y8ar, we raised £6.130 in donations from online fundraisers and social media
campaigns and a further £6.803 from communty gfOUPS such as the Developing World
Group. who kindly supported our leacher training pfogTamme in Mae Sol. We raised 8n
additional £4,803 from other community fundraising activities such as the Magic of Thailand.
and Rlchmond RUNFEST which took place during the year. W8 are very grateful for tho
generous support of EP Legal Setvices and the Anglo Thai Society enabling us to Teach even
more children and families in need of assislance.
In 2022123. we continued w0￿1ng with trusts, foundation5 and slalulory paTtners lo deliver
life-changing support to Childien 8nd families in Thailand to ensure that children grow up in a
safe and nurturing environment. We created new partnerships, whilst maintaining strong
relationships wlh currenl donors. A huge thank you to all the trusts and foundations who
have continued working with us to support families and children in Thailand throughout the
year. We are very grateful to those who donated lo our Education Appeal lo support the
education ol migrant children in Mae Sot. such as the David Lisler Charitable Trust. Sir John
Sumnerfs Tru51, walla￿ Bell Charitable Trust, The Tula Twsl. Belacqua Charitable Trust,
Chrisladelphian Samaritan Fund. Dennis Allan Yardy Charitsble Trust, Stella Symons
Charitable Trust. and The Cuckoo Hill Tnjsl. We are graleful lo Ihe Pal Newman Memorial
Trust. Community of the Presentation Trust, and Trelix Charitable Trust who donal&d lo our

BordeT following the COVID-19 Pandemic" Through Ihis project, we have directly supported
migranl students. parents. and teachers through child-locused personal development training,
mental health training for students. leachers and paren15. famity support for children with
disabilities, and IT training for students and teaclws.
Thls year marked the end of most of our programme advities with CLtrrenl funding from the
UBS Optimus Foundalton fof the first phase of the "Keeping Children Safe al Home in
Thailand. programme. In the year 2022123, UBS Optimus Foundation contributed £94,764
toward5 the programme which began in 2020. Over the ￿urse of Ihe programme, Safe Child
Thailand and the UBS Optimus Foundation have worked together to reform care practices In
Thailand. We have prolecled migrant children through Child Protection trainings for migrant
students. teachers, an(1 staff at mi9ranl learning centre5. we have ensured the voices of
children living in reshlential care are heard through our Child's Voice project. we have
Iransitioned children living in residential care into knnship care and have worked with an
Ofphanage in Chiang Mal to begin their transition into a family support cenlre. Additionally, we
funded a National Care Reform Confererbce in Bangkok in February with representatives from
UNICEF, the Department of Children and Youth. NGOS, stakeholders. and representstives
from the Royal Thai Govemmenl as well as local govemmenl. Additionally, we delivered a
Care Reform Matters conferen￿ in Bangkok which brought together Safe Child Thailand's
residential partners to discuss different components of reforming Iheir care practices and
pledge the sleps they will each take towards Care Refomi. Finally. we released Ihe"No Child
Left Behind.. No Less Than 120.000 Children in In51itulional Care" ieport. a report endorsed
by the Department of Childfen and Youth. and eyeaopening to the number of children still
livin9 in instilulional care across Thai18nd.

FINANCIAL REVIEW
Résults for the y•ar
A summary of the results for the year is gwen in Ihe slalemenl of financial activities al page
25. This shows total income for the ye8r of £543,676 compared lo £538,844 in 2022. The
principal sources of the charity's income are donations. grants from trusts and legacies.
Expenditure during the year totalled £708,92812022 - £618.5151 and comprisfjd £135,358
12022- £123,896) on raising funds and £573.57012022 - £494.619) on direct and indirect
expenditure aimed al providing support to children in Thailand and its l)order countries.
The charity's deficit for the year was £165.252 {2022- defiat of £79.671)-
Reserves policy and flnan¢lal po$ltlon
The Trustees have established a policy whereby the unreslricled funds not commilled or
invested in the tsngible fixed assets Ihe charity holds I'the free reserves,) should bg between
three and six months of the total expenditure. At this level. the Trustees feel that in the event
of a significant drop in funding Ihey would be abte lo carry on the charily's activilies for al least
this period.

communlcation pieferences can be changed al any lime. Tho Charity manages ils own
fvndraising activities and does not employ the services of Professional Fundraisers. The
charily undertakes lo react lo and invesligate any complaints regarding ils fundraising
activities and lo leam from them and improve its service. During 2022123, the charity re￿iVed
no complaints about ils fundraising a¢livities.
FUTURE PLANS AND STRATEGIES
Followng on Irom this yearfs exceptional Care Refomi activities we will continue lo focus on
supporting Care Reform wlhin Thailand. We will build upon wh81 we have learnt and work
w(th both the Royal Thai Govemment. local partners and those prowding residenti81 care to
drive change forward. Raising awareness of Child Protection and Safe9uarding will remaln
central to our work as wll the importance of ensuring Ihal children wth disabilities will fealuro
in all our Care Reform themes.
During Ihis next year we aim lo recruit an in country fundraising consultant lo assist wilh
raising funds within Thailand. We now hold a Thai bank account and this wll enable more
Thai based lundets lo support our work.

The charity is very dependent on the gen8ro$ity of tho public for tha donation of funds lo
enable ils work and is naver complacent about the fact that ils incom8 relies on such
giving continuing even in challenging econOrn￿ times. The charity strives lo ensure that
donors are kept infomied of the progress and successes achieved by the Charity and
looks a￿ayS to maximise ils fundraising by publ￿1$1￿9 the plight of children in Thailand
and ils border countries and the need for support. The Trustees, together with the CEO,
are currently reviewing the charity's strategi¢ approach to generatin9 funds in the future
from Ihe public and from olher sources such as grant making trusts and corporate giving.
In doing so. the charity is very aware of Ihe need always lo raise monies in an ethical
manner compliant with the hJndr8ising rules laid down by th8 Fundraising Regulator and

The Trustees of the charity have concluded that there are no rnalerial uncertainties related
to events or conditions that may ca51 significant doubl on the ability of the charity to continue
as a going concern. The Trustees are of the opinion that the charity will have sufficient
resources lo meet ils liabililies as they fall due, bul they are mindful of the need for the
charity lo continue to gener3le donations and the fact Ihal Ihbs has become more difficult in
recenl years because of the challenging economic conditions. The Twslees, together wilh
Ihe Chief Executive. continue to r8view th8 charity's strategic approach lo generating fund5
from Ihe public and from other sources such as granl making trusts and corporale giving.
Income recognition
Income is recognised in the perio(J in which the cknarity has enlillemenl lo the income. the
amount of income can be measured reliabty and it is probablg that Ihe income will ba

Income comprises donallons. grarils from trusts. legacies and interest receivable.
Donations are recognised when the charity has confimiation of l)oth the amount and
settlement date. In the event of donalions pledged but not received. the afflount is accrued
for where the receipt is consideied probable. Ir) the event that a donation is subject lo
conditions that require a level of performance before the charity is enlilled lo th& funds. the
income is deferred and not recognise(l until either those conditions are fully mel. or the
fulfilmenl of those conditions is wholty within the conlrol of the charity and il is probable that
