The Trustees present their report and the audtted financial ststements of the charity forthe year ended
31S1 Mar¢h 2021. The trustees have adopted the provisions of the Statement of Recommended
Practice {SORP) °A¢counting and ReportiThJ by Charitres. (FRS 102) in preparirKJ the annual report
and finanGtal statements of the charity.
Trustees of the charity
The directors of the charitable company are its trustees for the purposes of charity law. The trustees
vtho have served during the year and since the year end were as follows:

Objectives
The charitable objects of the Benn Parinership ￿ntre are
a) To promote the benefft of the inhabitants of the Benn Ward and tts immediate locality by the
relief of persons in the condition of need, hardship and distress, in particular the young, the
eldarly and the disabled, by providing or assisting in the provision of education, advice, training
and support. To promde faciltiies in the interest of ￿)CIal welfare for recreation or leisure time
occupation with the objects of improving the conditions of life for the said inhabttants.
b) To relieve poor persons residing in the area of benefrt by providing and assisting in th8
provision for them of advi￿ and services in legal, housing. financial and related matters which
would not otherb%ryse be available to them through lack of means.

To educate and enable the communty by providing a muAi<ultural environment where people can
meet, leam. participate and develop together.

Prlncipal Activities
The actiVFties of the Centre were severely curtailed by the Cov1￿19 pandemic. Some activities
were moved online but for a majority of the period the Centre was shLrt or open only limited
access.

In shaping our objectives for the year and planning our actNities, the trustees have considered the
Charity Commission's guidan￿ on public benefrt, induding the guidance 'Public benefrt.. running a

The COVID-19 Pandemic
In Common with many charities, Benn Partnership Centre has been significantly affeL*ed by the
pandemic and the lockdowns it has necessttated.
Income
Prior to Covid-19 the Centre received a significant amount of income from users of its premises.
This source of income has efferttvely dried up. Fortunately, the fact that Y￿ have significant
reserves and have been able to access emergency grant funding from a variety of sources méans
that the Trustees expect the Charity to continue as a going concem for the foreseeable future.
Access to Beneficiaries
This has been severely affected by the pandemic. However, BPC has managed to continue to
supply support to beneficiaries remotely.
One of our staff has been seconded to Rugby Heatth to manage volunteers working in the
vaccination program and Trustees have also ￿en able to offer use of the Centre for other Covid
related projects.
Financial review {including reserves policy
The result for the year showed a surplus for the year of £12.712 {2020 - deficit - £6,039) on
Unrestricted Funds and a surplus for the year of £41.140 (2020 - deficit - £1,987) on Restricted
Funds.
The Trustees regularly consider the risks to Which the Charity is exposed and are satisfied that
pro￿sseS exist and are regularly monitored which identrfy such risks and the means of managing
them.
The Trustees also regularly rebiew the level of resep4es in the light of the expected levels of revenue
and are satisfied that their c#Jrrent levels are sufficient in the event of trading dfficulties. The whole
of the Charity's Operations are continually montiored to identrfy risks and to ensure the comprehensive
Risk Assessment which has been completed in accordance V￿th the Charity Commission
recommendations, meets the Chartty's requiremerts.
Structure• governance and management
The Board of Trustees take responsibilrty for the overall govemance of the Chartty, its activities and
the strategy and financial planning, fundraising, investment, risk management and overall
perfomiance. The Trustees are committed to raising public and professional awareness of the
charity's aims in order to promote its goals and mission. The Trustees meet monthly each year and
converse by email and telephone between board meetings.
The Centre Manager is responsible for the day-to4ay running of the chartty and reports to the board
of Trustees. No Trustee re￿iVed remuneration for their Trustee work during the year. Trustees may
claim out of pocket expenses for activities related to fuffilling their role and responsibilities.
Details of Trustee expenses are disdosed bwthin the statement of accounts. Trustees are required to
disclose all relevant interests and register them Viith the Chairperson and. in accordan￿ wth the
Charity's policy, wthdraw from deosions Ythere a confiict of interest arises.
Under the memorandum and articles. the Trustees on behalf of the charity have th8 [M￿er to invest
monies of the Company which are not immediately required for its ovffl purposes.
Recruitment of DireCtots￿rUsteeS is carried out when necessary to maintain a diverse and skilled
board of Trustees to oversee the charity business. New Directorsl Trustees are firstly interviewed by
the chairperson and another board member. They are then inducted by attending one or two board

meetings for assessment and approval of other board members and provided with links to the

The Volunteers
The Trustees recognis8 the continued work of its dèdicated team of voluntary helpers and extend its
sincere appreciation to all its many supporters. It is not possib18 to place a value on the many hours
of service so freely given.
Re8ponslbllltles of the Trustees
The trustees (who are also dir8Ctors of Benn Partnership C8ntre for th8 purposes of company law)
are responsible for preparing the Trustees, Annual Report and the financial statements in accordance
with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted
Accounting Practice).
Company law requires th8 trustees to prepare financial statements for each financial year, which give
true and fair view of the stale of affairs of the charitable company and of the incoming resources
and application of resources, including the income and expenditure, of the charilable company for that
period. In preparing these financial statements, the trustees are required to:
select suitabl8 accounting policies and then apply them consistently,.
observe the methods and principles in the Charities SORP 2015 IFRS 1021.,
make judgements and estimates that are reasonable and prudent.
state whèth8r applicable UK Accounting Standards have been followed, subject to
any material departures disclosed and explained in the financial stalements.,
pr8pare the financial statements on the going concern basis unless it is inappropriate
to presume that th6 charitable company will continue in operation.
The trustees are responsible for keeping adequate accounting records thal disclose with reasonable
accuracy at any time the financial position of Ihe charitable company and enable them lo ensure Ihal
the financial statements comply with Ihe Companies Act 2006. They are also responsible for
safeguarding the assets of the charitable Company and hence for taking reasonable steps for the
prevention and detection of fraud and other irregularities.

As th8 charity trustees of the Trust you are responsible for the preparation of the
accounts in accordance with the requirements of the Charities Act 2011 {'th8 Act,).
I report in respect of my examination of Ihe Trusvs accounts carried out under
S8Ction 145 of the Act and in carrying out my examination I have followed all
applicable Directions given by the Charity Commission under sectlon 145{5){b) of
the Act.

I have completed my examination. I confirm that no material matters have come to
my attention in connection with the examination giving me cause to believe that in
any material respect..

Benn Partnership Centre is a company limited by guarantee incorporated in England and Wales. In the
event of the charty being wound up, the liability in respect of the guarantee Is limited to £1 per member
of the charity. The address of the ￿gistered office is given in the charity infomation on pages 1 & 2 of
these financial staternents. The nature of the charity's operations and principal activities are set out in
the Trustees report.
The charity constitutes a publlc benefrt entity as defined by FRS 102. The financial Statements have been
prepared in accordance with A¢counling and Reporting by Charities.. Statement of Recommend
Practtce applicable to charities preparing their accounts in ac¢ordan¢e with Ihe Financial Reporting
Standard applicable in the UK and Republic of Ireland IFRS 1021 issued on 16 July 201418$ upda
through Update Bulletin 1 published on 2 February 2016 and Updale Bulletin 2 published on 5 October
2018}, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland IFRS
1021, the Chantles Act 2011, the Companle$ Act 2006 and UK Gener811y Accepted A¢￿Unting Practice.
The financlal statements are prepared on a going concem basis under the histoncal cost convention.

Ib) Funds
Unrestricted funds are available for use at the dlscretion of the Iruste8$ In fvrtherance of the general
objectives of the Gharity and which have not been designated for other purposes,
Designated funds comprise unrestricted funds that have beén set aside by the trustees for particular
purposes. The aim 8nd use of each designated fund is set out in the notes lo the financial 9tatements.
Restricted funds are funds which are to be used in accordance with specific restrictlons Imposed by donors
or which have been raised by the charity for part¢cular purposes. The cost of raising and administering
such funds are charged against the specific fund. The aim and use of each restricted fund is sel out in the
notes to the financial statements.
Icl Incomo rgcognltlon
All Sncoming resources are included in the Statement ol Financial Activities ISOFAI when the charity is
legally entllled to the income after any performance corsditions have been met, the amount Can be
measured rellably and il is probable that the income will be received.
For donations to be recognised the charity will have been notified of the amounts and the settlement date
in writing. If there are condition5 attached to the donation and this requires a level of performance before
entiuement can be obtained then income is deferred unts'l those conditions are fully met or th8 fulfilmenl of
those conditions is within the control of the charity and itls probable that they will be fulfilled.
Donatsd facilities and donated professK*nal serviGe5 are recognised in inwrno at their fair value when
their economic benefit Is probable, it Can be measured reliably and the charity has control over the item.
Fair value is determined on the basis of the value of the gift to the charity. For example the amount the
charity would be willing to pay in the open market for such facilities and services. A corresponding amount
is recognised in expenditure.
No amount is included in the financial statements for volunteer time in line with the SORP IFRS 1021.

Fixed asset grfts in kind are recognised when r￿Na￿￿e and are inctuded at fair value. They are not
deferred over the life of the asset
For lega(aes. entitlement is the earfier of the charity being nottfied of an impending distribution or the
legacy being received. At this point income is recJ)gnised. On occasion legacies will be notified to the
charity however rt is not possible to measure the amount eXp￿ted to be distributed. On these ctcasions,
the legacy is treated as a contingent asset and disclosed.
Income from trading actNibes indudes income eamed from fundraising events and trading activitses to
raise fvnds for the charity. Income is receNed in exchange for supplying gcods and services in order lo
raise fvnds and is recognised when entitlement has C¢￿Tr8d.
The charity may r￿1ve govemment grants. Income from govemment and other grants a￿ re¢ognised at
fair value when the charity has enttuemenl after any perfomano conditions have been met, it is probable
that the income will be receNed and the amount can be measured reliably. If entitlement is not met then
these amounts are deferred.
Investment income is eamed through holding money on depostL Interest income is recognised using the
effective interest methc#J.
Idl Expondlture recognltlon
All expenditu￿ is accounted for on an accruals basi* and has teen dassified under headings that
aggregate all costs related to the category. Expendrture is recognised whefe there is a legal or
constructive obliga&"on lo make payments to third paTb"es. it is probable that the set￿ernent will be required
and the amount of the obligalv)n can be measured rella￿y. It is categorised under the following headings..

Assets a¢quired under finance leases are capitalised and depreciated over the shorter of the lease term
and the expected useful life of the asset Minimum lease payments are apportioned be￿een the finance
charge and the reduction of the outstanding lease liability using the effective interest method. The related
obligations. net of hjture finance charges. are included in creditors.
Renta15 payable and receivable under operating leases are charged to the SOFA on a straight line basis
over the Feriod of the lease.
{hl Ernployeg bengfits
When employees have rendered service to the charity, short-temi employee benefits to which the
employees a￿ entitled are recognised at the undiscounted amount expe¢led to be paid in exthange for
that service.
The charity operates a defined contribution plan for the teneffit of its employees. Contributions are
expensed as they become payable.
11) Tax
The chartly is an exempt charity within the meaning of schedule 3 of the Charities Act 2011 and is
conSide￿d lo pass the tests sel out in Paragraph I Schedule 6 Finance Act 2010 and therefore it rneets
the definition of a charitable company for UK COryKJration tax purposes.
U) Golng concem
The financtal statements have been prepared on a going concern basis as the trustees believe that no
material uncertainties exist The Iruslees have considered the level of funds held and the expected level
of income and expenditure for 12 months from authorising these financial statements. The budgeted
income and expenditure is sufficient with the level of reserves for the charity to be able to continue as a
going concern.
