Milton Community Partnership (MCP) is a registered charity and a company limited by guarantee. Its registered office is: St Mark’s Centre, Princes Street, Southend-on-Sea, Essex SS1 1QA.
The initial meetings to establish MCP took place in 1998 and the company was incorporated on 21[st] September 1999. The principal objectives and activities are to promote charitable purposes within those parts of the Borough of Southend comprised in the council ward known as Milton Ward and its close neighbours by: relief of hardship or distress; protection and preservation of health; advancement of education; learning and vocational training; advancement of public education in the arts; provision of recreation and leisure time facilities; and the preservation, protection, develop and improvement of the physical and social environment.
Big Bears Little Bears group for young children and their parents and carers continues to be popular and run throughout the year. The group is a great opportunity for children and adults to meet together in a safe and supportive environment each Thursday morning. Milton Youth continues to run activities during the school holidays for young people from the local area. Activities included a Halloween Party, candle making, music visit, gaming session and a visit to the Knife Angel.
Building on the recent street art that we commissioned at the bottom of Hamlet Court Road and along Station Road, we have been working on the commissioning of a new mural by artist Nathan Evans next to Westcliff Station: Welcome to Westcliff-on-Sea. This mural was completed in May 2025.
The third Hamlet Court Road in Harmony was held in May 2024. The Festival aims to celebrate the diversity of our local population, generate a pride in the Milton area and build a thriving economy. Stalls with local agencies enabled people to connect with support and volunteering opportunities. Local businesses and artisans also had the opportunity to promote their wares. Performances from musicians and spoken word artists along with other arts and creative activities helped raise aspirations, promote wellbeing and celebrate the talents of people in Southend-on-Sea. More than 3,000 local people attended the Festival. Soul singer Dawnette Fessey was the festival headliner. Other musical acts included Steel Here steel-pan band, Priscilla Bailey and the Hungarian Choir. The crowds were entertained by dancers from the Essex Tamils, Bollywood Dancers and spoken word artists.
MCP jointly hosted an event for Southend City Day on 1[st] March 2025 in partnership with St Mark’s Church, with thanks to funding from the ROSCA Trust. ‘Rooted in Resilience’ was an Exhibition on the relationship between nature and the urban environment with Access to Art and Design students and other artists. There were free art activities, Eco Days activities and refreshments, and the day was extremely popular.

MCP is continuing to work in partnership with SAVS, supporting the Community Builder for Milton Ward, funded by Southend Council. MCP provides an office base for the Community Builder and opportunities for the worker to link with the community.
MCP worked in partnership with Trust Links to deliver Eco Days workshops at St Mark’s Centre. Eco Days aims to develop skills and knowledge to help people to reduce their impact on the environment. Thanks to £13,100 funding from The National Lottery Community Fund, Milton Community Partnership has been able to work with Trust Links and other local groups to run a range of activities to help people take action to combat climate change.
Eco Days activities have included food preservation such as making jam and sauerkraut, upcycling, creating biodiverse habitats, eco crafts including decoupage, and gardening. Based in the church hall at St Mark’s, the activities have been hosted at the hall and garden to run these groups. Participants have benefited from a healthy and environmentally conscious meal together too such as a vegetable soup and homemade bread.
Fiona Clapperton, Environmental Activities Lead at Trust Links, who has been running the workshops at Milton, said: “It has been wonderful to engage so many people in the Eco Days activities with Milton Community Partnership. We now have a fantastic core group and many of our workshops are getting fully booked, which shows how popular these activities are. Now is the time for action to combat the climate emergency - if we all make small changes, they add up to a lot, helping us to build a greener and cleaner world.”
Sharon Hinton, a trustee of Milton Community Partnership, said: “Milton Community Connection is a fantastic project, engaging lots of people in our community to improve their links with other people locally and develop skills and knowledge to help combat climate change. We are so grateful to The National Lottery Community Fund and players of the Lottery for supporting the project, and to our delivery partner Trust Links for helping to facilitate it.”
Travis Christian has attended several of the Milton Community Connection sessions. She said: “I've made a good network of friends by coming to these workshops. I love coming here as it is so relaxed, informal and friendly. I have learnt lots of new skills and built my confidence. The eco cleaning has saved me loads of money and I'm not killing the fish! I have learnt to sew and developed lots of new hobbies and links. I would highly recommend these sessions to everyone!”
Thank you so much to all of our volunteers and all those that work behind the scenes to help sustain the charity. Thanks too to my fellow trustees for their support during the year to continue to support and develop MCP for the benefit of local residents in and around Milton Ward. I am proud that MCP is a volunteer run and led charity, helping to make a difference in the centre of Southend – an area of deprivation, but also an area of great diversity, assets and community engagement.

FOR THE YEAR ENDED 31 MARCH 2025
The trustees present their report along with the financial statements of the charity for the year ended 31 March 2025. These unaudited financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the charity's trust deed, the Charities Act 2011 and the Statement of Recommended Practice (FRS102 1A).
Structure, governance and management
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 1985. The initial meetings to establish MCP took place in 1998, and the company was incorporated on 21st September 1999.
Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.
Objectives and activities
To promote charitable purposes within those parts of the Borough of Southend comprised in the council ward known as Milton Ward and its close neighbours, by relief of hardship or distress; protection and preservation of health; advancement of education; learning and vocational training, advancement of public education in the arts; provision of recreation and leisure time facilities, and the preservation, protection, development and improvement of the physical and social environment.
Achievements and performance
MCP continues to deliver a wide range of activities and services for the local residents of Milton Ward and surrounding area.
Our activities promote social inclusion, build confidence and self-esteem and improve the health and wellbeing of our community in a non-threatening way,
Financial review
The gross income for the period April 2024 to March 2025 amounted to £26,193 arising from grants, donations and fees. Resources expended for the same period totalled £15,995 with the majority being applied to core costs of running the charity and the cost of running activities.
Investment policy and performance
The charity does not hold any reserves in investments.
Reserves policy
At present free reserves amount to £27,856 (2024: £34,317)

Public Benefit Statement
The trustees confirm that they have complied with the duty in section 4 of the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission in determining the activities undertaken by the charity.
Plans for the future
Key objectives identified for the future are as follows:

To continue to assess and respond to the needs of local people in Milton Ward

To sustain and develop the charity for the benefit of service users, volunteers and the local community

Generate additional income from grants and donations to sustain the charity and its activities
Trustees' responsibilities in relation to the financial statements
The trustees, who are also directors of Milton Community Partnership, for the purposes of company law, are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Company law requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing these financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently

observe the methods and principles in the Charities SORP (FRS102);

make judgements and estimates that are reasonable and prudent;

state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements;

prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in operation.
The trustees are responsible for keeping adequate accounting records that disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. .

under section 477 Companies Act 2006, relating to small companies. No members of the company has deposited a notice pursuant to section 476, requiring an audit of these financial statements under the requirements of the Companies Act 2006.

1 Accounting policies .
The following accounting policies have been used consistently in dealing with items which are considered material in relation to the charity's financial statements.
1.1 Basis of accounting
The financial statements have been prepared under the historical cost convention and are in accordance with the Financial Reporting Standard 102 1A (effective January 2016), the Company Act 2006 and in accordance with the Statement of Recommended Practice (FRS102); Accounting and Reporting by Charities published in 2016 and applicable accounting standards. The charity is a public benefit entity.
1.2 Company status
The Charity is a company limited by guarantee. The members of the company are the trustees named in page 3. In the event of the charity being wound up, the liability in respect of the guarantee is limited to £1 per member of the charity.
1.3 Incoming resources
Incoming resources from operating activities
All incoming resources are included in the SOFA when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy. For legacies, entitlement is the earlier of the charity being notified of an impending distribution or the legacy being received."
Donations
Income from donations are included in incoming resources when they are received.
Investment income
Investment income is recognised in the accounts when it is received.
1.4 Resources expended
Resources expended are included in the Statement of Financial Activities on an accruals basis, inclusive of VAT.
Certain expenditures are directly attributable to charitable activities and have been included in Direct Charitable Expenditure.
1.5 Taxation
No provision has been made for corporation tax or deferred tax as the charitable company is exempt from corporation tax on its charitable activities.

1.6 Volunteer help
The value of any voluntary help received is not included in the accounts but is described in the trustees' annual report.
1.7 Fund accounting
General funds are unrestricted funds which are available for use at the discretion of the trustees in furtherance of the general objectives of the charity and which have not been designated for other purposes.
Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors or which have been raised by the charity for particular purposes. The cost of raising and administering such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to the financial statements.
Investment income and gains are allocated to the appropriate fund.

3 Trustee's Remuneration
None of the Trustees or board of directors (or any persons connected with them) have received any remuneration from the charity during the year.
