Its registered office is: St Mark’s Centre, Princes Street, Southend-on-Sea, Essex SS1 1QA. The initial meetings to establish MCP took place in 1998 and the company was incorporated on 21[st] September 1999. The principal objectives and activities are to promote charitable purposes within those parts of the Borough of Southend comprised in the council ward known as Milton Ward and its close neighbours by: relief of hardship or distress; protection and preservation of health; advancement of education; learning and vocational training; advancement of public education in the arts; provision of recreation and leisure time facilities; and the preservation, protection, develop and improvement of the physical and social environment. Big Bears Little Bears group for young children and their parents and carers continues to be popular and run throughout the year. The group is a great opportunity for children and adults to meet together in a safe and supportive environment each Thursday morning. Milton Youth continues to run activities during the school holidays for young people from the local area. MCP raised funding from Awards for All, Southend Community Investment Board and worked with Milton Ward Councillors to secure funding from the Community Infrastructure Levy to improve the area on Station Road adjacent to Westcliff train station. A large mural of local woman Dawnette Fessey was commissioned, completed by local graffiti artist Scotty Brave. Artists John Bulley and Debbie Hadley worked with children from Milton Hall Primary School and Barons Court Primary School on the design of mosaics, which are being installed along the arches underneath Station Road bridge. This art substantially improves the area, which was dilapidated before improvements were made. The second Hamlet Court Road in Harmony was scheduled for September 2022, but unfortunately it was postponed due to the death of Her Majesty the Queen. The event ran in May 2023. The Festival aims to celebrate the diversity of our local population, generate a pride in the Milton area and build a thriving economy. Stalls with local agencies enabled people to connect with support and volunteering opportunities. Local businesses and artisans also had the opportunity to promote their wares. Performances from musicians and spoken word artists along with other arts and creative activities helped raise aspirations, promote wellbeing and celebrate the talents of people in Southend-on-Sea. MCP is continuing to work in partnership with SAVS, supporting the Community Builder for Milton Ward, funded by Southend Council. MCP is providing an office base for the Community Builder and opportunities for the worker to link with the community. MCP worked in partnership with Trust Links to deliver Eco Days workshops at St Mark’s Centre. Eco Days aims to develop skills and knowledge to help people to reduce their impact on the 4 environment. The project helps to reduce eco anxiety and improve wellbeing and social connections. Workshops included tending the garden area outside St Mark’s, jam and chutney making, eco Christmas wreaths, making bird feeders and fermenting for food preserving. MCP and St Mark’s Church host the fortnightly Hygiene Bank, set up by the All Rise Collective, providing essential personal care and household cleaning products for those who need them. Thank you so much to all of our volunteers and all those that work behind the scenes to help sustain the charity. Thanks too to my fellow trustees for their support during the year to continue to support and develop MCP for the benefit of local residents in and around Milton Ward. I am proud that MCP is a volunteer run and led charity, helping to make a difference in the centre of Southend – an area of deprivation, but also an area of great diversity, assets and community engagement. _______________ **Mr Matt King** Chair of Trustees 5 ## **MILTON COMMUNITY PARTNERSHIP** ## **TRUSTEES' REPORT** ## **FOR THE YEAR ENDED 31 MARCH 2023** The trustees present their report along with the financial statements of the charity for the year ended 31 March 2023. These unaudited financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the charity's trust deed, the Charities Act 2011 and the Statement of Recommended Practice (FRS102 1A). ## **Structure, governance and management** The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 1985. The initial meetings to establish MCP took place in 1998, and the company was incorporated on 21st September 1999. ## **Risk management** The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. ## **Objectives and activities** To promote charitable purposes within those parts of the Borough of Southend comprised in the council ward known as Milton Ward and its close neighbours, by relief of hardship or distress; protection and preservation of health; advancement of education; learning and vocational training, advancement of public education in the arts; provision of recreation and leisure time facilities, and the preservation, protection, development and improvement of the physical and social environment. ## **Achievements and performance** MCP continues to deliver a wide range of activities and services for the local residents of Milton Ward and surrounding area. Our activities promote social inclusion, build confidence and self-esteem and improve the health and wellbeing of our community in a non-threatening way, ## **Financial review** The gross income for the period April 2022 to March 2023 amounted to £43,298 arising from grants, donations and fees. Resources expended for the same period totalled £27,651 with the majority being applied to core costs of running the charity and the cost of running activities. ## **Investment policy and performance** The charity does not hold any reserves in investments. ## **Reserves policy** At present free reserves amount to £21,535 (2022: £20,163) 6 ## **Public Benefit Statement** The trustees confirm that they have complied with the duty in section 4 of the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission in determining the activities undertaken by the charity. ## **Plans for the future** Key objectives identified for the future are as follows: - To continue to assess and respond to the needs of local people in Milton Ward - To sustain and develop the charity for the benefit of service users, volunteers and the local community - Generate additional income from grants and donations to sustain the charity and its activities ## **Trustees' responsibilities in relation to the financial statements** The trustees, who are also directors of Milton Community Partnership, for the purposes of company law, are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). Company law requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing these financial statements, the trustees are required to: - select suitable accounting policies and then apply them consistently - observe the methods and principles in the Charities SORP (FRS102); - make judgements and estimates that are reasonable and prudent; - state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements; - prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in operation. The trustees are responsible for keeping adequate accounting records that disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. . The following accounting policies have been used consistently in dealing with items which are considered material in relation to the charity's financial statements. ## **1.1 Basis of accounting** The financial statements have been prepared under the historical cost convention and are in accordance with the Financial Reporting Standard 102 1A (effective January 2016), the Company Act 2006 and in accordance with the Statement of Recommended Practice (FRS102); Accounting and Reporting by Charities published in 2016 and applicable accounting standards. The charity is a public benefit entity. ## **1.2 Company status** The Charity is a company limited by guarantee. The members of the company are the trustees named in page 3. In the event of the charity being wound up, the liability in respect of the guarantee is limited to £1 per member of the charity. ## **1.3 Incoming resources** ## _**Incoming resources from operating activities**_ All incoming resources are included in the SOFA when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy. For legacies, entitlement is the earlier of the charity being notified of an impending distribution or the legacy being received." ## _**Donations**_ Income from donations are included in incoming resources when they are received. ## _**Investment income**_ Investment income is recognised in the accounts when it is received. ## **1.4 Resources expended** Resources expended are included in the Statement of Financial Activities on an accruals basis, inclusive of VAT. Certain expenditures are directly attributable to charitable activities and have been included in Direct Charitable Expenditure. ## **1.5 Taxation** No provision has been made for corporation tax or deferred tax as the charitable company is exempt from corporation tax on its charitable activities. 10 ## **MILTON COMMUNITY PARTNERSHIP NOTES TO THE ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2023** ## **1.6 Volunteer help** The value of any voluntary help received is not included in the accounts but is described in the trustees' annual report. ## **1.7 Fund accounting** General funds are unrestricted funds which are available for use at the discretion of the trustees in furtherance of the general objectives of the charity and which have not been designated for other purposes. Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors or which have been raised by the charity for particular purposes. The cost of raising and administering such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to the financial statements.
