## **District Commissioner’s Report March 2023** 

## **Appointments.** 

Back in February when we last ran the report, we had 21 that needed to attend We still have 21 needing the appointments panel although some of these are new appointments. 

The appointments committee have seen a few people since last month, but as ever this is a moving load with new adults being added all the time. 

Again, I will tie with Keith and see if we can do some drop in’s at groups during their meeting nights. 

**At the last DC’s meeting** – items brought up were 

- Compliance – we are now pretty good in terms of our compliance. 

- On the last monthly report from HQ we only had 1 that was outstanding for safety & safeguarding. 

   - First aid is now starting to come through on the compliance report and currently we have 2 leaders with overdue first Aid. I am assured by the GSL’s of those groups that these will be sorted by the end of the month 

## **Challenge 23** 

Numbers from groups are still filtering in but currently its looking like we have over the 300 (Coach capacity) 

Numbers have to be in to County by the end of April, by which time we will know exactly how many are attending and if we need to order In a 7[th] /8[th] Coach. One particular group (50[th] ) is having quite a number only going for the day – these will have to make their own way to Bramham. 

Just to remember that the 6 coaches we have paid deposits for are £1100 per coach. Each YP is paying £15.00 towards the cost and district is subsidising the addition £7/PP 

## **Census** 

Numbers are up overall on 2022. Beavers are **Down** slightly from 221 to 216 Cubs are **UP** from 261 to 288 Scouts are **UP** from 192 to 220 Explorer are **UP** from 63 to 79 Network are **UP** from 7 to 8 Giving a Young person total for the District at **811** compared to 791 in 2022 Adults are **UP** from 274 to 291 Overall District total **1102** compared with 1018 in 2022

## **St Georges Day** . 

Despite us deciding on a Traffic Management Company (TM) – the one we went with never replied back to emails or a phone call. 

The late comer has how ever come as a saviour. O’Connors Utilities are supplying the TM through one of their suppliers (Total Resources UK) free of Charge. They want to put a little back in to the community as they are responsible for a lot of the digging up on roads around Wakefield of late and only ask for some recognition to Wakefield Scouts. 

They are supplying all the signage and will deal with all the Erection & removal of all the signage. They are also supplying 10 operatives to cover the road closure and have supplied a traffic management plan for the event. (see attached) 

**GSL’s** Have now been sent the information with a view to them distributing the information to their sections and leaders. 

Chris Thorpe will be acting as the Parade Controller and as another point of contact other than myself with the TM company during the event. 

The Following have had an invitation 

- Major of Wakefield 

- County Commissioner - Carol Milburn 

- Guiding Commissioners 

We currently have a poll out with the leaders over which Promise should be used. 

We still need to get the service sheets printed but I have these in hand. 

We still need to look at getting the mats for the Squirrels & Beavers to sit on to the Cathedral. 

## **Transformation** 

DC’s and District Chairs were invited to a morning session on Saturday 25[th] March regarding governance of executive committees and its up and coming changes. As of April we will become a Trustee Board. 

I have attached a copy of POR Chapter 5 (New tweaked version to come) Between Barrie and myself we will be looking to help and support groups with regard to these changes for their up and coming AGM’s 

Members from across the county then were invited to an afternoon drop in where the to focus was on moving forward about being part of different Teams, and we want to promote this to the wider county and district as these changes start to filter down from head quarters. 

## **Squirrels** 

Things are progressing well with the Dreys. Squirrels at the 25[th] were being invested tonight. Squirrels at the 50[th] have already been invested of far as I’m aware. 

## **Explorers** 

Apollo – I’ve had notification (Barrie & Chris aware) the leaders at apollo of their intention to finish – I think a lot of their reason is they are struggling with some you people and their different genders. 



This is despite me referring them to the inclusion and diversity team at county. The issue is not we still may need support for leaders at the unit these YP decide to move to. We will have to monitor this over the coming weeks and months. 

Other units seem to be working well – with Phoenix and Vikings doing joint meetings most weeks and other units inviting other units to their activities on a more regular basis. 

## **Awards** 

Currently outstanding to present are 

12 - long service awards 

5 - Wood badges Certificates with beads 

3 - Wood badge Certificates 

Various certificates left over from the awards day that didn’t attend – these will be passed to the GSL’s to present. 

At the recent transformation day I was presented with my DC wood Badge certificate.
