The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2022. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

Objectives and activities

The objectives of the charity as stated in the governing document are as follows:

To promote the benefit of the inhabitants of the area of benefit without distinction of sex, sexual orientation, race or political, religious or other opinions by associating together the said inhabitants and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the said inhabitants; and

To establish or secure the establishment of a community centre and to maintain and manage the same.

The principal activity of the company is that of supporting and promoting the needs of the local community.

When planning activities for the year, the trustees have considered the Commission's guidance on_ public benefit.

Achievement and performance

-Private Hire charges increased for the first time since the 2014 - 2015 financial year to improve the financial position

-Retained staff member during the National Lock-down by use of the Government's Furlough Scheme

-Were able to supplement staff salary up to 100% of basic pay

-An unsafe ash tree was removed to prevent injury / damage to the Nursery annex

-Successfully applied for re-start grants to enable the re-opening of the Centre as soon as was practically possible following the lifting of restrictions.

-Continued to maintain the Centre during lockdown

-Supported the Childsplay Nursery remaining open as it was designated a Key Worker childcare facility

-Sustainability negotiations with Preston Childsplay concluded

-Supported the Boxing Club during the periods it was allowed to open during lockdown

-Successfully applied for and received available grants available through Preston City Council for financial support through lockdown

Ongoing Projects:

-The GDCA remains a ‘Living Wage' employer

-Research into replacement Portakabin or other suitable structure continues

-Possible partners for Portakabin use being explored

-Solutions to secure the long-term viability of the Centre being explored

-The feasibility/ requirement / cost of resuming internet provision being assessed

-In partnership with CRaB (Community Residents and Businesses): -Continue to work together on mutual concerns

-Support the St Barnabas Place Garden Project

In Addition:

-Preston Childsplay continue to provide child nursery provision

-Preston and Fulwood Boxing Club continue to operate in the Centre

Of Note:

-Loss of the annual Preston City Council Grant has severely impacted the financial long-term viability of the Centre

-Increased competition for the private hire functions; the ‘small’ size of the Main Hall may prove to be a disadvantage in the future

-Funding opportunities to further develop the Centre may arise in the future. A new feasibility study will need to be undertaken to ensure the local community's needs are met

-A volunteer database needs to be established. Volunteers could provide new ideas and direction in how the Centre is managed and developed

-An ongoing succession plan needs to be developed to secure the long term future of the GDCA

Financial review

It is the policy of the charity to maintain unrestricted funds at a level which equate to approximately 12 months unrestricted expenditure. This provides sufficient funds to cover management, administration and support costs.

Structure, governance and management

Governing document

The company was incorporated on 12 October 2000 as Greater Deepdale Community Association, a company limited by guarantee (Company number 4089206) and registered as a charity on 15 November 2000 (Charity number 1083426).

The company is governed by the policies made from time to time by trustees together with the terms of its Memorandum and Articles of Association which sets out the objects and powers of the company.

There are informal procedures in place for induction and training of new trustees. Trustees are also encouraged to attend external briefings and training courses.

Governance and internal control

The trustees actively review the major risk which the charity faces on a regular basis and believe that maintaining reserves at current levels, combined with an annual review of the controls over key financial systems, will provide sufficient resources in the event of adverse conditions. The trustees have also examined other operational and business risks faced by the charity and confirm that they have established systems to mitigate the significant risks.

Independent examiner's report to the trustees of Greater Deepdale Community Association (‘the Company’)

| report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2022.

Responsibilities and basis of report

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’).

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, | report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination | have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.

Independent examiner's statement | have completed my examination. | confirm that no matters have come to my attention in connection with the

examination giving me cause to believe:

  1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or

  2. 2 the accounts do not accord with those records; or 3 the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

  3. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

1, General information

Greater Deepdale Community Association is a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is Catherine Beckett Community Centre, Deepdale enclosure, Deepdale road, Preston, Lancashire, PR1 5AR. Statement of compliance These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland’, the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Charities Act 2011.

2. Accounting policies

Basis of preparing the financial statements

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’, Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.

Going concern

Trustees consider that the charitable company has sufficient resources and there are no material uncertainties about the charity's ability to continue. Accordingly, trustees continue to adopt the going concern basis in preparing the financial statements.

Incoming resources

All incoming resources are included in the statement of financial activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income: Voluntary income is received by way of grants, donations and gifts and is included in full in the statement of financial activities when receivable. Grants where entitlement is not conditional on the delivery of a specific performance by the charity, are recognised when the charity becomes unconditionally entitled to the grant. Donated services and facilities are included at the value to the charity where this can be quantified. The value of services provided by volunteers has not been included.

Gifts donated for resale are included as incoming resources within activities for generating funds when they are sold.

Grants, including grants for the purchase of fixed assets, are recognised in full in the statement of financial activities in the year in which they are receivable.

Resources expended Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates.

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

Resources expended

Support costs are those costs incurred directly in support of expenditure on the objects of the charity and include project management.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Improvements to property - 25% per annum straight line basis Fixtures and fittings - 15% on reducing balance

Taxation

The charity is exempt from corporation tax on its charitable activities.

Pension costs and other post-retirement benefits

The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.

Financial instruments

The charity only has financial assets and liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at amortised cost. Financial assets held at amortised cost comprise cash and bank in hand, trade debtors and other debtors. A specific provision is made for debts for which recoverability is in doubt. Financial liabilities held at amortised cost comprise all creditors except social security and other taxes.

3. Judgements and key sources of estimation uncertainty

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.

15. Related party disclosures

There were no related party transactions for the year ended 31 March 2022.

  1. Company limited by guarantee

Greater Deepdale Community Association is a company limited by guarantee and accordingly does not have a share capital. Every member of the company undertakes to contribute such amount as may be required not exceeding £1 to the assets of the charitable company in the event of its being wound up while he or she is a member, or within one year after he or she ceases to be a member.
