BY ESTABLISHING, MAINTAINING AND DEVELOPING IN THOSE COMMUNITIES PROVISION FOR THE STUDY OF AND TRAINING IN APPROPRIATE TECHNOLOGY APPLICATIONS RELEVANT TO THEIR NEEDS.
