## The Hashim Welfare Hospital Appeal
The Hashim Welfare Hospital Appeal was founded in the UK in 1999, by Dr Idrees Awan. Our mission is to provide high quality, accessible healthcare in rural Pakistan, with a focus on the poor and needy. We aim to achieve this through our work with our partner charity, the Hashim Welfare Association. The core project of both charities is the Hashim Welfare Hospital.
## The Hashim Welfare Hospital
The Hashim Welfare Hospital was completed in June 2003 and started with one clinic and fi ve part-time staff . The team initially focused on cataract day-surgery and general health clinics. In response to the evolving needs of patients and their families, additional services have been progressively introduced. Since 2003, over a million patients have been seen; an amazing refl ection of the hard work and

## The Hashim Welfare Association
Our partner charity, the Hashim Welfare Association, continues to manage the dayto-day running of the Hospital, the extension project, as well as other projects in and around the village. Our cooperation with the HWA has continued to be life changing for the poor and needy.
## New extension
Over the years, the Hospital has experienced a steady increase in demand, far exceeding its original capacity. As a result, clinics have become overcrowded, and during busy times, patients and their families are often forced to wait on the hospital grounds. The new extension will allow us to reduce waiting times, expand our services, and continue to provide high quality care that our patients deserve. (see page 26)
In 2020 the estimated cost for the building was £500,000 but after delays due to the pandemic, and the spiralling costs of materials, this has almost doubled. We need to raise at least a further £750,000 to complete the project.

## Hospital extension
## Clinical update
After many delays, I am thrilled to announce that the roof of the four-storey extension was completed in May 2024. The next stage is to complete the super structure, including outer cavity walls and inner partitions, doors and windows. Then work can continue fi tting the mechanical, electrical, and plumbing components. Your help is needed more than ever. (see page 28)
The total number of patients treated at Hashim Welfare Hospital (HWH) since 2003 has crossed the one million milestone; last year alone we treated nearly 67,000 patients. The eye department has been exceeding expectations; since it began, in 2003, the clinic has treated 170,126 people and restored the sight of 15,471 patients.

## Child welfare, and relief programmes
In March 2023, we began a child welfare programme through the Hospital. This year, our team visited three local primary schools and screened for various health issues. Any health concerns were treated at HWH. Our aim is to expand the programme to at least ten primary schools. In March our German partners, Pakistan-Hilfe zur Selbsthilfe e.V.(PHzSH), continued their amazing work by running a free ear camp at the Hospital and were able to fi t eighty hearing aids.
We ran our regular Ramadan food programme in March and April. As always, the response from donors was amazing. We were able to provide four hundred food packs to local families in need to ensure they have the essentials to start and end their fasts.
## AGM and other events
We held our AGM in July 2023. Since the pandemic these meetings have been a lot smaller and more focused. This seems to suit the charity better at the moment. We appreciate the support of the Mayor of Woking Borough Council, Cllr Raja Ilyas and the Chairman of Surrey County Council, Cllr Sajjad Hussain who were guests of honour. During Ramadan, small, donor-led fundraisers were held in various cities in the UK. The response was excellent and I want to thank all our organisers and donors for their hard work.

We would like to thank Ahsan Ellahi, our long-standing secretary, for his invaluable support and advice since we started, over twenty years ago. He has decided to stepdown, but I know he will continue to play an active role moving forward. I thank Almighty God for His continued blessings. ## Departments and clinics
The Hashim Welfare Hospital has grown to a multi-department hospital with over 45 staff . It is registered with the Punjab Healthcare Commission and was awarded a licence as a thirteen-bed hospital.

## Paediatrics
The paediatrics department has one consultant who runs a weekly clinic, which we hope to increase in the future. The department treated 3,308 children last year. This department naturally emerged from the maternity department which we began in 2011.
## Child welfare programme
Last year, the Hospital began a pilot programme for school children and malnourished babies, in line with World Health Organisation initiatives. In Pakistan, 40.2% of children under fi ve have stunted growth and 17.7% children suff er from wasting due to lack of adequate diet ( _National Nutrition Survey. (_ 2018) Nutrition Wing, Ministry of National Health). The assessments included ophthalmology, ENT, audiology, dental, and paediatrics. Any issues were referred to the Hospital for treatment.
## Eye (ophthalmology)
The eye department treated 15,467 patients performed 959 procedures last year. There are currently two consultant eye surgeons who run two, weekly eye clinics and theatre sessions. Most of the work is related to cataract and associated conditions. Surgery is mainly performed with foldable intraocular lenses, with the option of extracapsular surgery.
The team use laser therapy for post-cataract surgery and diabetic retinopathy screening, which is supervised by Dr Ayaz Asghar from the UK. An optometrist helps assess refractive eye problems during clinics. We are planning to provide prescription lenses and glasses in the future.
## Maternity
The maternity department has treated 4,620 out-patients and helped deliver 158 babies. The department includes neonatal and gynaecology services. We currently employ two consultant gynaecologists and two medical offi cers, on-call.

## Dental department
The dental department treated 6,152 patients in 2023. This included 182 tooth extractions and 1,973 other dental procedures. The clincal area has been refurbished and has two dental chairs. Current staff include two dentists, an oral hygienist and a dental nurse.
## ENT and audiology
The ENT and audiology department has treated 1,511 patients and, with the support of the charity Pakistan-Hilfe zur Selbsthilfe e.V.(PHzSH), has fi tted 306 hearing aids, since it started. Consultant ENT surgeon, Dr Uzair Mushahid currently runs the department.
## Children’s ear camps
Since 2016, PHzSH have run ear camps at the Hospital for children under ten. In March 2024, the team provided 80 hearing aids. Over the years, PHzSH has trained staff at the Hospital to screen children, test and adjust hearing aids, and has donated audiology equipment. The team has helped the Hospital to develop children’s audiology services and will no longer need to run yearly camps. However, audiologists Michael Eggers and Heinke Hedler will continue to supervise staff remotely, if needed. The charity will also sponsor a local audiologist to continue overseeing the service.
## Diagnostics
The diagnostics department is supervised by Professor Nasir Iqbal and Professor Tarq Jarral Mirza from Lahore. 33,810 tests were performed in 2023. These include biochemistry, haematology and serology. Additionally, 2,046 ultrasounds performed. This is one of our busiest departments because many doctors from other clinics and hospitals send their patients for tests.

## Anayat Begum
Anayat Begum is a seventy-year-old widow from Lalamusa in Gujarat. She came to the hospital with her nephew. The hospital was recommended by friends for its services for the poor and needy.
After two previous eye checks at the hospital, Anayat was advised that she needed an operation to improve her eyesight. Anayat was worried about the cost of surgery, but was happy to hear that her operation would be free.
Overwhelmed with gratitude, she feels lucky to have found such a caring and compassionate hospital, where doctors and staff have treated her with politeness, kindness and understanding, and put her at ease. Anayat prayed for the continued success of the hospital and expressed her heartfelt thanks to the donors and the HWH chairman for making it possible for the poor to receive the medical care they desperately need.

## Zaiba Waseem
Zaiba is a twenty-threeyear-old mother of three, from Mirpur. Her husband, Waseem, works as a chapati maker for weddings. Her other children were also delivered at the HWH. Zianab gave birth to a beautiful baby girl via c-section.
Zaiba felt the whole process from arriving at the hospital, registration, to the procedure and recovery had gone smoothly.

## Abdul-Khaliq
Despite these challenges, he is resilient, and continues to work at a vehicle repair shop. He always speaks highly of staff at the hospital, praising their dedication and care.
At times, Abdul-Khaliq has needed to come to the hospital late in the evening, sometimes after 11pm, for treatment for asthma attacks. He says the compassionate staff always welcome him with open arms. He has his blood sugar tested twice a day, at no cost, and most of his medicines are free. Abdul-Khaliq is happy and grateful for the support he receives at the hospital.
Abdul-Khaliq is sixtyeight and is from Lamma Sharif, a village near Pindi Hashim. He suff ers from asthma diabetes, and high blood pressure.

## Tariq Mehmood
Tariq is 43 and came to the hospital from Khot Chaiba,15 km away, with his brother.
His sister-in-law had laser treatment for both eyes at the Hospital and recommended it to the family. Tariq came to the hospital previously for a routine eye exam and the doctor advised him to have cataract surgery.
Tariq said that on arrival, there was no long wait, and registration was simple and only cost 10,000 Rs, which he said was very reasonable. During the checkup, the brothers met a variety of patients who said that their experiences with the doctor had been excellent.
Tahir said his cataract surgery was successful. He said the hospital was the perfect place for people struggling to aff ord healthcare. He praised the staff and doctors for their care and thanked the donors and chairman for making the hospital possible.

## Extension project

The new building will be spread across four fl oors and will include A&E, in-patient and out-patient wards, orthopaedics and physiotherapy, ENT, and eye clinics. It will also include an operating theatre, and space for administration and teaching.

## How much do we need to raise?
The revised estimate for the project is **£1million** . This is double the initial estimate and is due to increased costs of sourcing materials after the pandemic, high infl ation and political instability. We have already raised more than 25% of the total. Our target is to raise a further **£750,000.** With your generous support we can continue our vital mission.

## **Structure, Governance and Management Governing Document**
The charity is constituted as a charitable association registered with the Charity Commission under charity number 1082330 and is governed by it’s constitution.
## **Organizational Structure**
The trustees / Executive Members are fully responsible for the management of the assets of the association and give their time free of charge and receive no remuneration or other financial benefits.
The trustees / Executive Members have regular meetings, and all the Executive Members are responsible for all decisions taken in relation to the running of the charity and the other activities provided by the charity.
## **Recruitment and Appointment of Trustees / Executive Members**
It has been followed according to the Constitution.
## **Risk Management**
The trustees / Executive Members have assessed the risks the charity faces and have identified the major risks areas and have drawn contingency plans to deal with those risks. The trustees / Executive Members are responsible for preparing the trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards United Kingdom Generally
## **Accepted Accounting Practice**
The law applicable to charities in England and Wales requires the charity trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, of the charity for that period.
In preparing these financial statements, the trustees / Executive Members are required to
o Select suitable accounting policies and then apply them consistently.
o Make judgments and accounting estimates that are reasonable and prudent.
o Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
o The trustees / Executive Members are responsible for keeping adequate accounting records that are sufficient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the Constitution).
o They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **Independent Examiner's Report to the Executive Members of Hashim Welfare Hospital Appeal UK**
I report to the Executive Members on my examination of the financial statements of Hashim Welfare Hospital Appeal UK ('the charity') for the year ended **31st December 2023** .
## **Responsibilities and basis of report**
As the Executive Members you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’)
Having satisfied myself that the accounts of the Charity are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no matters have come to my attention in connection with the
- accounting records were not kept in respect of the charity as required by section 386 of the 2006 Act;
- 1 or
- 2 the financial statements do not accord with those records; or
- the financial statements do not comply with the accounting requirements of section 396 of the 2006
- 3 Act other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination: or
- the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities
- 4 preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1.1. Accounting convention**
The financial statements are prepared under the historical cost convention and in accordance with the Financial Reporting Standard for Smaller Entities (effective June 2002) and follow the recommendations in 'Accounting and Reporting by Charities: Statement of Recommended Practice' issued in October 2000.
## **1.2. Incoming resources**
Income is recognised in the period in which the charity is entitled to receipt and the amount can be measured with reasonable certainty.
## **1.3. Resources expended**
Resources expended are recognised in the year in which they are incurred
Management and administration costs are those incurred in connection with administration of the charity and compliance with constitutional and statutory requirements.
## **1.4. Tangible fixed assets and depreciation**
Depreciation is provided at rates calculated to write off the cost less residual value of each asset over its expected useful life, as follows:

## **Structure, Governance and Management Governing Document**
The charity is constituted as a charitable association registered with the Charity Commission under charity number 1082330 and is governed by it’s constitution.
## **Organizational Structure**
The trustees / Executive Members are fully responsible for the management of the assets of the association and give their time free of charge and receive no remuneration or other financial benefits.
The trustees / Executive Members have regular meetings, and all the Executive Members are responsible for all decisions taken in relation to the running of the charity and the other activities provided by the charity.
## **Recruitment and Appointment of Trustees / Executive Members**
It has been followed according to the Constitution.
## **Risk Management**
The trustees / Executive Members have assessed the risks the charity faces and have identified the major risks areas and have drawn contingency plans to deal with those risks. The Executive Members are satisfied that systems are in place, or arrangements are in hand, to manage the risks that have been identified
## **Objectives and Activities**
We have referred to the guidance contained in the Charity Commission's general guidance on public. benefit when reviewing our aims and objectives and in planning our future activities. The objectives of the charity are set out in the charity's Constitution.
