The world has experienced an extremely challenging time in the last two years. Our team has worked tirelessly to continue to deliver vital health-care.

Our vision

The objective of the Hashim Welfare Hospital Appeal (HWHA) is to provide high quality, accessible healthcare, with a focus on the poor and needy in rural Pakistan. We aim to achieve this through our core project; the Hashim Welfare Hospital.

Hashim Welfare Hospital

The foundation stone for the Hashim Welfare Hospital was laid on 9 April 1999 in Pindi Hashim, a rural village between Islamabad and Lahore.

The Hospital is a partnership of two charities; HWHA is based in the UK and the Hashim Welfare Association is on the ground in Pakistan.

Facing the challenge

There are almost one and a half million people in Pakistan who are blind or visually impaired, many with treatable issues. The death of mothers due to complications in labour and childbirth is 140 per 100,000 births. The under-fi ve mortality rate is 79 deaths out of a thousand, and there is an almost 25% probability of dying from preventable and treatable health conditions such as diabetes and heart disease. (WHO fi gures 2016/17)

The development of a country is measured by the quality of its healthcare and education. With the help of our staff , volunteers, and supporters we can help more people access quality healthcare, change lives, and build better futures.

Chairman’s review

It feels like we have reached a turning point in the COVID-19 pandemic. It has been a diffi cult two years for everybody. Thanks to your continued trust and donations, especially throughout this challenging time, our team has been able to continue delivering vital care to struggling families.

Hospital

extension project

In March 2022, we resumed work on the extension project. The foundation was completed before work paused during Ramadan.

Unfortunately, despite running the Hospital for almost twenty years, and with offi cial charity registration, our partner charity, Hashim Welfare Association, had its accounts frozen and was unable to receive funds from abroad. Thankfully, after a lot of work by our chairman and our secretary Ahsan Ellahi, this has now been resolved.

The pandemic and rising costs

Clinical update

Since 2003, we have seen 905,906 patients. We have treated 13,563 cataract patients, and helped to deliver 8,672 babies. With the help of our German charity partner, PAKISTANHilfe zur Selbsthilfe e.V. ( PHzSH ), we have provided over 270 hearing aids, mostly to young children. In the last year alone we saw 71,505 patients.

Due to the increase in material costs during the pandemic, we have revised the estimated cost of the extension project to almost £800,000. With your support, we are hoping to raise 25% of the amount before the end of this year. The progress of building work depends completely upon the amount of donations we receive.

The dental unit treats many patients who come to Pakistan to visit friends and family. More than 75% of dental patients are able to pay for treatment so the department has become self-suffi cient. PHzSH has sponsored a new dental chair and is planning to conduct an oral health programme for children.

Donation from America

One of my close friends, Shafi q Malik from America, visited HWH in March 2022 and donated a new dental chair. He has also donated a family home in the village for the of use our staff . The home is the fi rst donation of its kind and we are extremely grateful.

Pakistan has been hit by the worst fl ooding in recent history. Hundred of thousands of homes have been destroyed and getting essential help to remote areas has been diffi cult. At the beginning of September, Hashim Welfare Hospital sent two teams of doctors and staff to help provide vital medical aid. Our teams are currently in Rajanpur and Baluchistan. We have been

continued their vital support throughout. During Ramadan 2022, Dr Adnan Ali and Dr Tariq Zaman organised a fundraiser dinner and received pledges of nearly £40,000. Dr Usman Khan held a similar event in Manchester with pledges of £35,000. Recently, Uthman Hussain from Woking completed a 100mile sponsored bike ride and raised £910. We are thankful to all our heroes who have helped us in this challenging time.

Departments and clinics

HWH is currently registered with the Punjab Healthcare Commission as a fi fteenbed hospital. This will increase to fi fty beds after the extension is completed.

Ophthalmology

In the last year, the eye department has treated 10,409 patients and performed 980 eye surgeries. This was the fi rst department created when the original hospital opened. The department currently employs two consultant eye surgeons, and runs two weekly eye clinic and theatre sessions. The bulk of clinical work is related to cataract and associated conditions. Cataract surgery is mainly performed with foldable intra-ocular lenses with the option of extra-capsular surgery.

We regularly perform laser therapy for post-cataract treatment. Staff also have access to diabetic retinopathy screening and an optometrist for refractive eye problems. We are planning to provide prescription lenses and glasses in the future.

Maternity

In the last year, the maternity department has treated 8,660 patients in out-door clinics, and helped deliver 587 babies. We currently employ one consultant, and a female medical offi cer who is on-call for maternity emergencies.

The department includes neonatal and gynaecology services, with specialised pre-natal, paediatrics, child welfare, and family planning clinics being considered for the future.

Dental department

There were 272 tooth extractions and 1,523 other dental procedures performed last year. We have refurbished the clinic area and have installed two dental chairs. The staff includes a dentist, oral hygienist and a dental nurse. In October 2022 our German partners are organising an oral health camp for children.

Physiotherapy and paediatric clinics

We have a new full-time physiotherapist to manage musculoskeletal disabilities. This clinic has been sponsored and supervised by Dr Tariq Zaman, consultant orthopaedic surgeon in the UK. Dr Mamoon Aftab is conducting a weekly paediatric clinic to treat babies and children.

Diagnostics

This department performed 26,873 biochemistry, haematology and serology tests last year. There were also 56,788 ultrasounds and 5,430 x-rays. This is one of our busiest departments because many doctors from other clinics and hospitals send us their patients for tests. This department is supervised by Professor Nasir Iqbal from Lahore. We are in discussions with Dr Adnan Ali from the UK, to supervise a new infection control programme at HWH.

Hearing loss camps

Since 2016, our charity partner PAKISTANHilfe zur Selbsthilfe e.V. ( PHzSH ) has conducted ear camps at HWH. The team have also been training our staff and will be assisting HWH in developing a new ENT department. Due to the pandemic, there were no ear camps in 2020 and 2021. in March 2021 and 2022, audiologists from PHzSH were able to supervise a number of hearing aid adaptations by hospital staff via video link.

The extension project

We have introduced several new clinics over the years, such as infant hearing screening, gynaecology, and paediatrics. But we can’t develop these services due to the lack of space.

The new building will be spread across four fl oors and will include A&E, in-patient and out-patient wards, physiotherapy, ENT/hearing disability, and eye clinics. It will also include an operating theatre, and space for administration and teaching.

Support from our partners

Hans Joachim Gerber and his team at PAKISTAN Hilfe zur Selbsthilfe e.V. ( PHzSH ) have played a crucial part in the project by assessing the current building, selecting architects, reviewing designs, liaising with local construction companies, and fi nalising architectural plans.

The original building was mixed use to maximise the small space, with no dedicated wards or clinics. This building will continue to be used to help with out-patient overfl ow, laboratory tests and theatre. Eventually all services will move to the new building. Our long-term goal is to either refurbish or replace the original building and bring it up to current standards.

Muhammad

Bashir

Muhammad Bashir is from Village Gurra Habib, 40km from HWH. He sells wood for a living. He struggled with his eye sight for a long time but put off having treatment.

Several people from the Gurra Habib area had used the services offered at Hashim Welfare Hospital and recommended it to Muhammad.

Also, Muhammad’s mother recently had cataract surgery at the hospital and had a very positive experience.

After visiting the hospital several months ago for an assessment, Muhammad was told to return for the cataract procedure. Sadly, on his way back home on his motorbike he was involved in an accident and spent the last few months recovering.

When asked how his visit went, Muhammad said, “I hardly noticed the operation; it went very smoothly.” He praised the staff and doctors for their care.

Areeba Amir

Areeba Amir is 21 and from Chechian, in Azad Kashmir. This was her fi rst baby and like all fi rst time mothers, she was apprehensive.

It is hard to fi nd reliable, aff ordable health care in Pakistan. Fortunately, Areeba’s sister-in-law had given birth at HWH and was able to recommend the hospital to her.

When we spoke to her, Areeba had recently given birth to beautiful baby boy, via caesarean section.

Areeba was really happy with the care she received and encourages others to use the services that the hospital provides.

Khadija Hussain

Khadija Hussain is 26 and from Punj Warian, a local village about a mile from Hashim Welfare Hospital and this is her second child.

Khadija’s husband owns a

clothes shop in the village and works hard to provide for his young family. After a recommendation by one of the staff , at Hashim Welfare Hospital Areeba decided to have her baby here.

Khadija felt the whole process, from arriving at the hospital and registering at reception, to the procedure and recovery, had gone smoothly. She praised the staff and hospital facilities and said her stay at the hospital was excellent.

Structure, Governance and Management Governing Document

The charity is constituted as a charitable association registered with the Charity Commission under charity number 1082330 and is governed by it’s constitution.

Organizational Structure

The trustees / Executive Members are fully responsible for the management of the assets of the association and give their time free of charge and receive no remuneration or other financial benefits.

The trustees / Executive Members have regular meetings, and all the Executive Members are responsible for all decisions taken in relation to the running of the charity and the other activities provided by the charity.

Recruitment and Appointment of Trustees / Executive Members

It has been followed according to the Constitution.

Risk Management

The trustees / Executive Members have assessed the risks the charity faces and have identified the major risks areas and have drawn contingency plans to deal with those risks. The Executive Members are satisfied that systems are in place, or arrangements are in hand, to manage the risks that have been identified

Objectives and Activities

We have referred to the guidance contained in the Charity Commission's general guidance on public. benefit when reviewing our aims and objectives and in planning our future activities.

The objectives of the charity are set out in the charity's Constitution.

Trustees' Responsibilities Statement

The trustees / Executive Members are responsible for preparing the trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards United Kingdom Generally

Accepted Accounting Practice

The law applicable to charities in England and Wales requires the charity trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, of the charity for that period.

In preparing these financial statements, the trustees / Executive Members are required to:

o Select suitable accounting policies and then apply them consistently.

o Make judgments and accounting estimates that are reasonable and prudent.

o Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.

o The trustees / Executive Members are responsible for keeping adequate accounting records that are sufficient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the Constitution).

o They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the Executive Members on my examination of the financial statements of Hashim Welfare Hospital Appeal UK ('the charity') for the year ended 31st December 2021 .

Responsibilities and basis of report

As the Executive Members you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’)

Having satisfied myself that the accounts of the Charity are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the

Notes to financial statements

1. Accounting Policies

1.1. Accounting convention

The financial statements are prepared under the historical cost convention and in accordance with the Financial Reporting Standard for Smaller Entities (effective June 2002) and follow the recommendations in 'Accounting and Reporting by Charities: Statement of Recommended Practice' issued in October 2000.

1.2. Incoming resources

Income is recognised in the period in which the charity is entitled to receipt and the amount can be measured with reasonable certainty.

1.3. Resources expended

Resources expended are recognised in the year in which they are incurred.

Management and administration costs are those incurred in connection with administration of the charity and compliance with constitutional and statutory requirements.

1.4. Tangible fixed assets and depreciation

Depreciation is provided at rates calculated to write off the cost less residual value of each asset over its expected useful life, as follows:

Structure, Governance and Management Governing Document

The charity is constituted as a charitable association registered with the Charity Commission under charity number 1082330 and is governed by it’s constitution.

Organizational Structure

The trustees / Executive Members are fully responsible for the management of the assets of the association and give their time free of charge and receive no remuneration or other financial benefits.

The trustees / Executive Members have regular meetings, and all the Executive Members are responsible for all decisions taken in relation to the running of the charity and the other activities provided by the charity.

Recruitment and Appointment of Trustees / Executive Members

It has been followed according to the Constitution.

Risk Management

The trustees / Executive Members have assessed the risks the charity faces and have identified the major risks areas and have drawn contingency plans to deal with those risks. The Executive Members are satisfied that systems are in place, or arrangements are in hand, to manage the risks that have been identified

Objectives and Activities

We have referred to the guidance contained in the Charity Commission's general guidance on public. benefit when reviewing our aims and objectives and in planning our future activities.

The objectives of the charity are set out in the charity's Constitution.

Financial Review

Reserves Policy

The trustees / Executive Members have reviewed the reserves of the charity. Their policy is to hold enough funds to meet the operating costs of the charity

Principal Funding Sources

The charity's main source of income is donations

Trustees' Responsibilities Statement

The trustees / Executive Members are responsible for preparing the trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards United Kingdom Generally

Accepted Accounting Practice

The law applicable to charities in England and Wales requires the charity trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, of the charity for that period.

In preparing these financial statements, the trustees / Executive Members are required to:

o Select suitable accounting policies and then apply them consistently.

o Make judgments and accounting estimates that are reasonable and prudent.

o Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.

o The trustees / Executive Members are responsible for keeping adequate accounting records that are sufficient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the Constitution).

o They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
