REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 DECEMBER 2022
The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 December 2022. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 December 2022. OBJECTIVES AND ACTIVITIES
Objectives and aims
To improve the conditions of life of the inhabitants of St Radigunds ward in Dover without distinction of political, religious or other opinions by the provision of facilities for charitable services, recreation and other leisure time occupation.
To the furtherance of the charitable work of the charity by the advancement of such other charitable purposes as the Trustees shall from time to time decide.
Significant activities
The Centre was open as normal after 2 years of restrictions, and came fully alive in 2022. We welcomed our community back with new groups and activities, open days, and a revamped private hire offer, which included a licensed bar. We continued to build relationships with delivery partners and secured 3 years further funding to support staffing costs. The transfer of unused land for housing to the rear of the centre will enable us to fund sorting out our roofing and drainage issues in 2023.
Our highlights for the year were: -Recruitment of a Youth Coordinator -Health visitors returned to the centre 3 days a week -The mental health support charity 'Take off works' moved in the centre in July -Hot food for kids' activities was provided every day in August
-Beauty treatments on offer in new Wellbeing room
-Started discussions with other community venues about joint working -Welcomed a new Chair to the Board and 2 new Trustees
-Committed to a carbon reduction programme -46% of spaces provided opportunities for the community -5% less of spaces were privately, but generated more income -30% of our spaces delivered activities for young people
Our strategic aims for 2022-23 are as follows: -Provide more youth opportunities -Deliver skills to the community -Support Families into work -Mitigate local pandemic impacts
Public benefit
The Trustees confirm that they have complied with their duty as prescribed in the Charities Act 2011 to have due regard to the Charity Commission's guidance on public benefit.
FINANCIAL REVIEW
Financial position
Charity policy aims to maintain a sufficient level of reserves are in place to ensure the delivery of services. Income for the year £127,209 and expenditure was £138,649, making overall net expenditure for the year of £13,275. Total reserves held at 31 December 2022 were £1,365,104 (2021 £1,378,379) of which £1,357,826 (2021 £1,378,379) were unrestricted, and £7,277 (2021,nil) were restricted.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is a charitable company limited by guarantee and was was set up in November 1999. Its updated constitution was adopted in October 2018.
If the charity is wound up, each member of the is liable to contribute to the assets of the charity such amount (but not more than £1) as may be required for payment of the debts and liabilities of the charity contracted before that person ceases to be a member, for payment of the costs, charges and expenses of winding up, and for adjustment of the rights of the contributing members among themselves.
Organisational structure
All the directors of the charity are also trustees of the charity, and there are no other trustees. All of the trustees who served during the period are named under the reference and administrative details.
There must be at least three charity trustees. If the number falls below this minimum, the remaining trustee or trustees may act only to call a meeting of the charity trustees, or appoint a new charity trustee.
The board of trustees has the power to appoint trustees as it sees fit.
Every appointed trustee must be appointed for a term of three years by a resolution passed at a properly convened meeting of the charity trustees.
In selecting individuals for appointment as appointed charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the charity.
The charity is organised in such a way that trustees meet regularly in order to manage its affairs whilst day to day responsibility is delegated to the centre manager, Susan Jones.
Decision making
Any decision may be taken either: at a meeting of the charity trustees; or by resolution in writing or electronic form, agreed by all of the charity trustees, which may comprise either a single document or several documents containing the text of the resolution in like form to each of which one or more charity trustees has signified their agreement.
Induction and training of new trustees
The charity trustees will make available to each new charity trustee, on or before their first appointment:
-
a copy of the current version of this constitution; and
-
a copy of the charity's latest Trustees' Annual Report and statement of accounts.
Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.
The trustees review the risks which the charity faces through its risk register which is reviewed periodically.
This report has been prepared in accordance with the special provisions of Part 15 of the Companies Act 2006 relating to small companies.

Independent examiner's report to the trustees of St. Radigunds Community Centre Company a company limited by guarantee ('the Company')
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 December 2022.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
-
the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

The charitable company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the year ended 31 December 2022.
The members have not required the company to obtain an audit of its financial statements for the year ended 31 December 2022 in accordance with Section 476 of the Companies Act 2006.
The trustees acknowledge their responsibilities for

(a) ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and

(b) preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company.

1. STATUTORY INFORMATION
St. Radigunds Community Centre Company, a company limited by guarantee, is an incorporated charity registered in England. The charity's registered numbers, principal address and nature of operations can be found in the Reference and Administrative Details on page 1.
The financial statements are presented in sterling which is the functional currency of the charity.
2. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
The Trustees consider that there are no material uncertainties about the Charity's ability to continue as a going concern.
The charitable company has taken advantage of the following disclosure exemptions in preparing these financial statements, as permitted by FRS 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland':
- the requirements of Section 7 Statement of Cash Flows.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
For donations to be recognised the charity will have been notified of the amounts and the settlement date in writing. If there are conditions attached to the donation and this requires a level of performance before entitlement can be obtained then income is deferred until those conditions are fully met or the fulfilment of those conditions is within the control of the charity and it is probable that they will be fulfilled.
Income from trading activities includes income earned to raise funds for the charity. Income is received in exchange for supplying goods and services in order to raise funds and is recognised when entitlement has occurred.
Income from grants are recognised at fair value when the charity has entitlement after any performance conditions have been met, it is probable that the income will be received and the amount can be measured reliably. If entitlement is not met then these amounts are deferred.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Tangible fixed assets are stated at cost (or deemed cost) or valuation less accumulated depreciation and accumulated impairment losses. Cost includes costs directly attributable to making the asset capable of operating as intended.

Tangible fixed assets
Depreciation is provided on all tangible fixed assets, at rates calculated to write off the cost, less estimated residual value, of each asset on a systematic basis over its expected useful life as follows:

Stocks
Stocks are valued at the lower of cost and net realisable value, after making due allowance for obsolete and slow moving items.
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Pension costs and other post-retirement benefits
The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.

Restricted Funds
The Youth Coordinator grant is to provide for the recruitment and salary of a youth coordinator based at the centre.
The solar panels grant is to help towards the installation of solar panels at the centre in 2023.
