## **Trustees Annual Report for the year ended 31 March 2024** 

The ‘District’ is a trust established under its rules, which are common to all Districts. Trustees are appointed in accordance with Policy, Organisation & Rules of The Scout Association. 

The accounts have been drawn up on the receipts and payments basis, approved by the Trustees on 12 June 2023 and signed, on their behalf, by Alison Giles, District Treasurer

## **DERBY EAST DISTRICT SCOUT COUNCIL** 

## **MAJOR ACTIVITIES AND ACHIEVEMENTS IN THE YEAR April 2023 to March 2024** 

This has been the year of rebuilding a District team to encourage and support all our sections and units. 

A Deputy District Commissioner, Emily Chater, appointed in September was able to put together a full team by January when as well as announcing these appointments Emily was appointed District Commissioner.  Welcome Emily and well done 

In the summer of 2023, we had 2 participants and a contingent Leader attending the World Scout Jamboree in South Korea.  In spite of all the organisational hiccups they had a great time. 

Many Explorers enjoyed a great time at the centenary birthday celebration at Kanderstag World Scout Centre. 

Total numbers at Census 2024 were slightly down on 2023 with the 4 younger sections maintaining numbers from 2023 but Explorer numbers were down. The question being why? 

Achievement of Chief Scout awards in the younger sections remains generally very good; Scouts continue to add to their numbers of achievements 

Once again, we celebrate the number of Young Leaders, 14 to 18 years old in Derby East, at Census we recorded 33 and an impressive number going on to take on leader roles at 18. 

By the end of March Young Leader numbers were up to over 40!  What a success story! 

Our congratulations go to all 27 achieving adult service awards; these include a 40-year, 3 x 30 years and 4 x 25 years, WOW! 

The Scout Association’s transformation programme has been very much a topic of conversations, information sessions, and a beginning to put plans in place for the changes being implemented from 1[st] April 2024.  Change is never easy, often confusing but support is there for all in Derby East 

The Trustees thank everyone, young and not so young for sticking with it; and for the great scouting in Derby East.   Your efforts to overcome many hurdles are applauded

## **District Chair** 

It has been a pleasure to welcome Emily Chatter into the role of District Lead Volunteer (was-District Commissioner) and support her as she settles into the role and rebuilds the District Team.  I would like to thank Sue Harris for the support, as ActingDistrict Commissioner prior to Emily’s appointment. 

The District is in the process of adopting the new Scouting Transformation changes, as we transition 

to new roles and teams, so my report may refer to old and new terms or names. Closest to me is the change from District Executive to Trustee Board, with the emphasis on governance of the District, groups and sections. 

Can I take this opportunity to thank the District Officers, for their hard work; and secondly to the Trustee Board members, who have served over the past twelve months with enthusiasm and dedication.  To those leaders and officers who have stood down during the course of this year I would like to thank you for all your efforts over the past years and wish you well for the future. 

That just leaves me, on behalf of the District, to say a big thank you to all of you who give your time so generously and willingly for our young people.  All of you ensure the strength and quality of Scouting in Derby East continues to the very highest standards, thank you all, very much.

Census – A first in 2024 – everyone’s returns were completed on time, fantastic!! Thank you 

Overall little change in numbers but shows the District team where help and support is needed. 

Last year’s report said “ _on the project to bring Microsoft Office 365 to all the District continues but with little progress on buy in generally; we will persevere.”_ Little change to report this year other than a determination by our DLV to make it happen! 

The Transformation changes coming into effect from April 2024 bring role names change as well as the structure of team working, how we elect Trustees and emphasis on governance and financial management for Trustee Boards.  Lots of support is ongoing from the Scout Association and specifically from the District Trustee Board who are responsible for ensuring all Groups are compliant 

Changes take a while to get used to but “ _we will do it!_ ” ☺

## **District Lead Volunteer** 

Throughout this past year the District has experienced a lot of change from a new District team to new ways of working in the form of transformation. 

Sue Harris who was acting District Commissioner (then known as) passed the role over to myself at the start of the year. 

Several people have been appointed to District roles: Oscar Jenkins and Will Dilley who have jointly taken up the role of District Youth Leads, Caroline Cox (District Beaver Lead), Claire Hibbitt (District Cubs Lead), Scott Mill (District Scout Lead) 

And for the first time we have welcomed a job share District Squirrels Lead -Kristyn Cox and Kate Batey. 

The Scout Association is moving through a period of change to meet the needs of modern society. One of these changes is more team working with which I have developed a team-based approach within Derby East. This means that if anyone would like to dip a toe into working on something at District level then something could be arranged. 

In conjunction to this, the District Development Plan draft is ready to be communicated to the District coming into the next academic year. 

Finally, a massive thank you to everyone who contributes to Scouting in Derby East, far too many people to mention individually and I don’t want to miss anyone out so I won’t list people here, although I cannot close my report without a special mention to Carole Riley and Tim Boddy, who as Secretary and Chair have been so much help whilst I settle into my role.

2023 St Georges day celebrations, planned to be held at Drum Hill but due to very wet conditions were cancelled at short notice. In one Group Leaders contacted families and met at their HQ and all sections renewed their Promises and celebrated their achievements over the year. 

Beaver leaders requested we run the District football competition so on 17 June the event was held at Graham Street Prims FC who kindly asked for a donation based on what was made instead of a set amount.  A lovely day with the District Active Support team cooking and serving hot dogs which was appreciated. The winner’s trophy went home with 66[th] Derwent. 

A wide and good range of activities took place during the year; 

147[th] took part in Parliament week and MP Pauline Latham visited. They did some bouldering at Drum Hill, visited Elvaston Castle several times and took part in District events 

.  175[th] had a visit from Mountain Rescue and took part in a trampoline session at 

66[th] Ladybower had a great camp at Rangemoor 



66[th] Derwent enjoyed a visit from the fire service which was part of a camp they had with Wolf Troop 

During December 66[th] Group hosted a Christmas meal for older members of the community and Beavers from both Colonies were the welcomers and served food. 

Both Colonies also took part in the Group’s sponsored Climbing event raising enough money to buy 8 tents 

On 13 October a District sleepover was held at 147[th] HQ; a nice, relaxed event with everybody having a good time. 

In January we had a Leaders meal at Kings corner during which we planned events for the year ahead. 

## Future District events 

Activity day in June at Drum Hill Football competition in July Sleepover in October at Statfold Country Park 

I would like to thank Julie Tattersall for all the help and support she gives and to all Beaver team members for the time and effort they give to Beaver Scouting.

## **Appointments Advisory Committee** 

The Appointments Advisory Committee, during the period 1[st] April 2023 to 31[st] March 2024, with Martin Giles as Chair has interviewed: 

- 13 people for new roles, leaders and assistant leaders 

- 14 people for new roles as section assistants 

Most Interviews took place at the 27[th] HQ; our thanks to them 

We have also had a Welcome meeting with a few people usually at their own group and will gradually increase the number of times we use this method 

Thanks to all members of the Appointments Advisory Committee who willingly turn up for interviews, helping to guide our new leaders through the initial requirements of becoming a leader.

## **District Treasurer** 

The District annual receipts and payments account for the year ending 31 March 2024 is shown below 

District Funds held at the end of March 2024 are very healthy and 

consideration will be given by our District Trustees on how we use these funds to benefit scouting in the District 

I am happy to report that the District Trustee Board is recommending to the AGM a levy of £2.00 per young person be paid for 2025 as there is currently no justification to increase.  Any increase in budgeted expenditure over income will be met by the District funds for the next year. 

Thank you to all the groups and units who sent their membership payments on time allowing the District to receive the 50 pence discount for prompt payment to County. _Alison Giles_

Independent Examiner's Report to the Trustees of the
DERBY EAST DISTRICT SCOUT COUNCIL
I report on the accounts of the GrouplDistrict for the year ended 31SI March 2024 which comprise the
Statement of Financial Activities. the Balance Sheet and related notes.
This report is made solely to the trustees in accordan￿ WFth Sections 43 and 44 of the Charities Act 1993.
My work has been undertaken so that I might state to the chariWs trustees those matters l am required to
state to them in an Independent Examinerfs report and for no other purpose. To the fullest extent permitted
by law, I do not accept or assume responsibility to anyone other than the charty and the charity's trustees for
my examination work.
Respective responsibilities of Trustees and Examiner
The Group'slDistrict's trustees are responsible for the preparation of the accounts. They CA)nsider that an
audit is not required for this year (under Section 43 (2) of the Charities Act 1993 (the 1993 Act)) and that an
independent examination is needed.
It is my responsibility to=

To follow the prO￿dureS laid down in the General Directions given by the Charity Commissioners (under
Section 43 {7} (b) of the 1993 Act). and
To state whether particular matters have come to my attention.
Basis of Independent Examinerfs report
My examination was carried out in accordance with the General Directions given by the Charity
Commissioners. An examination includes a review of the accounting records kept by the GrouplDistrict and a
comparison of the accounts presented with those records. It also indudes consideration of any tjnusual items
or disclosures in the accounts. and seeking explanations from you as trustees concerning any such matters.
The procedures undertaken do not provide all the eviden￿ that would be required in an audit, and
consequently I do not express an audit opinion on the view given by the accounts.
Independent Examinerfs statement
In connection with my examination, no matter has come to my attention=
1 . which gives me reasonable cause to believe that in any matertal respect the requirements
to keep accounting records in accordan￿ with Section 41 of the 1993 Act "and
to prepare accounts which accord with the accounting records and comply with the accounting
requirements of the 1993 Act have not been met. or
2. to which, in my opinion. attention should be drawn in order to enable a proper understanding of the
accounts to be reached.
