Strueturep governance and management Governing document Rural Arts was estsblished under a Memorandum and Articles of Associaiion on 10 March 1993 (Charity number.. 1018523). A new set of Articles were adopied on the 16 March 2000, resulting in the creation of a new organisation (Charity number 1081007) on 2 June 2000. The asseis of the foTmer charity were transferred to the current charity on 25 October 2000. On 10 December 2003 a Special Resolution was passed to change the objects to exiend the areas on which Rural Arts can opera from 'North Yorkshire, ro 'the Unl￿d Kingdom and primarily North Yorkshire,. Appoinlmenl of trustees The directors of the chariiable company ('the charity,) are its trustees for the purpose of chari(y law and throughout this report are collectively referred w as the trustees. The articles of association provide that tnistees may be appointed by ordinary resolution in general rneeiing. As sei out in the Articles, the Chair and new Trustccs are nominated and elected by members of the Charity. The Chair must stand down for releciion afier every Ihree-year term and, sei on rotsiion accordift8 to election dales, a third of Trus(ees must stand down for re-election each year. New Trus¢es meet with the Chair of the Board and receive an induction pack that outlines their legal obligations under charily law. They arc also updalcd on ihe currenl Situation of the Charity's finances and acEivilies. They are invited io observe ai least one meeting before formal election. Since 31 March 2021, a special resolution has been passed by the Trustees (29 July 2021) that introduces a lengih of service lirniiaiion for members of the board. After a maximum of two 3 year terms. members must undertake a compulsory l year break before re-election can be sought, if dcsired. Risk Managemenl The Council of Managemcnl conducts an annual review of the Major risks to which the Charity is exposed, and update this ac quarterly meetings. Internal risks are rninimised by the close involvcmenl of the Council of Management. Undertsking of qualily siandards ensure best practices are used to help the efficienl running of the organisalion. The Trustees have recognised the need to increase free ￿serVeS to ensu￿ ihe long-term resilience of the organisation. This will last until 2026. Outreach Across the year we delivered a number of programmes that use creativity to support the menial health, wellbeing, skills and resilience. of some of ihe countys most vulnerable and rurally-isolated people. Particular successes and highlights follow. Our Creative ageing programme continued, Ihe ieam delivered 21 l Heart & Craft workshops. reaching 2,298 older people and providin8 paid employmeni to 48 artists, 95% of participants feli that Hean & Craft has been irnportanl in and for (heir I￿al communily, 94% made new friendships through the programme. and 861% feel more confidertl. Ai the end of the year we were able to double (he amount of suppon we gave vulnerable and isolated people through this project as we reached eight more villa8e locations. Artbeai coniinued to deliver in home creativity with isolated people. The success of ihe partnership working across North Yorkshire via Belter Connect led io the development of the RISE programme - Reducin8 Isolation, Supporting Employment. Another programme that Rural Arts helps to deliver. providing progression Touies for those ai risk of being isolaied from society, into either employment or volunteering. The team delivered 71 workshops to around 221 participants from ihe area. Our partnership North Yorkshire Together- in conjunction wilh North Yorkshire Sport and North YorkshiTe Youth - con(inued to grow. Together we delivered FEAST, the holiday activities and food programme for North Yorkshire which over 11,076 children and young people took part in and enjoyed, at over 1.099 workshops. We also worked together lo deliver crealivc and physical activities with young refugees in Scarborou8h, and we hope io continue this in more areas of North Yorkshire in the coming year. ON Tour ON Tour - professional performances organised in community venues by community volunteers - has been a strand of work ihat has flourished, in this year we have expanded the reach to include the Selby region, and Redcar and Cleveland. opening up great artistic quality into more villages. In ihe year we have programmed 74 live performance5 across 43 venue5 in North Yorkshire, Teaching 2,864 people, 144 volunteeTS SUPPOrted productions from 42 artists and organisalions. The Pantomime retumed. The Courthouse Over the year we conlinud to deliver an ambitious programme which included 260 workshops engaging 2.202 participants. Of particular success was our introduction of more multi-week courses and low-cosl. peer-led sessions. We also hosied 18 live performances, screenings and oiher events, reaching 559 people. Our six programmed exhibiiions in The Courthouse were 5uppl¢mcnt¢d by our new Artist of the Month programme in our café, which displayed work from local artists and our communiiy projects. Over the year, we engaged 429 artists and had almost 22,000 visitors to The Courthouse to use our cafe, shop and room hire functions. Organisational Development The organisational review took forni in 2023 with a new Leadership team in place to lead the vision of Rural Arts. There were minor set backs as some longstanding members of Rural Arts left after long service. but the existing team were resilien¢ enough to mainLgin exceptional delivery of programme lo all participants and visitors.

Expenditure of£6,109 (2022123.. £44,949) was speni on Tangible Fixed Assets in the year. Net asseis at the year end were £878.520 (2022123: £937,776) of which £687,292 (2022123.. £784,402) were unresiricied funds and £191.228 (2022123: £153.374) were rellricied funds. Rural Arts has a Strict SYs￿M of financial controls in place. which includes two-person authorisation of all payments, monthly meetings with the Finance Commitlee and monthly management accounts. We have a policy to increase our reserves uniil we realise our reserves tsrget (see note on reserves). Going Concern The Trusipxs have prepared these financial sthtemenls on Ihe basis that the organisaiion is a going concern. Reserves policy The Trustees have established the policy whereby unrestrl¢￿d funds which have not been designaied for a specific use should be maintsined at a value of three to six months expenditure. This level of general reserves would finance operaiions in the eveni of short term funding gaps and finance immediate obligations Should Rural Arts lose its funding, or alternativcly in the cvcnt that the organisaiion should need io close. At 31 March 2024, general free reserves siand at £72,294. Despite the challenges of the pandemic, it is the Trustees, aim5 to build on general reserve5 in future years by further developing income generating activities and the trading subsidiary company Rural Arts Trading Limited. Statement of trustees. responsibililies The trustees (who are also directors of Rural Arts North Yorkshire for the purpose of company law) are responsible for preparing the Trustee5' Annual Report and the financial statements in accordance with applicable law and United Kingdom Generally Accepted Accounting Practice. Company 18w requires the tnjstees to prepare financial statements for each financial year which give a true and fair view of the stale of affairs of th¢ charitsble company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that year. RISE 15 a free programme for unemployed adults in North YorksTrLire, delivered by our Skills and Learning Team. RISE builds eonfiden¢e and employability skills ihrough 121 coaching and creative group sessions. RISE participanis have access to a range of interventions delivered by the RJSE partnership - this combination of support is designed io improve people's health, confidence, skills, circumstances and uliimaiely iheir employability, moving them closer towards a position where ihey a￿ thriving in their life and in work.
