OBJECTIVES AND ACTIVITIES

The objects of the Trust, as set out in the governing document, are for the benefit of the residents of Little Waltham and elsewhere (later defined and construed as limited to an area comprised within the Borough of Chelmsford, the District of Uttlesford and the District of Braintree in the County of Essex), the provision of recreational facilities, the advancement of education, the relief of poverty, the advancement of religion and other charitable objects that are beneficial to the community.

Public Benefit

The Trustees confirm that the activities of the charity are undertaken to achieve the charity’s aims with regard to the public benefit guidance.

Grant Making Policy

The objectives of the Charity are to award grants to applicants who comply with the grant criteria. Criteria for grant applications were developed and published on the Charity’s website in 2009 and updated in 2010. Generally, the Charity will aim to distribute the interest gained from our investments over the previous years. However, the Trustees reserve the right to distribute greater sums if exceptional grant applications are received.

ACHIEVEMENTS AND PERFORMANCE

Grants to the total value of £59,649 have been awarded to 16 applicants in 2023 of which £28,649 were paid prior to the year end. 8 grants remain outstanding (£31,000). 1 grant awarded in 2013 (£10,000) and 5 grants awarded in 2022 (£23,650) remain outstanding.

FINANCIAL REVIEW

The statement of financial activities shows total income during the year of £44,000. The income comprises interest gained on investments.

Reserves Policy

It is the policy of the Charity to maintain cash reserves equivalent to the interest generated on our capital investments in previous years which is sufficient to cover our annual expenses and to enable grant applications in the current year to be considered.

Investment Policy

An investment strategy has been established in which our appointed broker Canaccord is directed to invest at their discretion with an objective being between income and growth at moderate risk.

PLANS FOR FUTURE PERIODS

The Trustees expect to meet their target of considering grant applications and distributing grants on a regular basis during 2024.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Tom Amos Charity is an unincorporated charity constituted under the Charities Act, a declaration of Trust dated 5th November 1999 and a supplemental Trust deed dated 5th January 2001.

No staff are employed, all decisions are made and agreed by majority vote of the Trustees. The Trustees have returned to face to face meetings in 2023.

Risk Assessment

The Trustees have identified the major risks associated with the safeguarding of assets and financial procedures. Strict policies have been established with the Charity’s bankers, accountants, insurance brokers and stockbrokers to protect all the assets associated with the Charity. Trustee Liability Insurance has been arranged.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF TOM AMOS CHARITY FOR THE YEAR ENDED 31st DECEMBER 2023

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2023 which are set out on pages 5 and 6.

Responsibilities and basis of report

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
