Control Network was first established in 1996 as a small voluntary
organisation with 5 members / volunteers.
GCN currently has 6 volunteers supporting us.|
|Other||Historical context and developments
The Gun Control Network was established in 1996 following the
terrible shootings of 16 children and their teacher in Dunblane. It
was then, and remains to this day, the only national gun control
campaign group in the UK.
Since that time it has successfully campaigned for a complete ban
on the civilian ownership and use of handguns in 1997, a ban on
lookalike imitation guns in 2006, airgun licensing in Scotland in
2016, tougher licensing processes on shotguns 2020 to date, and
full cost recovery licence fees in 2025.
First established in 1996 as a small voluntary organisation with 5
members / volunteers.
In 2020 GCN became a charity after the Charity Commission rules
about campaigning activities changed.|

The organisation has remained a small, informal, close knit group,
some of whom have been affected by gun tragedies: all are
completely committed to the goal of tighter control of guns.
GCN manages and populates a website which produces the most
comprehensive data on gun incidents in the country. It lobbies
Ministers, journalists, MPs, civil servants, police and like minded
groups on all matters related to gun control. It responds to media
requests and to public approaches.
In 2024 we have contnued to capture and log details of all reports
relatng to gun incidents which come to our atenton from media
sources published in England Scotland and Wales. We extract data
from these, identfy trends and publish monthly reviews for
Members of Parliament, the media, Police and Crime
Commissioners, Councillors and others interested in our work. We
have contnued to raise awareness of public health and safety
issues relatng to gun misuse and have provided support, advice
and networking opportunites to victms of gun misuse and their
families.
We have responded to requests from journalists, politcians,
academics, students, documentary flm makers, charites and
those afected by gun misuse. We have provided data, comments,
statements, interviews advice and informaton.
We have provided support and advice to those afected by animal
cruelty involving guns. We contnue to redirect intelligence
received from members of the public relatng to the behaviour,
physical and mental health of gun owners, inappropriate
relatonships between gun owners and police frearms licensing
staf, poor governance of gun clubs, inadequate safety planning at
shootng events and guns being ofered for sale and other public
safety concerns.
We have engaged with the Home Ofce, MPs, The College of
Policing, His Majesty’s Inspectorate of Constabulary and Fire and
Rescue Services, META, Police and Crime Commissioners, charites,
groups and organisatons working to support those who have been
impacted upon by domestc violence and those afected by
shootng related animal cruelty. We have liaised natonally and
internatonally with others working on gun controls.
Our actvites over the year have involved the expansion and
development of our website. We have welcomed new volunteers,
and we contnue to work in the interests of public safety, to
prevent gun violence and save lives.|

For many years the website, and all administration, was managed
on a voluntary basis and the organisation had little need for
funds. Occasional sums were offered and accepted on an ad hoc
basis for such things as travel expenses for meetings, stationery,
communications etc.
In 2002 a grant from was received from Northern Rock to cover
the administration and support for the website. Occasional small
grants were made until, in 2011, the Priory Foundation began its
long lasting support of GCN which continues to this day.
Another long lasting supporter was Sir Peter Lampl of the Sutton
Trust who provided occasional funds for specific items such as a
new website.
The website is the main public facing element of GCN. It is used
extensively by journalists and MPs.
2024 was an exceptional year for GCN. We embedded our new
website, we communicated with Ministers of the new
government, we welcomed two new trustees. One of our long
held campaigning objectives was introduced – namely the
introduction of a proper firearms licence fee that was not
taxpayer subsidised. Changing legislation takes time but we have
shown over the last 29 years that a small organisation with
limited funds and complete commitment to the cause, can bring
about changes that have a lasting impact of public safety. The UK
has some of the tightest gun controls in the world which is
aligned with some of the lowest levels of gun crime. But shotgun
licensing is still too weak and we are urging the government to
remedy this. There is still work to be done.|

I report to the trustees of **The Gun Control Network, registered charity number 1080791** on my examination of the accounts for the year ended **31[st] December 2024.**
## **Responsibilities and basis of report**
As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:
- the accounting records were not kept in accordance with section 130 of the Charities Act; or
- the accounts did not accord with the accounting records; or
- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
