Message from the Chair

I am thrilled to announce our triumphant recovery from the challenges posed by the Covid-19 pandemic. Normalcy has returned to our day center attendance, and our initiatives to enhance both physical and psychological well-being, coupled with key performance indicators for this year, have demonstrated remarkable strides.

Throughout the 2022-2023 period, we provided support to over 100 Vietnamese and Chinese residents in the London Borough of Tower Hamlets. Our Information and Advice team successfully secured over £1 million in benefits on behalf of our clients, and we facilitated more than 50 individuals in applying for homeless and shelter housing accommodations.

Our overarching goals revolve around expanding the reach and depth of our support for older Vietnamese and Chinese individuals across the Tower Hamlets borough. We aim to empower them to access the support and connections of their choice, fostering a lifestyle that allows them to "live with their best quality of life." To achieve these objectives, we are committed to sustaining the remarkable energy and creativity within our organization, ensuring the well-being of our people, and establishing even more meaningful partnerships with the communities we serve.

In the current financial year, we celebrated the 40th anniversary of our support for the Vietnamese community in Tower Hamlets and East London, proudly standing as one of the oldest Vietnamese community service organizations in the U.K.

Our commitment to delivering high-quality service is underscored by our reception of the Advice Quality Standard (AQS), symbolizing our dedication to providing top-notch legal advice to our Vietnamese and Chinese members. Furthermore, our Care Quality Commission Rating for home care services is rated as "GOOD," signifying that CRV East London is excelling and meeting CQC expectations.

The achievements outlined in this report are a testament to our unwavering focus on the needs of older people. None of this would have been possible without the dedication of our exceptional employees and volunteers. A heartfelt thank you to everyone involved. As we look ahead, our commitment remains steadfast to continually improve our services by actively listening and responding to suggestions and comments from our service users, staff, and volunteers.

Our Mission

The Community of Refugees from Vietnam – East London (CRV – East London) will work to enrich the lives of the Vietnamese people of East London by preserving and promoting the traditions and culture of Vietnam and by offering quality services and assistance to those who are in need or suffering hardship.

Luncheon Club – Healthy Eating

Preventing loneliness and isolation in later life, which can lead to depression.

Providing a good, nutritious meal at an affordable price.

Our Lunch Clubs have consistently garnered popularity for over 35 years, catering to the needs of older individuals who no longer have access to public transport. This initiative ensures that they can relish the companionship of others. Offering door-to-door transportation and the presence of someone to prepare and cook a meal for them, enjoyed in the company of friends, serves as a lifeline for some, a source of joy for many, and, for others, the essential motivation to start their day.

Providing this service is not always a straightforward task, both in terms of implementation and funding. However, it steadfastly contributes to the overall wellbeing of our lunch club members, granting them the opportunity to savor the simple pleasures of a meal and good company on a regular basis.

Older People Project

Services and support were provided to 100 older people from Vietnam with a wide range of needs across the London Borough of Tower Hamlets. This assistance aimed to help them continue living as independently as possible, thereby enhancing their overall quality of life.

This project concluded on March 31, 2021, but we continued providing services to our residents without financial support. However, we had to reduce the number of elderly individuals from 405 to 100.

Bereavement and End of Life support

The Bereavement Support Pilot programme at CRV east London is providing advice and support to older people who have recently experienced or are expecting to experience a bereavement

12 service users were directed to specialist organizations for counseling support, including Age UK, Citizens Advice, Vietnamese Mental Health in the U.K., and Quaker Social Action

12 Service users received assistance in reducing funeral costs, with contributions toward funeral expenses. 7 service users received support in raising funds for funeral costs, including 5 who accessed Bereavement Support Payment.

6 service users successfully inherited a housing association tenancy, ensuring stable and secure housing.

Befriending Service

Improved mental and physical well-being

Befriending is available to older people who don’t see people or go out as much as they would like. A volunteer befriender visits the older person in their own home. They also offer encouragement to get out more, to join in with activities and access local services and resources. Visitors are DBS checked and no charge is made.

We have two befriending services available:

Our Home Visiting Service offers friendship and companionship to older people, especially those living alone or who are housebound. We do this by

matching a registered volunteer with an older person who would benefit from a friendship and they spend time together on a weekly basis.

Our I n–Touch telephone service will provide a weekly friendly call to keep us in touch with those people awaiting a volunteer befriender.

There are 1 visits per day for 7 days per week.

In total: 365 Visits per year for 6 housebound clients. One phone call per day, 2 hours call per week, in total: 104 hours per year.

Domiciliary Care Service

The Domiciliary Care Service supports individuals aged 60 and above in their own homes, providing assistance with various personal care and household tasks. CRV East London stands as the sole Vietnamese Domiciliary Care provider in England, having been established in the year 2000.

Service Overview: In the fiscal year 2022–2023, we extended our support to 5 Vietnamese

households within the London Borough of Tower Hamlets, delivering a total of 50 hours per week of domiciliary care service.

We acknowledge as trustees and directors our responsibilities under the Companies Act 2006 for the preparation of the accounts of the charity as of 31 March 2023 and of the results of its operations for the year then ended and for making accurate representation to you as Independent Examiners. We consider that an audit is not required for this year (under Section 144(2) of the Charities Act 2011 (the 2011 Act)) and that an independent examination is required.

  2. We confirm that all accounting records have been made available to you for the purpose of your independent examination and that all the transactions undertaken by the charitable company had been properly reflected and recorded in the accounting records. All other records and related information, excluding minutes of all trustees’ meetings, had been made available to you as Independent Examiners.

  3. We acknowledge our responsibility for the design and implementation of internal control to prevent and detect error or fraud. We confirm the financial statements are free of material misstatements, including omissions. We believe that there were no uncorrected misstatements identified during the independent examination both individually and in aggregate to the financial statements as a whole.

  4. There have been no irregularities or allegations thereof involving management or employees who have a significant role in internal control or that could have a material effect on the financial statements.

  5. We are not aware of any possible or actual instance of non-compliance with those laws and regulations which provide a legal framework within which the Charitable company conducts its business and which are central to the Charitable company’s ability to conduct its business, namely Companies Act 2006, Charities Act 2011 especially Part 8 (Accounts report and Returns, SI2005/572 Charities (Accounts and Reports & Regulations 2005 (With effect from 1[st] .April 2005) Charities Act 2006, Charitable institutions (Fund raising), Regulations 1994/3024, Trustees Act 1925 and 2000, Finance Act, Public Interest Disclosure Act 1998, Bribery Act 2010, Data Protect Act, Employer’s Liability Insurance, Employment law[1] and Health and Safety Regulations,. The charitable company has complied with all aspects of

contractual agreements that could have a material effect on the financial statements in the event of non-compliance.

  1. We have no plans or intentions that may materially alter the carrying value or classification of assets and liabilities reflected in the financial statements.

  2. We confirm that we have disclosed to you all related party transactions relevant to the charitable company and that we are not aware of any further related party matters that require disclosure other than those already disclosed in the accounts.

  3. We confirm, having considered our expectations and intentions for the next twelve months that the disclosures in the notes to financial statements are an accurate reflection of the reasons for our consideration that the accounts should be drawn up on a going concern basis.

  4. We confirm the total income from grants and services provided was £106,548 (2022 - £133,387) and charitable expenditure was £122,587 (2022 - £119,745).

  5. We confirm the reserves held at the year-end was £193,214 (2022 - £209,253).

  6. There have been no events since the balance sheet date that would require disclosing or which would materially affect the amounts in the accounts, other than those already disclosed or included in the accounts.

  7. We confirm that the charitable company has had, at no time during the year, any arrangements, transactions or agreement to provide credit facilities (including loans, quasiloans or credit transactions) for directors and trustees, nor to guarantee or provide security for such matters except for those disclosed in the accounts.

  8. We confirm that there are no companies associated with this charitable company for tax purposes.

  9. We confirm that all grants, donations and income, including those subjects to special terms or conditions, have been notified to you as Independent Examiners. There have been no breaches of the terms or conditions during the year in the application of such income.

  10. We confirm that we are not aware of any matters of significance which would be reported to the Charity Commission.

  11. We confirm that in common with many other charities of our size and nature, we use our Independent Examiner’s firm to assist us with the preparation of the financial statements.

  12. We confirm the following specific representations made to you during the course of our accounts preparation:

  13. (a) That there were no trustees’ remunerations or other benefits paid in the year under review.

  14. (b) That no trustees’ expenses were paid during the year.

  15. We confirm that all corrections brought to our attention have been adjusted for in the financial statements.

  16. We confirmed that there were no known breach of law and regulation. There were no proceedings or threats of legal actions against the charity that took place in the year ended 31 March 2023, or that is currently pending or likely to take place.

  17. We confirmed that we are not aware of any irregularities, including fraud, money laundering and other illegal practices involving trustees or officers and members of the staff of the charity. We also are not aware of any breaches or possible breaches of statute, regulations, contracts, agreements or the charity governing document, which might prejudice the charity’s

going concern status or which might result in it suffering penalties or other loss. No allegations of such irregularities or breaches have come to our notice.

We confirm to the best of our knowledge and belief that the above representations are made on the basis of inquiries of trustees, management and staff with relevant knowledge and experience and, where appropriate, of inspection of supporting documentation sufficient to satisfy ourselves that we can properly make each of the above representations to you.

We confirm that so far as we are aware, there is no relevant independent examination information needed by you in connection with preparing your independent examination report of which you are unaware. Each trustee has taken all the steps that he/she ought to have taken as a trustee in order to make himself/herself aware of any relevant independent examination information and to establish that you are aware of that information.

We confirm as the Board of Trustees that we have read and understood the contents of this letter and agree that it accurately reflects the representations made to you by the trustees and directors during the course of the independent examination.
