We are pleased that we have been able to work face to face In our rooms In 336 durlng all of the past
year. It's great to have thls space of our own. Thanks to Tudor Trust for maklng that possible as well as
some Important admln and governance work. We really love our rooms and it's really important that
PWLDS can drop in to work wlth us, tell us about thelr problems or just chat. As well as dropping in
PWLDS have been able to come to the regular face to face groups or meetlngs we hold. Of course, we
attend some Zoom meetlngs when we have to, and share lots of phone calls and emalls, but we see
each other and other people wlth learnlng dlfflcultles (PWLDS) every weekday except for most Frldays.
Often, PWLDS don't have computers, tablets, or smart phones. It's really Important that they can come
and see us In a place they know how to find, because It's not safe out there at all, not these days.
We are contlnulng to do a lot of supportln9 of PWLDS to be safer and get out of bad sltuatlons with
people who are uslng and abuslng them. We have also contlnued to spread the word a lot about how to
support PWLDS to be safer In the communlty and deal wlth hate crlme and hate Incldences. Also, some
of the few PWLDS we work wlth who do have smart phones and tablets are contlnulng to get Into trouble
wlth people onllne who want to take advantage of them. We have supported those PWLDS too. Part of
this work has Involved tralnlng new recruits to Lambeth and Southwark Metropolltan Pollce. Slnce our
last dlrettors report we have provlded 3 pollce tralnlng workshops for over 20 new recrults. We have
also provlded 2 onllne safety workshops, one for Dlsablllty Advlce Service Lambeth's (DASL) Parents
wlth Learnlng Dlfflcultles peer group and the other for People Flrst Self-advocacy.
We really need to keep worklng wlth people to deal wlth these horrlble Issues and have been supportlng
PWLDS to avoid or deal wSth the same sorts of15sues we mentloned In our last dlrectors report such as
online scammlng, blackmalllng and threatenlng abuse.
We now have fundlng from Trust for London's Soclal Justlce Fund to strengthen our organlsatlon, so
that we can go for#vard qulte a long way into the future.

For a lot of years, we have gone from projett to project and back-to-back sUPPOrting local PWLDS. We
haven't had enough tlme to think about making sure that we flnd ways to share all the thlngs we know
about worklng together and all the training and guidance we have developed. It's great that we now
have the resources to do thls.

Trust for London supported us to feel confident about our Ideas and put together the best application
possible. We also wanted to work alongslde dlfferent funders so that they can be as supportlve as
posslble to PWLDs applylng for fundlng. We Included thls In our appllcatlon to TFL'S Dlsablllty Justlce
Fund.
We have made a good start, thlnklng up questions and working on developing questionnaires about
working with funders, for both funders themselves and learnlng dlfflculty organ15ations who receive or
want to receive funding. We have also made useful contacts when attending networking events and
conferences. For example, Learnlng Olsability England have agreed to send completed questlonnalres
out to all thelr members.
Thls year we recelved fundlng from the Natlon Lottery Awards for All to contlnue our face to face
support work wlth PWLD and develop Involvement with older PWLD who are missing out on
self-advocacy support. We have started worklng on gettlng In contact wlth older PWLD In care homes.
We have Ilaised wlth jenny Johnson from the Lambeth Safeguardlng Adults Board who has helped us
wlth contact detalls for people who can help us move forward. Thls fund has also enabled us to contlnue
supportlng Indlvldual PWLDS to deal wlth thelr problems, be safer and mlx In more wlthln the local
communlty, Includlng communlty organlsatlons that they were unable to access prevlously,
Last year with the support of Heart n Soul, we leamed a lot more about soclal medla and how it can be
used to communlcate with others In useful ways. Slnce then we have redeslgned our webslte and bullt
up our soclal medla presence and onllne communlcatlons. We regularly post on X and Facebook,
updatlng people about what BOB Is dolngi reachlng 150 followers now. We have also created a monthly
'BOB news blast, emall newsletter uslng Mallchlmp. We send Informatlon about the work we have done
and what we will be doing to people on our malllng Ilst, whlch has led to more people belng aware of us.
We also mentlon the actlvltles of other organlsatlons we attend such as the Healthy Llvlng Platform and
Platform Communlty Café. Thls has kept our members and other servlce users Informed of both what
BOB Is dolng and what they Can get Involved In wlthln the communlty.
Last year we got a new radio show of our own at Brlxton Radlo, whlch Is stlll golng. We talk about all
sorts of issues including what life is like for PWLDS and the support we want. But, we also talk about
how to keep as happy as possible and what matters In Ilfe and lots of other things, not all good. One of
the Important thlngs about the show Is that It's us, PWLDS, dolng It. People can tune In to 8rlxton Radlo
and hear a show run by PWLDS. They can hear what we are really Ilke and know what we can do,
Including making jokes and lifting people's spirits. We choose g￿at muslc for that show and have a
good laugh at tlmes.

We have glven 11 radlo shows durlng the Aprll 2024 to March 2025 perlod coverlng a wlde range of
topics. Here are some examples,. hate crime awareness, the barrlers PWLD face, relatlonshlps and what
our dreams and goals for the future are. We produce the show entlrely, coming up wlth the topic,
choosing muslc and also presentlng the show live. Since our last report, the show has been Ilstened to
by over 180 people on catch up. We are unsure how many have Ilstened to It Ilve. We have plan to have
guests on our show, to ensure that even more PWLD and thelr supporters vlews are heard by the
communlty. We have met wlth student5 from Roots and Shoots to begin this process.

We are still Interested In uslng art to communicate with people and have now had qulte a lot of
meetlngs about what we want to do exactly. We have begun completSng an Arts CounclS appllcatlon
form as well as developing our connectlons wlth local artlsts, photographers and fblm makers. We have
also vlslted several exhlbltlons ourselves to help us understand more clearly what we would Ilke to
achleve and are researchin9 Suitable place5 for exhlbltlng work.

We have contlnued to hand out our set of guldellnes for supportlng PWLDS In the communlty and have
been going out and sharlng them wlth other organisations and also glvlng out our window stickers to
show PWLDS that we have worked with the staff inside and that they are'a frlend of Breaking Out of the
Bubble. and as such should be welcoming and supportive.
Nell, one of our staff wlth learnlng dlfflcultles has contlnued hls Involvement wlth Lambeth's Leamlng
Dlsablllty forum and Assembly as one of thelr board members and our rep.
Let's Dance our Incluslve monthly dance we co-host wlth Dlsablllty Advlce Servlce Lambeth, held
publlcly In Pop Brlxton, Is open to anyone and everyone. Let's Dance contlnues to flourish. Usually we
have 30 to 40 people attendlng each tlme. 30 new people both wlth and wlthout LD have attended the
dance since our last report.
We facllltate a weekly face to face group of PWLDS. At the BOB Group people learn more about speaking
up, rlghts and choice. They talk about any concerns or Interests they have. We also tell them about our
work and ask them what they think. We have a regular group of 10 PWLD that come to the group. Thls
year two new people have Jolned the group. We keep in touch regularly wlth 20+ PWLDS who we speak
to often on the telephone, who drop In to see us or attend the BOB Group. However, If we Include all of
our projects between Aprll 2024-2025 we have worked wlth over 140 PWLDS.
This financlal year we have been able to meet and work wlth a wlde range of staff and servlce users
from different organlsatlons, havlng Influence wlthln them through face to face meetlngs and trainlng.
We don't only send emails and leaflets explaining our work. We meet up, which takes some arranging
and often rearranging. We have met up in person with nearly all of the organisations listed below..

We wanted tp say somethlng more about some of the new thlngs we have done slnce our last Dlrector's
Report.
We worked with Dr, Antolne Rogers to put in a request for funding from Lambeth for a project whlch
would Involve us but be led by Evldence to Exist. We met with Kevln Shaw a man wlth Down's system
from Ireland who wanted to meet wlth us to flnd out what we do and how we work. We gave DASL'S
parents group and staff onllne safety tr31nlng. We vlslted Tate modern and met wlth the person
responslble for access for dlsabled people. We met wlth Hear Us Croydon and spoke about 80B's work
and tralnlng the police. We supported Healthy Livlng Platform to make thelr flyers easy read and we
attended many of their healthy lunches wlth different PWLD where we d15cussed healthy eating and
engage wlth dlfferent organlsatlons and members of the publlc. We explalned our current work to Pete
Flelshmann an Independent consultant speciallslng In co-productlon. We met wlth Southbank Centre
Communlty Engagement Team to share what both of our servlces are able to offer. We had supportlve
meetlngs wlth Sunshlne Studlos about a fundlng appllcatlon for a new project of thelrs Involvlng PWLD.
We had regular meetlng5 In Platform Café wlth PWLD. Platform Café klndly provlded free food. We
attended Park College Kenninton's and Roots and Shoot's open days and talked wlth representatlves
from both organlsatlons and Share Communlty and Share Trade. They told us about thelr work and we
told them about ours. We met wlth Roots and Shoots student Interns, shared what we do and found out
how they mlght Ilke to work wlth us. We started the process of Involvlng a couple of students In our
radlo show. We attended the Learnlng Dlfflculty England conference where we shared Informatlon
about our work and about other self-advocacy organlsations work and also dlscussed how LD England
could support us to publlclse and share our research questionnalre wlth other organlsatlons that could
help us flnd out more about the fundlng Issues self-advocacy organlsatlons face.
We attended People Flrst Self Advocacy's London Network Campalgn event In November 2024 and met
and worked wlth The Advocacy Project, One to One Enfleld, Generate, Changlng Perspectlves, Incluslon
London, Advocacy In Greenwich and Involved Klngston, Dr Colln Cameron (Asslstant Professor at
Northumbrla Universlty) approached us with a request to co-wrlte with two of our staff wlth LDS,
Jennifer and Glna, an artlcle for Dlsability and Soclety about why the organlsatlon Shaping Our Lives is
Important. Jennlfer and Glna are members of Shaplng Our Llves, Natlonal user group. We have enjoyed
working wlth Colln on thls,
Beccy Short, a pollcy manager for the office of the vlctlms commlssloner for England and Wales met
with us to ask our oplnlons on the rights of pwld when in pollce custody and how PWLD might feel about
having a lawyer assigned to them automatlcally If In custody or questioned. We also dlscussed easy
read informatlon for PWLD to know thelr optlons and shared our easy read document we developed for
reportlng crlmes to the pollce.
It's been great attendlng Trust For London's leamlng and networking events. In September 2024 the
following groups were Invlted to attend alongslde BOB - Winvisible, National Survivor User Network,
Camden Disabity Action, Incluslon London, Disabillty Art5 Online, Touretteshero CIC, Candoco Dance
Company, Blrthing Ourselves, Deaf Unlty, Suval Deaf East Communltyi Kingston upon Thames
As50clatlon, Art upl Newham, SEN Mamas CIC, People Flrst Self Advocacyi Actlon Dlsablllty Kenslngton
and Chelsea, Artlon on Dlsabllty Hammersmlth, ADHD Babes, BME Volunteers CIC, Bromley Experts by
Experlence, Deaf Ethnlc Women's Association, Deafinitely Theatre, DPAC, fllmpro, Moblllty Help for
Dlsabled UK, Reasonable Access, WISH. It's been wonderful being part of the group of organisations
funded withln TFL'S disablllty social justlce fund. The organisations have been able to share knowledge
and connectlons and support one another.

structure, Governance and Management
The organlsation 15 a charitable company limlted by guarantee, Incorporated on IS July 1999 and reglstered
as a charlty on 4th Aprll 2000. The alm of the company Is to support people wlth learnlng dlfflcultles who Ilve
In Lambeth and the area so they can have the same réghts as everyone else. The company was established
under a Memorandum of As50ciatlon whlch establlshed the objects and powers of the charitsble company
and Is governed under Its Articles ofAssoclatlon. In the event ofthe company belng wound up members are
requlred to contribute an amount not exceeding £1.
The dlrectors of the company are also charity trustees for the purposes of charlty law and under the
company's Artlcles are known as members of the Management Commlttee. Under the requlrements of the
Memorandum and Artlcles ofAssoclation the members of the Management Commlttee retire every year but
may be ￿-elette￿ by the full members at the Annual General Meetlng.
Due to the nature of the work of 8reakln9 Out Of The Bubble and the fact that Is a user led oryanlsatlon we
have a pollcy that states that only people wlth learnlng dlfflcultles are allowed to become full members of the
Management Commlttee and so have legal control over the organlsatlon. However, the members of the
commlttee make use of the servlces of "advlsors" who have experlence In charlty admlnlstratlon. We
currently have two advlsors who have more than 20 years experlence each as dlrectors and managers of
varlous charltles and projerts.
We belleve that people wlth learnlng dlfflcultles are the experts about what people wlth learnlng dlfflcultles
need and so It Is natural and correct that they wlll have control ol our oryanlsatlon. For these reasons we say
that we are a Dlsabled Peoples Organlsatlon.
Two dlrectors have left the Commlttee thls year and whlle we welcome new appllcatlons to become a
dlrector we are pleased to have most of the same stable group for another year.
Company law reoulres the Management Commlttee to prepare financlal statements for each flnanclal year
whlch glve a true and falr vlew of the state of the affalrs of the charltable company as at the balance sheet
date and of its Incomln9 ￿59￿r¢e$ and appllcatlon of resources, Includlng Income and expendlture, for the
flnanclal year.
The Management Commlttee Is responslble for malntalnlng proper accountlng records whlch dlsclose wlth
reasonable accuracy at any tlme the flnanclal posltlon of the charltable company and to enable them to
ensure that the flnanclal statements comply wlth the Companles Act 2006.
The Management Commlttee is also responslble for safe9uardSng the assets of the charltable company and
hence for taking reasonable steps for the preventlon and detectlon of fraud and other ir￿g￿larItIe5.

the UK and Republlc of Ireland" and the Companles Act 2006. The flnancSal statements have been
p￿pared under the hlstorical cost conventlon.

quallfles as a small company.

that these are applled to Its charitable objects. No tax charges have arisen in the Charity.

The trustees (who are also the Olrectors of the company for the purposes of company law) are responsible for
the preparatlon of the accounts. The trustees consider that an audit is not requlred for thls year under sectlon
144 of the Charltles Act 2011 (the 2011 Act) and that an Independent examlnatlon Is neeéed. Havlng satlsfled
ourselves that the charlty 15 not subject to audlt under company law and Is ellglble for independent
examlnallon, It Is our responslblllty to..
