INTRODUCTION
Age Concern Slough & Berkshire East e￿Sts lo beneftl dder people and vUlnera￿e adulls across Slough
and East Berkshire and surrounding areas. Its aclivilie5 over 2021122 are further detailed within this
document. These activities have been sUstair￿￿ against the knock-on effect of the previous year and the
Covkl Pandemic. The latter saw our charity lose circa 70% of its income from our Retail shops which
provides the main bulk of our funding. At that very same time, il saw us having lo increase our services lo
the elderly as they proved lo be the most vulnerable. We have continued to sustain that growih in 2021122.
The focus of 2021122 has seen the Charity rfrgmuping and provide an element of financial balance lo the
business foll¢)wing on from the 'Covid yearf. We are delighted that we have been able to aehÈve financial
balance and keep up with the trend of the last year to keep growing our services lo the eldedy. The fall out
lo the pandemic has been that many of the eldedy we serve have experienced signrficanl loss during the
previous year and are themselves dealing with mentsl health issues caused during the pandemic,
particularly as the majority had faced a prolonged penod of isolat￿)n.
As well as growng our services lo the elderly within the community selling. we also were able lo open our
Day Centre in July 2022 after spending much of 2021122 being unable lo open it due to Covid. During the
period of closure. we went to s1gnrf￿ant expense of refurbishing it, making the Centre and its furnishings
COVKI compliant, as well as ensuring that we had achieved assessments of clients before they returned.
The po51 Covid climate required that we work in a different way both in terms of Health asafety, but also the
emotional support and individual needs that we had to gauge.
Our Charity was not drfferent than most businesses who found many stsff dKln't want to return after being
on Furlough for so long, or where staff made a decision to leave shortly after returning lo work. Hence much
of 2021122 saw us having lo focus on a recruilrnenl drive and there were challen￿S of numerous vacant
posts not filled. Despite staff shortages, the management team and the charity's front-line staff continued lo
work both in Ihe community and within the NHS (t￿ latter 7 days a weekl. In addf(ion. some of our senior
staff had lo lake on responsibility for management rdes until they were filled.

The Trustees are reswnsible for the identif￿tIOn and management of risk. A corporate risk regisler is

The Tnjstees lake all appropriate actions lo monitor. manage and mitigate risks.
Financial Risk
As grant funding continues lo recede in the current econom￿ climate. the charity and ils subsidiary Handy
Help Limited, are relianl on commercial revenue generated by ils retail business to fvjnd a large proportion
of its activities and we musl expect there will be limes, for various reasons. when income may fall. This Could
pose a challenge lo the chanty in funding its charIta￿e service5 in the short lo medium term. We manage
this risk by adopting a slringenl monilofiry process and taking a diSpass￿nate view regarding dosure of
underperforming retail units. To mitigale risk, the CEO takes personal charge of Relail and works closely
with our Head of Retail to ensure that the business continues to thrive.

Safeguarding and Cofflpllance
Our charity work brings us into contact with many vulnerat4e older peopfe. and therefore there is a risk that
an older person receiving a service trom the charity. or one of our staff or volunteers, could suffer some fomi
of abuse or harm. This risk is managed through the implemenlalion of a robust and effective safeguarding
regime that includes multi-level scnjliny induding lo Board level. We ensure we adhere to or adopt any
necessary COM￿lance that we are legalty obliged lo meet or that (wjr partr*rs or conlractols request.
So thal we could ensure the highest standards for the elderly during the crisis, we took on a trained
community Nurse 85 our Head of Elderly care in 2021. thu5 ensuring we improved our safeguarding and
compliance wovision. We also had lo change all our fumtbjre al our Old Windsor site so that il was all 'wipe
down, and therefore fully COVKI compliant and in line ¥￿th H&S.
In 2022. we inve51ed in training for our management staff who deal with safeguarding lo keep them up lo
date.
AcTIV￿lEs & PROGRESS TO STRATEGIC OBJECTIVES
ACSABE is an independent locally based charity which works in partnership with some local agencies,
statutory bodies, organisalions and charilies. Whilst grant funding and stalulory t)ody contracts fom) a very
small part of ils income profile. il does not rely exdusivety on funding from slatulory sources. The charity
has developed a successful financial model over several years where it receives circa 80% of its income
from the commercial business. which indudes relail shops and chargeable services.
These commercial activities are operated through its wholly owned subsidiary, Handy Help Limited. In
addition lo affording ACSABE greater fbnancial securtty. they enable the charity lo add value to funded
services and develop and operate new services thal are essential to local older people. This approach has
allowed us to develop services for our elderly dienls. as well as subsKlise a range of services within the
local communities and within the NHS.
The 808rd supports the strategic objectives to continue to create growth in our seThKes to Ihe elderly and
to the NHS and we are ￿annIng a strategy day in eady 2023.
Recruitment of new Trustees.. Trustee recruitment has beerb facilitated either through varK)us recognised
channels. The Pandemic did wt up a barrief to recnJil new Trustees. however we have successfully
processed a new Trustee with an NHS background.
Slaff and volunteerAward and Incentwe Schemes." The quartedy and annual "Stsr Awards" programme was
replaced in the challenging climate of the Pandemic. The charity has now pul in place monthly awards for
ils volunteers and staff which we feel provides more immediate appreci8tion of them going the extra mile,
and we Can as a result provide more staff with rewards on a more regular basis. Our new awards scheme
overs all staff and aspects of our work.
Key management remuneration: The remuneraiion of Ihe Senior Managernenl Team is reviewed in
December of each year, although not necessarily increased by the Board on an annual basis. Any increases
are determined by a comparison lo organisations of a similar type and size and are dependent on markèt
rates for comparable role5 and the finanual postl￿n of the charity al that lirne. Senior stsff were awarded a
small increase in December 2021 and the Board will again review a rise in December 22 for the current
senior man8gers.
Rec0gnrt￿n of the role of volunteers.. ACSABE supp)rts, develops and offers opportunities to rts volunteers
across the organisation both to supwrt paid staff and lo aid the defivery of essential serV￿e$. Their
contribution is essential to the quality and range of servi￿5 we can offer, and we are indebted lo them for
their signrficanl contributions without which the charity could not operate such a wide remit. Most of our
volunteers are over 70. and due lo the cov￿1 Crisis. il is understandable that many continue to be cautious.

Future plans of the Charity
In December 2021 the eharity was suceessful in achieving an exit from the expensive lease of our Head
Off￿e and moving to cheaper and far more suitable and sustainable offices. This move has positively
affected the charity's financial position going forward, and we have achieved wonderful new offices which
are far more accessible for the elderly and provide an excelknt wcfking environment for our eenlral team.
The charity had increased its community aetr¥ty dunng the Pandern￿. and we have tsken the decis*)n to
continue with that vital and important work via our Home Servw, Befriending Plus service and our cross-
referral service. The Trustees are also supportive of continuing wilh our support of the NHS with our home
from hospital service and the charity heavily subsidise this 7 day a week hospital service from the charity's
own funds. We also conlinue to grow our Befriending Plus Serv￿ and our volunteer base lo suppcKt this
vitally important serv￿e. We pride ourselves in operating services where staff are Enhanced DBS checked
so that the vulnerable, their families and the Charity feel prolected in Ihat knowledge.
Mid 2021 the charty ernp4oyed a r￿1 Head of Cwe with communty nursing background which the charity
fdt was importanl lo assess elderly dienls, but to also ensure Ihal our Day Cenlres had the most stringent
Covid compliant procedures going forwar(J. We have invested £24K al our Old Windsor Day Centre lo

and H&S, A public consullabon on RBWM Day Centres in 2021, named our charity as. being suilable lo
receive referrals from RBWM going foThvard.
All our services are either funded in full or subsmjised by the charity. all of wh￿h relies heavily on our Retail
funding model. Our CEO takes a proactive lead on Retail. and whilst rt had found il dTlficult to fill 115 vacant
post of Head of Retail who eould manage 14 Retail sites, a suitable ¢and￿ale was taken on in April 2022 as
Manager of Retail Operations and mentored by CEO. Having exceeded expectations, the member of
staff was promoted lo Head of Retsil in November 2022. We have started new initiative5 in Retail, and we
are proactively looking lo open addilional shops in 2023.
We are mindful that the econom￿ situation wll cause h¥dship for many, and we are currently looking lo
see if we can replicate our Advocacy service in Slough, and we are hoping to achieve help from Trust and
Foundations to achieve this as well as the other new projects that we would like to ereale.
After the year end, we were delighted to hear Ihal we have been left two legacies in 2022, and not only will
these provide some financial stability for the next year or so, but they will also allow the charity to continue
to grow ils services to the dderfy.
In terms of new initiative5. we continue to app￿ for Grants from Trust and FoUndat￿nS. part￿larlY for
