  1. The Chair welcomed the Patrons of the Tribune Trust and the High Sheriffs in Nomination to the Annual General Meeting.

  2. Apologies had been received from the Chief Constable who had to attend the National Police Bravery awards where several officers from Humberside were being recognised. He advised that either he or one of his leadership team will attend the January meeting to give the Board the annual review on Humberside Police normally presented at the AGM.

Apologies were also received from Andrew Clark, Joe Henderson and Gail Mettyear.

3. Minutes

The minutes of the Annual General Meeting held on 14[th] October 2020 were approved.

4. Humberside Fire & Rescue Service Update– Chief Fire Officer

The Chief Fire Officer, Chris Blacksell, gave an update of the work of Humberside Fire and Rescue Service over the last year. This included the overall level of risk in the area, how it was managed by the Service and future plans. He also provided details regarding the Service response to the Covid 19 pandemic, both in order to maintain their critical services, but also how they supported other partners with everything from Command and Control of the multi-agency response, to the management of PPE deliveries for the area and the delivery of vaccines to the public.

5. Annual Report and Accounts

The Chair presented the Annual Report and Accounts for the year ending 31[st] March 2021.

For the whole of this financial year the pandemic had a significant effect on the work of the Trust as applications were reduced by c. 50%. The accounts were also affected by the transfer of the management of the Not In Our Community (NIOC) campaign, to the OPCC.

Income

All income available for grants, essentially came from donations from Trustees and Board Members as fund raising opportunities had been curtailed by the pandemic. The Chair thanked the donors for their generous support.

Total income was £62.5k of this income from donations plus the gift aid eligible, was £50.5k. The remaining £12k was received from Humberside police for the expenses of the Director

Expenditure

Total expenditure was £88.9k. However of this, £40.4k represented the activities of NIOC and returning the balance of funds to the OPCC.

Excluding NIOC, expenditure on grants was £34.5k vs the donated income for grants of £50.5k. The reduction in expenditure vs the previous year was primarily in the Humberside wide projects such as Night Challenge, Rock Challenge, Cat Zero and the No Way Trust and also in North and North East Lincolnshire.

Grants

Excluding NIOC, the Trust supported 17 organisations compared to 34 in the previous year.

9 were in Hull, 5 in the East Riding and sadly only 1 in each of N. and NE Lincs and 1 Humberside wide

The Chair commented that given the level of deprivation, but also the great work of local charities in parts of North and North East Lincolnshire, it is a disappointment that more applications had not been received and suggested the Trust should be more proactive in helping organisations in those areas.

The Trust focuses grants in 5 different areas although many applications cover several different objectives

The key reduction in expenditure vs last year came in Promoting Good Citizenship – due to the Night Challenge and Cat Zero being unable to operate events

The Trust had carried forward £103,000 in cash into financial year 2021/22. The Chair expressed her hope the work of the Trust could now regain momentum as we have come out of the conditions dominated by the pandemic.

She proposed approval of the accounts for year ending 31[st] March 2021 and this received unanimous agreement from the Trustees and Board Members

5. Elections and Appointments

Chairman

The Chair advised that after fulfilling this role for 4 years, she had decided not to stand again. She proposed Chris Blacksell as Chair. This was seconded by Stephen Larard and approved.

Vice Chairman

The Chair advised that Stephen Larard had decided that after for 4 years as Vice Chair, he would not stand again. She thanked Stephen for his stalwart support and commitment as her Vice Chair. Chris Blacksell proposed Alex Albone. This was seconded by Patrick Farnsworth and approved.

Director

The Chair thanked the Director for his work and support over the previous 12 months. Stephen Larard proposed Bill Burnett as Director. This was seconded by Adrian Horsley and approved.

Trustees

The Chair advised that all trustees were prepared to stand again. Julie Good, Chris Blacksell, Hugh Bethell, Andrew Clark and Joe Henderson were all approved as Trustees.

Board Members

Two members of the Board had decided to retire.

The Chair thanked Michael Scott, High Sheriff of Lincolnshire 2020/21 for his support of the Trust over the previous 21/2 years. Michael wished the Trust well.

The Chair thanked Stephen Martin, for his contribution and support for the Tribune Trust over the many years that he has been a Board Member. Stephen advised that he still hoped to support the work of Trust.

The High Sheriff in Nomination for the East Riding of Yorkshire, Jacky Bowes and the High Sheriff in Nomination for Lincolnshire, Tim Strawson were proposed and approved as new Board Members.

The remaining Board Members were approved. Auditors

Smailes Goldie, Hull were reappointed as auditors

6. Chairman’s Remarks

The Outgoing Chair, Julie Good thanked the trustees and Board Members for their tremendous support over the last 4 years. She thanked Chris

Blacksell for taking on the role and wished him, the Vice Chair Alex Albone and the Director every success.

The Incoming Chair, Chris Blacksell, thanked Julie Good and Stephen Larard for their work and contribution to the Trust over the previous 4 years. He thanked the Trustees and Board Members for their support in appointing him as Chairman and said that he was looking forward to taking on the role.
