Objects and activities of the charity
The purposes of the charity as set out In Its governing documen£
The Charity is constituted as a company limited by guarantee and is therefore
governed by a Memorandum and Articles of Association. The directors of the
company are also trustees of the Charty.
Objectives
. To provide a garage workshop and other facilities to advance the interest of
social welfare with thé object of improving conditions of life in the wards of Ham
and also across the City of Plymouth.
. To enhance and promole employment opportunltles, work experience
opportunities and training and education including Iraining skllls relevant to
securing employment for residents within the area of benefft.
. To assisl in the relief of the effects of social and economic deprivation and
soclal exclusion in the area of benefft.
. To promote such other charitable purposes as further the objects of the
company.
The Charltys prlnclple aCtI￿tIO9.
. We provide academic year mechanical training courses for up to 120 young
people per annum. most of whom either reside in the local area or other deprived
areas of the Clty of Plymouth. Most of these young people have had difficulties
wlth malnstream education, or other difficultiès that have affected their
education. By comlng to the projecl two days per week on accredited training
progammes we have been able to keep most of the young engaged in education
whilst gaining a valid qualification that they can use in the future.

Tho main actlvftias undertaken In relatlon to those purposos during the year.
Education changes came into effect whereupon school 6th forms were only
allowed to subconlract 25% of their intake. This had a huge effect on the
charfty income. Fortunately, a lot of the schools agreed to their students
progressing onto the next higher level of course.
Trustees gave all staff members additional holidays to Compensate for lack of
pay rises, all staff members now only work 38 weeks per year.
We continue to support AFC Plympton under 14's.

Structure, governanc• and manag•ment of the charlty
rhe charily's organisational structure.
The charity is organised so that the trustees meet regularly to manage the affalrs of
the charty and to agree on ongoing developments. Brian Weatherston, the Technical
Manager, whose role is to overseè the day-t(Hlay operational running of the charity
and advltles on the shop floor, including the training sessions and internal verifKation
system. Brian Weatherston Is also the Quality assurance Coordinator on b8haff of the
charities accredited awarding bodies. There are also 5 qualified trainers and one
receptionist. The charity retains Clear Blue-sky Accountancy Ltd as its accounlants
and banked with Lloyds PLC and the CO-OP PLC during this financial year.
Rlsk management
Major risks are constantly reviewed, and procedures estsbllshed to manage
those risks.
Dlrectors and Trustees
All Directors of the company are also trustees of the charity. and there are no other
trustees.
Electlon of members
Th8 Directors retire after a five-year perlod, and there are none to retlre thls perlod.
Retiring directors 8r8 eligible to offer themselves for re-appointment. The number of
trustees shall not be less than four but shall be subject to a maximum of nine.

has generated the majority of its incorne by providing training courses on behalf of

Policies on reserves
We are working toward a reserves policy whereby the unrestrrcted funds not
committed or invested in fixed or tangible assets held by the charity should be at
least 6 months of the expenditures. However. this policy has now been reviewed
taking in to account the changes in education and the regeneration programme that
is tsking place in the Charities direct area of benefit. The Trustees therefore Ic￿k the
decision to raise the amount that shoukj be allocaled to reserves, to allow the
project to continue operation for at least the next academic year whilst the above
two issues are resoFved. At present the reserves account holds £10,000.00 on the
31 august 2024 but this has not taken Into account d8prg¢ialion costs on both the
building and the contents.
The surplus of funds retalned in the reservés is available for use to enable the
company to fulfil its principal objectives subject to sufficient further funding being
received.

The charity's trustees are responsible for the preparation of the accounts in
accordance with the terms of the Companles Act 2006, the Charities Act 2011
and the Charities (Accounts and Reports) Regulations 2008. Notwithstanding the
explicit requlrement in the extant stalulory regulations,the Charltles (Accounts
and Reports) Regulatlons 2008. to prepare the financial statements in
accordance wllh the SORP 2005, In view of the fact that the SORP 2005 has been
wSthdrawn. the Trust8es determined to Interpret this r8sponsibility as requirlng
them to follow current best practice and prepare the accounts 8ccording to the
FRS 102 SORP {Statemenl of Recommended Practlce for Accountlng and
Reportlng by Charities) 2015, (as amended by the Bulletln Issued in February
2016), (The SORP),
In particular, the Companles Act 2006 and charty law require the Board of
Trustees to prepare financlal statements for each financial year which give a true
and fair view of the state of affairs of the charity as at th8 end of the financlal year
and of the surplus or deficit of the charity. In preparfng those financial statements

charlty and which are sufficient to show and explain the charitys trans8Ctlons and
enable them to ensure that the financial statements comply with the Companies Act
2006 and comply wlth regulations mad8 under the Charities Act. They are also
responsible for safeguarding the assets of the charlty and hence for taking
reasonab18 steps for the prevention and delection of fraud and other irregularities.

I report to the Trustees on my examination of the financial statements of the charitable
company on pages 18 to 38 for the year ended 31 August 2024 which have been prepared in
accordance with the Charities Act 2011 (the Act) and with the Financial Reporting Standard
102. (effective 1 st January 2016) as modffied by FRS 102 SORP (Ststement of
Recommended Practi￿ for Accounting and Reporting by Charities) 2015. (as amended by
the Bulletin issued in February 2016). ffhe SORP}, published by the Charity Commission in
England & Wales (CCEN), and urider the historical cost convention and the accounting
policies set out on page 19.
Respective responsibililies of the Trustees and the Independent Examlner and the basis
of the report
As described on page 8, you, the charitable companys Trustees, who are also Ihe Directors
of the Company for the purposes of Company law, are responsib18 for the preparation of the
financial slaternents in accordance with Ihe Companies Act 2006, the Charities Act 2011 and
all other applicable law and wlth United Kingdom Génerally Accepted Accounting Practi￿,
applicabl8 to smaller entities, and for being sallsfied that the financial statements give a true
and falr vlew.
The Trustees consider that the audit requirement of Section 144(1) of the Charities Act 2011
(the Act} d￿S not apply, and that there is no requirement in the memorandum and articles of
the charity for the conducting of an audit. and that the accounts do not require an audit in
accordan￿ with Part 16 of the Companies Act 2006 and that no member or members have
requested an audit pursuant to Section 476 of the Companies Act 2006. As a consequence.
the Truslees have elected that the financial statements be subject to independent
examination.
Having satisfied myself that the financial statements are not required to be audited under any
legal provision, or Othe￿iSe. and are eligible for independent examination, it is my
responsibility to:.
a) examine the financial statements of the charity under Section 145 of the Act;

I report in respect of my examination of the charitys financial statements carried out under
s145 of the Act. In carrying out my 8xamination, I have followed all the applicable Directions
given by the Charity Commission under section 145(5)(b) of the Act setting out the duties of
an independent examiner in relation to the conducting of an independent examination. An
independent examlnatlon Includes a review of the a¢counting records kept by the ¢haritsble
company and of the accounting systsms employed by the charitable company and a
comparison of Ihe financial statements presented with those records. It also includes
consideration of any unusu81 items or disclosures in the financial statements, and seeking
explanatlons from you, as Twstees, concerning such matters. The purpose of the
examination is to establish as far as posslble that there have been no breaches of charity
legislation and that, on a test basis of evidence relevant to the amounts and disclosures
made. the financial statements comply with the SORP.
The procedures undertaken do not provide all Ihe evidence that would be required in an audit,
and information supplied by the Trustees in the course of the examination is not subjecled to
