Cafcass. Cafeass Cymru, the Domestic Abuse COMMI￿10ners Olfice and Mrs. Justice KnowlES, before it could be signed off.

MOJ Supported Chlld Conta¢t Cgntro Grant
Two year5 ago, Cafeass, who distributed a grant to contact centres across Enoland decided they would not do it anyrnore. NACCG
put in a bid lo distributè this rather than il be commissioned oul to an organisation who did not understand contact ￿ntres. This
vias achi8V8d. NACCC did this 8ff8CtIV8ly and effi'ci8ndy and has now been asked to do it for a Second year, 11 has generale¢J
some extra work and the MOJ have given us a managernent fee.
This year Wales has lost ils funding from C£fcass Cymru Iwelsh Govemmentl and NACCC has been workn'ng with the NIOJ in a
bid to get some funding lor Wolsh Centres. They have sold Ihat Ihis will not be possible Ihis year. bul it is under considoration for
next year.

The first Judicial Protocol wa8 writton in 2000 aftor extensive consultation and endorsed by tho thon President, Dame Elizabeth
Buller-Sloss.11 was designed to assist judges and magistrates in making orders when referring families lo contact centres. In 2017,
Sir James Munby arnended Ihe Protocol in response lo developments in the f8mily juslice system and, in particular, to the number
of in8ppropiiale referrals being mad8. Th8 protocol h8s had a lurlher revitrw by the ¢uir8nl Prtssidtsnl ol the Family Division Sil
Andrew MacFarfane and is more extensive than previaLJSly. covering the work ol supervised centras as well a5 SUPPOrted oentr85

Saf• R•f•rral Systorn
The Safe Referral System has been discontinued. So, lew centres were using it, the system was an expensive system which had
exisleil sincg 2012 bul needed palching consl3nUy and loquired a complgle rebuild, Following 8 ¢onsull81ion with staft and th8
cenlres which were using it, the decision was taken lo discontinue. NACCC pul in place multipl8 safeguards lo support Ihe ￿ntre9
who did use il and any difficultie5 have now been resolved.
Coffw Shops
The NACCC online Coffee Shop provides members wth opportunities lor leaming as well as support. In the lasl year we have had
prasènialions by Womon's Ald, Rgstorod Llv¢s, Mg41alion, CAMHS, Our Farnlly Wizard. Dad's Unllmlled and Only Mums/Dads. In
addition lo presgnlalions tnernbgr5 bring i5sU?s that they are grappling wilh, and other5 sugg981 solulions.
Par•ntlng Plan
NACCC havo davtrloped a new Par8nting Plan along wSth Our Family Wizard. A parèntlng plan 15 lor usa by par¥nls lo help th¥m
grep on arrangernents for their childlchildren. It aims to cover most of the issue5 that rn1￿1 arise after parents have separated so
th£t thoy can ¢o-parènl effectively. Thè templat¢ 1$ writlon to put a fDCUS on th¢ wgllbeing 2nd future of thg ¢hildi?n, end con bg
rawn up al any bmg, but the sooner plans arg laid out th? better a$ il $els out how parenls arg to rnanage ¢ts-parènting. The plan
ha5 been widely distributed and the feedback by users is positive. Whilst it is designed to work along with the Our Family Wizard

NACCC has been asked to provide training fDr rnagistr3tes this year in Berkshire as well as arranging for Ihern to Vi51t cenlres. In
addition, we did a presenlali¢n at Ihe Pathfinder event in th¢ West Midlands, to highlight the inleoral part contaGI ￿ntreS play.
Following a review ol family ¢ourts, il was found that an adversarial approach often worsened conflict belween parents and could
have 8 damaging tsffecl on domeslic abu$8 victims and children. As a re$u11, 8 pilot was launched in two Court areas in England &
Wales, with the aim of recognising the impac101 dornestK abuse within the court process.

The Family Solutions Group wa8 sel up in January 203). Its specific purp080 wa8 to m8k8 iecornm$ndalions lo Iho Private Law
Working Group (the PrLWGI for improvements lo lh8 'pre-court space. which can be implemented in the immediate or short-term.
NACCC is a mernber of this group and the benefil to NACCC ol being parl ol this group is that it raises the profile ol the
orgaiiis81ior bul alw il has helptrd th8 organisalion Ir) bocome re¢o9ni8ed 88 8n integral part ol the system for helping parents and
children going through separation. The Family Solutions Group is ol benefit nc* only for highlighting Ihe need io support families in

consult the Farnily JU511￿ Young People's Board. Their response was unequivocal. They said they preferred the term 'contacl' as

understand. The young people thought that changing the word conLgct was conforming lo an adult agenda and did not se8 a need

In the last yeor 2330 learning opporlunilies have been delivered by NACCC to rnernbers. This is a big achievernenl and 15
slgni11¢onlly hlgher than In prgvlous ygars. Thls has been done through la¢g-lo-focg sesslons, tr-learning and Coff￿ shop
presenialion5, Training materials are con51anlly being reviewed and updated. Several modules have now been CPD approved
these include Domestic Abuselcoercive Conlrol and Enhanced arKI supported coordinator training. The DAICoercive control will

In terms of service provision, we are continuing to see a re¢overy Idlowing the pandemic, bul this Continues to at a Much
slower pace for supported only centres where releri8l8 have dropped lo 590A of whai they were pre-(x)vid12.195 referrals down
from 3,7231 and Ihe number of chlldren belng heipe(J ai 53U/)15,376 chlldren down from 8,6341. Thls may be due to supported
contad ¢enlre ¢losures, awareness dropping and that risks have inueased for families during the pandemic resulting in them
needing supervised contact instead ol supported. We know that some supported only cenlres have been affected hy low referral
nurnbers this year which has resulted in some dosing. NACCC is WDrking wlh centres to help Ihem raise awareness ol their
servicg in It￿￿r comrnunilies.
Supervised contact provision appears to be thriving with relerrals up at 146Yo ojmpared with pre-coNid and the number of children
