Structure, Governance and Management
Governing Document
Southcourt & Walton Court Community Project is a company limited by guarantee, governed by its revised Memorandum and Articles of Association dated 16 July 2015. It is a registered charity with the Charity Commission. Any one over the age of 18 can become a member of the company. In the event of the company being wound up members are required to contribute an amount not exceeding £5.
Appointment of Council of Management
The Project is governed by a Council of Management consisting of volunteers who have past and present experience in business, management, education, and social work. The Council meets regularly to review the activities and finances of the Project. Members of the Council of Management serve a 3-year term of office and are elected at the annual general meeting.
The Council of Management also invites a representative from other organisations to participate in management meetings. These organisations are funding partners, advisory partners, or local charitable partners. Councilor Niknam Hussain has been appointed by Buckinghamshire Council to be their representative on our management committee.
Organisation Structure
The Project employs a part-time Play Manager who is responsible for the preparation and day- to-day running of the holiday playschemes. The Project also employ a part time Deputy Play Manager and several sessional paid staff. The Deputy, sessional paid staff and volunteers report to the Play Manager. The Play Manager reports to the Council of Management and attends the management meetings.
Regulation
The holiday play schemes take place at Ashmead School. Our setting is Ofsted registered and our playscheme setting was inspected in February 2023. We were graded as ‘met’ which is the highest level under Ofsted’s latest inspection framework for school holiday provision. Our Ofsted Unique Reference Number is 2620091. Objectives and Activities
Mission
The Project is committed to working with other local agencies and community organisations to support children living in the Southcourt, Walton Court and Mandeville estates, including children with disabilities or special needs. The Project aims to provide the best play services for these children that will improve their condition of life by promoting their physical, mental, and psychological well-being which should help prevent them from experiencing social exclusion and/or developing anti-social behaviour.

Provide a play environment that stimulates, challenges, and helps children increase their confidence and self esteem

Comply with current legislation relevant to children’s rights, health and safety, and well- being Empower local people by creating opportunities for them to gain experience and skills in a work environment either as volunteers or paid workers
Service Description
The Project provides holiday playschemes for children aged 4 – 11 years who primarily live in the Southcourt, Walton Court and Mandeville estates of Aylesbury. The Project does not have its own premises but operates playschemes from Ashmead School.

Achievements and Performance
Attendance
Overall attendance has increased slightly. This is not an issue because for most days that we ran during last year and this year, we were close the maximum number of children permitted by our OFSTED registration.
We continue to see an increase in the number of children with Special Educational Needs and Disabilities (SEND). Between October 2021 and February 2023, the number of SEND children ranged from 31 to 41. At Easter 2023, 42 SEND children attended (8 of whom have an Education and Health Care Plan (EHCP)). By February 2024 we had 54 SEND children (18 of whom have an EHCP). Our participation in the Holiday Activities and Food Programme (HAF) this year contributed to some of this increase in SEND children. The SEND children have a range of conditions including Autism Spectrum Disorder, Attention Deficit Hyperactivity Disorder, Down Syndrome, Developmental Language Disorder, anxiety, Post Traumatic Stress Disorder, visual impairment, seizures, Muscular Dystrophy, button tube feeding, delayed speech, Attachment Disorder, Global Development Delay, Sensory Processing Disorder, Oppositional Defiance Disorder. Some of these children are awaiting an assessment with the Educational Psychologist, Speech and Language Therapist or Child and Adolescent Mental Health Services (CAMHS). We have at least two children each session who require one to one support or children benefiting from one to four supervision. All our activities have been planned to allow children of all abilities to participate.

Total attendance was at its highest since 2013. Compared to last year, total attendance increased by 6%. Morning, afternoon, and lunch attendance remained stable. The extended day session has become more popular increasing by 42%. On most days we were close to the maximum number of children allowed by our OFSTED registration.

Compared to last year, overall average daily attendance increased by 3%. The extended day average increased by 39%.
Cost per session
After several years of maintaining our prices, the Project’s management committee decided to increase prices due to increasing running costs. Despite this price increase, compared to other local providers, the playscheme still remains very good value for families.
Play Activities
This year has been a busy year with daily numbers of children ranging between 60 and 70. The Summer playscheme was so popular that dates were fully booked within a few hours of bookings being opened! For the Summer holidays we were asked by the local authority to participate in the Holiday Activities and Food Programme (HAF). The HAF Programme is funded by the Department for Education and provides free holiday activities and a healthy hot meal for children in Reception to Year 11 who receive benefitsrelated free school meals. Our involvement was a great success. The children who attended thoroughly enjoyed themselves and some have since joined us for a few other playschemes, with the parents paying for their places. Working with the local authority meant additional work for the Play Manager and the Funding Officer, but it has been worthwhile to see the children enjoy their time with us and to know that their parents can have some respite time. Our involvement with the HAF Programme emphasised the need for our provision within our target area and allowed us to demonstrate the high standard of our services to the local authority. We hope that the HAF Programme carries on in years to come. The Summer holidays were split into 4 themed weeks:
Science Week included daily science activities such as making bouncing eggs, colour changing flowers, and making slime for the children to take home. The children took a great interest each day and were keen to do the experiments.
Magical Week started off with a magic show hosted by Smarty Pants magician. He taught the children some tricks to try at home. The children were very engaged and spoke about the tricks all week. We also did some self-taught tricks for the children to enjoy. They made magic wands from paper and took part in Harry Potter games.
To start Wild Animal Week, we invited First Class Falconry to join us for the day. The children watched a bird air show, and then had the opportunity to look at the birds up close. They learned a lot of new information and had time to ask questions. At the end of the day all the children were able to hold a bird and have a photo taken which was emailed to parents.
Recycle Week included lots of junk modelling and craft. The children made boats to race in the paddling pool. It was great fun watching which ones floated or sank.
The Easter playscheme consisted of a week of craft, including pottery, painting, and oil pastels. The children really enjoyed being taught how to knit and crochet during this holiday. They have now started to create things at home and then bring them in to show us what they have achieved. The traditional Easter

egg hunt and cooking with chocolate was enjoyed by the children.
The May half term playscheme ran for 4 days, where the children enjoyed lots of cooking as well as planting sunflowers to take home.
The October half term had an Autumn theme, with lots of craft making and baking hedgehog bread. The planned trip to Wendover Wood was canceled due to bad weather. Instead, we had an Autumn party with prize bingo, party games, dancing, and a spooky decorated cake.
During February half term we went to the cinema to watch a movie. Due to the number of children, we were able to take all the seats in one screen. The children thoroughly enjoyed this, and it was the first cinema experience for many of them. For the rest of the week, we had lots of crafts and an inflatable racecourse where the children could drive around in mini cars.
Sport played a big part in our activities. We had mini sport days, archery competitions and morning exercises to get us all going. Game on Sport also attended the club every Friday during all the holidays. Cooking was also a big part of the year with the children being more involved in making food for lunch or dessert as well as taking food home. Fruit salad was a favourite. We have found that when the children make it themselves, they seem to eat more than when we just serve it up!
Our hot meals were a success, with more children taking up the offer. The roast chicken dinner during the colder months is still popular and the children ask for this each holiday. We have introduced new foods this year as well. Fajitas were very popular. And more salad and vegetables were eaten as part of the meals.

Staff
We wish to express our thanks to our Play Manager, Emma Tegg, and Deputy Play Manager, Lisa Alvarez, and their team of play workers for the great job they did in organizing and running the playschemes this year. Their dedication, preparation, creativity, and enthusiasm in working with the children is brilliant as evidenced by the positive feedback we get from parents/carers.
Fund Raising
We depend on grants to enable us to offer our high-quality affordable services. The Project has been fortunate to receive various grants to help provide lunches, activities, resources, and additional staff to support children with special educational needs and disabilities (SEND).
William Harding and Buckinghamshire Council have provided grants to help cover ongoing costs and keep fees affordable. Rothschild has funded additional staff for 1:1 support for children with SEND. The number of children with SEND that we support continues to increase.
Mobbs Memorial Trust granted funding to purchase sports equipment. Fairhive and the Foyle Foundation have funded activities and staff. Heart of Bucks, funded in part by the Bucks Masonic Grassroots Fund and the Community Investor Fund and Aylesbury Community Board, have assisted us to provide hot lunches for the children.
We are thankful for the continuous support of our funders, as without their help, the children would not have the opportunities they currently enjoy. We are always looking for new funding sources and submit applications throughout the year.

The Council of Management is made up of the trustees, the Play Manager, the Deputy Play Manager, the Marketing Officer, and the Buckinghamshire Council representative.

Financial Review
Go Play Holiday Club.
2023-24 has seen excellent attendance of children, the best attendance since 2013 for the Southcourt and Walton Court Community Project and the Go Play playschemes.
We were able to cater for increasing numbers of children and this led to a further increase in fee income and an increase in costs, particularly salaries. Salary costs increase annually in line with the National Living Wage legislation and in terms of the number of staff to look after the increased number of children and the provision of lunches.
Our accountants have informed us that the financial out turn for 2023-24 was a surplus of £18895. In terms of our cash reserves, we ended the year with a positive balance of £59909.
These results are a combination of two key factors.
The playscheme manager, Emma Tegg and her team continue to offer activities which are enjoyed by the children, meet the expectations of the parents and carers and that success is spread by word of mouth and through Facebook to maintain regular bookings.
The constant work by the trustee, Kirsten Braybrook, who is continuously making successful funding applications to organisations and individuals for financial support.
Adequate finance is essential to continue to provide lunches for all the children, pay for outings and visiting speakers and entertainers and maintain a stock of learning and play equipment.
We are grateful to Ashmead School for continuing to provide us with access to facilities to run the playschemes and for the support of the staff. The school offers us space for all the indoor activities, access to cooking facilities for the cooked meals and a large outdoor space for sporting events. The second shed to accommodate the learning materials has been invaluable.
One issue of some concern for the future is the progress Ashmead School is making to become part of a multi-academy trust. This will mean changes to the letting policy for the school and may mean an increase in the rental charges in the future.
In summary, we completed 2023-24 in a strong financial position for the planned activities in 2024-25. This is my last financial report as I have handed over the treasurer’s role to John Blackburn. I wish him well and hope the Go Play Holiday Club continues to thrive.

The Future

The increased economic hardship our communities have been experiencing due to the continuing cost of living pressures, means that our play scheme provision is even more important in helping families with children access good services for them. As a management and staff team, we will continue to focus on providing affordable high quality play services for children living in our target areas of Southcourt, Walton Court, and Mandeville estates.

1. STATUTORY INFORMATION
TheSouthCourtAndWaltonCourtCommunityProjectisanincorporatedcharity,limitedbyguarantee,registered in
EnglandandWales.Thecharity'sregisterednumberandregisteredofficeaddresscanbefoundintheReportof the
Trustees.
2. ACCOUNTING POLICIES
Basis of preparing the financial statements
Thefinancialstatementsofthecharitablecompany,whichisapublicbenefitentityunderFRS102,have been
preparedinaccordancewiththeCharitiesSORP(FRS102)'AccountingandReportingbyCharities:Statement of
RecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancial Reporting
StandardapplicableintheUKandRepublicofIreland(FRS102)(effective1January2019)',Financial Reporting
Standard102'TheFinancialReportingStandardapplicableintheUKandRepublicofIreland'andtheCompanies Act
2006. The financial statements have been prepared under the historical cost convention.
Income
AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementtothefunds,it is
probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommittingthe charity
tothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequiredinsettlementandthe amount
oftheobligationcanbemeasuredreliably.Expenditureisaccountedforonanaccrualsbasisandhasbeen classified
underheadingsthataggregateallcostrelatedtothecategory.Wherecostscannotbedirectlyattributedto particular
headings they have been allocated to activities on a basis consistent with the use of resources.
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthecharity. Restrictions
arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Government grants
Inaccordancewiths24ofFRS102thesearetreatedusingtheaccrualsmodelandsoarerecognisedinincomeon a
systematicbasisovertheperiodsinwhichthecharityrecognisestherelatedcostsforwhichthegrantsare intended
to compensate.
