Structure, Governance and Management

Governing Document

Southcourt & Walton Court Community Project is a company limited by guarantee, governed by its revised Memorandum and Articles of Association dated 16 July 2015. It is a registered charity with the Charity Commission. Any one over the age of 18 can become a member of the company. In the event of the company being wound up members are required to contribute an amount not exceeding £5.

Appointment of Council of Management

The Project is governed by a Council of Management consisting of volunteers who have past and present experience in business, management, education, and social work. The Council meets regularly to review the activities and finances of the Project. Members of the Council of Management serve a 3-year term of office and are elected at the annual general meeting.

The Council of Management also invites a representative from other organisations to participate in management meetings. These organisations are funding partners, advisory partners, or local charitable partners. Councilor Niknam Hussain has been appointed by Buckinghamshire Council to be their representative on our management committee.

Organisation Structure

The Project employs a part-time Play Manager who is responsible for the preparation and dayto-day running of the holiday play schemes. The Project also employ a part time Deputy Play Manager and several sessional paid staff. The Deputy, sessional paid staff and volunteers report to the Play Manager. The Play Manager reports to the Council of Management and attends the management meetings.

Regulation

The holiday play schemes have taken place at Ashmead School since February 2021. Our setting is Ofsted registered and our playscheme setting was inspected in February 2023. We were graded as ‘met’ which is the highest level under Ofsted’s latest inspection framework for school holiday provision. Our Ofsted Unique Reference Number is 2620091. Objectives and Activities

Mission

The Project is committed to working with other local agencies and community organisations to support children living in the Southcourt, Walton Court and Mandeville estates, including children with disabilities or special needs. The Project aims to provide the best play services for these children that will improve their condition of life by promoting their physical, mental, and psychological well-being which should prevent them from experiencing social exclusion and/or developing anti-social behaviour.

The Project provides holiday play schemes for children aged 4 – 11 years who primarily live in the Southcourt, Walton Court and Mandeville estates of Aylesbury. The Project does not have its own premises but operates play schemes from Ashmead School.

Achievements and Performance

Attendance

Attendance has increased since last year. We have also seen an increase in the number of children with Special Educational Needs. We have 34 children on our books with a range of conditions including Autism Spectrum Disorder, Attention Deficit Hyperactivity Disorder, Down Syndrome, Developmental Language Disorder, Anxiety, Post Traumatic Stress Disorder, visual impairment, seizures, Muscular Dystrophy, button tube feeding, delayed speech, Attachment Disorder, Global Development Delay, Sensory Processing Disorder, Oppositional Defiance Disorder. Twelve of these children are noted with an EHCP (Education and Health Care Plan) and many are awaiting an assessment with the Educational Psychologist, Speech and Language Therapist or CAMHS (Child and Adolescent Mental Health Services). We have at least two children each session who require one to one support or children benefiting from one to four supervision. All our activities have been planned to allow children of all abilities to participate.

Total attendance was at its highest in the last 10 years. Compared to last year, total attendance has increased by 33%. Across morning, lunch and afternoon sessions total attendance has increased whereas the extended day session has remained stable.

Compared to last year, overall average daily attendance increased by 39%.

Cost per session

Due to our strong current financial position, the Project’s management committee decided to maintain prices at the previous year’s level.

Play Activities

This has been a busy year with the numbers picking up in Easter to an average of 60 a day and then by May to 70 a day. The summer holidays even saw dates being fully booked up within a few hours. This shows there is a need for our services within the area where we work.

The Easter holidays included a science week where we were lucky to have Sublime Science come in and deliver a workshop for the children. It was very hands on, and the children loved making slime to take home. The traditional Easter egg hunt and cooking with chocolate was also enjoyed by the children.

The May half term was cut short to 3 days due to the extra bank holiday for the Queen’s Jubilee. During the week we made decorations and prepared food for our Jubilee tea party. And we had a bouncy castle to add to the fun. Each child was given a package to take home of Jubilee pencils and notepad, a packet of wildflower seeds to sprinkle in their garden and a flag to wave on Jubilee Day.

The Summer holidays were split into 4 theme weeks:

  1. Nature week - We went to Wendover Wood to do nature trails and den making followed by a picnic. During the rest of the week, we painted with twigs and did bug hunts around the school fields.

  2. Travel week - We visited Quainton Railway Centre and we were lucky to ride on two different trains. The children loved this and looked around the railway museum with such excitement, pushing all the buttons and pulling the levers. Back at base, we spent the rest of the days making models of hot air balloons, planes, and boats.

  3. Roald Dahl week - We walked up to the Roald Dahl museum in Aylesbury and attended a hands on science event in the garden.

  4. All around the world week – The children had great fun at the African drumming workshop learning about the different drums and making music. The children made their own pizzas to commemorate Italy, kites for China and castanets and fans for Spain.

The October half term theme was ‘spooky’, with lots of crafts and a walking trip to the local cinema to see a movie.

During February half term we had a visit from the Ofsted inspector. The inspection went well, and we were given a ‘met’. For out of school non-education provisions ‘met’ is the highest grade

that can be achieved. The rest of the week was celebrated as carnival week. We had a visit from the circus and large carnival games. Lots of fun was had by all children.

Sport played a big part this year. We had mini sport days, archery competitions and morning exercises to get everyone moving. Game on Sport also delivered sessions every Friday during all the holidays.

Our hot meals were very successful this year, with more children taking up the offer. This year we launched roast chicken dinner in the colder months. The children loved it and it was one of the meals that the children asked for most often.

Staff

We wish to express our thanks to our Play Manager, Emma Tegg, and Deputy Play Manager, Lisa Alvarez, and their team of play workers for the great job they did in organizing and running the playschemes this year. We very much appreciate their dedication, preparation, creativity, and enthusiasm in working with the children. Besides delivering play schemes, Emma and Lisa had to prepare for our Ofsted inspection which took place in February 2023. We wish to congratulate them on a great inspection outcome.

Fund Raising

The Project was very fortunate to receive several different grants to help towards lunches, activities, resources, additional SEND playworkers and play worker costs. William Harding and Buckinghamshire Council provided grants to assist with ongoing costs and to enable our fees to remain affordable. Rothschild provided funding for additional staff to work with children who need one to one support. Aylesbury Town Council, Vale of Aylesbury Housing Trust and Shanly Foundation have funded towards the costs of activities and SEND staff during the activities. Heart of Bucks and Turners Court granted funds towards the cost of the lunches and additional staff required. William Harding and Aylesbury Vale Community Trust provided funding towards the cost of food and resources. We wish to thank our funders for their support, without which the children could not benefit from the additional opportunities.

We continue to identify funding organisations and submit applications throughout the year.

Marketing and Media

Our Facebook presence continues to be very effective in communicating with families who use our play schemes and attracting new families. Our Facebook account now has over 600 likes and followers! Council of Management

At present, the Council of Management is made up of the trustees, the Play Manager, the Deputy Play Manager, the Marketing Officer, and the Buckinghamshire Council representative. In November 2022, we said goodbye to our secretary, Pauline Gibbs, who stood down as a trustee and a committee member. Pauline has been a dedicated supportor of the Project since it started in 1989 and has had various roles throughout the years. We wish to express our thanks to her for her hard work and faithfulness to the Project. We welcomed Sarah Walland to

our committee meetings starting in March 2023 and we look forward to working with her.

Financial Review

2022-23 has seen continued recovery from the low child numbers during the Covid Pandemic for the South Court and Walton Court Community Project and the Go Play playschemes. We were able to cater for increasing numbers of children and this led to an increase in fee income but also an increase in costs, particularly salaries. Salary costs increase annually in line with the National Living Wage legislation and in terms of the number of staff to look after the increased number of children and the provision of lunches. The net result for 2022-23 was a surplus of £9827.

It should be noted that we had not increased the fees payable by parents and carers during this financial year.

In terms of our cash reserves, we ended the year with a positive balance of £57616 cash at bank. This is mainly due to donors providing grants which were received is this financial year but are carried forward to fund activities in 2023-24.

We are grateful to Ashmead School for continuing to provide us with access to facilities to run the playschemes and for their staff support. They have allowed us to erect a second shed to accommodate the learning materials which have increased as the number of children has increased.

We are aware of the significant increase in the costs incurred by Ashmead School and expect an increase in the rent charged to Go Play in the coming years.

In summary, we concluded the year in a good financial position for the planned activities in 2023-24.

Basis of preparing the financial statements
