STURCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
Southcourt & Walton Court Community Project is a company limited by guarantee, governed by its revised Memorandum and Articles of Association dated 16 July 2015. It is a registered charity with the Charity Commission. Any one over the age of 18 can become a member of the company. In the event of the company being wound up members are required to contribute an amount not exceeding £5.
Appointment of Council of Management
The Project is governed by a Council of Management consisting of volunteers who have past and present experience in business, management, education and social work. The Council meets regularly to review the activities and finances of the Project. Members of the Council of Management serve a 3-year term of office and are elected at the annual general meeting.
The Council of Management also invites a representative from other organisations to participate in management meetings. These organisations are funding partners, advisory partners or local charitable partners. Councillor Mark Bateman represented Aylesbury Vale District Council on our management committee until May 2021 when he retired as a councillor. Councillor Niknam Hussain has since been appointed by Buckinghamshire Council.
Organisation Structure
The Project employs a part-time Play Manager who is responsible for the preparation and day-to-day running of the holiday play schemes. We employ a part time Assistant Play Manager and a number of sessional paid staff. The Assistant, sessional paid staff and volunteers report to the Play Manager. The Play Manager reports to the Council of Management and attends the management meetings.
Regulation
The holiday play schemes took place at Oak Green School up until February 2021 when we moved our setting to Ashmead School. Our setting is Ofsted registered and inspected. When we were based at Oak Green School, Ofsted graded us as ‘Good’ in February 2018. We look forward to a visit from Ofsted at our new setting. Our Ofsted Unique Reference Number is 2620091.

OBJECTIVES AND ACTIVITIES
Mission
The Project is committed to working with other local agencies and community organisations to support children living in the Southcourt, Walton Court and Mandeville estates, including children with disabilities or special needs. The Project aims to provide the best play services for these children that will improve their condition of life by promoting their physical, mental and psychological well-being which should help to prevent them from experiencing social exclusion and/or developing anti-social behaviour.

Service Description
The Project provides holiday play schemes for children aged 4 – 11 years who primarily live in the Southcourt, Walton Court and Mandeville estates of Aylesbury. The Project does not have its own premises but operated play schemes from Oak Green School up until February 2021 and then from Ashmead School starting from February 2021.

ACHIEVEMENTS AND PERFORMANCE
Attendance
2020-2021 has been a challenging and unprecedented time for everyone around the world because of the COVID-19 pandemic. The impacts on our provision have been the reduction in the number of sessions offered (40% less) and when we were running, a limit on the number of children who could attend each session due to social distancing restrictions.
When we were open, eight children with Special Educational Needs and disabilities were amongst our attendees. These children have been diagnosed with communication difficulties, Autism Spectrum Disorder, Attention Deficit and Hyperactivity Disorder, Asperger Syndrome and Oppositional Defiance Disorder. On average, these children attended at least two to three times each week. All activities are planned to allow children of all abilities to participate.

Compared to last year, average attendance has decreased across all sessions.
Cost per session
Due to our strong current financial position, the Project’s management committee has decided to maintain prices at the previous year’s level.
Play Activities
Due to COVID-19 restrictions, we have only been able to open over Summer 2020 holidays and February 2021 half term.
During Summer 2020 our themes for activities were:

Personal well-being - the children designed and wrote postcards for family/friends and thought about all the things that made them an amazing person.

Recycling - we used recycling materials for crafts like making pencil pots and a ball and cup game.
-
Science - we led a range of science experiments like making lava lamps and volcanic eruptions
-
‘Toy Story’ - our activities included making paper chain slinky dogs and pastel art silhouette Buzz Lightyears.
As the science experiments were so popular over the summer, we decided to repeat some of them during February 2021 and added some new ones including puffy unicorn slime. We also ran lots of messy play activities with cornflour and playdough. Each day we had a different activity to focus on the children’s personal/social/emotional development, including thinking about what makes them happy, how to be a good friend and an emotion game.
Throughout the year we have had to open with reduced numbers, in bubbles, and have followed a comprehensive COVID-19 action plan.

ACHIEVEMENTS AND PERFORMANCE
We have been able to continue having Game On Sports Coaching attend and run sport sessions for the children.
During Summer 2020, we supplied the children with a cold lunch each day as we had no access to the school’s oven. Lunch consisted of a sandwich or wrap, crisps, fruit and a yogurt or cereal bar. In February 2021, we moved our venue to Ashmead School where we had full access to the canteen, so were able to provide hot lunches. We have enjoyed being in our new venue.
Staff
In addition to the usual excellent work that our Play Manager, Lucy Mayhew, and Deputy Play Manager, Matthew Braybrook, do to organise, prepare, and run our playschemes they have had to cope with the additional workload to ensure that when we were finally allowed to operate, our playscheme provision was compliant with government guidelines on being COVID safe.
The trustees wish to extend our thanks to all staff for their resilience and remarkable efforts during the pandemic to make the play schemes a safe and fun place for staff and children.
Fund Raising
Due to the COVID-19 pandemic, we were not able to use the funding we had received for this year for the proposed activities. Since we only managed to do a few of the activities with the grant from Buckinghamshire Council, the remaining funds have been reallocated to an altered project for the following year. Vale of Aylesbury Housing Trust and Bucks Masonic Centenary Fund have kindly permitted us to alter our original proposed activities too and use the same funding for next year.
Rothchild Foundation funding has allowed us to ensure additional Playworkers when a child requires 1:1 or
smaller groups.
Bucks Additional Restrictions Grant covered some of the shortfall due to not being able to open fully or having to restrict the number of children attending when we did open.
When we were not able to open in May and October half terms, we reallocated some funding, with the agreement of current funders, to send out individual activity/colouring books and colouring pencils to the children who attended frequently in the previous year.
As a result of the uncertainty caused by the pandemic, many funding organisations have temporarily closed their application process, so we have not yet been able to make new funding bids.
Marketing and Media
Our Facebook presence has been very effective in communicating with families who use our play schemes and attracting new families. When we were unable to run some of our play schemes this year, we used Facebook to post activity ideas as well as a few staff videos to give parents some inspiration and to keep them in touch with the Go Play team. ACHIEVEMENTS AND PERFORMANCE
Council of Management
At present, the Council of Management is comprised of 4 trustees, the Play Manager, the Marketing Officer, and the Buckinghamshire Council representative. We welcome any individuals or organisations who share our concern for the children of Southcourt and Walton Court to apply to join our management committee to support the provision of high quality affordable play services.
FINANCIAL REVIEW
2020/21 was a challenging year for the South Court and Walton Court Community Project and the Go Play playschemes. The intentions for the year were decimated by the Covid pandemic and we were not able to offer the programme which had been planned.
Our playscheme income was only £7,039 compared with the £25,489 which we achieved in 2019/2020. We were fortunate to receive an increase in grants and donations. Some of these grants have not been used and were carried forward to 2020/2021, with the agreement of the doners.
From an accountancy perspective we achieved a surplus of income over expenditure of £3,887 but this was achieved through cost savings due to a reduction in playschemes offered. Our net assets in on the 31[st] March 2021 were £43,684, this includes some carried forward grants.
We acknowledge the support from the UK Government Furlough Scheme which helped us retain key members of staff.
A major change for the Go Play playschemes was the relocation to Ashmead School. This has provided the children with enhanced facilities and is a good foundation for the future. The actual costs of this move were minimal as staff and volunteers undertook most of the work involved. The rental cost of the new facilities is the same as the previous venue.

THE FUTURE
The Project has grown and adapted since it first began in 1989. It has been able to cope with change because of the high level of commitment of past and present staff and management committee members. In the coming months, we will continue to manage the impacts of the COVID-19 pandemic on our provision. Impacts may include less availability of grants; limits on the number of children we can take due to social distancing restrictions; less children attending due to their family’s economic hardship. Despite such challenges, we, as a management and staff team, will continue to focus on providing the best play services for children living in our target area of Southcourt, Walton Court, and Mandeville estates.

Independent examiner's report to the trustees of The South Court And Walton Court Community Project ('the Company')
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2021.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or 2. the accounts do not accord with those records; or
-
the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

The members have not required the company to obtain an audit of its financial statements for the year ended 31 March 2021 in accordance with Section 476 of the Companies Act 2006.

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 MARCH 2021
1. STATUTORY INFORMATION
The South Court And Walton Court Community Project is an incorporated charity, limited by guarantee, registered in England and Wales. The charity's registered number and registered office address can be found in the Report of the Trustees.
2. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
In preparing the financial statements, the trustees are required to make an assessment of the ability of the charity to continue as a going concern. The trustees have prepared a cash flow forecast and budgets for the charity and against the backdrop of the COVID-19 Pandemic a "reverse stress" test has been applied to the forecasts, seeking to establish the level of liquidity headroom the charity is expected to have during the 12 month going concern period.
On the basis of these forecasts and the fact that the charity has substantial net current assets and net assets, the trustees are confident that the charity has adequate resources to continue in operational existence and to meet its liabilities as they fall due for the foreseeable future. As a result of the above, the trustees have concluded that it remains appropriate to adopt a going concern basis of preparation in these financial statements.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Government grants
In accordance with s24 of FRS 102 these are treated using the accruals model and so are recognised in income on a systematic basis over the periods in which the charity recognises the related costs for which the grants are intended to compensate.
