DIAL LEEDS Vision
DIAL LEEDS is a very small but active grassroots charity that was established by volunteers in 1979 as a local Disabled People’s User Led Organisation (DPULO). We were the first such organisation in Leeds and one of the earliest to be formed in the UK.
The Management Committee, paid staff and volunteers are disabled people who sustain this unique community initiative built on the involvement of local individuals and supporters.
As a value driven organisation, we work with very diverse clients and continuously learn from the ingenuity, flexibility and experiences of disabled people and others facing disadvantage within our local neighbourhoods.
We aim to be representative of the people who use, or are likely to use our services including people with: physical and sensory impairments, learning disabilities/difficulties, mental health issues or long-term conditions.
We believe in rights, choices and opportunities for all within our community of interest for mutual benefit of everyone involved.
Our work has its roots in the social model of disability and ensuring equality, diversity and inclusion. The DIAL LEEDS model of service delivery is peer support where disabled people come together to support and provide services for other disabled people. DIAL LEEDS offers a friendly, safe and supportive environment for all disabled people.
We do this through direct lived experience, understanding, knowledge, skills and training.
We empower disabled people to overcome discrimination and disadvantage by raising awareness of abilities, choices, rights and opportunities. Our work is all about maximising choice and control for people over their lives. Alongside free support (through grant funding) we offer a variety of affordable pay for services for disabled people, carers and professionals delivered through lived experience of disability and long-term health conditions.
Everything that we do contributes to independent living, inclusion and empowerment. Currently we support around 300 disabled people and their families each year. We aim to increase our direct and indirect beneficiaries through further successful fundraising activities.

Chairperson's Report 2024-25
DIAL LEEDS's work as a small Disabled People's User Led Organisation (DPULO) has been very busy again this year. Both supporting individuals through awareness raising, information, advice and casework as well as representing the interests of disabled people in local networks and forums. A new meetings and networking volunteering opportunity was created for Anne to put her skills to good use for giving our community of interest a strong voice.
We need to keep on building this community as disabled people are undoubtedly stronger together. These continue to be unprecedented times with many challenges and uncertainties for the future.
Demand for our essential brand of peer support remains high as unfortunately poverty, health, social and economic disadvantages persist ithin our local communities.
Financial challenges are ever present for our service users and for our small grassroots charity. We are fortunate to have been able to continue working closely with Trussell foodbanks across Leeds, as the cost of living crisis and the cumulative effects of successive welfare reforms and wider austerity measures within public services present ongoing difficulties due to their disproportionate adverse effects on disabled people and individuals with long-term health conditions.
We strive to offer choices, opportunities and activities for boosting health and wellbeing and to secure rights and entitlements for all who need us.
Securing a further 2 years of Vulnerability and Carbon Monoxide Allowance from Northern Gas Networks (NGN) and a 12 months grant from Jimbo's Fund to continue Healthy-Connected-Supported across Leeds with an East Leeds focus has been central to sustainability and development of our organisation.
You can read more about these projects and others running during the year in the following section of the report.
We are extremely grateful to all funders and supporters during 2024-25 for their generosity, interest and belief in DIAL LEEDS and the niche services we offer.

DIAL LEEDS projects 202 4 -2 5 :

Brelms Trust CIO is funding a holistic peer support programme for individuals facing disadvantage and social welfare problems. It is running from 01/07/21 - 30/06/24.
-
Healthy-Connected-Supported 2024-25 is a Jimbo's fund project running from 01/04/24 - 31/03/25. It has an East Leeds focus and offers mental health peer support and anti-poverty initiatives for individuals with any type of impairment or health condition. There are drop-in support sessions at the Denis Healey Centre and follow-up assistance and casework through home visits and meetings in community locations including foodbanks across Leeds.
• Energy Confident! is funded by a Northern Gas Networks (NGN) Vulnerability and Carbon Monoxide Allowance focusing on Priority Services Register (PSR) sign-ups, carbon monoxide awareness raising and holistic utilities support for vulnerable individuals and households through one-to-one assistance and casework.
• Stay Well This Winter - is a Leeds Public Health / Leeds Community Foundation funded project offering holistic winter wellbeing support through home visits and small group meet-up sessions at indoor and outdoor venues to build social connections and support networks throughout the winter months (01/10/24 - 28/02/25).

DIAL Leeds Limited is a company limited by guarantee and is governed by its Memorandum and Article of Association.
Risk Management
The Trustees actively review the major risks which the charity faces on a regular basis and believe that maintaining reserves at current levels will provide resources in the event of adverse conditions. The Trustees have also examined other operational and business risks faced by the charity and confirm that they have established systems to mitigate the significant risks.

Objects of the Charity/Public Benefit
The Charity’s principal activity and Public Benefit is to ensure that disabled people are not disadvantaged through a lack of knowledge of their rights, or a lack of awareness of available opportunities and to provide support when needed to allow disabled people to express their needs and wishes effectively.
Reserves Policy
The Trustees have established a policy whereby the unrestricted funds held by the charity should represent 6 months of the resources expended, which in 2025/26 should equate to approximately £750. At present the reserves amount to £3,148 (2024 - £3,230).

This report has been prepared in accordance with the Charities Statement of Recommended Practice (FRS 102) and in accordance with the special provisions of Part 15 of the Companies Act 2006 relating to small entities.

Independent Examiner’s Report to the Trustees of DIAL LEEDS LIMITED
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31st March 2025.
This report is made solely to the charity, as a body. My reporting work has been undertaken so that I might state to the charity's trustees those matters I am required to state to them in an independent examiner's report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity's trustees as a body, for my work, for this report, or for the opinions I have formed.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purpose of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination; or
-
the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable a proper understanding of the accounts to be reached.

The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
For the financial year ended 31st March 2025, the company was entitled to exemption from audit under Section 477 Companies Act 2006; and no notice has been deposited under Section 476. The Trustees acknowledge their responsibility for ensuring that the company keeps accounting records which comply with Section 286 and preparing accounts which give a true and fair view of the state of affairs of the company as at the end of the year and of its surplus or deficit for the financial year in accordance with the requirements of Section 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to accounts, so far as applicable to the company.

1. Accounting Policies
Basis of accounting
The accounts have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
Company Status
The Charity is a company limited by guarantee. The members of the company are the trustees named on page 1. In the event of the charity being wound up the liability in respect of the guarantee is limited to £1 per member of the charity.
Donations and grants
Income from donations and grants are included in incoming resources when these are receivable.
Resources expended
Resources expended are included in the Statement of Financial Activities on an accruals basis.
Fixed assets
Office furniture is written-off in the year of purchase.
Fund accounting
Funds held by the charity are either:
Unrestricted general funds - these are funds which can be used in accordance with the charitable objects at the discretion of the Trustees.
Restricted funds - these are funds that can only be used for particular restricted purposes within the objects of the charity.

The management of the charity is undertaken by volunteers. During the year travelling expenses of £207 (2024 - £323) was paid to one of the Trustees.

The funds
The general reserve represents free funds of the charity which are not designated for any particular purpose.
The charitable grants are monies received from other charities to assist clients of DIAL with specific needs.
Stay Well This Winter - is a Leeds Public Health/ Leeds Community Foundation project (1st November 2024 to 29th February 2025) offering holistic winter wellbeing support through home visits and small group meet-up sessions at indoor and outdoor venues to build social connections and support networks throughout the winter months.
Healthy-Connected-Supported is a Local Care Direct funded mental health peer support and antipoverty project for individuals with any type of impairment or health condition.
The Brelms Trust CIO is funding a peer support programme for individuals facing disadvantage and social welfare problems. It ran from 1st July 2021 to 30th June 2024.
Vulnerability and Carbon Monoxide Allowance (VCMA) is a Northern Gas Networks funded holistic utilities support programme for vulnerable individuals and households through one-to-one casework assistance.
CAF Happiness Cafe is a Charities Aid Foundation (CAF)/Scope fund provided a Connecting Communities Fund grant for Happiness Cafe social connections and wellbeing support. The project ran from 1st December 2022 to 31st March 2024.
Drop into DIAL - was a Jimbo's Fund project (1st April 2023 to 31st March 2024) for drop-in support sessions at the Denis Healey Centre community cafe and follow up casework through home visits and meetings in community locations including foodbanks.

The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
For the financial year ended 31st March 2025, the company was entitled to exemption from audit under Section 477 Companies Act 2006; and no notice has been deposited under Section 476. The Trustees acknowledge their responsibility for ensuring that the company keeps accounting records which comply with Section 286 and preparing accounts which give a true and fair view of the state of affairs of the company as at the end of the year and of its surplus or deficit for the financial year in accordance with the requirements of Section 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to accounts, so far as applicable to the company.

1. Accounting Policies
Basis of accounting
The accounts have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
Company Status
The Charity is a company limited by guarantee. The members of the company are the trustees named on page 1. In the event of the charity being wound up the liability in respect of the guarantee is limited to £1 per member of the charity.
Donations and grants
Income from donations and grants are included in incoming resources when these are receivable.
Resources expended
Resources expended are included in the Statement of Financial Activities on an accruals basis.
Fixed assets
Office furniture is written-off in the year of purchase.
Fund accounting
Funds held by the charity are either:
Unrestricted general funds - these are funds which can be used in accordance with the charitable objects at the discretion of the Trustees.
Restricted funds - these are funds that can only be used for particular restricted purposes within the objects of the charity.

5. Trustees Remuneration and expenses
The management of the charity is undertaken by volunteers. During the year travelling expenses of £207 (2024 - £323) was paid to one of the Trustees.

The funds
The general reserve represents free funds of the charity which are not designated for any particular purpose.
The charitable grants are monies received from other charities to assist clients of DIAL with specific needs.
Stay Well This Winter - is a Leeds Public Health/ Leeds Community Foundation project (1st November 2024 to 29th February 2025) offering holistic winter wellbeing support through home visits and small group meet-up sessions at indoor and outdoor venues to build social connections and support networks throughout the winter months.
Healthy-Connected-Supported is a Local Care Direct funded mental health peer support and antipoverty project for individuals with any type of impairment or health condition.
The Brelms Trust CIO is funding a peer support programme for individuals facing disadvantage and social welfare problems. It ran from 1st July 2021 to 30th June 2024.
Vulnerability and Carbon Monoxide Allowance (VCMA) is a Northern Gas Networks funded holistic utilities support programme for vulnerable individuals and households through one-to-one casework assistance.
CAF Happiness Cafe is a Charities Aid Foundation (CAF)/Scope fund provided a Connecting Communities Fund grant for Happiness Cafe social connections and wellbeing support. The project ran from 1st December 2022 to 31st March 2024.
Drop into DIAL - was a Jimbo's Fund project (1st April 2023 to 31st March 2024) for drop-in support sessions at the Denis Healey Centre community cafe and follow up casework through home visits and meetings in community locations including foodbanks.
Healthy-Connected-Supported 2024-25 - is a Jimbo's Fund project running from 1st April 2024 - 31st March 2025. It has an East Leeds focus and offer mental health peer support and anti poverty initiatives for individuals with any type of impairment or health condition. There are drop-in support sessions at the Denis Healey Centre and follow up assistance and casework through home visits and meeting in community locations including foodbanks across Leeds.
