DIAL LEEDS Vision
DIAL LEEDS is a very small but active grassroots charity that was established by volunteers in 1979 as a local Disabled People’s User Led Organisation (DPULO). We were the first such organisation in Leeds and one of the earliest to be formed in the UK.
The Management Committee, paid staff and volunteers are disabled people who sustain this unique community initiative built on the involvement of local individuals and supporters.
As a value driven organisation, we work with very diverse clients and continuously learn from the ingenuity, flexibility and experiences of disabled people and others facing disadvantage within our local neighbourhoods.
We aim to be representative of the people who use, or are likely to use our services including people with: physical and sensory impairments, learning disabilities/difficulties, mental health issues or long-term conditions.
We believe in rights, choices and opportunities for all within our community of interest for mutual benefit of everyone involved.
Our work has its roots in the social model of disability and ensuring equality, diversity and inclusion. The DIAL LEEDS model of service delivery is peer support where disabled people come together to support and provide services for other disabled people. DIAL LEEDS offers a friendly, safe and supportive environment for all disabled people.
We do this through direct lived experience, understanding, knowledge, skills and training.
We empower disabled people to overcome discrimination and disadvantage by raising awareness of abilities, choices, rights and opportunities. Our work is all about maximising choice and control for people over their lives. Alongside free support (through grant funding) we offer a variety of affordable pay for services for disabled people, carers and professionals delivered through lived experience of disability and long-term health conditions.
Everything that we do contributes to independent living, inclusion and empowerment. Currently we support around 300 disabled people and their families each year. We aim to increase our direct and indirect beneficiaries through further successful fundraising activities.

Chairperson’s Report April 2020 – March 2021
Like all other charities we entered this reporting year in the height of lockdown. DIAL LEEDS as a Disabled People’s User Led Organisation (DPULO) faced particular challenges linked to the coronavirus pandemic.
The majority of our staff, volunteers, trustees and service users are clinically extremely vulnerable to the risks of Covid-19. The others are clinically vulnerable.
The Denis Healey Centre where DIAL LEEDS is based had closed overnight on 18/03/20 to comply with the Covid-19 control measures. It was to remain closed for the entirety of the year covered by this report from 01/04/20 – 31/03/21.
Thanks to the flexibility and ingenuity of Kath and Mike as project workers and the volunteers we quickly switched from office based to home working in order to ensure the continuity of support for highly vulnerable individuals including foodbank users, people living alone without any source of help and those experiencing poverty.
Fortunately we were very lucky to receive the following grants that enabled us to change our way of working and kept DIAL LEEDS afloat at a time when many small charities were forced to wind up:

Charities Aid Foundation (CAF) Coronavirus Emergency Fund grant £7,688

Leeds Community Foundation Resilience Fund grant £10.000 (to help us to build resilience for organisational sustainability)

Leeds City Council Digitisation grant £685

Sir George Martin Trust £650 (for equipment and operational continuity

Neighbourly Community Fund (Heineken) £400 for supporting individuals socially during lockdown and meeting essential needs.

Leeds City Council MICE (Money In Case of Emergencies) £300
Without the speed and generosity of these funders DIAL LEEDS would have been in big trouble. As it was, we had the opportunity to develop Covid-19 secure ways of working both remotely and face to face for providing essential support and in response to emergency situations. We successfully managed to protect the health, safety and wellbeing of all our service users (as well as staff and volunteers). Everyone had access to sufficient food, medications and other essentials in addition to an all important source of social connection to counter isolation and loneliness.

Chairperson’s Report continued:
I am very pleased to report that DIAL LEEDS is a fully Covid-19 vaccinated organisation. Our staff and volunteers willingly had their vaccinations at the earliest opportunity and made good use of the essential health and social care worker scheme coordinated via Forum Central. This allowed us to safely support clinically extremely vulnerable individuals in their own homes as necessary.
Our Covid-19 learning and development work also helped us deliver the projects listed below both efficiently and effectively throughout 2020-21. Our project funding was equally essential for DIAL LEEDS sustainability and uninterrupted availability of services. We are extremely grateful to all our funders and individual donors for securing our future prospects in such a difficult year.
Likewise, the DIAL LEEDS staff and volunteers worked tirelessly, especially new Volunteer Driver, Andy Smith for keeping our organisation going through unprecedented times.
We remained fit for purpose and able to face the future with the determination and commitment that is associated with the DIAL LEEDS way!

Risk Management
The Trustees actively review the major risks which the charity faces on a regular basis and believe that maintaining reserves at current levels will provide resources in the event of adverse conditions. The Trustees have also examined other operational and business risks faced by the charity and confirm that they have established systems to mitigate the significant risks.

Objects of the Charity/Public Benefit
The Charity’s principal activity and Public Benefit is to ensure that disabled people are not disadvantaged through a lack of knowledge of their rights, or a lack of awareness of available opportunities and to provide support when needed to allow disabled people to express their needs and wishes effectively.
Reserves Policy
The Trustees have established a policy whereby the unrestricted funds held by the charity should represent 6 months of the resources expended, which in 2021/22 should equate to approximately £5,100. At present the reserves amount to £10,185 (2020 - £5,184).

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31st March 2021.
This report is made solely to the charity, as a body. My reporting work has been undertaken so that I might state to the charity's trustees those matters I am required to state to them in an independent examiner's report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity's trustees as a body, for my work, for this report, or for the opinions I have formed.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purpose of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination; or
-
the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable a proper understanding of the accounts to be reached.

The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
For the financial year ended 31st March 2021, the company was entitled to exemption from audit under Section 477 Companies Act 2006; and no notice has been deposited under Section 476. 1. Accounting Policies
Basis of accounting
The accounts have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
Company Status
The Charity is a company limited by guarantee. The members of the company are the trustees named on page 1. In the event of the charity being wound up the liability in respect of the guarantee is limited to £1 per member of the charity.
Donations and grants
Income from donations and grants are included in incoming resources when these are receivable.
Resources expended
Resources expended are included in the Statement of Financial Activities on an accruals basis.
Fixed assets
Office furniture is written-off in the year of purchase.
Fund accounting
Funds held by the charity are either:
Unrestricted general funds - these are funds which can be used in accordance with the charitable objects at the discretion of the Trustees.
Restricted funds - these are funds that can only be used for particular restricted purposes within the objects of the charity.

The management of the charity is undertaken by volunteers. During the year travelling expenses of £216 (2020 - £76) were paid to two of the Trustees.

The funds
The general reserve represents free funds of the charity which are not designated for any particular purpose.
The charitable grants are monies received from other charities to assist clients of DIAL with specific needs.
Moortown Foodbank Advice and Support Project (Extension) funded by Hesco Bastion/Jimbo’s Fund is an advice and support project for foodbank users of Leeds North Foodbanks which ran from 1st November 2019 to 30th April 2020.
Leeds South and East Foodbank advice and support project is an advice and support project for foodbank users of Leeds South and East Foodbanks which ran from 1st October 2019 until 30th September 2020.
Sir George Martin Trust is a capital investment in order to set up a peer support reiki service which will be added to our pay for services (Social Enterprise) for disabled people throughout West Yorkshire.
Community Confident! Funded by Northern Gas Networks & Northern Powergrid Community Partnering Fund is a peer support project that will use and share our knowledge, skills and life experiences to enable others to be confident, resilient and in control of their finances (incomings and outgoings) health and personal wellbeing which ran between 1st January 2020 and 28th February 2021.
Happiness Café extension funded by the Hesco Bastian Jimbo's Fund allows pop-up “cafés” providing a free source of peer support, mood boosting activities and social connections for participants and volunteers.
Actively Better funded by Liz and Terry Bramall Foundation Fund is a peer support programme to empower people with impairments and long-term conditions to eat better, be more active and engaged in taking care of their own physical health and wellbeing which ran from 1st May 2020 to 31st May 2021.
Charities Aid Foundation (CAF) Coronavirus Emergency Fund for social welfare support and poverty relief work throughout the Covid 19 pandemic.
Peer Power ! Funded by a Harnessing Power Of Communities (HPOC) grant from Leeds Clinical Commissioning Group (CCG) is a holistic health and wellbeing support project for Leeds North and West Foodbank users and local disabled people facing social and economic disadvantage which is running between the 1st July 2020 and 30th June 2022.
Resilience Fund Grant (Leeds Community Foundation) to support ongoing development and sustainability of charitable activities.

Stay Well This Winter funded by Leeds Public Health is a holistically focused user-defined peer support programme to empower disabled people and those with long-term conditions to be resilient and control their wellbeing. We will offer any combinations of social, emotional and practical support to ensure that individuals have the ability to stay warm this winter both remotely and face to face and ran between 1st November 2020 and 31st March 2021.
Happiness Café 2021/22 funded by Hill Dickinson Foundation Grant allows pop-up “cafés” providing a free source of peer support, mood boosting activities and social connections remotely and face to face in community locations for participants and volunteers which is running between the 1st March 2021 and 28th February 2022.

accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or

the accounts do not accord with those records; or

the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination; or
-
the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable a proper understanding of the accounts to be reached.

The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
For the financial year ended 31st March 2021, the company was entitled to exemption from audit under Section 477 Companies Act 2006; and no notice has been deposited under Section 476. The Trustees acknowledge their responsibility for ensuring that the company keeps accounting records which comply with Section 286 and preparing accounts which give a true and fair view of the state of affairs of the company as at the end of the year and of its surplus or deficit for the financial year in accordance with the requirements of Section 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to accounts, so far as applicable to the company.

1. Accounting Policies
Basis of accounting
The accounts have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011.
Company Status
The Charity is a company limited by guarantee. The members of the company are the trustees named on page 1. In the event of the charity being wound up the liability in respect of the guarantee is limited to £1 per member of the charity.
Donations and grants
Income from donations and grants are included in incoming resources when these are receivable.
Resources expended
Resources expended are included in the Statement of Financial Activities on an accruals basis.
Fixed assets
Office furniture is written-off in the year of purchase.
Fund accounting
Funds held by the charity are either:
Unrestricted general funds - these are funds which can be used in accordance with the charitable objects at the discretion of the Trustees.
Restricted funds - these are funds that can only be used for particular restricted purposes within the objects of the charity.

5. Trustees Remuneration and expenses
The management of the charity is undertaken by volunteers. During the year travelling expenses of £216 (2020 - £76) were paid to two of the Trustees.

The funds
The general reserve represents free funds of the charity which are not designated for any particular purpose.
The charitable grants are monies received from other charities to assist clients of DIAL with specific needs.
Moortown Foodbank Advice and Support Project (Extension) funded by Hesco Bastion/Jimbo’s Fund is an advice and support project for foodbank users of Leeds North Foodbanks which ran from 1st November 2019 to 30th April 2020.
Leeds South and East Foodbank advice and support project is an advice and support project for foodbank users of Leeds South and East Foodbanks which ran from 1st October 2019 until 30th September 2020.
Sir George Martin Trust is a capital investment in order to set up a peer support reiki service which will be added to our pay for services (Social Enterprise) for disabled people throughout West Yorkshire.
Community Confident! Funded by Northern Gas Networks & Northern Powergrid Community Partnering Fund is a peer support project that will use and share our knowledge, skills and life experiences to enable others to be confident, resilient and in control of their finances (incomings and outgoings) health and personal wellbeing which ran between 1st January 2020 and 28th February 2021.
Happiness Café extension funded by the Hesco Bastian Jimbo's Fund allows pop-up “cafés” providing a free source of peer support, mood boosting activities and social connections for participants and volunteers.
Actively Better funded by Liz and Terry Bramall Foundation Fund is a peer support programme to empower people with impairments and long-term conditions to eat better, be more active and engaged in taking care of their own physical health and wellbeing which ran from 1st May 2020 to 31st May 2021.
Charities Aid Foundation (CAF) Coronavirus Emergency Fund for social welfare support and poverty relief work throughout the Covid 19 pandemic.
Peer Power ! Funded by a Harnessing Power Of Communities (HPOC) grant from Leeds Clinical Commissioning Group (CCG) is a holistic health and wellbeing support project for Leeds North and West Foodbank users and local disabled people facing social and economic disadvantage which is running between the 1st July 2020 and 30th June 2022.
Resilience Fund Grant (Leeds Community Foundation) to support ongoing development and sustainability of charitable activities.

Stay Well This Winter funded by Leeds Public Health is a holistically focused user-defined peer support programme to empower disabled people and those with long-term conditions to be resilient and control their wellbeing. We will offer any combinations of social, emotional and practical support to ensure that individuals have the ability to stay warm this winter both remotely and face to face and ran between 1st November 2020 and 31st March 2021.
