TRUSTEES' REPORT
31st March 2025
The Trustees present their report and financial statements for the year ended 31st March 2025.
Objects of the Charity
The Charity was constituted under a trust deed dated 12th July 1999 to promote for the public benefit, and in
particular for the young (primarily through their own motivation and initiative), a safer and increased quality
of life through the prevention of crime and the protection of people of all ages and property from criminal acts;
to secure the advancement of education particularly amongst those between the ages of five years and twenty-
five years of age but also for the public benefit generally in all matters relating to crime and to alcohol, drug
Statement of Public Benefit
The Trustees believe that the objects of the Charity are compliant with the Charities Commission Guidance on
Public Benefit.
Appointment of Trustees
Details of Trustees can be found on page 1. The body of trustees shall consist not more than nine persons being
ex-officio trustees, nominated trustees and co-opted trustees. The ex-officio trustee shall be the incumbent
High Sheriff.
Organisation of the Charity
The Trustees hold at least one ordinary meeting per year which may be called at any time by the Chairman or
any two trustees upon not less than ten days notice being given to the other trustees. A special meeting may
be called at any time by the Chairman or any two trustees upon not less than four days notice being given to
the other Trustees of the matters to be discussed but if the matters include an appointment of a trustee or a
proposal to amend any of trust deed clauses, then twenty one days notice must be given. There shall be a
quorum when at least one third of the number of trustees or two trustees which ever is the greater are present
at the meeting. Every matter shall be determined by a majority of votes of the Trustees present and voting on
the question. The chairman shall have the casting vote.
Achievements and performance of the charity
The number of projects supported for the year 2024/2025 was 466. Since the first ever grant was made in 1999
Cheshire Crimebeat has supported 5,856 projects and over £500,000 has been given in schemes all across the
Cheshire Police area in the last 26 years with an excess of half a million young people benefiting directly or
indirectly.
Recognition
We wish to record our grateful thanks to Cheshire Constabulary for their ongoing excellent financial support
over the year, which has enabled Mark Watson, our Co-ordinator, to achieve another successful year as
described below. Thanks are also extended to all four trustees for their efforts this year as well.
Projects that prevent crime, and also those that assist victims of crime and help protect vulnerable and at-risk
young people remain at the core of the work that Cheshire Crimebeat supports.
Helping Neighbourhood Policing teams deliver their service to local communities is something Cheshire
Crimebeat has always done. We regularly fund projects that allow Officers to offer positive engagement by
way of community events.
Other projects this year have concentrated on reducing drug and alcohol misuse, Hate Crime, street & online
safety, road safety, knife crime and violence & intimidation against women and girls (VAIWG).

We have continued to support South Cheshire ABC (Amateur Boxing Club) this year, a group we previously
successfully nominated for the Queen's Award for Voluntary Service which they received in 2022. The club
received another High Sheriff Award this year for their ongoing excellent work. They are moving to new
premises in Crewe in 2025 and are very grateful for support from both Cheshire Constabulary and Cheshire
Crimebeat.
Proactively preventing crime is always a fundamental aim for Cheshire Crimebeat and during this this year we
have funded a number of Mini Police projects across the force, allowing young children across the county to
become involved in "policing' their local communities. Working with children at such a young age helps to
lower the risk of them entering criminality or becoming a victim of crime in the future.
The Mini Police from Kingsmead Primary School in Northwich were invited by High Sheriff Clare Hayward
MBE to take part in the Annual Legal Service at Chester Cathedral to mark the start of the Legal Year, where
they made an excellent impression. The Mini Police programme aims to increase trust and confidence within
both the young people and their communities through early intervention, the delivery of safety messages,
preventative education and long-term problem solving. Cheshire Crimebeat nominated the Kingsmead Mini
Police for a National Crimebeat Award which they won in March 2025, which was an excellent end to the
yeal.
Financial review and reserves
The Statement of the Financial Activities on page 6 shows that resources retained for future use at 31st March
2025 amount to £29,411 (2024: £18,665).
Grant Making Policy
The Trustees ask for grant applications through Parish Councils, Youth Justice Teams, Community Safety
Partnership, Probation Service, Youth and Church Groups, Cadets, Scouting Movement and Cheshire
Children's Service. Grant applications are reviewed on a monthly basis.
Risk Management
The Trustees have assessed the major risks to which the charity is exposed in particular those related to the
operations and finances and are satisfied that systems are in place to mitigate exposure to major risks.
Reporting Accountants
Mitchell Charlesworth will continue in office as reporting accountants for the ensuing year.

STATEMENT OF TRUSTEES' RESPONSIBILITIES
Law applicable to charities in England and Wales requires the trustees to prepare financial statements for each
financial year which give a true and fair view of the charity's financial activities during the year and of its
financial position at the end of the year. In preparing financial statements giving a true and fair view, the
trustees should follow best practice and:

select suitable accounting policies and then apply them consistently;
make reasonable and prudent judgements and estimates;
prepare the financial statements on the going concern basis unless it is inappropriate to
presume that the charity will continue in business.

Independent Examiner's Report to the Trustees of Cheshire Crimebeat
I report on the accounts of the Trust for the year ended 31st March 2025, which are set out on pages 6 to 11.
Respective responsibilities of trustees and examiner
The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities
Act 2011 (the Act) and that an independent examination is needed.
It is my responsibility to:
• examine the accounts (under section 145 of the 2011 Act);
• to follow the procedures laid down in the General Directions given by the Charity Commission
(under section 145(5)(b) of the 2011 Act); and
• to state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the General Directions given by the Charity
Commissioners. An examination includes a review of the accounting records kept by the charity and a
comparison of the accounts presented with those records. It also includes consideration of any unusual items
or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.
The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently
I do not express an audit opinion on the view given by the accounts.
Independent examiner's statement
In the course of my examination, no matter has come to my attention:
which gives me reasonable cause to believe that in, any material respect the trustees have not met the
requirements to ensure that:

proper accounting records are kept (in accordance with section 130 of the 2011 Act); and
accounts are prepared which agree with the accounting records and comply with the accounting
requirements of the 2011 Act; or

to which, in my opinion, attention should be drawn in order to enable a proper understanding of the
accounts to be reached.

1. Accounting Policies
In preparing the accounts the following accounting policies have been complied with:
a. The accounts have been prepared in accordance with Accounting and Reporting by Charities: Statement
of Recommended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (as amended for
accounting periods commencing from the 1 January 2019). The charity is a Public Benefit Entity as
The accounts are prepared in sterling, which is the functional currency of the charity. Monetary amounts
in these financial statements are rounded to the nearest f.
c.
The accounts have been prepared under the historical cost convention.
d. Investment income is recorded when receivable.
e. Gift Aid reclaimable on donations to the charity is included with the amount received.
f. Expenditure on grants is recorded once the Trust has made an unconditional commitment to pay the grant
and this is communicated to the beneficiary or the grant has been paid, whichever is the earlier. The Trust
has not made any grant commitments of more than one year.
g. Other expenditure is included in the accounts on an accruals basis.

Taxation
The Trust is a registered charity and accordingly is exempt from taxation on its income where it is applied
for charitable purposes.
Related Party Transactions
None of the trustees were paid any remuneration or expenses by the charity during the year (2024: None).
