Sellers Bankers: Lloyds Bank 8 Foregate Street Chester CH1 1XP Independent Examiner: Mr R Hall FCA Mitchell Charlesworth Accountants 24 Nicholas Street Chester CH1 2AU Registered Office: Cheshire Constabulary Clemonds Hey Oakmere Road Winsford Cheshire CW7 2UA 1. **CHESHIRE CRIMEBEAT TRUSTEES’ REPORT 31st March 2022** The Trustees present their report and financial statements for the year ended 31st March 2022. ## **Objects of the Charity** The Charity was constituted under a trust deed dated 12th July 1999 to promote for the public benefit, and in particular for the young (primarily through their own motivation and initiative), a safer and increased quality of life through the prevention of crime and the protection of people of all ages and property from criminal acts; to secure the advancement of education particularly amongst those between the ages of five years and twentyfive years of age but also for the public benefit generally in all matters relating to crime and to alcohol, drug and other solvent abuse at large in the County of Cheshire. ## **Statement of Public Benefit** The Trustees believe that the objects of the Charity are compliant with the Charities Commission Guidance on Public Benefit. ## **Appointment of Trustees** Details of the Trustees serving throughout the period can be found on page 1. The body of trustees shall consist not more than nine persons being ex-officio trustees, nominated trustees and co-opted trustees. The ex-officio trustees shall be the incumbent High Sheriff, the immediate past High Sheriff and persons on the roll of High Sheriffs from time to time for the County of Cheshire. The nominated trustees shall be appointed by Halton and Warrington Borough Councils respectively. Co-opted trustees shall be persons who through residence, occupation, employment or otherwise have special knowledge of the area of benefit or who are otherwise able by virtue of their personal or professional qualifications to make a contribution to the pursuit of the objects or the management of the charity. ## **Organisation of the Charity** The Trustees hold at least one ordinary meeting per year which may be called at any time by the Chairman or any two trustees upon not less than ten days notice being given to the other trustees. A special meeting may be called at any time by the Chairman or any two trustees upon not less than four days notice being given to the other Trustees of the matters to be discussed but if the matters include an appointment of a trustee or a proposal to amend any of trust deed clauses, then twenty one days notice must be given. There shall be a quorum when at least one third of the number of trustees or two trustees which ever is the greater are present at the meeting. Every matter shall be determined by a majority of votes of the Trustees present and voting on the question. The chairman shall have the casting vote. ## **Achievements and performance of the charity** The final number of projects supported for the year 2021/22 was 726. Since the first ever grant was made in 1999, Cheshire Crimebeat has supported over 3,816 projects. More than £490,000, has been given in schemes all across the Cheshire Police area in the last 23 years with in excess of half a million young people benefiting over that time, either directly or indirectly. ## **Recognition** We wish to record our grateful thanks to Cheshire Constabulary for their staunch support over the year and their generous funding of £20,000, which has enabled Mark Watson, our co-ordinator, to achieve such success over the year. Considerable work has been done this last year to support projects in Halton such as ‘Operation Gripped’ and ‘Kops ‘n’ Kids’ (now a trademark name) with projects specifically directed towards young people to tackle the problem of illegal money lending and ‘County Lines’ initiatives. This work has also received national recognition and awards for its success, having seen thousand of young people benefit from crime prevention and diversionary activities in Halton. PC Ian Hampson deserves great credit for all the work he has done in this regard. 2. **CHESHIRE CRIMEBEAT** ## **TRUSTEES’ REPORT 31st March 2022** ## **Financial review and reserves** The Statement of the Financial Activities on page 6 shows that resources retained for future use at 31 March 2022 amount to £37,822 (2021 £41,345). ## **Grant Making Policy** The Trustees ask for grant applications through Parish Councils, Youth Justice Teams, Community Safety Partnership, Probation Service, Youth and Church Groups, Cadets, Scouting Movement and Cheshire Children’s Service. Grant applications are reviewed on a monthly basis. ## **Risk Management** The Trustees have assessed the major risks to which the charity is exposed in particular those related to the operations and finances and are satisfied that systems are in place to mitigate exposure to major risks. ## **Reporting Accountants** Mitchell Charlesworth will continue in office as reporting accountants for the ensuing year. Trevor-Barnston 21.09.2022 3. **CHESHIRE CRIMEBEAT** ## **STATEMENT OF TRUSTEES’ RESPONSIBILITIES** Law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year. In preparing financial statements giving a true and fair view, the trustees should follow best practice and: - select suitable accounting policies and then apply them consistently; - - make reasonable and prudent judgements and estimates; - prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. - State whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the financial statements. The trustees are responsible for: - keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011. - - safeguarding the charity’s assets; - - taking reasonable steps for the prevention and detection of fraud. 4. ## **Mitchell Charlesworth** ## Accountants 24 Nicholas Street · Chester · CH1 2AU ## **INDEPENDENT EXAMINER’S REPORT** ## **TO THE TRUSTEES OF CHESHIRE CRIMEBEAT** ## **Independent Examiner’s Report to the Trustees of Cheshire Crimebeat** I report on the accounts of the Trust for the year ended 31st March 2022, which are set out on pages 6 to 11. ## **Respective responsibilities of trustees and examiner** The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the Act) and that an independent examination is needed. It is my responsibility to: - examine the accounts (under section 145 of the 2011 Act); - to follow the procedures laid down in the General Directions given by the Charity Commission (under section 145(5)(b) of the 2011 Act); and - to state whether particular matters have come to my attention. ## **Basis of independent examiner’s report** My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts. ## **Independent examiner’s statement** In the course of my examination, no matter has come to my attention: 1. which gives me reasonable cause to believe that in, any material respect the trustees have not met the requirements to ensure that: - proper accounting records are kept (in accordance with section 130 of the 2011 Act); and - accounts are prepared which agree with the accounting records and comply with the accounting requirements of the 2011 Act; or 2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached. The accounts have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (as amended for accounting periods commencing from the 1 January 2019). The charity is a Public Benefit Entity as defined by FRS 102. - b. The accounts are prepared in sterling, which is the functional currency of the charity. Monetary amounts in these financial statements are rounded to the nearest £. - c. The accounts have been prepared under the historical cost convention. - d. Investment income is recorded when receivable. - e. Gift Aid reclaimable on donations to the charity is included with the amount received. - f. Expenditure on grants is recorded once the Trust has made an unconditional commitment to pay the grant and this is communicated to the beneficiary or the grant has been paid, whichever is the earlier. The Trust has not made any grant commitments of more than one year. - g.
