Minutes of the 3rd Bramshill Scout Group 45th Annual General Meeting Held on Wednesday, 15[th] May 2024 at 18:00

The meeting was run under the March 2024 version of the Scout Associations Policy, Organisation and rules (POR)

Housekeeping, welcome and introductions

Ray Bunce introduced the meeting, explained that any fire alarms sounding were for real and attendees should evacuate the premises. He extended a welcome to all and thanked them all for their attendance.

Approval of Minutes for the 2023 AGM

Group Chair’s Report

GSL explained that the 3rds Chair, Nicola Mullins has been unable to get to tonight’s AGM meeting due to work commitments in Ipswich and as a result he would be standing in for her. Nicola had provided a report contained within the AGM Pack and sent a short message for tonight’s audience that she believes that the Scout Group is in a healthy position and looks forward to meeting members of the Scout Group during the coming year.

In the Chair’s absence GSL went on to describe the Change that was happening within the Scout Association.

The Scout Association’s vision for Transformation is:

‘We want to make volunteering with Scouts easier and more fun…

…so that we can attract more volunteers, and our current volunteers want to stay’.

The Transformation that the Scout Association (SA) propose will be a new team-based structure that is intended to spread tasks across an increased number of volunteers. Extra roles will be created that need to be filled with new volunteers. There is to be discussion and suggestions encouraged from current volunteers on tasks they think could be delegated. New job titles are to be created, and you will have already noted that our Exec. Committee has transitioned to a Trustee Board focusing on Governance of the group rather than running of the sections.

The planned introduction date is Autumn 2024 with a new Application to replace our current ‘Compass’ Management System. Mandatory training is still a requirement and a whole new set of training modules are being developed similar, we are told to current ‘Getting Started’ training modules. Previously members completed of 20 training modules to gain their leaders ‘Wood Badge’ but this is now to be made optional.

Treasurer’s Report – Claire Baker (Attached)

Accounts Audited independently by Susan Brennan. Income – £47,109 (£35,688 the previous year). Expenditure – £51,427 (£31,068 the previous year) The End of Year account balance was £48,518 (£52,835 at the start of the year).

Income was a little higher this year and was due to claiming Gift Aid and extra fundraising.

Expenditure was also a little higher this year and was due to the construction of an outdoor shelter, Hall sound proofing and an upgrade to lighting.

The Treasurer stated that she was happy to answer any questions on the accounts and submitted the accounts for Adoption by the Scout Group’s Council at the Annual General Meeting. The examiner of accounts, Susan Brennan has kindly agreed to continue next year. Therefore, she asked that we appoint Susan again for the Financial Year 2024/25.

There were no questions, and the adoption of the accounts was proposed by Clare Puttock and seconded by Julie Phillips-Stafford.

Claire stated that she was stepping down as Treasurer and the board but will still be around to help with the Yateley Road Races and the fundraising at the May Fayre. She thanked all for their support over the years and stated she had enjoyed her time with the Group.

Hall Report

Charlotte Buck our Hall Manager, whose report is contained within the AGM Pack, reported that the 3rd Bramshill Scout Hall is a hive of activity, serving a wide range of community groups and individuals. That the hall is almost fully booked but there is some availability for parties on Sunday afternoon and occasional hours during the week, please ask. She called on volunteers, saying that if you have the skills and the willingness to lend a hand, that we'd love to hear from you! By volunteering your time and expertise, you'll be playing a vital role in keeping our Lodge thriving. One of the improvements to our hall has been improved acoustics with phase one of our project to improve the main hall's acoustics complete, ensuring a more comfortable environment for everyone.

GSL Report - Ray Bunce

The GSL noted that his report is included within the AGM pack and said he would highlight some of the more notable points. In 2023 he reported that the 3[rd] had 130 youth members and this year (21[st] January 2024) he recorded a total of 149 youth members on the census return with a 70 to 30% split male/female. There is a need for new Leaders, and this is particularly relevant at Scouts where we need some female Leaders due the 30% of female Scouts we have.

The GSL said that 2024 will bring new challenges for us all in Scouting as we are about to embark on a Transformation journey as we work to transform the volunteer experience at Scouts, making it easier, more fun and more accessible for our existing volunteers, and people who are new to Scouts. Mike Dawson will be saying a little on this later.

Reports: Beavers, Cubs, Scouts, Kayaking, Shooting and Archery (Circulated within AGM pack)

All sections running smoothly with fantastic programmes, run by great leadership teams. Our Squirrel Drey has been a great success since its introduction last year. Our 3 Beaver colonies and 2 Cubs Packs are also doing a great job judging by the high youth numbers that attend week after week. Scouts are as popular as ever with large numbers. Nominations and Appointment of Trustee Board

The Trustee Board will consist of 6 members as follows:

Nicola Mullins, Charlotte Buck, Clare Puttock, Verity Ross, and Ian Puttock are approved Trustees, with Ray Bunce as an ex officio member. There is also the option to co-opt additional Trustee members as required.

The term of office is for 3 years and this will be their second year before reappointment unless they resign. There were no objections from the floor.

The quorum of Trustee meetings is set to 50% plus one and so 4 as we stand at present.

Presentations

Acting District Commissioner (for the evening) Mike Dawson

Mike Dawson introduced himself and apologised on Peter Day’s behalf that he was unable to attend tonight’s AGM due to travel disruptions. MD thanked the 3rds Leaders for their continued support to Scouting and commented that they are doing a good job judging by the youth numbers of the Group. In terms of support the 3[rd] was one of the better Groups in the District and that they had no concerns – low maintenance.

MD touched on the Scout Association’s new administrative systems stating that now everyone is a volunteer. He was pleased to hear that Ray and his team are actively working towards Transformation. The new system will be skills based and the previous training ways of working will change as this was seen as block to recruitment. The new software system will be rolled out later in the year, around September to a selected number of Counties to test the system out.

Finally MD thanked the attendees for their support.

Claire Puttock, the 3rds Fundraising person stated that she always needs people to help with fundraising particularly at the big events such as the Lions May Fayre. It is a lot of fun, it supports the Group and helps keeps subs down. Help can be for as little as 30 minutes.

Rayner – Scouting Worldwide has pledged 15 billion hours from 2015 to 2030 to sustainable development goals including clean water. Clean water saves lives and helps with the fight against Malaria, which for as long as anyone can remember, is a continuing issue because there is no vaccine. All funds raised are sent to scout groups in Africa who purchase bed nets to keep off the mosquitos.

Review of Previous Year

Standin Chair Report

Firstly I must report that our Group Chair of Trustees (Nicola Mullins) resigned October last year and we have been unable to recruit another. As a result, I am (Ray Bunce) standing in for the evening and as a uniform member of the Scout Association I am not eligible to be the full time chair person so we really do need a new Chair.

Much of the focus of Nicola’s work had been on the transition to a Trustee Board and separating operations from governance and compliance. This has been achieved in as much as we now have a separate Trustee Board and Operations group(s) but there is still work to be done. We do actively need to recruit more trustees and specifically a young trustee (aged 18-24) to join the board.

Largely thanks to Nicola also there is the beginnings of a comprehensive risk register which we will continue to work on and expand. Review of this will be much of what the new trustee board focuses on, as well as ensuring financial security and monitoring other governance and compliance issues.

The 3[rd] Bramshill Group continues to flourish, and it is thanks to the commitment of the (Volunteers) Leaders and Assistants that provide a fulfilling programme that is enjoyed by all.

Group Lead Volunteer (GLV) Report 2024 – 2025 Ian Puttock

Thank you all for joining us this evening and taking this opportunity to meet our Trustees, Leaders and other Members of the 3rd Bramshill Scout Group and to find out a little about Scouting. The formal part of this evening is the Annual General Meeting of the Group Council. This is the electoral body which manages the Group’s affairs and raises funds to support the Scouting activities of our Group. Without them any group fails to function.

The Section Leaders’ main function is to run the Scouting programme for the Squirrels, Beavers, Cubs and Scouts and we are always pleased to receive offers of help.

The AGM, however, is not your only opportunity to meet the Section Leaders, Volunteers and Members as you are more than welcome to come along to any of our meetings and witness first-hand the activities your sons or daughters are involved in. You never know you might enjoy it yourself! No matter what your background or experience is your time and skills help young people gain skills for life. By working together, and living our values of integrity, respect, care, belief and cooperation, our aim is to have a positive, safe and rewarding experience as volunteers for a movement we truly believe in.

I would also like to take this opportunity to thank our former Group Scout Leader Ray Bunce for all the hard work he has put into the Group over so many years. Without his continued dedication and support we would not be such a strong and healthy Group. It is after all “only an hour a week.” I look forward to his continued support as I start on my new Scouting journey. Ray, I hope I speak for all here, when I say you will always be our Group Scout Leader!

On our Census return in January this year we recorded 137 youth which is slightly down on last year. We have a 69% to 31% male to female split, which I think is amazing and I believe proves we continue to offer a wide and varied program that appeals to all.

Scouting does remain healthy, our Squirrel Drey (4-6 year olds) continues to thrive and we do have a waiting list. We still also have 3 Beaver Colonies, 2 Cub Packs and 1 Scout Troop. However with a Group of our size come new challenges including recruiting new leaders. If you would like to help or become a leader, please speak to me or any other leader. With having 2 Cub Packs there is the potential that a large number of Cubs will move onto our single Scout Troop. There is no limit set by the Scout Association on Troop size but there is however a practical limit where we can deliver and sustain a quality programme.

Sam Johnson and Amy Buttery run our Squirrel Drey with Nicole Johnson as an Assistant Beaver Scout Leader and Carolyn Gardner as a Sectional Assistant (Squirrels). Help at Squirrels is also provided by Chris Cole (Baggy), Rebecca Cole (Haiti) and Julie PhillipsStafford (Mole) who all have roles elsewhere in the Group.

Our three Beaver Colonies (2 on Tuesday and 1 on Wednesday) are run by Julie PhillipsStafford (Mole and Paul Woodford (Squirrel). On Tuesday for the Forest Colony, Julie (Mole) is assisted by Paul (Squirrel), James (Wolf) and Emma (Hedgehog). Squirrel runs the other Tuesday Colony; Copse and he is assisted by Mole, Wolf and Hedgehog. Our Wednesday Colony, Woodlands is also run by Mole and she is assisted by Jude as a Sectional assistant and Hedgehog.

Akela Adam runs the Tuesday Cub Pack with the support of the Tuesday Cub Scout Leader Verity Ross, and Sectional Assistant Claire Davies with additional help from Clare Puttock

Akela Holly runs our Thursday Pack and is assisted on a regular weekly basis by Rob Joyner, Gemma Puttock, Arwen Stowe and Alison Slater as Sectional Assistants with additional help being provided by Richard and Paul and Sam from Scouts.

Help at Cubs is also provided by Chris Cole (Baggy) in his role as AGSL(Cubs)

The Scout Troop is still run by Paul Ruddick even though he is also our District Commissioner. Help at Scouts is provided by Alastair Swaffer in his role as AGSL (Scouts), Chris Mead and Sam Puttock as Assistant Scout Leaders. We also have Ian Bateman, James Easty, Jim Blackmore and Kirsty Small as Sectional Assistants (Scouts) helping at Scouts.

I would like to thank them all on your behalf for all their efforts particularly as they have had to undergo training themselves. It goes without saying that they are all much valued members of the teams and as volunteers in Scouts, we are proud to help young people step up, speak up, dream big and gain the skills they need for life. Thanks to them our young people find their place in the world, learn to believe in themselves and make a difference to their communities and society.

2025 continues to bring new challenges for us all in Scouting as we continue on our Transformation journey. The Scout Association vision for Transformation is:

We want to make volunteering with Scouts easier and more fun… …so that we can attract more volunteers and our current volunteers want to stay.

So we are going to be working to transform the volunteer experience at Scouts, making it easier, more fun and more accessible for our existing volunteers, and people who are new to Scouts. A part of this work includes aligning with good practice governance from Charity Regulators by changing the name, purpose, and membership of Trustee Boards (previously Executive Committees).

In our own Group we have an exciting challenge/opportunity thanks to funding provided by both the Government and Hart District Council, who have awarded us a grant to assist in the funding of phase 2 of our Lodge extension plan which will hopefully see us able to improve our kitchen and toilet facilities and provide more meeting and storage space within The Lodge. I am sure Ray will provide further information both in the Chairpersons report and at the meeting. All we need now is a concerted effort from our Scout Family (parents and leaders) to help raise the additional funds required to complete the project.

Squirrels Report 2024-25 (Chris Cole)

Squirrels is our new section for young people between the age of 4 – 6 years who meet every Monday. We celebrated our first birthday in November. They are very much part of the Scouting family with a red uniform and lots of badges to earn. Meetings start off with sitting in a circle and each Squirrel tells their friends what exciting things they did last week. There is often a story from a book which then leads into activities - crafts are very popular. We try to spend as much time outside in our enclosed garden – or in the fields behind the hut. Last year, the Squirrels spent a day at Cub and Beaver Camp – and will do so again this year.

We have an amazing team of new volunteers, with help and guidance from Mole (Julie), Rebekah and Baggie. We took the decision to limit the size of the group (called a Drey) to a maximum of 15 - you can imagine a group of excited 4-6 year olds is quite hard work. The sad thing is that there is a waiting list, with many who won’t be able to join.

We desperately need new volunteers to help set up more Dreys - either in our Group or down the road at the 9[th] Group. Please speak to Mole of Baggie if you are interested.

Forest, Copse & Woodland Colonies Julie Phillips-Stafford

What a year we’ve had! We’ve worked towards 18 different badges during the past year which had us learning how to look after ourselves and our money, build shelters and tie knots. We did some cooking as well as trying foods from around the world, found out what our Beaver friends do outside of Beavers and learnt some important first aid.

We had a great time at camp where 23 of us tried rafting, campfire cooking and caving in a bus! As well as singing round the camp fire and playing wide games with the cubs.

We have another exciting year planned including camp in a couple of weeks time. Beaver numbers remain good and we are looking forward to welcoming more Squirrels moving up to us. We are looking forward to the longer days when we can get back outside again and continue to earn lots of badges which I know the parents love sewing on to jumpers!

At Christmas we said a sad farewell to Falcon as work commitments meant he could no longer continue with us. I would like to thank the other Beaver leaders Squirrel, Wolf, Hedgehog and Fox, without who we wouldn’t have such an exciting time and also thank the youth who have supported us whilst completing their Duke of Edinburgh’s award.

Tuesday/Thursday Cub Pack Report – AGM 2025 Adam Buttery

A variety of different activities and skills have been seen throughout Cubs this year. Both Packs are still well linked running the same activities across both sessions allowing for more effective planning and resourcing. Tuesday numbers are around 23 and Thursday are around 31.

Cubs badgework this year included; Pioneering, Disability Awareness, International, Hikes, an evening of the Cubs creating Christmas Wreaths to take home, a celebration of Burns night including dancing and games, Local Knowledge, Money Skills including raising over £200 for charity, Gardener, Environmental Conservation and Backwoods cooking. Cubs continue to learn new skills and challenge themselves in different ways through the variety of activities that can be offered.

The Cubs also took a trip to Aldershot for a night of doughnutting on their normal session evening. This was a well-received event with a good turnout for both packs. The Cubs all had a great time and many of them pushed themselves outside of their comfort and were so proud of themselves for it.

We sadly did not get enough interest in the district level Cub events such as Top Trumps evening or Scrapheap Challenge.

Camp in 2024 was at Lyons Copse and was focused around Spy Games. It was enjoyed by 25 Cubs. This year we are planning to go to Paccar Scout Camp near Chalfont St Peter. The programme for this is complete and we currently have 22 Cubs attending. Activities include; crate stacking, caving, nightline as well as more traditional activities such as; orienteering, pioneering, first aid, bushcraft and team building skills. The theme this year will be based around Teamwork.

Archery and shooting continue to be offered to the Cubs on a Friday evening, with good interest. Kayaking club is now up and running on a Monday and a Friday evening down on Hawley Lake, and this continues to have a good turn out with 11 Young People attending Kayaking on our first Friday back for this year.

A big thank you must go to the leadership team; for Tuesday that is Ian (King Louie) who continues to give great support to the whole team, Verity (Rama), Clare Puttock and Clare Davies (Chil) and our young leaders; Charlotte S, Callum, Jonathan and Charlotte C. For Thursday that is Holly (Akela), Rob (Kaa), Sam (Mang), Gemma (Grey), Arwen and young leaders; Jason, Toby, Harry and Isla. We are also always thankful for the ongoing support of Paul (DC), Alison (Raksha) and Chris (Bagheera).

If any parent can spare a few hours every few weeks on a Thursday or a Tuesday evening, please speak to one of the Leadership team. It is extremely rewarding to be able to help young people develop and with enough volunteers we can do more activities outside of the hut.

Scout Report 2024 – 2025

Paul Ruddick – Skip.

The troop is a very healthy size at 43 scouts, 2 young leaders and 7 adult volunteers. Firstly, I would like to say a particular thank you to all the adult volunteers who give up their time to help with the troop without you it would not be possible. We are lucky enough to have had a few leaders join us this year-but we always have space for more.

In no particular order many thanks to – Ian, Jim, Verity, Kirtsty , James, Ray, Sam. And Chris,

We have had 2 youth members achieve their Gold Award in 2023-24 and fully expect this trend to continue going forwards.

We have been on camp several times this last year – we took 15 scout’s and 6 leaders to Corf Scout Camp on the Iisle of Wight for Summer Camp in May 2024, we took the train, ferry and local busses to make our trip there and back - it was a brilliant camp.

Some of the troop took advantage of a District trip in October 2024 to Belgium for 5 days, where we spent time at WW1 memorials and battlefields, we also were able to spent a day with a Scout Group from Belgium.

Winter Camp for February 2025 this year was at Hillside Scout Camp, thankfully the weather was much drier than the previous year, we went for a 20k hike, spent a morning in Brighton and played lots of games.

We have attended and won Team 1[st] Place at the District Archery Competition again this year making it 3 years in a row the 3rd scouts have won this prize. We also attended the District Air Rifle Shooting Competition and had a team enter the District Rafting Competition which was great fun.

Locally we have been working on environmental projects helping in laying seeds on the local verges in conjunction with a local project.

We have lots more camps planned for this Summer and Frylands Wood is our next destination in the first week for the summer holidays, where we will camp for 5 days with 20 scouts attending.

As mentioned, we have a large troop we could always use more help to give the Scouts the best experience we can.

3[rd] Bramshill Cub & Scout ‘Kayak & Canoe Club’ - AGM Report - May 2025

The 3[rd] Bramshill Scout Group has been members of the Hawley Lake Sail Training Centre for many years and so we were able to offer kayaking on both a Monday and Friday evening from just after Easter last Year until the summer break. We had around 20 young people taking part in both kayaking and canoeing on the Lake and I am pleased to say it was enjoyed by all who took part.

We had both wet and sunny evenings but all I can recall are those beautiful sunsets with their rays dancing over the water.

In order to offer the opportunity of regular kayaking & canoeing to our ever-increasing numbers of Cubs and Scouts, a team of ‘qualified adults’ is needed; without these dedicated Leaders and Parents we could not run the activities. Please do let us know if you can help in any way.

We have recently started the 2025 season and are looking forward to sunny evenings at Hawley.

3[rd] Bramshill Archery Club Report 2024 – 2025

The Archery Club has been running since September 2016. We currently have six qualified instructors within the Group.

We run on Fridays between 7.30pm and 9pm (sometimes taking a break for our shooting club). Numbers were reasonable last half term and both our Cubs and Scouts did very well in the District Competitions.

The sessions allow some time for coaching and an opportunity to improve on technique and scores as well as playing a variety of games including the pizza game, noughts and crosses and the numbers game.

We have also used balloons and playing cards as targets. It has been great to see both the improvement in technique and scores as the weeks go by.

We would like to see a few more regularly attending (it only costs £1 a session).

Archery Group Skills Instructors;

3rd Bramshill Air Rifle & Pistol Shooting Club Report 2024-2025

As you will likely be aware our Club now meets in blocks alternating with our archery club at our Lodge on Fridays during term times between 7.30pm and 9pm.

We have a small core of regular youth shooters who continue to improve their skill levels and we are always pleased to welcome new members. The club is open to all Group members and cost just £1 per session to cover the consumables.

During the year some of our shooters have entered the District Cub and District Scout Rifle Shooting competitions with much success. Unfortunately, for a number of factors we haven't been able to enter any County competitions, but we remain hopeful for the future. Hampshire Scouts have an excellent history in the sport and there are number of Hampshire Scouts that shoot nationally.

We are fortunate to have 5 qualified Range Officers/Instructors which enables us to run these sessions and I would like to thank them all for all their efforts, particularly as they have had to undergo the National Small-bore Rifle Associations (NSRA) training themselves. So that is Ian Puttock, Julie Phillips-Stafford, Paul Ruddick, Verity Ross and myself, Ray Bunce

Treasurer’s Report for AGM – Wednesday 21[st] May 2025

The Accounts for the financial year 1st February 2024 to 31st January 2025 have been audited by an ‘Independent Examiner of Accounts’, as required by the Scout Association and the Charity Commission. The accounts were Approved by the Trustee board on 8th April 2025 and are now presented for Adoption by the 3rd Bramshill Group Scout Council at the AGM.

INCOME

Our INCOME was £43,002 (£47,109 the previous year). This includes:

£6,940 from our Hall users and Lettings.

£3,987 retained from Subs.

£3,323 raised at the May Fair and Christmas Market

£3,548 raised from selling Christmas Trees

£2,886 raised from other sources, e.g. the Easy Fundraising, Hart Lottery, Gig on the Green, Yateley Fireworks Fiesta, Yateley Road Races etc.

£3,265 from donations. A very special thanks to James White, Nicola Mullins, Semper Fidelis Masonic Lodge and Clare Puttock to name a few.

Income was down by just under 9% (£4.1k) compared with last year. But income still performed well when compared to the last 5 years (up 13.5%).

Some reasons for income being down during this financial period are:

Poor weather at the Yateley May Fayre, which is one of our largest fundraising events.

No Gift Aid was claimed during this financial period.

The general economic climate of the UK.

EXPENDITURE

Our EXPENDITURE was £49,938(£51,427 the previous year)

Running costs included:

£22,148 Hall Costs, including utilities, insurance, maintenance, broadband and cleaning.

£2,446 for Badges, Neckers and Leaders’ uniform, training and general administration.

£5,306 Group Expenditure (This includes updating and maintaining equipment) £9,788 for Camps and other Scouting activities.

Activities:

All additional activities ran to budget. No additional group funds were needed to supplement them, i.e. the costs were all covered by the payments received specifically for these events.

Larger purchases:

£2,969 New tents. £1,333 Trailer maintenance. £1,428 Garage door repair.

£4,640 Supply and fit 2x air source heat pumps into the main hall.

The new Air Source Heat Pumps in the main hall were installed during this period and are immediately apparent that heating costs in the hall are much lower. We hope to see a return on this investment after just a few years.

We have switched our energy provider during this financial year in order to save money and are currently investigating a solar/battery system investment to save financially over the mid to long term.

The Capitation Fee is the money that we pay for each member towards the running of District, County and National Scout Associations. This year it totaled £8,762 (£6,844 last year).

The End of Year account balance was £41,650 (£48,518 at the start of the year). This includes a reserve of £15,000.

I can confirm that 3[rd] Bramshill Scout Group has no debts nor are we owed any significant amount.

I can confirm that 3[rd] Bramshill Scout Group, registered charity number 1076895, has met all of its financial reporting obligations in alignment with ‘The Charity Commission’/’HMRC’.

Looking Forward:

With a second consecutive year of a drop in bank balance, the general cost of everything rising and the economic uncertainty within the UK, it is my opinion that 3[rd] Bramshill Scout Group should raise its ‘subs’. The rise in subs payments should align more with the true cost of Scouting and to reflect the inflationary costs over the past few years. Going forward, the subs should coincide with inflation figures according to annual rates of changes in the CPI. This would therefore ease pressure on fundraising efforts which historically has been an increasingly major part of income to the group.

We also hope to continue with ‘Phase 2’ of our extension to the building. We hope that by using a mixture of our own funds, coupled with funds from a government grant, we should be able to erect the shell of the extension by the end of 2025.

3rd Bramshill Hall Manager Report 2024-2025

The 3rd Bramshill Scout Hall is a hive of activity, serving a wide range of community groups and individuals.

Hall Usage:

Hall booking activity has maintained consistency with the previous year. We receive frequent inquiries for weekday evenings, however, these times are already reserved for 3rd Bramshill activities and our established user groups.
