financial statements of the charitable company for the financial year from 1 January
2025 to 31 December 2025. The annual report Se￿e$ Ihe purposes of both a Tru5teas'
report and a directors, report under Company law. The Trustees confirm Ihat the annual
r8port and financi81 s181ements of Ihe charitable company comply with the current
statutory requirements, the requ1￿MentS of the charitable coMpan￿S governing
documem and the provisions of th8 Statement of Re¢Thmended Practice (SORPI
applicable to charilies preparing their accounts in accordan￿ with thè Finana81
Reporting Standard applicable in th8 UK and Republic of Ireland (FRS102 March

Since the company qualifies as small under sed¢on 382 of ihe Companies Act 20C6,
the strategic report required of madium and large companies under the Companies

TRUSTEES
The Trustees named on the Legal and Administrative Infomation page have served
during ihe period of the accounts. Appointment of Irustees is govemed by the trust
deed of the charity. The Boarcl of Trustees a￿ authorised to appoint new trust8e8 to
fill vac8neieg 8ri$ing through rèsignation or death of an existing trustee. No trustee
resigned and one tnjstee joined during the financial year, therefore the number of
trustees servino on the gov8ming body 8t 31 December 2025 incrèased lo seven.
OBJECTIVES AND ACTIVITIES
Bexley Crossroads Care Limited is 8 charitable company limited by guarantee. and its
objects are for tha public benefit, the relief of carers and peopte who are in need by
re8$ons of ag8. ill heamh and disability, in Part￿Ular but not exclusively those living
alone, ty providiro a range of support service8 deliv8r8d by community based staff
and volunteers. The areas of bènefit shall be the London 8orough$ of 88xley,
Greenwich. Lewisham and surrounding areas. The provision of care to vulnerable
people in addition to other activitie5 undertaken has directly contributed to the
achievemert of our objectives during the y88r.
The charity's strategy is to achièvè its 8ims and objectives by providing h￿h qualty
sepiitss to individuals living wtthin the aforementioned ar8as and to identify and
inty8as8 the number of carers we support.
STRUCTURE. GOVERNANCE AND MANAGEMENT
Thè goveming document of the chafrty is the reviséd Articles of Association os
amended by special resolution dated 27 November 2017. with the consent of the
Charity Commission dated 23rd March 2018 and subsequenl ratrfication by the Boartl
dated 23rd April 2018. Under th8 Articles of Association thè minimum numb8r of

trustees is four and the maximum is seventeen. The charity appoints new trustees
when required to str8nohen the board and replace retiring tru51ees. New trustees 8r8
required to attend bri6flng sessions as part of their induction and are provided with
relevant goverrrance information and links to the Charity Commission 8nd olh
appropriate governance bodies. All trustees have an opportunity to attend relevant
training ses$ion$ and events lo support their wofessional development.
The Board of Trustees are responsible for setting the $tratègi¢ direction and policy of
the charity and are SUPPCKted by the Finan￿ and General Purposes Commillee. The
Chief Executive attends Board meetings and stts on Ihe o)mmrttee but has no voting
rights. A scheme of delegation is in plac8 and day to day responsibility for the provision
of services rests with the Chief Executive. The Chi8f Executive is responsible for
8nsuring that the charity deliver5 the services and that key performance indicalors are

The 8rr8ngements for setting pay and ￿MUneration of the charity's key management
Person￿1 is dètermined by the Finance and Gen8ral Purposas Committee. Th8 main
criteri8 used is an agreed p8rcentage of salary which is in line with olher employees
of Ihe eJ)arity.
LEGAL STATUS
The charlty is a company limited by guarant88 and has no share capital. In the event
of the tharily being wound up, the liability in respect of the guarantee is limited to £5
Par trust88 of the tharily.
RELATED PARMES
The charity is 8 ￿twork partner of Carers Trust and is governed under ils framework
for policy and strategy. The charity wcfk5 With stakeholders across its oper8ting
boroughs in the pursuance of its chantable obj8¢tives.
RISK REVIEW
The Trustees aro responsible for identfying, 8ssessing. managing and conducting
periodic reviews of the major risks to which tha charity is exposed. Potential risks 8r8
r&vi8wed at the F&GP and board meetings èath quarter and ara continually assessed,
with th6 possible impact on finances considered.
Operational risks are urKler cc￿￿tant review. Service delivery processes have been
implomonled to safegu8rd th8 health arKI ￿lfare of staff, volunteers and clients. Due
to the nature of our cornmunty work wilh vulnerable clients, we conlinue to apply
robusl infection control procedures lo mitigate risks to our clients and workforce.

Income and financial 5uslainability. which could be impacted by the loss of signrficanl
packages of care, changes in local govemment policy aff8Cting grants and conlract
funding and loss of incomè from trusts, is monitored continually and compared lo
budgelad forécasts. The organisation has a medium-term strategy lo diversfy its
servic6s and mitigate some of these risks, whilsl taking measures to ensure Ihe
ongoing financial sustairobilily of the charity is sound.
Inflation is a fijndamental concern,. some incoming resources may not keep pace with
infi8tion as grants 8re generally awarded for 8 fixed sum over the duralion of the
contr8Ct. V¥hilst we try to negoliale provisions for inflation at the outset, this is not
always possible or the economic outlook foreseen, hence we have set asid8
percentage of reserves to mitigate thi$ risk for existing contracts and arrangeménts,
to enable us to keep salaries under constant r8viw4.
Data protection and compliance is of paramount Importance. The Chief Executive is
responsible for ensuring the organi581ion complles with GDPR requirements. All key
staff undertake regular Irainiro, receive periodic updates and monitor pro¢es$es. IT is
outsourced and we continue to invèst in the security of online data.
Legislation relating to employmenl matters are under constsnl review., the charrty
receives alerts of changes in regulations pgri¢JdKally and subscribes to a professional
h8lpline.
Safeguarding cxjr benefactors and vulnerable dKnts is integral to ttie ￿ltUre of the
charity, and we have been evaluated as 'good' at the most recent CQC inspection. We
gnsure staff receive ade(pJ8te training. shadow experienced members of staff as
required and attend supervision and review meetings at regulsr int8rvals.
The Busiross Continuity Plan (BCPJ was updated in September 2025 and 15 revi8wed
periodically. This addresses potential incidents that could limit Ihe charity's abilty to
operate effeciively, including cyber security.
Reputation risk within the care sector and events outside our control are monilor8d on
8 regular bBsis. INe have a good reputation for providing high quality care and try to
mitigat8 this risk by maintaining a high profil• through Social media. slak8holder
pr8sent8tions and nO￿orking events across wr operating boroughs.
Govornanc8 and regulaty matters are reviewed regularly,. int8mal ¢xntrols and
processes are docyJmented to Myentify whi(* raporting guidelines 2nd tirnesc41es must
be adhered to.

RESERVES POLICY
The Trustees, who are also directors of th8 charity for company 18w purposes, are
responsiblè for th8 sound financial rnanagerneni of the charity. Th6y ensure that Ihè
charty will remain able to fulfil its obligations as they fall du8 and have considered the
level of rèservés thay wish to retain appropriate lo the charity's na8ds.
The policy is to hold fre8 raS￿Ve$ to cover expènditure 8nd 8nsLJre the charity will bo
able to Ix)ntinue to fu5fil its charitable objectives, even rf there is a t￿porary shorffall
in income. based on the Charity's size and the le¥el of commitments hèld. This pol
is Constantly under review hav¢ng regard to the d￿ThjIng finan¢ial, regulatory and
comp6titlV8 environment in ￿¢ch we OFerate.
Our short-tem objective is to Tetain quality staff respond quickly lo change8 in our
client portfolio. in order to miligale some furxlirvJ risk and continue to provide core
services lo vulnerabb people. Furthérmore. a tolerance of plus or minus 10% is
applied to budget projections. For the purposes of short-tem financial managemenl,
the trustees seek to ensure that working capital is in line with the policy of holding free
resources, SLrfli¢ient to fijnd at least four rnonths ongoing unr8slricted expendilufy and
to wver a decline in incoming resources, increases in expanditure due to highèr than
anticipated inflation, support operational ov8rhe8ds and provid8 core services in
challènoing timas.
Aspirational objectives and ihe business strategy are both fundamental when
as$8ssing whet is an Optimal level of reserves. It is our objective to retain support
core and specific s8rvices which benefit vulnerable individuals within the boroughs in
which we operate for a period of two years, whiLsl alternative or cont1rK￿li0n funding
is sought.
Total fund5 held at the end of the year wer8 £554.961. This total includes £14,147 of
r8Strict8d funds, which will be used within Ihe next financial year, and £2Th),IM) of
designated funds which are delailed in nol8 12 on page 24. Freè r8serv8s. available
for Ihe Trustees to spend as they see fit, thèrefore exclud8 Ih8S8 reslricled and
designated balances, and also the value of funds held in tangible fixed 8ssets and
longer temi fixed asset investments. The charitable ¢ompanls free reserves al 31
Dec8mb8r 2025 ther8fore stood at £241,025 (2024: £307.336).
INVESTMENT POLICY
Th8 Trustee's polry is to invest in low risk short tenn assets offering 8 guaraftieed
rate of retwn. with inslitutions regulated by tha Financial Conduci Authority. A due
diligenc8 8nd approval process is adopted for each institution that funds ar8 plsced
wrth. The maximum investment with any one institution is Ihe financial limil of
protection afforded by the Finan¢ial Services Compensation Scheme prevailing or
likely to prevail al th8 maturily date.

ACHIEVEMENTS AND PERFORMANCE
This has been a challenging year. operatfftg wrthin a politically and financially
demanding health and social ¢8rè sector. have continued to deliver a diverse
range of adult and children's servicos to individuals living withn our three operating
boroughs. This car8 is community based and provides support, all6vialing some of the
multiple pressures borne by unpaid carers in accordanc& with Ihe charity's objectivès.
All key contracts and grants were mèasured evaluated at quarterly monitoring
meetings with funders and key p8rfom8nce indicators were met. The organisation
continued to develop services in the followtng areas to support individuals and famili8$,
adding social value..
12.051 hours of cnre support delivered to 96 carers and the person they care
for. supporting around 192 pèople in total. Core hours ¢Yecreased slighlly from
the previous year dug lo cost-of-living cha118nges and staff ¢apacity. We are
proud that all clients received an exeèptional level of e£re and support
throughout th8 y88r due to Ihe dedicaiion of our care staff.
Our befrionding service ¢ontinued to play a vttal role in reducing isola*ion end
bnelinéss, improving wollbeing and woviding practical arNI emotional 8UPPOrt
to older people across our operating l>oroughs. The service offers regular,
meaningful befriendlng contact with trainèd voluntews helping individuals
maintain social connections and independencfj within their communities.
During the year, 71 volunteer befrienders delivered 11,440 hours of ditBct
support to 88 lonely or isolated older p8cple, These figures r8flect tha
Si9nrficant level of engagement provided to individuals demonstrating toth tho
consistency of the service and the ccqnmitment of volunte8rs in mainta¥)ing
regular contacl wilh individuals who may othernvis8 experience Social isolation.
This support includes face to face meetings, tebphonè calls, outings and social
gath8rings. We organis9d monthly lunch groups for befriended individu813 8nd
befr*8ndors to come together, which were well 811ended with an 8￿rage of 20
Part￿￿pants. The Christmas lunth was held at the Star at Sid¢>Jp Plac8 and w6
would like to express our Since￿ thanks and gratitude to NSM Servi(*s Ltd for
their generous contribLrtion towards the cost of this event and to SId￿p BID
for kindly donating 40 Christmas themed biscuit tins to our guests. We would
also like to extend our sincere thanks to the Pearly Queens of Bexl8y and
Groemyich who were g￿5t$ on the day arKI I￿1r generous donations in
support of our charily.
Our ageing well service supported carers and older people Iivlng with frailty,
usin9 a Compassionale, trathma-infomied approach r8cognising the impect of
life expèfienc85, loss and changing health on wellb8ing.

contacts with clients end carers. providing timely advice, reassurance and
Conlinuity of support. Strong partnership working with local health
professionals and our voluntary sector partners ensured 8 joined-up ar
person-c*ntred model of care, with clear Communit￿li0n supporting tim81y and
appropriate interventions.
Our work aligns closely with NHS prevention frameworks, includng th8 focus
on early intervention. integrat￿1 and personalised support outlined wilhin
the NHS Long Tem Plan and Int8graled Care System priorit￿$. From a wider
Perspective, our Irauma-informed approach has g8neraled C￿ar value for
money., reducing the need for 8m8rg8ncy interventions, fK>SPital stays 8fKI
high8r-COSt hèalth and social care services. Our servic8 has halped lo ease
pressure on local health￿re Systems while improving quality of lffe for carers
and older peoplè. The s8rvsce continue5 to deliver meaningful and measurablo
impact by promoting independence, preventing crisis sstuations end supporting
ongoing wellbeing Through compassionate engagement, slrong partnership
arKI proactive early intervention, our servic8 is helping car8rs and older people
to age well, while contribuling to more resilienl and sustainable heatth and care
services across the London Borough of Bexley.
As 8 partner of the One Bexley Adult Social Cara ccn80rtium's five-y8ar
contf8Ct with the London Borough of Bexl8y, our Trusted A$$es$ors
completed approximately 259 (xrers, assessment$ and reviews during the
reporting y88r.
The Trauma project which is fundad by The Nattonal Lottery over a five-y98r
term cornmenced in September 2023. Tr trauma counselling seNsce
provided structured trauma-informed th8rapeth￿ support to unpaid carers er
those they care for who have Previously suffered trauma, responding to
increa$8d18v81s of emotional distress, txjmulativè trauma and carer bumout.
Throughout the year. 48 individ(*l cliènts a￿essed seprfice receivin9
tolal of 413 therapeutic cnunselling sessions. This represents an average of
8.6 sessions per client, reflecting thè dopth arKI complexity of need presented
and the importance of sustained, relalional support in trauma recovery. The
service was delivered flexibly to suit clients, IndNidual ciroJmst8nLXS, With 238
in-person, 171 oTrlin& and 4 telephon8 Sessions undertaken 81 various
localions to 48 individuals throughout the year, The volume and intensity of
$8ssions delivered by our thr88 counsellors underlined the growing demand
and the critic81 role our trauma counselling service plays in supporting unpaid
carers. mental health an¢J resilients.

opportunities to our care staff, who undertook 386 hours of external training
over 31 courses which were relevant to their professional development.
FINANCIAL REVIEW
The Statem8nt of Fin8ncial Activities shows an operatlLin81 d8fiGit of £63,534 in the
year ended 31st Dacember 2025 (2024 surplus.. £2,116). Total rosen489 at the end of
the year were £554,961
GOING CONCERN
After making apwopriate enquiries, the Twstees have 8 ra8sonable expectation that
the company has adequale ￿sour￿S to continue in op8rational exist&nce for the
foreseeable futurè. For this reason, we continue lo adopt the going ￿1n￿n basis in
preparing thg financial staterngnts.
PRINCIPAL FUNDING SOURCES
The wincipal sources of funding to facilitate the provision of Care and deliver carers
respite services within the community in accordance with our obj8Ctives were received
from gr8nts and contracts awarded by The London Borough of Bexley and The Royal
Bofough of Greenwich. Funding was award&J by Th8 National Lott•ry for a traum8
service, the London Borough of Bexlay and the NHS South-Ea$t London ICB (Bexley)
for a frailty practitioner post through the 'Better Care Fund, whith had beèn def8rred
and utilised during this r8POrtino year, Carers Trust (in collaboration with gas
distribution netwofk) to alleviate fuel poverty for unpaid carers. the London Borough of
Bexl8y 'Household Support Fund, lo supwrt vulner8ble individuals within boro
of Bexley and extemal funding was provided from a variety of smaller sch8mes.
Individuals, who self-funded their care seTvic6s equaled to 340A) of overall income.
FUNDRAISING ACTIVITIES AND DONATIONS
Fundraising events have been imp8ded in recent years by Ihe general economic
environment, however wg continued to r8ceive funds from the Bexley Community
Lottery. where support8rs purchase lottery tid<ets in exchange for the aPp￿UnitY to
win subst8nlial Prizes. We anticipate that fundraising opportunities wlll be limsted in th8
forthcL)ming financial year. due to the cU￿ant economic faQors.
We hav8 received unrestricted on8-off donations from several donors and 8 restricted
donation towards the cost of th8 t)efrionding Christm85 lunch. W8 would like to ewèss
our thanks to all donors for their generosity.
VOLUNTEERS
The b8friending service provides companionship end effeclivè suppcrt lo older people
who may have expèrienced a signrfic8nt lrfe event lo become active. reduce thè risks
of isolation and enhanc8 Ihelr qualiiy of Ime with ¢ontlnued health and well-b8lng. Our
aim is to ensure okler Feople have 8 groat8r sense of confidence, choice and control

in their Itves wtth an OPPDrtunily to make wider connactions. The sèrvice continu8s to

communty, with opFL)rtunilies to attend and participate in odivities rf they so wish.
Our trauna project, funded by The National Lottery provides appropriate therapy and
counselling sgsstons required to support older people Ihrough adverse experiences
wilh recovery arKI healing.
The charity has benefitted from Ihe support of 71 unpaid volunteer befriend8fS each
bringing 8 range of skills and life experiences, many of whom have helped us support
local residents since this servic8 commenced n 2012. This valuable service could only
operate because of the tree lime given by volunteerg, their willingness to foster
m8aninofiJl r8lationships, ensuring th8t vul￿rable and isolated indlviduals felt
supported and were cont8cled on a regular basis.
The Board of Truslees would like lo express Ih8ir gratitude and thanks to all volunte8rs
for their continugd support lo the charily. and for the 11,440 direct hour6 of voluntary
assislance donated. We arp unable to translate this directly into monetary values, but
an approximate value of Ihis equates to £139,682.
PLANS FOR THE FUTURE
Our primary o*'ective is lo improve the lives of carers and those th8y care for, whilst
ensuring those we support, includiro our staff, are safe and well, We will continue to
ensure that staff have th& coffect equipment. Iraining, re$ources and assistance to
provide a reliable service in which the vulnerable people we care for feel confKlent and

thal individual circumstances are diverse arKI that there are $ignrficant b8nefrts in
optimising work and life balance.
We aim lo pursue and dev91op strong relationships, working closely in partnership with
other organisations to provide Specialis￿ and co$t4ffecaive s8rvices.
We implemented a strategy in 31 March 2024 to develop servitxs and extend our
provision to Carers and people with support ne8ds, including carers who are self-
fund8rs and those in r8c8ipt of ￿rSOnal budgets or direct payments to improve Iheir
he8Kh, Y￿11-being and Inde￿ndenCe.
Our objective is to raise 9reater awaren88s of carars, issues and increase publ
understanding of issues that Garers face on a regular basis. During the next fInar￿la1
y88r, the charity plans to increase st8ffing arKJ volunteer capacity whilsl maintaining
robust infection controls to support staff and clients. In the lonoer ierrn, the charity
plans to diversify and extend its services offered to clients with an a¢Jditional range of

regulated end non-regulated services a￿0$5 all operating areas. There has b8en no
signrficant expendilure on fulure income generation during the period.
FACTORS OUTSIDE THE CHARIry'S CONTROL
The risk register was updated in June 2025 and is reviewed by the B08rd regularly.
Risks fall into six categories.. govemance, people, quality, serNic8, GDPR and finance,
with lh8 lik81ihood, impact and consequ8nc8s highlighted and actions d¢xurnent￿.
We (y)nlinued to monitor staff and adhere to best practice irf6¢t1(￿ cx)ntrol procedures.
Th8 wearing of PPE remains in Place and risk assessrn8nts are undertaken with
individual diènts. All Colleagues are given regular upd8t8s on guidan(% and attend
training on inf8Ction ￿ntrol risk as part of our wo￿loTc￿ develo￿ant.
Inflation and ￿st of living pressures are a concern and ther8fore salari&$ and budgets
are under constant review. We have sufficient reserves to mèet oblioation$ for the
foreseeable future and aim to ensure remuneration levels for fronlline c8re support
staff are pr8servefJ.
The charity operates within a challenging seclrx in which sudd8n eh8nges to care
pack8g8s or social care contracls could impact finane6s r8dically. The charity has liltla
direct influence over the levels of funding available from trusts and local authoriti65 or
thè criteria arKI strategies adopted by funders for detemining th8 allocation of

People's Pension), contract directly with the pansion company. The charty ojntributed
3% of qualifying salaries to this pension scheme throughout the financial period, and
