The Trustees present their report for the period, together with the independently
examined financial ststements of the charit8ble company lor the shortened period of
accounl from 1 April 2022 to 31 December 2022. The annual report seples tha
purposes of both 8 Trustees, report 8nd a directors, report under company law. The
Trustees corfinn that the annual report and financial statements of Ihe charitable
company cornpty with the current statutory requirements. the requirements of the
charitable companvs goveming doojment and the wovisions of the Ststement of
Recommended Practice (SORP) applicable to charities preparing their account$ in
£c¢ordancè with the Financial Reporting Standard applicable in thè UK and Republic
of Ireland (FRS102 March 20181.
Since the company qualifies as small under section 382 of the Companies Act 20c￿,
the strategic report required of medium and large companies und8r the Ccfflpanies
Act 2006 (Strategic Report and Directors, Report) Regulations 2013 has been
omitted.
TRUSTEES
The Trustees named on the Legal and Administrative Information p8ge have served
during the period of the accounts. Appointment of trustees is goyemed by the trust
deed of th8 charity. The Board of Trustees are authorised to appoint new trustees to
fill vacanaes arising through resignation or death of an existing truste8. One trust88
resigned and one trustee joined during the financial period. therefore the number of
trustees serving on the governtng body at 31 December 2022 remamed at five.
OBJECTIVES AND ACTIVITIES
Bexley Crossroads Cwe Limited is a charÉtable cornp8ny limited by guarantee, and its
objects are for the public benefit, the relief of carers and people who are in rÉed by
reasons of age, ill health and disability, in particular but not exclusivety those livirHJ
abne, by providing a r8nge of support servic*s delivered by community b8sed staff
and volunleers. The areas of benefit shall be the London Boroughs of Bexley,
Greenwth, Lewisham and surrounding areas. The provision of care to vuherable
people in eddition to other activities undertaken has directly contributed to the
achievement of our objectives during the period.
The charity's strategy is to achieve its aims and objectives by woviding high quality
affordable servic8S to individuals living within the aforernentioned areas and to identify
and increase the number of carers we support.
STRUCTURE, GOVERNANCE AND MANAGEMENT
The goveming document of Ihe charity is the revis8d Articles of Association as
amended by special resolution dated 27 November 2017, with the consent of the
Charty Commission dated 23rd M8rch 2018 and subsequenl ratrfication by the Board
dated 23 April 2018. Under the Articles of Association the minimum number of
truste8s is four and the maximum is sevanteen. The charity appoints now trustaes
when required lo strengthen the board and replats retiring trustees. New trustees are

required to attend briefing sessions as part of their induction and 8re provided with
relevant governance infomiation and links to the Charity Commission and other
appropriate govemance bodies. All trustees have an opportunty to altend relevant
training sessions arKI events to SUpp￿t their professional development.
Th8 Board of Trustees are responsible for setting the strategic direction 8rKI policy of
the charity and ￿ supported by the Finance and General Purposes Committee. The
Chief Executive attends Board meetings arKJ sits on the committee but has no voting
rights. A scheme of delegation is in p18ce and day to day responsibility forthe provision
of seryices rests with the Chief Executive. The Chief Executive is ￿SPonSible for
ensuring that the charity delivers the services and that key Performan￿ indic￿Or$ are
met. The charty is also known by its trading nam8 'Crossroads Care South East
London..
The arrangernents for setting pay arKI remuneration of the charity's key management
personnel is determined by the Finance and General Purposes Committee. The main
critèri8 used is an agreed Fercentage of salary which is in line with other employees
of the charty.
LEGAL STATUS
The charty is 8 company limited by guarantee end has no share capital. In the event
of the charity being wound up, the liabilty in respect of the guarantee ig limited to £5
trustee of the charty.
RELATED PARTIES
The charrty is a nelwork partner of Carers Trust and is govem8d under its framework
for policy arKI strategy. Th8 charity has links with other voluntary sector organisations
across our operating boroughs in the pursuarre of its charitable objectives.
RISK REVIEW
The Trustees are responsible for identrfying, assessing, managirvJ arKI conducting
periodic ￿vIewS of the major risks to which the charity is exposed. Polential risks are
reviewed at the F&GP and board meetings each quarter and are continually
assessed, with the possible impact on finances considered.
Operational risks have become more predominant following the pandemic. Service
delivery processes have be8n adapted to safeguard the health and welfare of staff,
volunteers and clients. FollowiThJ central government guidance in February 2022, tha
introduction of 'Living well with Covid, and the easing of restriclions we adapled our
processes lo risk assessments on all service delivery, face lo face 8ssessments and
phased return of colleagues to head office. Due to the nature of OLf community work
with vulnerable clients we continued wilh robust infedion cortrol procedures induding
weekly LFD testing and reporting as well as appropriate wearing of PPE on a case by
case basis to mitig8to risks to our clients and workforce.

Incom8 and financial sustainability, which could be impacted by the loss of signrficant
packages of care, changes in local government policy affecting grants and contract
funding and loss of income from trusts, is monitored continually and compared to
budgeted forecasts. The organisation has a m6dium-t8rm strategy to diversify its
seprfices and mitigate some of these risks, whilst takino measures to ensure tP
ongoing financial sustainability of the charty i8 s￿nd.
Infiation is a fundamental concem", sorne tnconing reSoUr￿S may not keep pace with

responsible for 8nsuring the organisation complies with GDPR requirements. All key

Legislation relatng to employment matters are under constant review. the charty
receives alerts of Ch￿g&S in regulations periodically and subscribes to 8 professional
helpllne.
Safeguarding ￿r benefactors and vulnerable cli8nts is integral to the culture of the
charty, and we have baen evaluated as 'good' at the most racent CQC inspectK)n. We
ensure staff receive adequate training, shadow expèrienced members of staff as
required and 8ttend supervision and review meetings St regular intervals.
The Business Continurty Plan (BCP) was updated in February 2023 and 15 r8viewed
every 3 months. This addresses polential Inc￿entS that could lim it the charity's ability
to operate effeclrvely, inckKling cyber security.
Reputation risk wilhin the care sector and events outsid• our control are rnonitored.
We have a good reputation for providing high quality affordab￿ c8re and try to mitigate
this risk by maintaining a high profile locally, on social medis, at events and by
networking.
Govemance and regulatory matters are reviewed regularly,. intem81 controls and
processes 8re documented to identify which reporting guidelines and timescales must
b8 adhered lo.
Systems and procedures to manage the above risks are implement8d to minimise any
potential impact on the charity, should those risks malerialise.

RESERVES POLICY
The Trustees, who are also diredors of the charty for company law purposes, are
responsible for the sound financial management of the charity. They ensure Ihat th8
charity will remain able to fulfil its obligations as they fall due and have considered the
level of reserves they wish to retain appropriate to the charitlg needs.
The policy is to hold tree reserves lo cover experKliture and ensure the tharity will ba
able to continue to fulfil its charit8ble objectives, even rf there is a temporary sh￿411
in income, based on Ihe charity's size and the level of commitments held. This policy
is constantly under review having regard to the changing financial, regulatory and
competitive environment in whith we operat8.
The short-tem outlook is a critical congideration and our objective 15. to ret8in qualty

assessing what is an optimal level of reserves. It is our obj'ective to retain and support

Total reserves held at the end of th8 period were £616,963.. of whith £35,648 w8S
restricted and will be used within the next financial ye£r. £172,856 was designated"
£123,787 as a provision for fedund8ncy and employmont costs and £49,069 as 8
provision for pandemic related costs.
INVESTMENT POLICY
The Trustee's policy is to invest in low risk short t8rm assets offering a guaranteed
rat8 of retum, with institutions r8gulated by the Financial Condud Authorty. A due
diligence and approval proce55 is adopted f(￿ each institution that funds are placed
with. The maximum investment with any one inslitulion is Ihe financial limit of
protection afforded by the Financial Services Compensation Scheme prevailing or
likely lo prevail at the malurily date.

ACHIEVEMENTS AND PERFORMANCE
This has been a challenging period, operating within a polilically and financially
demanding health and social care sect￿. We have continued to deliver a diverse
r8nge of 8dutt and children's services to individuals living within our three operating
boroughs and provided 14.628 hours of direct care to 208 vulnerable indivlduals and
unpard carers. This support is community based and provides $￿pOrt, alleviating
some of the multiple pressures bome by unpaid carers in accordance with the charitvs
objectives. All key contr8Cts and gr8nts We￿ measured and ev81u8t8d at quarterly
monitoring meetings with funders and key perfomance indicators were met. The
organisation continued to d8V8lop seniices in the following areas to support irKlividuals
and farnilies, adding social value:

exceptional level of care and support throughout the period due lo t
dedication of our care staff.
Ouf voluntew tefriending $8rvic8 continued to operate, providng regular
support to SOCi811y isolated and vulnerable individuals. We delivered 6,480
hours of direct support and made approximately 78 telephone calls to 72 lonely
or isolated older people in order to reduce their social isolation. Furthemiore,
we organised monthly kjnch groups which We￿ well attended with an average
of 25-30 participants The Christmas lunch was held at the Anchor in Bexloy
and we would like to express our sincere Ihanks and gratitLxYe to Friends of
Baxley CIC for once again funding this event.
This is the final year of 8 S-year funding grant awarded by City Bridge Trust for
our older carers project. The easing of restriclions in early 2022 enabled
comrnunity face to face contads and 8 range of therapeutic workshops to be
re-started. We undertook n8twork events to increase awareness of the older
carers service Fyoviding information advice and support to 249 older carers
and their families through a series of face-to-face, online, telephone and social
media sessvJns which included 65 ongoing wèlfare Checks. We received 43
new referrals 8nd reported outcomes include improved confidence. health,
physical and ernotional wellbeing, logether with financi81 benefits. We have
delivered 18 one off chair-based exercis8 classes, chat groups, information,
and advice sessions to 148 indrviduals and maintained 8 comprehensive
infomialion zone on our website. We have collaborat&d with other local
org8nisations to deliver informalion and support sessions including a regular
carers infomialion hub at Bexlgy libraries and facilitated monthly online support
groups for older carers and individuals.

Vle undertook 144 Carers, assessments and reviews during the period as part
of a three-year conlr8cI with the One Bexley Adult Social Care consortium and
an additional 69 carers, assessments and reviews on 8 Spot basis outside of
the contractual arrangement. Trusted assessors undertook 82.5 hours of
training throughout the reporting period.
We ernployed a cm?munity*ased frailty practition8r, funded by the Better
Care Fund to improve the pathway for older people and their c4r8rs who
present symptoms of frailty. During the reporting period w• received 15
referrals specifically relating to frailty and undertook a combined lotal of 30
assessments and reviews. Frailty is an in(x8asingly common condition which
often renders older people who are vulnerable to adverse outcomes,
consequently the initial screening and follow ups have 8nabl8d us to work with
older Feople and their families lowards positive outcomes. These intetventions
by cornmunity care colleagues supported the avoidance of hospital
admissions, enabling the oldar person to remain in the community ¥KI stay as
independent as possible.
We were the18ad p8rtner of the ifyDF Care Qualrfications partnership, workiThJ
with Skills for Care, who invested £277,905 throughoui the period, improving
staff skills via digrtal modules and learning programm8S Wlthin the social care
sector, benefitting 742 candidates from 56 partner organisations.
We invested £10,403 provKling extensive upskilling and developmert
opportunities to our care staff, who undert¢)ok 375 hours of external training
over 19 courses ￿[ch were relevant to their profession81 development.
FINANCIAL REVIEW
The Statement of Financial Activities shows an operational deficit of £69,823 in the
nine-monlh reporting period to 31 st December 2022 {2021-22 surplus. £17,758). Total
reserves 8t Ihe end of the period were £616,%3.
GOING CONCERN
Afler making appropriate enquiries, the Twstees hav8 a reasonable expectation that
the company has adequate resources to continue in OFerational existence for the
for8see8ble future. For this reason, we continue to adopt the going concern basis in
preparing the financial statements.
PRINCIPAL FUNDING SOURCES
The principal sources of funding to facililate the Pfovision of care and deliver c8rers
resplte Services within the community bn accordance with our objectives were re¢8Ned
from grants and contracts awarded by The London Borough of Bexley, NHS South-
East London CCG (Bexley) and The Royal Borough of Greènwich. We also received

funding from the London Borough of Bexley to support the organisation and csrers in
respect of Covid19 expendrture. Funding was awarded by City Bridge Trust to fund an
'Older Person's Community Development Officerf. Income from Ihe Borough of Bexley
and the NHS Soulh-East London CCG {8exley) for a frailty practitioner post and tk
provision of additional respite services through Ihe 'Better C8r8 Fund, was deferred
previously and utilised durng this reporting period. Extemal fundng was also awar(Jed
from a variety of smaller schemes. Individuals. who seff-furKSed Iheir care servic8S
equated lo 38% of overall inexrfne.

FUNDRAISING ACTIVITIES AND DONATIONS
The abilty to pursue fundraising events was impacted in fec4nt years th to the
pandemic and the annual charity ball, which is our largest fundraiser, was cancelled
in 2020, 2021 and 8gain in 2022. We Cont￿Ued to receive funds from the 88xley
Community Lottery, where SUPPOrters purchase lottery tickets in exchange for the
oppOrtUn￿Y to win substantial prizes.
We have received unrestricted one-off donations from several donors 8nd would like
to express our th8nks to 811 of th8 individual donor5 in 8ddriK>n to Friends for Bexley,
the Bexley Mayors Charity Appeal, NSM, Wates Group, St Pauls Column Lodge and
Heathfield Court for their generosity. We would 81s0 like to thank Morrisons, Erith for
their continued gfft in kind.
We Bnticipate that fundraising opportunities will be limited to some extent in the
forthcoming financial year, due to current economic factors.
VOLUNTEERS
The befrlending service providès companionship and encouragement to older people
who live within our three operating boroughs. The servh? addresses the reduction in
isolation and loneliness, and helps vulnerable individuals stay as mentally and
physically fit as p055ible. Our aim steadfastly remains giving older people a greater
sense of confiden￿, independence and well-being that gives them more choice and
control in their lives. Our befriending service continues to be delivered within the
indrviduals own home, by weekty telephone contact or in the community, with
opportunities to attend and participate in activities as a th8rap8Utic model. The
demand for this service is high with a Constant flow of referrals. however post
pandemic th& recruiting of volunteers has bec￿me more challengiro.
The charity has benefrtted from the support of 81 unpaid volunteer befri8nders
throughoui the period, primarily to operate the befri8nding sorvice. This valuable
service can only be operated because of the free time given by volunt88rs and their
willingness to adapt and ensure that vulnerable and isolaled individuals wer8
supported and contacted regularly. Trustees would likè to expr8SS their gratitude and
thanks lo all volunteers for their continued support to the charity, 8nd for the 6,480
direct hours of voluntary assistance, 78 hours of telephone calls and 462 combined
hours at events. We are unable to translale Ihis directly into monetary values, but an
approximate value of this equates to £E6,690.

Our primary objective is to improve tr￿ lives of carers and those they c8r8 for. whilst
ensuring those we supp)rt and staff are safe and well. We will continue to ensure that
staff have the corred equipment, training, resources and assistance to provKle 8
reliable service in which the vulnerable people we c4re for feel confident and
protected. We fimly believe attracting and retaining the best care slaff arKJ Prov￿1ng
an excellent service that is perscllali5ed for dient5 individually is fundamental to tha
organisation's purpose, ethos, and sUC￿$s. We recognise that supporting {￿r

Our objective is to raise greater awareness of carers, issues and incre8se public
understsnding of issues that carers fa￿ on a daily basis. During the next financial
year, the charity plans to maintain its robust infection controls to support staff and
dients, adhering to current government guidance. In the longar term, the charity plans
to increase staffing and volunteer capacity, diversrfy and extend its services offered to
clients with an additional range of r8gulat8d and non-regulaled servic8s across 811
operatirKJ areas. There has been no significant expenditure on future income
generatK)n d(rin9 thg period.
FACTORS OUTSIDE THE CHARl￿s CONTROL
Th8 risk register was r8viewed in February 2023 and is reviewgd by the Board
regulady. Risks fall into six categories.. gov8mance, people, quality, service. GDPR
and financ8, Wrth the likelihood, impact and consequent%s highlighted 8rvJ actions
documented.
The Covid19 vrus h8s affected the demand and 8vailability of staff to deliver Core
services bul has rL)t had 8 significantly detrimental impact on our abilrty to sustain
income streams. We ￿ntInued with our weekly later81 flow testing for all
colleagues lo support our robust infection controls throughout Ihe reporting period and
have a designated Covid 19 fund to financially support colleagues who tesi positive.
The mechanism for reporting weekly tesling also changed from ADASS to Cap8city
Tracker once a month. in accordance with the central governments initiative 'Livi
Well with Covid, The wearing of PPE remains in place with appropriato risk
assessments on a case by case basis with Cl￿ntS.

Inflation and cost of living pressures are increasing and therefore salaries and budgets
are under constant review. We have sufficient reserves to meel obligations for the

staff are preserved.
The ch8rty operates within 8 ChaI￿nging $8Ctor in which sudden chang8S to care
packages or social care contracts could impact finances radicalty. The charity has little
direct influence over th6 lev61s of funding available from trusts and local authorities or
the uiterkq and strategies adopted by funders for detemining the allocation of
resour￿$ and monrtoring requirements. Social f8Ctors inctuding media infjuence,
social media 8nd the perception of charities, atlitudes towards charit8ble giving arK1
changes in government18gislation are also outside the charitls control. Other factors
that could have a bearing on the charitls ability to athieve its objecttv8s include
developments in technology and increases in the number of providers within the soci81
rAre sector.
STATEMENT OF TRUSTEES, RESPONSIBILITIES
The Trustees (who are also directors of Bexley Crossroads ca￿ Limited for the
purposes of company law) are responsible for prepariro th8 Trustee's report arKI the
financial statements in accordance with applicable law and United Kingdom
Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Company law requires the Trustees to prepare financial statements for each financial
year. Under company law the Trustees must not approve the financial statements
unless they are satisfpd Ihat they give a true and fair view of the slate of affairs of the
charitable ¢>)mp￿Y and of the incoming resources and application of resources,
including the income and expenditure of the charitsble company for that period. In
preparing Ihese financial statements, the Trustees are required to..

As the Trustees of the Company (arKI its directors for the purposes of company law)
you are responsible for the preparation of the accounts in accordance with the
requirements of the Companres Act 20CE {'th8 20C6 Act,).
Having satisfied myself that the accounts of the Company are not required to be
audited under P8rt 16 of the 2006 Act and are eligible for irmlependent exam ination, I

Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102
March 2018), the Financial Reporting Standard applicable in the UK and Rapublic of
Ire18nd (FRS102) and the Companies Act 20C6.
Bexley Crossroads Care Limited meets the definition of a public benefit entity ￿der
FRS 102. Assets and liabilitias are initially recognised at historical cost or tr8nsactDn
value unless otherwise stated in the relevant accounting policy.

The trustees assess whethw the use of going concern is appropriate i.e. whether there
arè any material uncertainties related to events or Lx)nditions that may cast signfficant
doubt on Ihe abilrly of the tharitable company ID tontinue as a going wncern.
The trustees make this assessment in respact of a period of at least one year from the
date of aLrthorisation for issue of the financial statements.
The impact on operations of Covid19 has been minimel and whilst acknowledging the
uncertaintEs that remain, the trustees are CL)nfident that the impacl in the coming year
will remain tow. Care is an important area of the charity sector and has become even
more crucial during the pandemic, and as a result the first quarter of 2023 does not
show a signrficanl reduction in income. There have been, and will u)nlinue to be, some
additional Covid19 related ￿$t$, for example payments to st8ff for isolating and other
pandemic related operational costs whith will continue to be met in the foreseeable
future from a designated fvnd.
Prudent for8casts have teen prepared for the coming year, taking ihe above into
account, and using ihe assumption th8t the charity will be able to continue to provide
services, even in the event of significant chan9aS to current pandemic guidance which
result in restrictions or lockdowns being reintroduced.

Status
The company is a company limited by guarantee. The directors of the company are
the Trustees named on the Legal and Administrative Infomation page. In the event of
the Company being wound up, the liability in r8SPgCt of th8 guarantee,is limited to £5
per member of the company.
2.4 Fund Accountin
Gen8r81 funds are unrastricted funds which are available for use at the discrelion of
the Trustees in furtherance of the general obJ"ectives of the charity and whith h8V8 not
been designated for olher purposes.
Designated fvnds Cwiprise unrestricted funds that have been Sat asido by the
Trustees for particular purposes. The aim and use of each designated lund is set out
in the notes to the financi81 statements.
Restricted funds arefunds which are to be used in accordan(* with specific restrsctions
imposed by donors or which have been raised by the charity for particular purposes.
The costs of raising and administering such funds are charged against the specific
fund. The aim and use of each restrided fund is set out in the notes to the financial
Statements.
2.5 Income
All income is r8cognised once the charity has entitlement to the income, it is probable
that the income will be received and the amount of incnme receivable can be
rneasUr￿ reliably.
Donated services are recognis8d when the ch8rity fec8lV8S the service. The charity
benefits from the help of volunteers who are befrienders. In accordan￿ with the
Charities SORP IFRS 102), general volunleer Ime is not recognised and further
infom8tion is contained within the Trustee's report in respect of th8Fr contribution.
2.6 Ex
ndrture
Expenditure is recognised once there is a legal or constructive obligation to transfer
economic benefit to a third party, it is probable that 8 transfer of economic b8nefils will
be requTrd in settlement and the amount of the obligation can be measured reliably.

The Company is considered to pass the tests set out in Paragraph 1 Schedule 6 of
the Finance Act 2010 and therefore it meets the definrtion of a cherit8bl8 company
for UK corporation tax purposes. Accordingly, the Company is potentially exempt
from taxation in respect of income or caprtal gains received wrthin categories
covèred by Chapter 3 Part 11 of the Corporalion Tax Act 2010 or Section 2&8 of thg
Taxation of Chargeable Gains Act 1992, to the extent that such incomo or gains are
applied exclustvely to charitable purposes.

All assets costing more than £1,000 are capit81ised.
A review for imp8innent of a flxed asset is carTied oul rf events or (*anges in
circumstances indicate that the carrying value of any fixed Ssset may not be
recoverable. Shortfall$ between the cArying value of fNed assets and their
recoverable amounts are recognised as impaim)ents. Impairment losses are
recognised in the Statement of Firrancial h£tivities irworating income 8nd
expenditure account.
Tangible fued assets are carried at cost, net of depreciation and any provision for
impaiment. Depreciation is provided at rates caSculated to write off the a)st of fLxed
assets, less their estimated residual value, over their expected useful lives on the
following basas..
Computer equipment- 20% straight line
Furnilure and fixtures - 20% straight line
Office equipment - 200h straight line
2.9 Investments
Investments include Ixsnds or term d8POSrts held for Iwelve months from the date of
investment. This includes notice dep)sit accounts requiring notice of more than 90
days from the date that funds were deposited into the account. All investments are
approved by the Finance and General Purposes Commitlee.
Interest on funds is includ8d when eamed and th8 amount Can be mèasured reliably
by the company.
Investment income, gains and losses are allocated to th8 appropiiate fund.

The company enrols eligible employees into a defined Contribution pension scheme
and the pension charge represents the amounts payable by the company to the fund
in respect of the p8riod funded by contributions from employee army employw. New
and existing employees who were or who became eligible to join but were not in the
pension sGh8mè at 1 April 2020 were automalic81ty enrolled inlo the scheme un18SS
they exercised their right to opt oirt of scheme membership.
Employees joining pension scheme OFerated by B&CE {sch8me name: The
Péople's Pension). contr8Ct directly wilh the pension company. The charity made a
contribution of 3% of qualifying salary to this pension scheme throughout the financial
period, and acts as agent in collecting and paying over employee pension
contributions. The contribLrtions made for ttrE accounting period are tre8ted as an
expense.

Leases
Rentals under operating leases are charged to the Statement of Financial Activities
{incorpor8ting income arKI expenditure account) on 8 Straight-line basis overlhe lease
term.
2.12 Financial Instrumen
The charity only has financi81 assets and financial liabilities of a kind that qualtfy as
basic financial instruments. Basic financi81 instruments are initially recognised at
transaction value and subsequently measured at their settlement value with the
exception of bank loans which a￿ subsequently measured at th8 carying value plus
accrued interest less repayments. The financing charge to expendrture is at 8 constant
rate c81culaled using Ihe effective interest method.
