able to continue to fulfil its charitable objectives, even rf there is a temporary shortfall
in income, based on the charity's size and the level of commitments held. This policy
is constantly under review having regard to the thanging financial, regulatory and
competitive environment in which we operate.
The short-temi outlook is a critical consideration and our objective is to retsin quality
staff and respond quickly to ¢hanges in our client portFolio in ord8r to mitigate some
funding risksk and continue to provide core services to vulnwable people.

resources, increases in expenditure due lo higher than anti¢ipat8d inflation, support
operational overheads and provide CO￿ serVI￿S in challenging times.
Aspirational objectives and the business strategy are both fundamental when
assessing what is an optimal level of reserves. It is our objective to retain and suppLYt
core and sp8crfic services which benefit vulnerable individuals within the boroughs in
which we operate for a period of two years, whilst altemative or continuation funding
is sought.

FINANCIAL REVIEW
The Statement of Fin￿e181 Activitles shows 8n operational surplus of £17,758 in Ihe
year ended 31 st March 2022 (2021.. £114,214). Total reserves at the erKI of the ye8r
were £686,786.
GOING CONCERN
After making appropriate enquiries, the Trustees have a re8son8ble expectation that
the company has adequate resources to CA)ntinue in operational existence for the
foreseeable future. The impact of Covid19 on our oparations has been minimal and
we have be8n able to continue providing services throughout the p8riods of
government-imposed lockdowns. We do not anticipate a signfficant decline in activity
and have set aside in a designated fund £50,000 to meet unexpected Covid19 related
costs. For this reason, we continue lo adopt the going concern b88is in preparing the
financial statements.
PRINCIPAL FUNDING SOURCES
The principal sources of fiJrKling to facilitate the provision of carè and deliver carers
respile ServI￿S within the community in accordance with our objectives were
received from grants and contracls awarded by The London Borough of Bexley, NHS
South East London CCG (Bexley) and The Roy81 Borough of Greenwich. We also
received funding from the London Borough of Bexley to support the organisation and
carers during the pandemic. Funding vrds awarded by City Bridge Trust to fund an
'Older Person's Community Development Officer,. Income from the Borough of
Bexley and the NHS South East London CCG (Bexley) for a frailty practitioner post
and the provision of additional respite services through the 'Better Care Fund, has
been deferred. Extemal funding was also awarded from a variety of smaller

FUNDRAISING ACTIVITIES AND DONATIONS
The abilty to pursue fundraising events has been severely impacted by the pandemic
and the annual charbty ball. which is our largest fundraiser, was cancelled in 2021. V*le
continued to receive funds from the Bexley Community Lottery, where supporters
purchase lottery tickets in exchange for th8 Opportunity to win substantial prizes.
Two of our employees undertook a sponsored walk in August, and we raised a total of
£2,527 through direct sponsorship and our JustGiving platform.
We h8ve received unrestricted one￿ff donations from a number of donors and would
like to express our thanks to all of the individu81 donors in addition to Friends for
Bexley, Hu Shen Charity and th8 Welling Round Table for their 9￿￿roSty. We would
also like to th8nk mo￿ls0ns, Erith for their continued grft in kind.
INe anlicipate that fundraising opportunrties will be limited to some extent in th8
forthcoming financial year. due to current econornic factors.
VOLUNTEERS
The charty has b8nefitted from the support of 91 unpaid volunteer b8frienders
throughout the year, primarily to operate the b6friending servi￿. This valuable service
can only be operated because of the free time given by volunteers and their willingness
to adapt and ensure that vulnerable and isolated indivhjuals were supported and
contacted regularly, parti￿larlY during the Covid19 lockdowns. Trustees would like to
express their gratitude and thanks to all volunte8rs for their continued support to the
charity, and for the 4,280 direct hours of voluntary assistance and approximately 5,712
telephone calls that were made. We are unable to translate this directly into monetary
values, but an approximate value of the dired hours and telephone ￿lIS (assumng
each call lasted approximately 30 minutes) equates to £63.582.
PLANS FOR THE FUTURE
Our primary objective is to improve the lives of carers and those they care for, whilst
ensuring those we support and staff are safe and well. We will continue to ensure that
staff have the corred equipment, training, resources arKI assistance to provide
reliable service in which the vuln8rable people w8 care for feel confid￿t and
protected. We firmly believe attracting and retaining the best car8 Staff and providing

We have implemented a tWO-y8ar strategy to 31st March 2024, developirg services
and extending our provision to carers and people with support needs, including carers
who are self-funders and those in r8ceipt of personal budgets or direct payments lo
improve their he81th, well-being and independencè.
Our objective is lo raise greater awareness of carers, issues and increase public
understanding of issues that carers face on a daily basis. During the next financial
year, the charity plans to maintain its robust infection controls to support staff and
clients, adhering to current govemment guidance. In the longer tenn, the charity plans
to increase staffing and volunteer capacity, diversfy and extend rts services offe￿d to
clients with an addrtional ￿n98 of regulated and non-regulated services across all
operatiro areas. There has been no significant expenditure on futLKe income
generation during the year.
FACTORS OUTSIDE THE CHARITY'S CONTROL
The risk register was reviewed in September 2021 and is reviewed by the Board every
six months. Risks fall into srx categories.. governance. people, qualrty. service. GDPR
and finance. with the likelihood, impact and consequencAs hwhlighted arKJ actions
docurnented.
The Covid19 virus has aff8Cted the demand and availability of staff to deliver core
services but h8s not had 8 signrficantly detrimental impact on our ability to Sustain
income streams. In the reporting year we continued to follow govemment advi￿ to
staff undertaking a w88kly PCR and two supplementary lateral flow tests each
week. Due to further guidance, in February 2022 we changed our testing programme
to two18teral flow tests per week for staff. We continue to report testwig resutts to the
Association of Directors of Adult Social Servi￿$ (ADASS) three times per vRek.
Continued training. access to webinars, infection control e- le8ming courses and hand
hygiene are mandatory and form part of our ongoing workforce development,.
Inflation and cost of Ilving pressures are increasing and therefore salaries and budgets
are under constant review. V*le have SLrfficient reserves to meet obligations for the
foreseeable future and aim to ensure staff remuneration levels are preserved.
The charity operates within a challenging Sector in which SLNJden changes to care
packages or social care contracts could impad finance5 radically. The charity has little
dir8Ct influenc8 over the levels of funding available from trusts and local authorities or
the criteria and strategies adopted by funders for determining the allocation of
r8sour¢es and monitoring requirements. Social factors including media Influer￿,
social media and thè perception of charities, attitudes towards charitable giving and
changes in government ￿gislatIon are also outside the charitY5 control. Other factors
that could have a bearing on the charity's ability to achieve its objectives include
developments in lechnology and increases in the number of providers within the social
care sector.

In pr8P8ring the financial statements, the Truste8S ara responsible for assessing the
charitable companls ability to continue as a going concem. disclosing, as
applicable, matters related to going concem and using the going concem b8sis of
accounting Lnless the Trustees either intend to liquidate the charitable company or
to cease operations, or have no realistic alternative but to do so.
Auditors. rnspon8ibilltles for the audit of tho financial Stalemonts
Our objectives are to obt8n reasonable assurance about whether the finanaal
statements as a whol8 are free from material misstatement, whether due to fr8ud or
error, and to issue ￿ Auditors, report that includes our opinion. Reasonable
assurance is a high level of assuran¢8, but is not a guarantee that an audit
conducted in accordance with ISAS (UK) will always detect a material misstatarnant
when rt exists. Misstatements can arise from fraud or error and are considered
material rf. individually or in the aggreg8te. they could reasonably be expected to
influence the economic decisions of users taken on the basis of these financial
statements.
Irregularities, including fraud, are instances of non-compli8nce with laws and
regulations. We design procedures in line with our responsibilities, outlined above, to
detect material misstatements in respect of irregulariti8s, including fraud. The extent
to which our procedur88 are capable of detecting irregularities, including fraud is
detailed b810w'.
How tho audit was consldered capable of d•tecting ItTegulaiilies including
fraud
Our approach to idenlifying 8nd assessing the risks of m8terial misstatement in
resp8Ct of irregularities, induding fraud and mn-compliance with laws and
regulations, was 8s follows..
we identified the laws and regulations applicable to the tharity through
discussions with management, and from our commercial knowledge and
experience of the sector.,
we focused on specific laws and regulations which we considered may have a
direcl material effect on the 8ccounts or the operations of the charty,
including the Charities Act 2011.
we assessed the extent of compliance with the laws and regulations identrfied
above through making enquiries of managempnt and inspecting
correspondence; and
identified laws ancl regulations were communicated within the audit team and
the team r8mained alert to instances of non-complianc£ throughout the audit.
We assessed the susceptibility of the charity's accounts to material misstatement,
including obtaining an understanding of how fraud might occur, by".
making enquiries of management as to where they Considered there was
susceptibility to fraud, their knowledge of actual, suspected and alleged fraud;
and
considering th8 intemal controls in p18ce to mrtigate risks of fraud and non-
Complian￿ wrth laws and regulatI￿s.
To address Ihe risk of fraud through management bias and override of controls, we..

relationships;
tested joumal entries to xlentify urnjsual transactions;
assèssed whether judgements and assumptions made in determining the
accounting estimales set out in the accounting policies were ￿dIcatI¥e of
potential bi8s- and
investigated the ration81e behind siwific8nt or unusual transactions.
In response to the risk of irregularitie3 and non-compliance with laws arKI
r8gulations, we designed procedures which induded, but were not limited to..
• agreeing financial statement disclosures to undertying supporting
documentation.,
reading minutes of meetings of those d￿rged with govemance., and
enquiring of management as to actual and Wential litigation and claims.
There are inherent limitations in our audit procedures described above. As a result
there is a risk that we will not detect all iffegularities. induding those leading to a
material misstatement in the financi81 statements or nonoA)mpliance with regulation.
This risk increases the more that compliance with a law or regulation is removed
from events and transactions reflected in the financial statements, as we will be
less likely to become 8ware of instances of non-compliance. The risk is also greater
regarding irregularities occurring due to fraud rather than error, as fraud involves
intentional conce8lment. forgery, cL)Ilusion, omission or misrepres8ntation.
A further descfiption of our resFonsibiliii8s for the audit of the financial statements is
located on the Financial Reporting Council's websTrte at:
www.frc.org.uklauditorsresponsibilities. This description forms part of our ALKlitors'
report.

This report is made solely to the ¢harrtable company's members, as a body, in

The trustees assess whethw the use of going concem is approwiate i.e. whether thare
are any material uncertainties related to 8V8nts or ￿nditionS that may cast signifKant
doubt on th8 ability of the charitable company to continue as a ￿Ing concem.

The impact on operations of Cov¥J19 has b88n m￿lma1 and we have been able to
continue providing services throughout the periods of govemment-imposed
lockdowns, finding new ways to hèlp clients in addition to traditional face to fa
services. Whilst acknowledging the uncertainties that remain. the trusteès are
confident that the impact in the coming year will remain low. Care is an important area
of the tharity sector and has become even more (xucial during the pand8mic. and a5
a result the first quarter of 2022r23 does not show a significant reduction in income.
There have been, and will continue to be, some additional Covid19 related cosls, fc
example payments to staff for isolating, regular testing, attending tooster and
vaccination appointments and the purchasing of additional PPE equipment items in
athjition to that provided by the Departmenl of Health and Social Care IDHSC) portal
for CQC regulated providers. These costs, and the reduction in income, hav8 been
mitigated by some limited use of the govemment's Coronavirus Job Retention Scheme
