The trustees present their report arrfl the financial statements of the tharity for the year
ended 31" March 2023.
Objectives and Actsvrties
The objects of the Association shall be:.
To promote the benefft of the inhabitants of Dalton Town and surrounding aiea (see
appendix for details) of Dalton-in-Furness Ihereinafter called the 'area of benefiy)
without distinction of sex or of political, reli8iOU5 or other opinions by associating the
local authorities. voluntary organi5ations and inhabitants in a common efftTrrt to
advan￿ education and to provide facilities in the interests of social welfare for
recreation and leisur&time occupation with the objects of improving the conditlons
of life for the said Inhabitants.
b)
To establish or to Se￿￿e the establishment of a Community Centre Ihereinafter called
'the centre.) and to maintain and manage. or to cooperate with any local statutory
authority In the maintenance and management of such a Centre for activities
promoted by the Association and its ￿nstItuent bodies in fvrtherance of the above
objectives.
Achievements and Perforniance
Here we are a8ain at the end of another busy year. Thls report will give an overview of the
activities at the Dalton CommunttyAssociation's Community Centre of the last 12 months with
some updates of progress following the year*nd on the 31" Marth 2023.
I would like to start by acknowledgingthose organisations that have provided us with funding
that have enabled us to do the work we need to do, to serve the Datton community.
We were fortunate to be reCo￿lSed by the High Sheriff. David Beeby1202V22) for the £500
awarded and whFch was used to install new wann water heaters in the toilets in the 'East
Win
Cumbria County Council Inow Westmorfand and Fumess Council) Pfovided £5(X) which was
used towards delivery of three 'coffee/tea and (ake, sessions. The first session was held in
July and with a themed 'Jubllee' celebratfjon. nearly 30 individuals joined us on a warm
Saturday afternoon to enjoy refreshments, participating in an 'earf quiz relatingto the jubilee
and enjoy a few hours of meeting up and chatting to old and new friend5. A further two
sessions were held in August and September. also well attended ar￿ appreciated by all
attendees. So. a heartfelt thanks to Cumbria County Council fi)r their support, that made a
huge difference to rnany individuats otheTWiSe lonely weekend.

The DCA was very fortunate to engage with Lancaster Unive￿Ity through their EOFINW
programme that provided us with an intern to researth viable to lower the carbon
footprint of the centfe. We already have 501ar panels that make a huge difference to our
energy usage. and we specifically wanted to know what we could further do make the centre
'greenerf. Laura Eisenhower joined us on a 141khour internship and carrted out useful
research and produced a (x>mprehensive report on possible ways of becomin8 carbon ￿e￿ra1.
We are extremety thankful to Lancaster University for the help and support they provided.
Durlng the summer months we became aware of the hjoming 'cost of livin< crisis and the
impact of rising energy prices to the residents of the town. Once again, we had the
opportunlty to contribute and help to keep centre users warm. Dalton Communtty Centre
was registered as a Warm Spov and anyone could come to the ￿ntre and enjoy a space
where it was dry. ¥Yami and W￿ko￿1n& whilst havingthe opportunity to read the newspapers
being provided and sponsored by our 5UPPOrter Mr John C(Mard. Bam)w Borough Council
provided a grant of £2.IX)O and we would like to acknowledge their generous support, whilst
also take the opportunity to thank John for his supporL
The 8illincoat Chartty provided us with a grant of £51X) t￿wardS the refurbishment of the hall
floor. The cost to repalr the floor was estimated at £2.7(X) and slowty but surely. we are
making in roads with the fundraising for this much needed repalr.
Sir John Fisher Foundation provided a grant in the new financial year tovrards the work on the
outside of the ￿ntre where building work was required to repla￿ lentils over the wtndow5
of the kitchen and str)rage area and the repointingof the wall. This workwas required urgently
and the £5,OtK) from Sir John fisher Foundation made a hu8e contribution towards the work
carried OUL Our sincere thanks to them for their ongoin8 SVPP
A grant from BAE'S Give as You Earn pro8ramme provided a further £250 for the repair of the
hall floor. BAEGAYE has been a firni supporter of the DCA and we are very grateful to them
for their ongoing supporL
A grant from the Ccwp Community Fund for £2.4LKI enabled u5 to pvrcha5e sensory
equipment for use by the groups using the faaliiies. This equipment will make a drfference to
many user5. Currently we are looking at developing a room in the centre to become a
dedicated sensory room.
In July 2022 we celebrated the launch of the 'Refiections of Datton, publication. This
publi￿tiOn celebrates some of the extraordinary people living in Dafton who have contributed
through their invofvement in the community or busin￿ activibes. Paging through this

booklet. clearty shows the commitment the locats to the t(r•m we live in and hthllghts the
fact that we live in a very special town.
Once again, thi5 yeaf we had a wonderful display of colour in the courtyard. Trdiling Fuchsias,
Begonia5, lobelia, Petunias and many more, covered the walls and made this small space an
area where mothers and babies could sit and enjoy the cascading colours.
It would be remi5 of me not to menti(￿ all our regular users of the centre. the help and the
support we receive fn)m Dalton Town Hall and In particular Fiona and aaiie. Thank you to all
for their support.
The users of the centre are the lifeblood of the organisation - Witho￿ them we would only
be an empty shell, espedally resldent or8anisalions- The Amry Cadets, Cumbria Pollce,
We5tmorland and Furness Councll through thelf library service and FamilyAction 8roup5 alon8
wlth Drop Zone provldlng the essential youth activities. These bringto the Cent￿ a wlde range
of ages and Intere5ts- you all contribute to the vibrant centre we have.
Governance Is a toplc at all Trustee Board meetings and tn￿ are involved In the regular
fire alarm tests, maintenance ￿￿)rk and the review of our myriad of policies. But it is not
always sunshlne and roses, thls last calendar year we have seen an increase in anti-social
behavlour, wlth damage to furniture. graffits" and general dlsorder- however we have been
fortunate to obtsln a grant that wlll provide additional youth se551ons durlng holldays and
half tenn. whlch will In￿1ve aclivrties to Teduce boredom.
At the end of Marth we said 8oodbye to Brenda Walker who retlred as Centre Mana8er but
wlll continue to be involved in the runnin8 of the regular monthty lunch club and film club.
The Board ￿Uld like to thank 8renda forthe valuable contribution She made durin8 heryears
as Centre Mana8er. At the same time we welcomed to the Centre Kathy Corn who will
continue and bring her skills to the role of Centre Manager. We wish Kathy a long and happy
time with the DCA. Two of ourTrustees also dechled to retire- Gareth Smith and Ben Shirlev.
Our thanks for thelr support and wlshes for success In everything do in the future.
The DCA'S financial position remains posltlve. and our Treasurer Brian Rynlnk5 15 instrumentsl
in supporting the Trustees.
That brin85 me to my final words of thanks to the Board of Trustees who continuesto support,
help and assist me over the last 12 months. My wish for the year ahead is that the DCA
continues to provide an ewntial and much needed serviceto the Datton Community and that
it remains the stable and stron8 organisalion it has been for many years.

Financial Review
The trustees are satisfied that the Chaiity has adequate reserves to continue its work for the
next twèlve months.
Reserves Polky
The DCA follow5 the guidance of the Charity Commission by seeking to maintain adequate
reserves to meet the commitments of the charity totalling £34.000.
Plans for future
The maintenance of the butlding remains our highest priority. The flat roof above the kitchen
and storeroom will have to be ￿plaCe￿ and currently funding application5 a￿ In the process
of being developed. In the next few month5. a new sertrsory room will be developed to be
used by organisations and individuals that Tequire specialist stimulation.
Structure, Governance and Management
Dalton Community A55￿)ation is a tharity govemed under a constitution.
Appointment of Trustees
Trustees are elerted at the annual general meetin& are appointed to the Board following
nomination by member organlsations or are c4Tr0Pted by the Trustee Board. Appointment of
nominated or cwpted Trnstees is agreed at any ordinary meeting of the Boatd.
Recruitment, indurtion and tralnlng of trustees
The Trustee Board activety seeks out new Trustees as appropriate to ensure the Board has the
most useful Skill mix p055ible and is representslive of the local community.
All trustees are experted to be committed to the alms and principles of Dalton Communtty
Association and be willing to take an active role in the govemance of Dalton Communlty
Association. Trustees ate selected on the basis of the experts.se and experience they mlght
brlng to the organisation. All new Trustee5 are made aware of the struttvre, aims and
principles of Dalton CommunityAssociation. legal obligations undercharity law, the objethves
and activities of Dalton Community Association and current busine55 and development plans.
Dalton Community Association is 8ovemed bythe Board of Trustees. The Board is ￿spOnsible
for setting the strategic direction of the organisation and has uliimate respon5ibiltty for the
Conduct of Dalton Community Association and for ensuring that the charity satisfies its legal
and contractual obligations. Board meetings are held monthty with additional meetings as
necessary. Non-Trustee members may be c(Fopted to attend meetings for a specific expertise
they bring ft)r time limited periods.

Board, who works closely with the Centre Manager to ensure del1￿ of all servlces
Rlsk Policy
The Trustees have assessed the major rlsks to which the charity 15 exposed and are satlsfied
that systems are in pla￿. so timely action is taken to mitigate exposure to those risks.
The major rlsk to the O￿anISation is the rfsk of an unforeseen large buildin8 repair. The
bulldlng Is the main asset of the charity and the reason for the exlstence of the Dalton
Community Ass(Kiation and can be a si8nifKant drain the on financial resources.
Internal rlsks are minimised by the implerftentation of procedures for authori5ation of all
tran5artions and projects and to ensure conslstent quality of delivery for all operational
aspects of the thaTIty. These procedures are peTiodlcalty revlewed by the trustees and staff
to ensure they still meet the needs of the charity.
