Quality Assurance
SHAP holds the ISO 9(KII:2015 quality mark a￿1 following Te-insp*tion in 2021 we We￿ re-accr&4ited ft*r a fi￿r three
years. We have reviewed and revised our approach to internal audit againm th¢ ISO 9(K)l thdard with the airn of assessing
all services against key elements of the staTKlard during the three-year wle. Thi5 re-acueditation is a real achievement for
the Quality Group and the person who has assumed part time responsibility for ISO".9001 management and oversight. The
organisation's resource5 in this regard have reduced SI￿1f1￿1]Y since we initially xhieved the quality mark and

Succession planning
Sw's Board and Chief EXc£￿1ve have continued io foc￿$ on succession planfting. The strategy for appointing a Chair
Designate wa5 su¢¢essful and the new Chair of Tru5W took up her appoinlm¢nl in January 2023. The Board h&$ also
agr¢ed a succession strate8y for the Chief Execijtive as parf of a plan to Se￿re longer tenn sthbility for the charity. This plan
is commercially serlsilive and therefore remain5 confidential to the Board.
Financial review
In 2022-2023 th¢ Charity was once again able io pr(xluce a slight surplu5. This is encourdging a5 it is in the face of an
incr¢asingly challenging financial enviroTThent. The Current r￿st of living crisis has seen Signifi￿￿t cost pr¢55ures ¥ross all
are&s of SHAP'S activity and is i￿r￿1Thg the lev¢ls of hardship fac&1 by many of our servtce Iisers.

making. This ha5 been and remains extremely challenging. The cost of living crisis combined with a sector.wde workfoTC¢
shortag¢ have combined to produce an exceptionally difficult set of financial circumstances. For the second year running it
has been necessary to Trthe a substsntial pay award to our staff. A fixed sum for all staff was as the most equable
way to deliver this. The sum is equival¢nt to arournl 6% for the majority of frontline roles.
Achieving full Cost recovery over many of our service ￿￿tracts is now vtTtithlly imr*>ssib]e. Contra¢t budgets were generalty

SHAP maintsins a risk register which identifies all the key ri5kg that the dwity is f¥ing at any given time. The risk register
identifies a number of financial risks that the charity faees atwj ￿leS them in teTm5 of likelihood. SHAWS leaderthip teAm
then set out how th¢s¢ risks will be managed or mitigaied. The risk register is revi¢wed regularly by the Chief Executive. the
Finance Officer and S¢nioT ManageTS and is d]￿U$$ed by the Board ti¥ice a year.
Detailed quarterly management accounts are provided to the Board to enable th¢m to revi¢w th¢ significant risk of our
failing to deliver against ¢)W ¢0St wntrols. IrKreasing pressure co&s. pJrti¢uiarly around energy and building mawials, have
led io this risk being increased. Although less than in previous years risks &ssociated with Covid are Still present and we also
face wntinuing uncertainty as a result of high Inflatio￿ political inyability and ¢5talating workforce ¢halienges.

The ststemertr of financial activities shows a SwpI￿ of £78,697 (2022 surplus of £95.877). Totsl reserves carried forward
as at 31 March 2023 stand at £703.591 (2022.. £624.894) with unr¢5tricted fimds of £693,538 (2022.. £624.894) and
restricted fjjnds of £10.053 (2022.. £nil).
The charity eontinues to hold restriciryj and unrestrict&J fuThJs and Eo mairtain reserves in line with its Reserves Policy. The
aim of the rrt)licy is to maintain a reserve of unrestria￿ fimds * a level that will enable the charity to operate for an
. optimutn period of 6 months and a minimum period of 3 months. The Board of Trustees regularly review the amowjt of
reserves thai are r¢quiTed to ensur¢ that this firtancial stsbiliry is matntsined aThl that the charity is able to ¢ontinue to fulfil
its obligations. This poli￿ has been reviewed in I1￿t of the incTe&8ed use of wre fJThds during financial year5 2017-18 and
2018-19. This resulted in a diminished reser¥e bui one which still rneeL8 our minimwn requirement of 3 months. nujning
costs. The Trustees are satisfied that our provision and our process for rnonitoring are prudeni and appropriate. They will
continue to review this sib￿lion every 6 months.

In purwit of these objectives the Board has agreed an imwrtant str*gic development: SHAPS primary offer has always
b¢¢n providing young people with good stat¥lard accommodation and sthKttwed support around life skills and independent
living. Over recent years we have sttn a marked irKrease in yowig people who also have significant care needs. These
needs Tnust be met in Order for them to Confidently mov¢ towards independence. SHAP will therefore look to realign some of
its service offers and develop l￿W ones which wll enable us to develop models of care and support. Initially this will be
through th¢ d¢v¢loprn¢nt of models of semi-independent living for ¢hildren and young people who are looked after by local
authorities or preparing to leave their care. We are confident that our values and core exwlise provide a good foundation
for such a service development and will ensure suitably experienced and qualified managets are brought into th¢
organi5ation to ¢Dsur¢ their effe¢tiv¢ delivery.
W¢ believe that the paThJemic h&5 shown the importance of publiclpnv* collaborntion at a national and Iixal l¢v¢l and as
an organisation w¢ are keen to work in the space. Many local authorities will be tnaking service thanges because of
financial presswes but this will creaie a need for innov*ion. Health and 8xial care 5ervic¢s will be ¢ommissioned and
delivpJed differently over the next ftw years and a focus on Frt)pulation health me￿￿¢5 delivered at a loul level will again
provide opportunities for imaginative collatM)rative resrrt>nse5 from public and third sector organisation& SHAP intends io
become a leading providerlenabler of comTnunity well.b¢ing servifj￿.
Following a protracted negotiaiion around thE managernen¢ of a housing scheme at Octsvia Court in Huyton, Knowsley
SHAP made an offer io buy. The Housing Associaiion that owned the propenies accepied and SHAP complet¢d the
purchase in Juty 2022. This 24 t]at scheme as a long lernj investsnent whKh is planned to support the purch&s¢ of filrther
properties in the future.

and mana8eTS. Th¢ day to day iesponsibility of the provision of servi¢es and ov¢rdll management of the charity rests with the
