unaudited financial statements of the charity for the year ended 31 March 2024.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Small Heath Community Forum Liniiled ISHCFI is a charitable company and an Umbrella Body that operates as a
Development Agency and is involved in empowering the local community. The company maintains an Executive Role,
representing the views and concerns of the local residents and voluntary organisalions.
The company was incorporated as a limited company on 8 M8rch 1996 and is governed by a Memorandum of Articles
and Association.
There are three officers of the trust who serve the charlty and their re-elecllon Is confirmed every year.
OBJECTIVES AND ACTIVITIES
Small Heath Community Forum Limited ISHCFI has a primary function of being development agency that supports the
sustainability and improves the capacity of local third sector organisations within Small Heath and surrounding areas
within city of Bimiingham.
SHCF uses Ihe knowledge, experience and links that il has built up over the years lo support ils ability lo act as a
representative organisations of the views and opinions of the community in areas such as Health, Social Care,
Safeguarding and Education, with those service providers wlhin the city council and the National Health Service that are
keen lo h8ar the views and opinions if those that they provide and design seNices for.
Using the extensive experienc£ base of our organisalion and the professional specialism's that our employees bring lo
SHCF, we are working towards being able lo commission services directly for the needs of the local community and to
provide services as a body commissioned by the Local Authority and Health Service.
We have referred lo the guidance contained in the Charity Commission's general guldance on public benefit when
reviewing our aims and objectives and in planning our future aclivilies.
ACHIEVEMENTS AND PERFORMANCE
SHCF has seen a historical growth in ils own capacity and capability, having purchased the former Chrisladelphian
Church building al the corner of Heather Road and Coventry Road in Small Heath in 2002, investing a significant amount
on the refurbishment and development of the building as a community hub, culminating in the renaming of the building
as the Khidmat Cenlre. This multipurpose facility provides office space for seNice providers, community organisations,
advice and information as well as providing meeting and conference facilities.
This year significant building work was undertaken in order to create an additional slorey al Khidmal Centre. This project
was largely funded by a loan from c)ur bankers 88rclays. The project wll generate additional revenue from next year.
our aims and objectives are driven by the needs, aspirations and desires of the Community we serve.
In accordance with ils charitable slalus SHCF seeks to improve the quality of life of people of all nationalities and cultures
living in the Small Heath and surrounding areas of Bimiingham.
FINANCIAL REVIEW
During the year the charity received lolal income of £225,778 (2023.. £204,676). After incurring total expenditure of
£164,19312023.. £211,306) a surplus of £61,58512023'. deficit £6,630) was made and which is carried forward to the
following year.

RESPONSIBILITIES OF THE TRUSTEES
The trustees (who are also the directors of Small Heath Community Forum Limited for the PUTposes of company law)
are responsible for preparing the Trustees Annual Report and the financial statements in accordance with applicable law
and regulations.
Company law requires the Iruslees to prepare financial ststemenls for each financial year. Under that law the trustees
have elected lo prepare Ihe financial statements in accordance wlh United Kingdom Generally Accepted Accounting
Practice {Unit8d Kingdom A￿oUntIng Standards and applicable lawl. Under company law the trustees musl not approve
the financial slalemenls unless they are satisfied that they give a true and fair view of the slate of affairs of the charitable
company and the income and 8XP8nditure of the charitable company for that period.

The trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the
charitable company's transactions and disclose with reasonable accuracy al any lime the financial position of the
charitable company and enable them to ensure that the financial slalemenls comply with the Companies Act 2006. They
are also responsible for saf8guarding th8 assets of the charitable company and hence for taking reasonable steps for
the prevention and detection of fraud and other irregularities.

RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND INDEPENDENT EXAMINER
The charil¥s Iruslees (who are also the directors of Small Heath Community Fc)rum Limited for the purF)oses of company
lawl are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for
this year (under section 14412} of the Charities Act 2011 Ilhe 2011 Acll and that an independent examination is needed.
Having satisfied myself that the charity is not subject to audit under company law and is eligible for independent

My examination was carried out in accordance with the General Directions given by the Charity Commission. An
examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented

explanations from you as Iruslees concerning any such matters. The procedures undertakan do not provide all the
evidence that would be required in an audit, and consequently I do not express an audit opinion on whether the accounts

ACCOUNTING POLICIES
Basis of accounting
The financial statements have been prepared in accordan¢e with Accounting and Reporting by Charities..
Slalement of Recommended Practice applicable lo charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102- Effective 1 January 20151-
(Charities SORP (FRS 1021), the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS
1021 and Companies Act 2006.
Incomlng resources
All incoming resources ar8 included in the statement of financial activities when the charity is enlilled lo the income
and the amount can be quantified wlh reasonable accuracy. The following specrfic policies are applied to particular
categories of income..
Voluntary income is received by way of grants, donations and gifts and is included in full in the statement of financial
activities when receivable. Grants where enlillement is not conditional on the delivery of a specific perfomiance by
the charity are recognised when the charity becomes unconditionally enlilled to th& grant.
Donated services and facilities are included al the valu8 to the charity where this can be quantified. The value of
seNices provided by volunteers has been included.
Gifts donated for resale are included as incoming resources within activities for generating funds when Ihey are
sold.
Grants, including grants for the purchased of fixad assets, are recognised in fvll in the statement of financial
a¢livilies in the year which they are receivable.
Incom8 from investment IS accounted for on accru81 basis.
Resources oxpended
Expenditure is recognised on an accrual basis as a liability in incurred. ExpendilLJre includes any VAT which cannot
be fully recovered, and is reported as part of the expenditure to which it relates.
Costs of generating funds comprlse the cost associated with attracting voluntsry income and the cost of trading for
fundraising purposes.
Charitable expenditure comprises those costs incurred by the charity in the delivery of its 8Ctivilies and services for
its beneficiaries. 11 includes both costs that can be allocated directly lo such activities and those costs of an indirect
nature necessary lo support them.

All fixed assets are initially recorded al e£ssI. Depreciation is provided al rates calculated to write off the cost less
