At p￿sent free reserves hekl are below this level. Reserves will be required to cover future premises needs. IT costs and inherent uncertainty due to rolling conlfacts. Wth an increasing tendency for towards payment in a￿earS we musl ensure that there is suificient cash available lo meet our regular liabilities. This is particularfy relevant gFven the high proporiion of restrlcted funding we receive. We have sought to maintain a policy that new projeots must operate on a basis of full cost recovery in order lo ensure that reserves are nol depleted, Ihough in reality this can be very difficult to achieve. We the￿fore take an increasingFy pragmatic approach ￿nSIdering affordability and organisalional benefit as well as the benefit to polenlial serV￿e users This has only been made possible through long lemi prudent financial management whlch has created these reseNes. Commercial contracts offering unrestricted funding wll conlinue to afford us the best opportunlties to add to our reserves In Ihe future. Page 4
