**Objects:** TO PROMOTE SUCH CHARITABLE PURPOSES AS THE TRUSTEES SHALL IN THEIR ABSOLUTE DISCRETION THINK FIT, IN PARTICULAR TO ADVANCE THE EDUCATION AND TRAINING OF YOUNG PERSONS WHO ARE RESIDENT IN ROCHDALE AND THE SURROUNDING AREA WHO ARE EX-OFFENDERS OR AT RISK OF OFFENDING, THROUGH THE PROVISION OF SUCH TRAINING FACILITIES AS WILL ENABLE SUCH PERSONS TO ACQUIRE AND DEVELOP VOCATIONAL SKILLS AND THE PROVISION OF FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF SUCH PERSONS
