The trust¢¢s have adopied the provisions of th¢ Stai¢mcnt of Recommended Practice (SORP)
(FRS 102) and The Financial R¢porting Standard applicable in the UK and Republi¢ of Ireland
(FRS 102).

The charity is controllcd by its governing document, a deed of trust, and constilutes a lin)ited
company, limited by guaTant¢e. as def￿ed by th¢ Conipanies Act 2006.

The DirectorslTrustees also act under company law as Directors of the company. Th¢r¢ were six
Dire¢torslTrustees as at 31 March 2024 each of whom is liable to pay a maximum of £1 in the
event of the company being wound up. The board mel every 4 to 6 weeks to monitor the on-going
dcvclopmcnt of the project and to discuss reports on work related projects. Updates on issues
related to finance are given at each meeting. Heajth and Safely and statT matters are always
iternised on th¢ agend8.
Th¢ Director&lTrust¢es have been monitoring the organisation to ensure it is efficient. effective
and 8U8tainablo. The Directorsrrrustces are also committed to furthering partnership working to
cnable residents to bcnefit from looal serviccs that compl¢ment each other, avoid duplication and
ensure best practice.
Rl$k manRgement
The organisation premises are still based in New Cross and due to our good on-going r¢lationsbip
with Lewisham Council. these are still renl free to us.
We need to note the risk attached to tbe new premises a8 we do not own it and although we have
an indefinite contract with then L¢wisham Homes. now Lewisham Counoil, we do, overall. have
less security, however we calculate that this is u small risk.

TTUStees are aware of the incredibly difficult time being faced by residents and organisations
acro88 th¢ local area in New Cross Gate, with thc continlled cost of living crisis and the difficult
situation many local families are in.
Trustee8 are aware of the risk to the organisation from the huge iiumber of people that need to
access support and help, something that we have seen from the ri8ing number of people accessing
our drop-ln and advice services and newly developed outreach sessions.
It is vital that the trustees and Directors are well briefed and have continuing conversations about
the dcvcloping situation to ensure work is reflecting the necds of tbe community.
Rl$k8 Wlth Fundlllg Movlng Into 2025
Trustees are aware of the difficult financial situation with fiuJdiDg in the advice and charity sector
following tbe palldemic and the lar8¢St global economic crisis seen in over a century.
While we are 8tilL in partnership with Advice Lewisham Partnership, funds received from them
ceased in 2023. We are hoping to secure funding from the National Lottery for the ll¢xt five
years.
We continue to 8UPPOrt tbc Scrvice Manager to bid for fvrther ￿llds and support th¢ charity from
our Anvestment portfolio from CCLA.
The 8ervi¢es we provide offer a safety net to struggling families and vulnerable individuals and tbe
need for our services is becoming greatcr and grcater as local residents feel the pinch of economic
stagnation and fA￿ber raising cost in fuel and food prices. W¢ have to secure other funding streams
and continue to work diligently to secure these.
Staff continue to work in o hybrid fashion in the office, we are aware of the risks from lack of
secured funding to thc workforce and continue to monitor their workload as more people access
our services. It is becoming increasingly difficult as many more charitics struggle with limited
financial ￿sOurCeS and council funding has been drastically cut from central governmont
R¢vi¢wing the effecl of the cost of living crisis and its impact on our servic¢ alld community need5
to be reviewed by the DirectorslTrustees at every Board meeting over this current financial year.

Operating In a Changlng World
Like many charities around th¢ WOTld we find ourselves in a situation where demand for our
serYic¢s is incTaasing, and. we anticipat¢. will continue to increas¢ while at the same time funding
to deliver our services is being cut, lost and harder to attain from gr￿t givers under huge pr¢8sure
from increased dcmand.
The organisatton has stabilised significantly since the last financial year, even with a change of
our Servicc Manager.
The organisation now Iw & ￿Ill roster of advisors. with 80me changes to days worked, to cope
with the incr¢asingLy busy drop-in session.
Th¢ amount of r¢sid¢nt8 seen at drop-in s¢rvices, outreach ses8ions Y4nd appointments ha8 alsllost
doubled in the prcviou8 financial year. There are severe Staff shortages in the advice sector, with
vcry few peopl¢ applying for vacant posts. Trustees are aware of the rtsk if an adv780r decidc8 to
move on from the organs&tion and we support the Service ManaEer in tbis.
It is vital that the organisation continue to look and win new Sources of ￿ndIng and a strategy for
raising funds has be¢n developed which the directorsrrruste¢s have tnade central to their overall
strategic planning.
Th¢ Dir¢ctorsfTrustees regularly monitor and review tbe risks facing the cbarity and to en8ure tbat
appropriatc plans and policies are in placo.
OBJEcfivES AIYD ACYIVITIES
Objecdves and alm
Every year we work with clients to maximise their income through b¢nefit application8, and as818t
with appeals and tribunals. We continue to support pcople to deal witb changes to the benefit
system, such as the Univcrsal Credit and changes to PIP and DLA,ond changes to the Wintcr Fuel
Allowance and othcr m¢asures that have resulted in reduced incom¢ levels for the families and
individuals who seek our assistance.
We saw ¢85¢s of dom¢stic violence increase 8ignificantly over the pandemic alld tbe impact of the
cost-of-living pl&cillg increasing stress on families. CAWS'S Domestic Violence service contlDue8
to grow and providc a supportive environment in which women can proccss their exp¢rien¢¢s,
explore options and pave the way for future change. Through follow-up ¢Ollsultations with women
who Keceived support, there a reduction An the level of violent and CDlltrolling behaviours and
injutie8 and significant improven]ents in womell's 8elf-e8teem. anxiety, depression and self-
efficacy.

Our focus has been to identify new revenue and capital funding opportunities to ensure our
activities are sustained. Tbis has resulted in the cstablisbmellt of new partnersbips and joint
working with other local organisations.
The objectives of the charity as set out in the companvs mcmoraudum of association are:

We review our aims, objectives and activxties evdch year. The revicw over the coming year will
include learning lessons on managing and meeting new and increased demands from oui. client
group as well as gharÈng good practice with and from other local agencies. The review looks at
what wos achieved and tho outcomes in the previou5 12 months as well as developing strategies
for this current year. Th¢ r¢view looks at thc success of each key activity and the benefits they
have brought to thos¢ groups of people we are set up to help. It also helps us ensure our aim,
objectives and activities remain focused on our slated purposes. We have referred to the guidance
contained in the Charity Commi55ion's general guidllnce on public benefit when rcvi¢wing our
aim and objectives and in planning our future activities.

OUT main activitie5 and who we ty to help are described below. All our charitabl¢ activities focus
on the improvement of social Conditions and prospects for socially and economically deprived
people r¢sid¢nt in the London Borough of Lewisham and are undertakeu to further our charitable
purposes for th¢ publi¢ benefit.

Throughout the year we have delivered a service to clients across tbc borough assisting
thetn with benefits applications and appeals, we have done preliminary advice in housin
tax and debt.
The new Renters Rights Bill and the Social Housing {Regulation) Aot is also starting to
have an impact on our services and an increase in demand for appointments by residents.
Data collected over the year continues to show the financia] gains made for our cjients by
maximising benefits and winning appeals.
We remain an equal partner in the Advice Line Lewi8ham congortium and play a full and
positive role in its development for the timc being.
Mozalc- Women's project supporting women experiencing domestl¢ vlolence
This advocacy service opcrating from St Thoma3, Hospital provides a supportive
environment for women experiencing domestic violence. This project has been part of our
delivery of services for more than a decade now and remains a significant provider of
support for womcn, helping them to proccss their situations and ¢xperienG¢s, to consider
Iheir options and to deal with the myriad of issues facing them. These range from
practical concerns around money, accommodation, chijdren and work to issues of
confidence, depression, anxiety and self-esteern.
This service provide8 SUPPOrt for WOTnen from a very diver8e community, many of whom
referred by mid-wives at a very stressful tinie.
Preml$es
We continue to maintaiu good relations with Lewisharn Council we operate out of 492
Hatfield Close as OUT base on a long terni lease, rent free, with maintenance support. It is
worth noting that Lewisham Homes had operated as an ALMO for Lewisharn Council
and was brought back into being controlled by L¢wisham at the etid of 2023.
Voluoteers
The Th]stees would like to take this opportiuiity to tbank all the volunteers who gave
their time and support so generously. Volunteers are the heart of CAW and without their
committnent we would not be able to provide a8 full a service. CAW has knditionally
taken on volunteers from the local area who are unemployed although our volunteers
come from all walks of life and are of all ages. Volunteers are involved in all a8pects of
the organisation

FINANCIAL REVIEW
In the year to 31 st March 2024 CAW Tcccived incomc of £165,499 (2023:£200,647) and reported
expenditure of £216,927 (2023: £191.828) leaving deficit for the year of £51,428 (2023: £8,819).
There were gains on CAW'S CCLA investments of £71,446 (2023: losses of £5,573). The gains on
investm¢nt meant CAW finished the year in overall surplus of £20,018 (2023: £3,246), of whAch
unr¢stricted income funds accounted for £34,078 (2023: deficit £14,830, witb restricted income
funds showing a deficit of £14,060 (2023: surplus £18.076).
CAW'S reserves at 31 st March 2024 aTC £699,656 (2021: £679.638) of which £9510 (2023:
£23,570) relate to Restricted Income Funds and £690,146 (2023: £656,068) relate to UnTestri¢ted
In¢ome Funds. of which £ 11,069 is Designated for Advice.
Reserve5 polley
The activitlGS of Comrnunity Advic¢ Works arc financed on a proje¢t-funding basis with a
measure of unrestricted fiulding to cover necessary administr￿lOn. core costs and overheads.
In order to fund the core costs of the organisation a management fe¢ is built into funding
applications. At ihe reporting date thc General Reserve stands at £690,146 (2023:
£656,068).
The truste¢8 have invested a substantial part of tbcse funds in a CCLA InveBttneDt fvnd,
leaving enough to cover 6 months overheads in the Shawbrook Bank and the Barclays current
account.
Th¢ Trustees understand that a development of a new reserves policy may be necessary as Core
funding ends going in to 2024 and investments of r¢seTves does not deliver subslantial income.
The organisation has also bcen infonned by somc potenlial fundcrs. that due to the amount of
liquid Teserves, funders will not Gonsider funding our organisation, this requiTe5 a new direction
and policy for reserves if ¢xternal funding is to be achieved.
Trnstees will continue to work with the Service Manager to ensure that a coherent business plan is
put togeth¢i for th¢ Goming financial y¢ar.
Principal fundillg sources
The principal funding sources were tbe London Borough of Lewishani, Guys and St Thomas's
NHS Tru8t, The Nation81 Lottery and Lewisharn Local. The board is extremely grateful to all our
fLLndcis for their contlDued 8UPPOrt.
Investment policy Y4nd objectives
Under the Memorandum and Articles of AssociAtion, the charity has the power to invest in any
way the Dir¢Gtorsrrru5tees wish and in line ivith our investment policy.

FUTURE DEVELOPMENTS
We anticipate significant pressure on our fiJ)ances and other resources during the coming financial
y¢ar as a rcsult of core fijnding from the London Borough of Lewisham ending.
DirectorsrrTUStees are developing strategic plans to ensure the organisatlOD manages this new
situation as best it can with robusi policies, procedures, training and support in place, aloDEside a
regularly reviewed risk register, a fundraising strategy that is realistic and innovative. Care of our
most valuable asset, the staff and volunteers will continue to bc in the for¢ground.
Thc charity was successfvl in its re-application for accreditation on behalf of the advice 8eryice to
Ihe Office of the Immigration Serviccs Commissioncr (OISC), Community Legal Services and the
Quality Mark. The organisation continue5 to strive to bc an active voice for our Service users and
communities and actively ¢n¢ourages and promotes cornmunity cohesion. Thc directors and
ti'ustees are committed to continue with further consortium and partnership working to maximise
our impact. Community Advice Works Management Board and staff seek to ensure that the
community is at th¢ b¢art of it8 work.

law) arc responsible for preparing the Report of the Ttustces and th¢ financial statements in

company for that period, In preparing those financial statements, the trustees are required to o
