Local Authority Leisute Contracts
The contract for the operation of Wyre Council lèisure facilitiÈs is due to fihish on 3110312026 and the.
authority have eriibarked on a procurement exercise to appoint an opÈrator beyond this date., YMCA
Fylde Coast has determined ttgt to re-bid for this contract on the basis that the risk associated with
the new contract is too great. Income associated with thls tOn*iact during24125 was £3.122,527. with
year*nd position of £19,476.
Similarly, the contract for thÈ operation ot 5t Annes Pool, awarded by Fylde touncil is also due to entj
on 3110312026 and again, the charity has decided that the opportunity for continuod operations is of
too high a risk. Incorne associate.d with this contract during 24125 waF £539,979, with a year*nd
position of £3.7.743 loss.
The decision not to bid for.this work.will mean that the central support function of the.otganization
will need to be reviewed.
FINANICAL REVIEW
The results.for thè year show a &ur.p.lus of £3.885,999 (2024 deficit of .£468:5191, being a'surplus o.f
£3,893597' on unr.estricted funds and a deficit of on restricted funds. o.f'£7,598 relating to: grant5
unspent at the Balance ShRèt date. Thè overall surplts# has been deducted from the fund balanr2s
brought forward.arid total furids of £7.74L79'7 {2024: £3,855,799) will be carried forward to next year.
The total rertricted funds amount to,£2,436,415 (2024: £2,444.0131 and unrestricted funds ainount

The decision'not to bid for the contlnued operations of leisure facilities in Wyre and Fvlde Will have 4
material effect on income ID 25126. Financial, modelling is underway to see how this cart be best
managed, though the staff costs will be the largest liability, the vast majority of these costs will be
transferred to the incoming operator under TUPE regulations. Nevertheless, it should be recogni5ed
that this decision will 'have short term financial consequencÈs" evén if. these conse.quencÈs' cati be
mitl89tÈd by the sttong cash posjtion of the charity.
Fylde Coast YMCA recognises p055ible corirern relatjng Yo it5.participation in a defined benefit scheme
and approp.riate action has been taken. The scheme was closed'to new members in 2007, and the link
to final salary broken in 2011. Addit,ional contributions continue to be made to reduce the deficlt. As
part of the YMCA federation thè thulti-employer pension scheme is run by an indepÈrtdent Trustèe
board with employer represent￿tIon Ihrou8h the Principal Employer, National touncil of YMCAS. The
pe'nsion. scheme Trustee obtains an actuarial valuation every three years arid we'have considered th.e
impllcations to the charity's firianreS from the latest available a¢tyarial valv4tion. Wp have reviqwed
the chatity.'s abilitv to continue to deliver its chèritable objertives and include the deficit repayments.
Fylde Coast YMCA benefits from the pension scheme Trustée and Principal Employer sÈekihg suitable
specialist professional advice, both to manè'Be the schemè and in,'the continuing effort to explore'ways
of reducing the overall pension deficit. The notes to the accounts include the.3¢countin8 policy and
further details of the deficit repayments due.
Investment Policv
The policy states, that all reserves up to the level indicated in ¢he reserve policy are to be held in
accounts that provide immediate ac￿SS but achieve the highest iovestment levels. Any resèrves
a.bove this level are to be invested on the advice of professional advisors.
