The Trustees present their annual report together with the financial statements of the The Duckworth

without mentioning my falhor Cecil, who sadty passed away in November 2020, a few short months ago, at the
lime of writing.
There was a huge local rèsponse lo his passing with several articles in the Worcester News bul our family
favourite headline has been, 'A Statue for Cecill, This Is something that surely would have m￿e him chuckle,
along with the special committee that was sel up lo develop plans lo commemorate his ILfe. They came up with
48 suggestions vthich included an annual Du¢kworth Day and even a Duckworth Beerl
The Pump House Cafe wanted to commemorated Ceal in their Menu and as Dad last suggestion was hol dogs.
they thought about 'Duckworth Dogs..
All this has led me lo imaging a luture when the people of Worcester are going to eat hotdogs, drink beer on an
annual Duckworth Day- and so, we can be sure that Cecil legacies are going to lake some deliyhlful turns.
Prior lo Dad's death we talked about the Duckworth w0￿$tershI1e Trust, Covid 19 and of the damage caused
by climate change. Dad hoped that we could continuè lo play a part in protecting Ihe envifonment and raising
awareness to all that came into coniacl with the DWT.
Although Dad's passion started with litter collection, where he and Beatrice would go for weekend walks and pick
up litter, he was delighled by the work of WRE, the Cafe, the Rangers and all the activities and pursuits of the
Pump House and knowing this work would continue was irnportant to him.
In this spirit and with the support of the new IrLtslees I feel like we Can move forward and continue what he
started.

The principal activities of the Charity are lo promote..
The prese￿allon, protection and improvement of the natural and built environment of the County of
Worcestershire
Good cittzenship among persons resident in the County of Worcestershire who by reason of their social or
economic circumstances are in need and who are unemployed or subject lo a community seryice order.
In setting objectives and planning for actiV7ties, the Trustees have given due eonsideralion lo general guidance
published by the Charity Commission relating to public benefrt, including Ihe guidance 'Public benefit.. running a
¢harity {PB2}'.
b. SUMMARY
2020 to 2021 was dominated by Comd 19. through business Closures and restricted openir*gs, stsff fyrlough and
personal restrictions. Whilst income diminished across the board, the need for some services increased, such
as littef picking equipment loans. Dwf experienced another year of incieased regislraltons of active volunteer
litter wardens with the Volunteer Litter Warden Scheme.
other areas of the Trust, SLFch as management of Chapter Meadows and the Pump House had to conlinue,
although there were 8t least some respites and no flooding this year. 11 also allowed time to attempt lo tackle
building issues wi(h both WRE and the Pump House. Unfortunately. in the case of WRE, some of these issues
have taken a long lime lo try lo resofve and are still ongoing, which has forced WRE'S closuie for the time being.
During the period of subsequent lockdowns and the closure of projects the Trust wa8 SLtpported by an increase
in micro volunteering and on-site conservation volunteering. Overall. there we￿ 8,998 hours given by volunteers
in support of DVVT aeross the whole organisalion.
A major change this year has been the appointment of new Trustees at the end of February 2021. The now
Trustees spent the last quarter familiarising themselves with the staff and the various business within the Trust.
Al the end of the year, there were 9 permanent staff and 5 non-pemianenl staff in post in Dwf and 7 pemianent
staff in WRE.

PUMP HOUSE ENVIRONMENT CENTRE
The Pump House Environment Centre has been open to the public as an environmental centre and meeting
venue since 2004. Originally set up lo house rnulliple organisations, all with an env¢ronmenlal training ￿rnIt, only

The use of the centre has evolved organically, and il is now a popular venue for families and community groups.
11 is home to the eco cafe and shop, selling environmental and ethically traded products, il also aims to educate
and raise awareness of wider environmental issues. Stock for the café continues lo be ordered from our Tegular
suppliers.. Essentials c¢Joperative providir>9 vegetarian wholefoods and ethically based products.
Local
Worcester based suppliers VVorce51er Produce, for fruit. vegetable and some catering ingredients.. Ma Bakers,
for breads., Bennells Fami for ice cream,. Narraway's butchers for meat and eggs. Elsewhere Blakemore a
regional supplier that supports small businesses,. Tyrells, a regional snack supplier." Radnor Hills, offering 80ft
drinks. And Bookers wholesale for all other stock requirement5.
Comd and the as50cialed lockdc)wns and takeaway 8eNice onty, understandably had a huge impact on the
Pump House this year, though when open visitors were pleased to support the business. Thankfully. all staff
retained their positions throughout lockdown, wrth assistance from the Government's Coronamnjs Job Retention
Scheme.
The mgeting remained dosed for the entire yearwith a few payTnenls trickling throLEgh from the previous year bul
uEtimalely, no income was derived frorn room hire this year.
Volunteer participation was also Cancelled throughout the Pump House.
Taking into account fuTlough and gran18, the Pump House stsll lost about £22,000.
The 'Love Our Park, A board for a '2minutebeachclean' st￿e park litter pick retumed once the café reopened in
April 2021 for visf(ors lo temporarily borrow equipment whilst visiting the park in order to ra15e litter awareness.
For cO￿d safety a hand sanitiser was installed.
The Pump House continues lo be a public drop off point for the Terrac￿le UK KP crisp and snack waste stream
sending 81 Kg of crssps lo be recycled with Terracycle UK up lo June 2021.
SONS OF REST KIOSK. GHELUVELT PARK
2020-2021 was a poor year for the kiosk and this cannot be down lo Covid cloSu￿s. In fact, the kiosk could
have been permitted lo ITade under reslriclions for many months rt was closed bul these are months in low
season, where foottall is low. 11 was open for the majority of holidays bul a combination of Staffing drfficullies,
fear of Covid, poor weather and closufes of the 5plashpad all contributed to a SI￿ year. Al the end of the
financial year, the new trustees were debating whether to keep the projèct on.
CHAPTER MEADOWS
The COWtP19 pandemic continued lo significantly impact Ranger aetiwlies throughout the 2020121 reporting
period, wrth the Trust's sole ranger accounting for the 226 hours of staff wot1( on Chapter Meadows. which is
approximately 500k of the lime dedicated to the site's management in the year prior lo the emergence of the
virus. when the team numbe￿￿ two Rangers.
After a hiatus due lo social distancing requirernenls, the conseivation volunteers retumed lo contrib￿e 132
hours of labour through scrub burning, brash chipping, and pollarding of the veterari willows, which remain as a
legacy of historical withy beds on the meadows, whereby the cuttings were utilised for basketry and hurdle
making.

Further tasks on the mead¢)ws include<l clearance of flood debris. livestock fencing repairs and access
improvements in the form of new gates. A newly 8ppoinled grazier assi51ed with inslallalion of fencing, lending
the use of a tractor 8nd post driver. both satisfying his obligations under our new contractual grazing agreernenl,
and demonslraling a commitment lo a fine working partnership.
Chapter Meadows was again entered into an Environmental Stewardship agreement for the 2020121 period. and
while significant Changes are being Implemented to the funding scheme at cential govemment level. our
agreements are currently extended annually throughout the transition. The future direction of the sile's
management, and DWT'S involvement in Ils delivery, will diclale whether ￿ntInued participation in a stewardship
agreement remains in the besl interests of the meadt)ws or the Trust.
In 2021, Dwf'5 Ranger was successful in a bill for More Woods funding, consliluling Woodland Tfust 1000/0
grant funding for a wel woodland pilot planting scheme on Chapter Meadows. The 0.5ha woodland creation
proje¢l is earmarked for delivery during the November 2022 - March 2023 planting season and will provide a
case study for valuable research in the fields of IDcal biodiversity gain and flood attenuation. while providing
opportunities lo the Trust for public engagement and profile building.
ENVIRONMENTAL IiANGER TEAM
The Trust's sole Ranger continued management of the Pumphouse grounds and wildlife garden. the Local
Nature Reserve and Special Wildlife Stte al Chapter Meadows, and the 'pockel' nature reserve al Apex Park.
Volunteers assisted with a contribution of 286 hours in total, providing vital help when lone working wa5 not an
option.
The government furlough scheme supplemented oui Ranger aclimlies this past year, allowing clDse contact to be
limited where appropriate and flexible working to be employed lo deliver important functions as necessary.
GOVID reslriclions did not preclude DWT'S support for community inilialives, nor did il delracl from our strong
links wth s¢hoo15 across the county. DWT supported a tree planting event and created three new forest school
areas with seating for go children for Nunnery Wood Primary School, uiilising timber from the fallen Iconic cedar
tree which once stood beside the Pump House. Inspired by the project, Stoke Prior School contracted our ranger
lo replicate one of the seating areas and fire pts w¢thin its own grounds.
Invdvemenl with the Canal Corridor Group continued, with DWT'S ranger and several volunteers planting local
varieties of fruit trees along lowpalhs, from Lansdowne Park to the Arboretum. These trees constitute the
beginning of a mu¢h wider planting project pfanned by the Canal & River Trust {CRTI and our Ranger further
supported CRT'S walernay improvement goals. by running volunteer conservation task5 on Diglis Island and
delivering hedge laying couises for the organisation's staff and volunteers.
As well as strengthening existing partnerships, new bonds were fomied with the Worcester Environment Group,
th volunteer gfOUPS joining forces to restore orchards al Aconbury. A meeting al Haye Farm al Ribbenhall to
view proposed community horticulture land, secured support in principle for potential fuluie Dwf prqecls. while
a sile visit with Link Nurseries in Wor¢est6r, also identified the potential for their horticulture scheme participants
lo progress lo volunteer placements wlh DWT. At the lime of writing, the departure of our Ranger in Odober
2021 brings a temporary cessation to DWT'S Conservation work.. however. there remain5 great public support for
DWT'S mission. strength in reputatron, and a need throughout the communities of Worcestershire for the
continued conservation. protection and enhan￿ment of our environment.

WORCESTERSHIRE RESOURCE EXCHANGE (WRE}
2020 -2021 has been a difficult year with Ifading restricted heavily. When Covid-19 reslriclion5 were lifted i
July, the WRE scrap store was able lo reopen to the public for a short lime. A reduced number of member5
returned, with school memberships very low. General trade was down considerably in this lime. The scrap
store was required to close during the month of November as instructed by the Govemmenl, being classed as
non-essential retail and reopened for a few weeks in December. Once a9ain WRE closed due lo Covid
restriction from the beginning of JanLtary and stsff were furloughed, wrth minimal hours worked by the manager
who was partially furloughed. Online liade tonlinued throughout this time and the online shop range was
expanded. WRE maintained an online presence during the closures and produced short crafting videos to share
on Social media.

VOLUNTEER cO￿RDINATIoN AND COMMUNITY ACTIVITY

Grow Gheluvelt
This event was supported by DWT wth administration and design servtces to create the Grow Gheluvelt event. a
biodiversity initiative wpth Gheluvell Friends and BatboLtrne in Bloom. Ils aim was to plant spring bulbs in the
formal part of Gheluvett Park. Originally the event was scheduled for November 2020 bul due to Comd
reslriclions had lo be Tescheduled for February 2021. lent out planting equipment and Comd Safety
supplies on the event day.
Community group litter equlpm&nt loans
Seven community groups iequested the loan of litter pl¢klng equipment for community actiwties thi5 yeaT, for
collection when the Pump House was open. Covid safely measures were put into place
Worcester Show - DWT wntinued Its involvement irs the planning committge of the Worcester Show Ifonnerly
the Worcester Flower Show). Atthough the August 2020 show was ultimately cancelled, meetings conb.nued in
202110 plan for a Show later that year.
Volunteer Littor Warden Scheme IVLWS)
As of May 2021, there were 301 active liller wardens, wrth 166 new recruits over a 12-month period, an increase
of over 3700/0 from the previous year. Each volunteer or group adopts an 8rea and ag¥ees lo litter pick the area
for approximately an hour every day, week. fortnight, month or oceasionally. This activty enhances the
opportunty for social involvemonl and partieipalion, encourages a compassionate community and increases
physical actlvily for all ages.
Each litter warden receives equipment for them lo carry out the Clear ups in their adopted area. This year the
cost increased by £3 per kit lo £40 per person. The VLWS scheme cost appr0￿MatelY £8,153 per annum to run
which includes st8ff lime and sundries {£2.903.051 bul not core costs. The Volunteer Lrtter web page on
dwt.org.uk was updated lo signpost interested volunteers lo their own district council schemes enabling the DV
VLWS lo serwce Worcester City only. In addition, a 'donale' button was sel up to promote financial support lo
the VLWS and lo make volunteers aware of the cost of equipment to the charity. To dale £120 has been tjonated
by volunteers towards the cost of njnning the scheme. Two domain names were bought at a cost of £20.07 in
order lo f8cilitate a prop05ed litter awareness and communty engagement campa￿n-.RUbb1$h Dales,.

To avoid possible fly tipping aecusalions for VLWS and community litter picks there have been talks with
Worcester City Council IWCCI about providing different coloured bags to leave on the streets next lo council
bins. Currently DWT advise the wearing of Hi Viz jackets lo prove registered volunteer action. Advice from
WCC street scene and community safely is that volunteers should phone lo arrange collection, avoiding the
need of coloured bags. Ewdence from Keep Britain Tidy is that slickers Can be useful tool lo mark volunteer
bags thus avoiding fly lippin9 accusations snd 8s a dala tool lo identify volunteer action quantifying the aid given
lo council cleansing services. This is an avenue WOLÉld like lo investigate further and perhaps obtain
sponsorship.
The total hours spent litter picking this yeaf by volunteers was 8,702 hours.
Poowatch
The PooWal¢h app has provided a Campaigning and signp051ing tool for complaints of dog fouling In Worcester
since 2015. Reports are 5ubmilled by the community lo develop an interactive holspol map of Worcester City.
This collated information is used as a Campaigning and patrolling tool. Campaigning 10015 include bag
dispensers that can be erected temporarily in hot spot areas by the Worcester City Council Comrnunity Safety
team ICSI or lent out to community groups.
Chalk spray painl is used by 9 Tegislered Poowalch volunteers and the City Council, who survey and spray dog
poo found in their adopted areas. Slencilled messages 8re also used with chalk spray painl lo highlight hotspot
a￿a$. Regular hot spot infomalion is shared wth Worcester City Council's Civil Enforcement Officers and local
policing teams lo aid their patrols.
This year. 898 reports were generated, with a monthly average of 74, a 35% in¢rease from the prevK)us year,
signifying an Increase in web app usage and possible actual offences.
The Wor¢esl@r City Council Community Safety team have admin access lo the backend of the website and can
directly collate data for reporting and aelioning purposes. Bag dispensers and bags loans are managed by the
Wor¢esler City Council Community Safety Team lo promote responsible dog ownership. However. there is a
need for a perception survey about social impact stencils and chalk painl before new funding is secured.
Textile Repalr events- social sew in and seasonal clothes swap
There were no in person events organised due to covid safety concerns and issues with the Pump House
building. 2 of the 9 core volunteers supported the Repair Café Worcester remote service whilst the social sew in
and clothes swap events were suspended.

Ropair Cafe Worcester
DWT continued ils support of this scheme with Transition Worcesler, through a position on the steering
committee and the lending of equipment to the ￿mote Repair Café service through lockdowng and up to June
2021. This remote click and colled st￿e serv¢ce saw 76 items being collected from Clients and delivered to
volunteer repairers lo assess al their own homes. where adm'ce w85 given over the phone and then the items
were delivered back lo their owners by volunteer drivers.
Schools and Educational Establlshments
As la9t year, there were no grants given out to schools this year.

In 202012021, 317 volunteers actively supported the TrLt51.
wr(hln Dwf, 5 volunteers contribLrted over 296.5 hours, by micro volunteering and on-srte consetvation
volunteering. 9 Poowalch volunteers aclioned hot spots autonomously as and when required by using suppl￿$
from DWT and information from the Poowalch web app.
The lime Spent by the 301 litter wardens, autonomous volunteering is difficult for DWT to measure. But an
estimate of 8.702 litter picking hours was provided to the Take Pride partners to recognise the volunteers that
agree lo lrtter pick their adopted area on a regular basis.
4 of the 6 Core Ranger conservation volunteers accrued 189 hoLtrs of volunteer lime supporting the Senior
Ranger with community projects and the management of Chapter Meadows and Apex Park. took Covid
safety very seriously and with the older demographic of Ouf conservation volunteers it was deuded lo onty invite
volunteers out of lockdowns and when the task was considered lo be as Covid safe as possible lo all volunteers,
staff and sile managers.
One volunteer micro volunteered wsth WRE this year by processing materials that were considered a low Covid
risk. These materials were processed primarily for the WRE online shop and event stalls. The total number of
volunteering hours given to WRE wa5 107.5.
2 of the 9 Textile Repair voluntsers {Social Sew and seW￿r$I supported the remote Repaii Café Worcester
service during lockdowns until June 2021. borrowing and using the DVI￿ specialist equipment to support the
'cli¢k and Collect, style of repair service offered by the Cills communrty repairers.
There was no volunteering by Worceslfyr Connect at the Pump House due lo the cfosure of the centre to the
public and because of the 1-.1 covid meagures put in place by Worcester Connect.
The volunteer reward scheme that was initiated in January 2020 had 59 uptakes from July 2020 to May 2021
when the Pump House eco café was re-open lo the public. This volunteer scheme supplies a different password
via a monlhty DWT news and events email direct lo active volunteers. This password, based on that months,
events or awareness days, allcws volunteers access lo a free drink from the Pump House eco café and when
open, shopping al WRE wilhoul the need of a prepaid membership lo the equivalent lo a bronze membership,
and an insight and inspiration to eco events locally, nationally and globalty.
Dwf is part of the Take Pride partnership recognising the City's volunteering achievements. Certification
recognilion was sent during lockdowns when an in-person event was not possible.

a. GOING CONCERN
After making appropriate enquiries. the Trustees have a reasonable expectation that the company has adequate
resources lo continue in operational existence for the foreseeable future. For this reason. they continue to adopt
the going concem basis in preparing the financial slalements. Further detai15 regarding the adoption of the going

b. RESERVES POLICY
It is the policy of the Charity that unreslricled funds which have not been designated for a specific use should be
maintained al a level equivalent to beiween six and nine month's expenditure, which 15 currently between
£215,500 and £323,250. The Twstees consider that reserves al this level will ensure that, in the event of a
significant drop in funding, they will be able lo continue the Charity's current activities while consideration 15 given

c. NON-RECURRING TRANSACTIONS
There are two financial items which caused the Trustees Goncern.
The write off of £110,778 h8$ come to light and was a historic debt owed by WRFC Trading Limited, being
Interest due on funds previously lent lo this company. As part of the sale of WRFC Trading LimEted Mr Cecil
Duckworth agreed to write this amount of a5 part of the transaction the was al this stage owner of WRFC
Trading Limited and chairman of The Duckworth Worcestershire Trusll. Unfortunately the accountant5 and
management of DWT were not updated with this informalior) al the time and the historic accounts have not
reflected this. We have Taised this as an issue with the Charty Commission but are waib'ng on their response.
In addition al the oulsel of the pandemic an amount of £75,000 was moved from DWT lo the account of Mr Cecil
Duckworth in order to achieve greater interest relum5. this has now been repaid in full wrth full interest following
the death of Mr Duckworth although its return was delayed because of his death.

ACCOUNTING POLICIES
2.1 BASIS OF PREPARATION OF FINANCIAL STATEMENTS
The financial statements have been prepared in accordan￿ wrth the Charities SORP {FRS 1021
Accounting and Reporting by Charities.. Slalement of Recommended Practice applicable lo charities
preparing their accounts in accordance with the Financial Reporting Stsndard applicable in the UK
and Republic of Ireland IFRS 1021 (effective 1 January 20151, the Financial Reporting Standard
applicable in the UK and Republic of Ireland {FRS 1021 and the Companies Act 2006.
The Duckworth Worcestershire Trust meets the definition of a public benefit entity under FRS 102.
A55els and liabilities are initially recognised al historical cogt or liansadion value unless otherwise
slated in the relevant accounting policy.
2.2 GOING CONCERN

2.3 COMPANY STATUS

2.5 INCOME
All income Is recognised once the company has entitlement lo the income, il is probable that the

Grants are included in the Statement of Financial Activities on a receivable basi5. The balance of
income received for specrfic purposes bul not expended during the period is shown in the relevant
funds on the Balance Sheet. Where income is received in advance of entillemenl of receipt, ils
recognitKJn is deferred and included in credrtors as deferred incoTne. Where entillemenl occurs
before income is received, the income is accrued.
Income tax recoverable in relation to donations received under Gift Aid OT deeds of covenant is
recognised at the time of the donation.
Income tax fecoverable in relation to investment in¢¢xne is recognised al the time the investrnent
income is re￿1Vable.
2.6 EXPENDITURE
Expenditure is recognised once there is a legal or constructive obligation lo transfer economic benefrt
lo a Ihird party, il is probable that a transfer of economic benefrts will be required in selllemenl and
the amount of the obligation can be measured reliably. Expenditure is classified by activity. The costs
of each activity are made up of the totsl of direct costs and shared costs. including support costs
Involved in undertaking each activity. Direct costs attributable lo a single activity are allocated directly
lo that actiwly. Shafed costs which contribute lo more than one adivily and 5UPPOrt costs which are
not attributable to a single activity are apportioned between those activities on a basis consislenl with
the use of resources. Central staff Costs are allocated on the basis ol time spent, and depreciation
charges all¢xaled on the portion of the asset's use.
Expenditure on chari(able adivilies is Incurred on directly undertaking the aetNilie5 which further the
companls objectives, as well as any associated support costs.
Support costs are those Costs incurred directly in support of expenditure on the objects of the
ompany and include project management carried out al Headquarters. Governance Costs are those
incurred in connection wlh adminislralion of the company and compliance with conslitulional and
statutory requirements.
Charitable activities and Govemance costs 8re costs incurred on the company's educational
operations, including support costs and costs relating lo the governance of the company apportioned
lo charitable aclivilie5.
2.7 GOVERNMENT GRANTS
Government grants relating to tangible fixed assets are Irealed as deferied income and released lo
the Slalement of Financial Aclivili&s over the expected useful lives of the assels concerned. Other
grants are credited to the Slalement of Financial Activities as the related expenditure is incurred.
2.8 TANGIBLE FIXED ASSETS AND DEPRECIATION

Cash at bank and in hand includes cash and short-term highly liquid investments with a short maturity

2.13 LIABILITIES AND PROVISIONS
Liabiltties are recognised when there is an obligation at the Balance Sheet dale as a result of a past
event, il is probable that a transfer of economic benefit will be Tequired in settlement, and the amount

Designated funds comprise of capilal expendf(ure on the Pump House Environmental Centre project.
Restricted funds are comprised of income and expenditure relating lo the Worcester Resource

Expendable endowment funds", incorne is available for general purposes. The fund is represented by
investments and freehold land siiualed in Chapter Meadows.
Transfers from endowment funds to other reserves are made lo support the charitys annual
expenditure.
2.15 FINANCIAL INSTRUMENTS
The company only has financial assets and financial liabilities of a kind that qualify as basic financial
inslrumenls. Basic financial instruments are initially recognised at transaction value and subsequently
measured * their selllement value with the exception of bank loans which are subsequently
measured al amortised cost using the effective interest mdhod.
2.16 OPERATING LEASES

18. PENSION COMMITMENTS
The compnay operates a defirbed contributions pension scheme. The assets of the scheme are held
separalety from those of the company in an indepondently actminlste￿d fund. The pension cost charge
iepresents conlribulion5 payable by the company to the fund and amounted lo £8,478 {2020.. £10,332).

20. RELATED PARTY TRANSACTIONS
During the year, an amount of £110,778 was written off in relation to inleiesl accrued on a loan to WRFC
Trading Limited. Until 15 November 2020 C Duckworth OBE was a trustee of the Duckworth
Worcestershire Trust. At the dale of the initial loan C Duckworth OBE was also a director and
shareholder of WRFC Trading Limited. He resigned as a director in 2018.
WRFC Trading Limited performed payroll servic&s on behatf of The Duekworth Worcestershire Trust.
During the year salary and other sundry costs of £219,191 12020 £308,7381 were recharged lo the
charity. As well this an £110,778 of accrued interest was written off, as notelf in the Trustees. and
Independent Examinerfs reports.
