“The relief of sickness and protection and preservation of public health, in particular by the provision of search and rescue assistance, first aid, event marshalling and safety cover, both independently and in association with the full-time emergency services and other voluntary aid societies.”

Bucks Search & Rescue also known as BSAR is a registered charity 1073134 had 6 at the start of 2021 then 7 trustees post AGM for the rest of 2021, consisting the Chairperson, Vice Chair, Treasurer and the 3-4 other members who made up the Trustee team. Bucks Search & Rescue (BSAR) is a team of volunteers available 24 hours a day, 365 days a year to support the emergency services. BSAR’s main role is to assist Thames Valley Police with vulnerable missing person searches across Buckinghamshire and to assist other Search and Rescue teams who are affiliated to Lowland Rescue (LR), in the surrounding counties. It is also available to travel further afield should there be a national callout. BSAR is also available to assist other emergency services including Buckinghamshire Councils in the event of a major incident or providing support during inclement weather. BSAR members are trained to a national standard and the team provides foot, bike, water, air and search management capability to assist the police in their search for high risk vulnerable missing people. In 2021 BSAR have responded to 55 incidents with a total number of 1493 incident hours. We have worked alongside Bucks Fire & Rescue on water incidents and provided flood first responders on occasions of flooding in Feb 2021. During this period of the pandemic, BSAR assisted the NHS by providing a number of the team to the National Vaccination programme, 14 vaccinators and another 11 as support volunteers. BSAR also worked with the TVLRF and were part of the LMAC group set up to respond to the national emergency, providing a total number of 2794 hours. The Trustees are thankful and hugely appreciative of the massive dedication and work undertaken by each and every member of the team.

Summary of the main achievements of the charity during the year

When we encountered the pandemic in 2020 few could have anticipated it lasting 2 years. We had adapted our programmes and operational procedures to cope with the changes and this helped as we worked through 2021. i) Our People– Our membership programme was put on hold in 2021 due to the pandemic and the restrictions it put on our mass intake and training programme. In Oct 2021 we opened up our recruitment process to see over 200 people interested, over the next few months we reached out, interviewed and assessed candidates until we were able to confirm 15 new recruits who would start Feb 2022. We ended 2021 with just over 50 operational search technicians and wait with anticipation for the 15 new recruits to turn operational mid- 2022. During 2021 we trained our team and expanded our capabilities and competencies particularly around Water and Air support. ii) Our Infrastructure– we continued the work to develop our governance framework, we made changes to our constitution to pave the way forward to change charity type to CIO during 2022, and to allow virtual AGM’s and electronic communications and voting. We continued to improve and refurbish our headquarters. We continued to develop policies and procedures and assets in preparation for moving to a CIO organisation. iii) Our Finances– despite the very severe impact of the pandemic on our ability to raise funds we finished the year in a healthy position with a surplus of £27,568,partly due to a more structured approach to grant and funding applications, and a great performance by our fundraising team. At the close of the financial year we had our reserves standing at £4,000, which is approximately 25% of the basic running costs per year. iv) Our Activities– having regard to Charity Commission guidance on public benefit, our core activity remains supporting Thames Valley Police and/or other agencies and search teams in finding high risk and vulnerable missing people in Buckinghamshire and neighbouring counties. Alongside that we have been adaptable and flexible to try and respond to any need for help that we can meet whilst remaining within our charitable objectives and meeting the public benefit test. In 2021 BSAR also enhanced its Drone capability to the team in line with the changes to the CAA licencing by qualifying our team to GVC standard. BSAR also increased its Water Floor Responders capability by acquiring a grant for a sonar and sending 4 members on DEFRA Commanders course. We are all volunteers and we work with others, for others, wherever we can add value and remain true to our charitable objectives.

As a charity we raise funds through supporting events and use our social media pages to generate awareness and receive donations.

We are usually supported through grants and donations for specific projects which we retain in restricted funds until spent. Sometimes this allows use to increase our capability (Water search with a sonar added in 2021) or maintain the welfare and safety of the team through uniform provision, etc.

On accounts for the year 31 December 2021 Charity no 1073134 ended (if any) Set out on pages (remember to include the page numbers of additional sheets) I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 December 2021. Responsibilities and As the charity's trustees, you are responsible for the preparation of the basis of report accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent I have completed my examination. I confirm that no material matters have examiner's statement come to my attention in connection with the examination (other than that disclosed below *) which gives me cause to believe that in, any material respect:

• the accounting records were not kept in accordance with section 130 of the Charities Act; or

• the accounts did not accord with the accounting records; or

• the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
